IntroductionEurostat’s development approach in all three cases (energy, water,

waste):

1. Develop methodological standards for Accounts(European reporting tables and formats)

2. Populate Accounts as far as possible based on existing Statistics

3. Map gaps (incompatibilities with ESA principles, e.g. international transport)

4. Develop standard methods to solve and fill gaps (calculation tools, questionnaire, manual)

5. Evaluate whether, how, and when to add to Legal Base

Energy Accounts:

– advanced ideas for reporting tables and formats

– excellent statistics existing

– experiences in “populating tables“ and developing gap-filling methods

Water Accounts:

– advanced ideas for reporting tables and formats

– suitability of Statistics unclear => significant gaps expected

Waste Accounts:

– Current Statistics not suited to populate Accounts

– put on stand-by !

Yet, there is no methodological standard for Energy Accounts !

…some European NSIs produce energy accounts => not comparable

=> Need to establish harmonised tables and formats

Ongoing (international) activities have to be taken into account…

1. UN London Group: SEEA revision => SEEA-Energy

2. UN Oslo Group: International Recommendations for Energy Statistics (IRES)

flows (contractor) => TF meeting 6-7 May 2010

2. Populate energy PSUTs based on energy statistics (contractor)

3. Map the gaps (contractor)

4. Develop standard methods to solve and fill gaps (calculation tools, questionnaire, manual) (contractor)

5. Proposal for and decision on Eurostat production routine (legal base?)
