STATEMENT OF NEEDContinued from previous page

    15. Describe how the prroject is an enhancement.Word Count Maximum: 250 (1S75 characters)l2th Avenue is a significant contributor to Tucson's cultural landscape. This commercial corridor, srps have traditionally been owned by several generations of Mexican-American families, servingrcals and visitors alike. Four schools line the corridor, including C.E. Rose K-8 school. This yeaiRoseas one of seven schools honored nationally, going from a failing school in 2003 to an "A" school basedon2012 AZDepartment of Education scores. Walking to and from school is common, and the S. l2thAvenue bus route is the second-highest utilized in the City, averaging 150,000 users per month.pite the heavy use and local significance, S. 12th Avenue is severely lacking in public investment.sidewalk exists in short stretches, and the lack of defined walking spaces between schools, bus stopsbusinesses makes the area dangerous. Bus benches and shelters are scarce. Tucson policeDepartment accident reports show 3 pedestrian fatalities, 5 hit and run accidents with pedestrians, 2 hitand run accidents with bikes and 7 injury accidents with pedestrians reported over the past three years.

ity of Tucson neighborhood stress scores, which reflect housing and family conditions of dependencytd need, rank this area as Very High. All neighborhoods along S. 12th Avenue are federal CDBG-tigible communities due to low-income, high-stress status.e 20ll TE grant for Liberfy Bike Blvd. is a critical enhancement to this application. Liberty parallelsl2th just two blocks East. Wayfinding signage will direct cyclists to the iiberty Bike Blvd.

Photos of Existing Location - S. 12th Avenue Pedestrian Safety & Beautification

Pedestrians hurry across 12th Avenue during rush hour. TPD reports show 3 pedestrianfatalities, 7 hit and run accidents with bikes and pedestrians, andT injury accidents withpedestrians reported over the past three years. Inadequate investment in public infrastructuremeans that conditions for pedestrians and cyclists along the corridor are unsafe.

Above we see an unpaved lot and heavy weeds within the right of way. This is not anuncommon sight along the corridor.

The elote (com) vendors along S. 12tn Avenue have been a mainstay of the area for years, providing corn and produce to many local restaurants. The right of way along this stretch of S.12th is completely unpaved, making pedestrian and bicycle traffic dangerous.

This rendering shows what shade trees and sidewalks would like along the corridor. Despiteheavy pedestrian use by school children and families, many right-of-way areas along l2thAvenue are unfinished or completely paved over with asphalt. Public art inspired by the elote(corn) vendors of the area speak to a local business tradition, as well as a significant food cropand meaningful resource for the traditional communities of the region.

Ave. has been paved over. This creates littledistinction between street and parking areas, leaving pedestrians and cyclists vulnerable.

A majority of the locally owned businesses along the corridor cater to south side Tucsonresidents. Many of these stores have stayed within Mexican American families for generations, and several have grown to expand beyond 12th Avenue.

This projec! sponsored bythe City of Tucson, includes the constnrction of 2.4 miles of sidewalk along South 12th Avenue, an importantcommercial corridor.Pima County residents have made significant invesbnent in improvements to other areas along South 12thAvenue through a county-wide bond program in past years; however, this grant request seeks to invest in anarea of South 12th Avenue with great utrnet needs. The addition of sidewalks will make this busy conidor amote walkable shared space for all residents, neighbors and business pa,frons. This project will provide a much needed enhancemeirt in our community; I firlly support the request. Shouldyourequire additional information from my office or Pima County, please do nothesitate to call.
