4.3.2 (p2-p21)
o Maybe provide a summary of this legislation in the MTP similar to other legislations in 4.3.2, and then refer readers to www.fhwa.dot.gov/fastact for more information; given that Chapter 4.3.2.2 from page 2 to 21 seems to be exactly the same as the FAST Act Summary sheet prepared by FHWA.

• The MPO decided to leave the full text in place for easier understanding.
o Maybe switch the order; lead with FAST Act then the rest to follow.
• This suggestion was considered and made. o Maybe move the long version to 4.4.1 o Reference the EJ Order. (p21).

o The bylaws and other documents should be added to key MPO documents. The MTP should distinguish them based on administrative/procedural documents vs planning documents as illustrated in the AHTD MPO Manual page 1-6. (p.22).
o Should be 23 CFR 450.324 (p23). o Cite 23 CFR 450.326 (p24). o Add ALOP and cite 23 CFR 450.334 (p24). o Maybe cite 23 CFR 450.308 instead of 23 CFR 450.314. Also,
maybe use the actual CFR definition. It’s more detailed and informative than the current statement in the MTP (p24).

4.4.2

o Why are there significantly different growth rates for Marion and West Memphis for 2016 - 2020 and 2020 – 2040?
• The different rates are the result of taking into consideration local housing data.
o Add TMA to acronyms list (p11). • This acronym was added
o Add north arrow and scale bar (p13). • These changes were made.
o Add FR to acronyms list (p14). • This acronym was added.
o Add TSM to acronyms list (p15). • This acronym was added.

o Add GIS & TEA to acronyms list (p18). • These acronyms were added.
o Maybe a good opportunity to mention the CHSPTP (add to acronyms list) that was developed this year in conjunction with the Memphis MPO (p19).
• Acronym added. CHSPTP section added—page 68 o Maybe reference regulations protecting transportation
disadvantaged groups e.g. 49 CFR 21, 25 & 27 (p23). Maps showing the location of these groups in the MPA would be a good idea.
• Section 4.4,3 Transportation Disadvantaged Added. See pages 102-113
o Is the map on page 29 referenced in the text? • This has been addressed. Map is now on page 102.
Chapter 5 5.3
o The reader would probably prefer for these projects to be organized by year instead of by funding type. Consider changing the order as shown in the attached.
o Also, consolidate the information as much as possible. For example, all the Marion Overpass information should be on one page or at least on consecutive pages to make it easy to follow (like you did for the Southloop project).
• Suggestion addressed. o For all the projects, please include “Federal Funding Category”
as it would be more informative than “Funding Type.” Also, consider adding a line to show the source of the “Matching Funds” (State or Local).
• Suggestion addressed.
Chapter 6 6.2 and 6.3
o To prove that the proposed project list is financially constrained, there must be a comparison of the available funding by category and time period (similar to Chapter 17 in the 2033 Plan) and the total year of expenditure (YOE) estimates for each of the projects (by category and time period). Other MPOs have aggregated their estimated available funding by short-term (2016-2020), mid-term (2021-2030) and long-term (2031-2040) time periods to make this comparison, but you may need to use other time periods because of the air quality conformity rules. There is no reason to include the Annual Fund Estimates sheet that we provided or funding

information for each individual year. For the mid-term and long-term time periods, you can use one inflation rate to estimate YOE project costs for all the projects within each time period.
• Section 6.4 added to prove financial constraint.
Chapter 7 & 8 No comments.
Chapter 9 The cross-sections say “proposed” as opposed to “approved” as shown in
the Table of Contents in chapter 1.0 p1. Will this be changed to “approved” once the MTP is approved?
o These are approved cross-sections for proposed roadways.
The Table of Contents also indicates that there are “Detailed Project Location Maps by Funding Type” in this chapter, which are not included.
Chapter 10
Since this is the TIP that was adopted in May, be sure to include the proposed TIP amendment for the FLAP projects.
o FLAP Projects added. Approval will be at the February meeting.
Chapter 11 11.1

news agencies. What’s the relevance of the Eastern Arkansas Realtor’s Association item?

Has the MPO received any public comments since the MTP was last updated?
Mention the existence and purpose of the public participation plan in this chapter in addition to non-discrimination regulations such as EJ, Title VI.
Also mention the MPO’s interactive map on the MPO’s website. Does the MPO have any social media accounts?

I have reviewed the Plan and I only have two very minor comments:
1) On page 7 of the Executive Summary (Section 3) under the Minimize
Environmental Effects… section, ‘Ambient’ was omitted from ‘National Ambient
Air Quality Standards’.
2) On page 6 of the Air Quality Conformity Report (Section 11) under the
Summary Results and Conclusion, ‘Ozone’ was omitted from ‘2008 Eight-Hour
Ozone Redesignation Request and Maintenance…’
