SUPPORTING THE CONTINUATION OF THE ALBANY COUNTY HOUSING

TRUST AND ESTABLISHING A POLICY THAT THE REVITALIZATION OF

LOCAL COMMUNITIES AND THE PROVISION OF AFFORDABLE

HOUSING IS A PRIORITY IN ALBANY COUNTY

Introduced: 1/14/13By Messrs. Commisso, Morse, Ward, Mss. McKnight, Chapman, Maffia-Tobler, Kinsch, Messrs. Bullock, Domalewicz and Clenahan:

WHEREAS, Since 2006, Albany County has participated in an effort todevelop and preserve a variety of affordable housing options throughout theCounty through loans in support of programs and projects assisting low-income homeowners, tenants and the homeless, giving priority to projectsthat preserve housing affordability, and

WHEREAS, This Honorable Body has been an active participantregarding community revitalization and has authorized the expenditure offunds and approval of projects via Resolution Nos. 462 for 2006; 371 for2007 and 296 for 2008, and

WHEREAS, The Albany County Legislature recognizes that there is apressing need for affordable housing and the stabilization of neighborhoodsthrough building revitalization, and

WHEREAS, The agenda for this Legislative meeting includes a

resolution seeking to establish a Land Bank so that the County may makeapplication to New York State to seek the States involvement in anessentially identical program that has been provided by the Albany CountyHousing Trust, and

WHEREAS, It is the opinion of this Honorable Body that the taxpayersof Albany County will be better served by making sure that the problemsrelating to housing issues be resolved at the local level where the County willbe in charge of its own destiny without the burden of State regulatorycomplications, and

WHEREAS, Also among the business for deliberations at this Legislativemeeting is the restoration of five positions in the 2013 budget, namely, twoproperty manager positions, two building inspector positions and a codeenforcement position, all of which will be helpful to make sure the policyestablished by this resolution is implemented by the Executive branch, now,therefore be it

RESOLVED, By the Albany County Legislature that this Honorable Bodysupports the continuation and enhancement of the Albany County HousingTrust to create and support programs and projects to assist low-incomehomeowners, tenants and the homeless to stabilize neighborhoods, givingpriority to projects that preserve housing affordability, and, be it further

RESOLVED, That a policy is hereby established creating as a priority ofAlbany County government, efforts to develop and preserve a variety ofaffordable housing options throughout the County through loans and othermeans supporting programs and projects assisting low-income homeowners,tenants and the homeless and to stabilize neighborhoods, giving priority toprojects that preserve housing affordability, and, be it further

RESOLVED, That the County Executive is requested to continue andprioritize the development and preservation of a variety of affordablehousing options throughout the County by focusing on the housing issue in

Albany County by building on the foundation established in 2006 andembraced by this Honorable Body, and, be it further

RESOLVED, That the Clerk of the Legislature is directed to forwardcertified copies of this resolution to the appropriate County Officials.
