Planning for an emergency requires a detailed understanding of the hazards of concern. In the particular case of the chemical process/oil and gas industries, a robust under- standing of the possible outcomes (fire, explosion, toxic cloud etc.) associated with a release of a hazardous material is central to the planning process.
