1. INTRODUCTION
The Power Quality Committee (PQC) was formed based on the recommendations of 2004 PQ
Workshop held at Riyadh in March, 2004. The PQC is a permanent committee with members
from major industries, academic institutions and electricity utilities. PQC Chairman is
appointed through an internal election by the Power Quality Committee members.
One of the important recommendations of the 2004 PQ Workshop was to publishing an
annual report dealing with the existing PQ levels across National Grid SA transmission
networks and its relative impacts on the bulk industrial customers. The aim of the desired
annual report is to:
Exchange information of PQ related issues.
Extract lessons learnt from discussing disturbances and fault incidents reported by
National Grid SA and by bulk customers.
Develop PQ database identifying records of disturbances and their effects upon the
operation of their major industrial customers specifically Saudi Aramco and SABIC
companies.
Recommend follow up actions so that secure supply system and high quality of power
supply can be verified.
The purpose of implementing the work is to coordinate between all PQC members,
information and experiences exchange, and to highlight the guidelines and roadmaps that can
help secure acceptable level of power supply to end users.
The PQC meets on a regular basis to discuss the PQ issues and case studies and formulate the
future plans. During the year of 2015, PQC members had scheduled four meetings and a
Power Quality Workshop. These are useful where PQ related topics are discussed, recent
customer or research oriented PQ studies and projects have been demonstrated, and follow up
actions and recommendations are reviewed.
2. MISSIONS AND OBJECTIVES
PQC exchanges information and technical data and unify procedures related to PQ issues in
the Kingdom on a regular basis. The Committee forms a good interconnection tool between
SEC and its subsidiaries, the major bulk customers (Saudi Aramco and SABIC), academia and
research institutes and regulatory authorities. Electrical System Supply disturbances that cause
bulk customer's mis-operation or loss of power supply and production are recorded and
analyzed. Identifying and following causes of disturbances and providing recommendations to
enhance the performance of the supplying systems are also part of the group activities.
The main objectives of the PQC are:
Reporting Disturbances
The performance of the supplying system will be identified throughout reporting
disturbances that affect the operation of the bulk customers with the transmission
networks. Any event in the power systems, that results in deviation of the supply
system voltage from and emergency (±10%) conditions are planned to be collected.

Identifying PQ Problems
Analysis tools will be executed to identify disturbances, its origin and causes. This will
be useful in providing suitable remedy action to reduce the possibility of disturbance
occurrence.
Recommend Follow up actions
Following the analysis, procedures and certain recommendations might be stated for
specific remedy actions to be followed.
Enhance coordination between all parties
Coordination between all parties is one of the PQC objectives. Coordination between
transmission supplying system capabilities and bulk customer's needs, exchange of
information and experiences, and scheduled meetings between all parties will be useful
to verify the maximum secure operating conditions and decrease the possibility of
disturbance re-occurrence.
Handle PQ database
Finally, National Grid SA is handling the PQ parametrs database (for previous years)
required for the evaluation in the PQC annual disturbance report.
3. PQC MEMBERS
Members of PQC are nominated by their organizations. Members who are willing and able to
commit or engage their organization or institution in PQC activities consist of:

4. 2015 PQC ACHIEVEMENTS
PQC has been verifying certain achievements throughout definite schedule of activities during
the year of 2015. Dates, hosts, locations, and PQC discussion points of the assigned activities
are explained in following sub-sections.

4.1 PQC Achievements – 1st Meeting
Meeting Discussion Points This meeting was hosted by National Grid SA. The meeting started at 09:30. Mr. Hussein Al-
Abbad (PQC Chairman), SABIC, started the meeting by welcoming all attendees, and
thanking them for attending the First Power Quality Committee meeting for the year 2015.
Below is the summary of the discussion in the meeting:
I. Review of Last Minutes of Meeting
The last minutes of meeting were reviewed and the following action items were discussed:
o Sending invitation to “Ma’aden” & “Modon” for Attending 2015 PQ
Workshop and joining the PQC and the meetings.
Official invitation letters prepared and signed by PQC chairman, Mr.
Hussein Al-Abbad. The letters were sent to Ma’aden and Modon.
After the workshop, Ma’aden & Modon will be invited to join PQC.
o Sending invitation to “Jubail Industries” for attending 2015 PQ Workshop.
Official invitation letters prepared and signed by PQC chairman, Mr.
Hussein Al-Abbad. The letters were sent to Tasnee, Sipchem, Sadara,
Chevron SA and Satrop.
o Contact the following to confirm their participation as honorary members:

Final PQ training brochure for 2015 has been prepared and shared with
the organizing team. Participant parties in the training course are: SEC,
National Grid SA, SABIC, Saudi Aramco, and KACST.
o Define and finalize the topics for the PQ workshop.
About “6” topics were defined for 2015 PQ workshop by the following
entities: National Grid SA, SABIC, KFUPM, Saudi Aramco, SEC and
KACARE.
o Prepare the final brochure and invitation for 2015 PQ Workshop.
Final PQ workshop brochure for 2015 has been prepared and shared with
the organizing team. Invitations sent to the entities of PQC members,
Ma’aden, Modon, Jubail Industries, Dammam Industries, as well as
vendors.
o Complete the registration and list of participants on 2015 PQ Training and
Workshop.
Registration process for 2015 PQ training for is completed by all entities
of PQC members.
Registration process for 2015 PQ workshop completed.
II. Presentations
o “ SEC & National Grid SA: Preparation for Next Summer”
Mr. Abdullah Al-Shehri, National Grid SA, has presented this topic,
followed by group discussion.
o “ Saudi Aramco & SABIC 2014 Disturbances”
Mr. Saad Al-Aamri, National Grid SA, has presented this topic, followed
by group discussion.
Mr. Tamer Selim requested to present in the coming meeting the analysis
of SEC 69 kV network trippings during 2014 which affected Saudi
Aramco facilities.
III. Broaden Delivery of the PQ Workshop
o This discussion point was proposed by Dr. Aymen Al-Abduljabbar in order
to strengthen the output of PQ workshop in the coming years.
o It was agreed to invite vendors & Jubail industries to participate in 2016 PQ
workshop by technical topics.

o It was agreed to make a competition and prize for the best one or two
undergraduate project(s) relevant to PQ. Selected undergraduate project(s)
would be hosted and presented in the annual PQ workshop.
o New team would be assigned for the preparation & organization of 2016 PQ
Training course and workshop.
IV. 2016 Plan for PQ Training Course
o Dr. Aymen Al-Abduljabbar presented briefly the structure and contents of
2015 and 2016 PQ training course.
o PQC agreed to conduct 2016 training course for three days instead of two
days as following: Introduction to PQ in the 1st day, Advanced topics for
Voltage Variations in the 2nd
day, and Advanced topics for Harmonics in the
3rd
day.
o Invite Jubail Industries for 2016 PQ training course.
V. Electing New PQC Chairman, Vice-Chairman & Secretary and Updating PQC Members List
o Attending members selected Mr. Hussien Al-Abbad to chair the committee
till end of 2015.
o Chairman of PQC, Mr. Hussein Al-Abbad, assigned a team to visit ECRA
Governor to sponsor PQC. The team consist of the following:
- PQC Chairman,
- Dr. Ayman Al-Abduljabbar,
- Dr. Mahmoud Kassas,
- Ali Al-Gahtani,
- Abdulrahman Al-Shabnan.
o PQC members agreed to visit the management of stakeholders such as SEC,
SABIC, Saudi Aramco, ECRA, KACST and KACARE.
VI. Other Issues
o 2nd
PQC Meeting:
The members noted the date for the next 2nd
PQC meeting as scheduled
before, to be on Thursday, 14th
May 2015 in Eastern province. The host
of the meeting will be SABIC.
o Agenda for Next Meeting:

Saudi Aramco facilities, by Mr. Tamer Selim.

4.2 Power Quality Workshop
More than one hundred participants from different organizations attended the Annual Power
Quality Workshop. The participants were mainly from SEC, National Grid SA, MOW&E,
ECRA, Saudi Aramco, SABIC Affiliates, KFUPM, KACST, KACARE and other private
industries in Jubail and Dammam Areas.
The following topics were presented in 2015 PQ workshop that was hosted by Power Quality
Committee:
o “Practical Case Study for Evaluating the Impact of Metro on The
Transmission Network Power Quality Level”, was presented by National
Grid SA.
o “Improve Immunity to Grid Power Disturbances”, was presented by SABIC.
o “Power Quality Problems Detection and Mitigation”, was presented by
KFUPM.
o “Transient Recovery Voltage on the 13.8 kV Subsea Cable Feeding Saudi
Aramco Offshore Platform”, was presented by Saudi Aramco.
o “Real Time Monitoring and Mitigation of Power Quality Disturbances using
Digital Signal Processing Techniques”, was presented by KFUPM.
o “Improving Reliability of lengthy Distribution Feeders by using
Autoreclosers & Sectionalizers Equipment”, was presented by SEC.
o “Synthesis of Grid Impact Project”, was presented by K.A.CARE.
4.3 PQC Achievements – 2nd Meeting

This meeting was hosted by SABIC. The meeting started at 09:00. Mr. Hussein Al-Abbad
(PQC Chairman), started the meeting by welcoming all attendees, and thanking them for

o Assign new team for the preparation & organization of 2016 PQ Training
course and workshop.
A working team shall be constituted from the following entities:
KFUPM, Saudi Aramco, SABIC, KACARE and National Grid SA. The
team is responsible for the organization and preparations of 2016 PQ
Training course and workshop.
Members selected Mr. Bander Mutwali as leader for the organizing team
of 2016 PQ Training Course and Workshop.
o Make plan for competition and prize for the best one or two undergraduate
project(s) relevant to PQ and to be hosted in the annual PQ workshop.
The organizing team, headed by Mr. Bander Mutwali, shall make plan for
honoring in 2017 PQ workshop as agreed by PQC, the best
undergraduate project relevant to PQ. This announcement shall be made
in 2016 PQ annual workshop.
o Visit ECRA Governor to sponsor PQC.
Mr. Hussein Al-Abbad informed attendees that the assigned team of PQC
met HE ECRA Governor on 06th
March 2015 and presented PQC profile,
achievements, future plan and challenges.
HE ECRA Governor was impressed by PQC activities and achievement
and advised engage more fresh members in the committee and increase
quality of deliverables by PQC. Moreover, PQC might look for sponsor
by Gulf CIGRE and SSSEE.
II. Presentations
o “ YANSAB Internal Steam Turbine Tripping during Power Failure ”
Mr. Mohzi Al-Qarni, SADAF, has presented this topic, followed by
group discussion.
o “ Evaluation of 2015 Power Quality Training & Workshop and Improvement
Ideas ” and Discuss “ Preparation for 2016 PQ Workshop and Training
Course ”
Dr. Mahmoud Kassas, KFUPM, has presented this topic, followed by
group discussion.
The overall rating for 2015 PQ training was “between Excellent and Very
Good”.
The overall rating for 2015 PQ workshop is “Very Good”.
The selected organizing team should make early arrangements and
preparations for 2016 PQ Training and Workshop.

The questionnaires result and lessons learnt shall be considered by the
organizing team for 2016 PQ Training and Workshop.
PQC decided that “3 Days” is the minimum number of days for the PQ
training course. Trainees’ certificates shall be distributed in the
workshop.
Different level of case studies for beginners and seniors should be
considered in the PQ training course.
The organizing team shall call vendors and manufacturers to participate
in 2016 PQ workshop and may have an exhibition.
Call the universities and private sector for 2016 PQ workshop.
o “ Saudi Aramco & SABIC 2015 Disturbances”
Mr. Saad Al-Aamri, National Grid SA presented the disturbances that
affected Saudi Aramco and SABIC during 01 January - 09 May 2015,
followed by group discussion.
PQC advised to have presentation in any of upcoming meetings about
Hadeed-I Interruption and Impact of experienced voltage dip on 29 April
2015.
III. Other Issues
o 3rd
PQC Meeting:
The members noted the date for the next 3rd
PQC meeting as scheduled
before, to be on Thursday 10 September 2015 in Eastern province. The
host of the meeting will be Saudi Aramco.
o 4th
PQC Meeting:
Attendees agreed to shift the date for the 4th
PQC meeting, to be on
Sunday 06 December 2015 at Makkah. The host of the meeting will be
KACST.
o Visit SSSEE to Sponsor PQC:
The same team visited ECRA Governor will be visiting SSSEE “Saudi
Scientific Society for Electrical Engineers”.
o Agenda for Next Meeting:

4.4 PQC Achievements – 3rd Meeting
Meeting Discussion Points This meeting is hosted by Saudi Aramco. The meeting started at 09:00. Mr. Hussein Al-
Abbad (PQC Chairman), started the meeting by welcoming all attendees, and thanking them
for attending the 3rd PQC “Power Quality Committee” meeting, 2015.
Below is the summary of the discussion in the meeting:
I. Review of Last Minutes of Meeting
The last minutes of meeting were reviewed and the following action items were discussed:
o Send official Letters to Dr. Abdullah Al-Abbas, Dr. Othman Al-Natheer,
Laith Al-Bassam & Dr. Yousef Al-Turki to confirm being honorary members
of PQC.
Letters are prepared and sent to Dr. Abdullah Al-Abbas, Dr. Othman Al-
Natheer, & Laith Al-Bassam. They confirmed the membership of PQC
Honorary Counsel which will set the committee strategic directions,
review its annual performance and support the committee publicity with
higher authorities/entities.
Dr. Yousef Al-Turki will be invited as well to join the honorary
membership of PQC through letter to be prepared by PQC secretary.
o Get names and contact information for representatives in the team
responsible for all organization and preparations of 2016 PQ Training course
and workshop from KFUPM, S. Aramco, SABIC, KACST and National Grid
SA.
Mr. Bander Mutwali, the team leader, confirmed that names and contact
information of the team members from KFUPM, KACST and National
Grid SA are provided.
Saudi Aramco and SABIC were requested to assign their representatives
in the organizing team for 2016 PQ training course and workshop and
send their names and contacts to the team leader (Mr. Bander Mutwali).
o Make plan for honoring, in 2017 PQ workshop, the best undergraduate
project relevant to PQ.
The organizing team has to prepare the plan which is due in 1st PQC
meeting in 2016 and to be announced during 2016 PQ workshop.
II. Presentations o “ Preparations for 2016 PQ Training Course and Workshop ”

Mr. Bander Mutwali, the team leader, has presented the preparations and
the organizing of 2016 PQ training course and workshop, followed by
group discussion.
It was decided to announce the recommendations at the end of PQ
workshop. The recommendations would be based on the feedback
received from the attendees of the workshop and the discussions from the
PQC periodic meetings.
The group agreed to have Q&A, for 10 minutes following every
presentation and the panel discussion will be at the end of the workshop.
Vendors shall be requested to submit abstracts of the topics for PQ
workshop. PQC will review in the 4th
meeting, 06 December 2015, all
abstracts and select appropriate topics for PQ workshop.
The organizing committee shall identify time for every presentation
based on its contents and relevance to PQ.
The organizing committee shall coordinate with Dr. Aymen Al-
Abduljabar about the location and date for 2016 PQ workshop and the
possibility to get presentations in the workshop by Consultants working
for ECRA.
o “ Shaybah Power Management System ”
A brief presentation was given by Mr. Miguel Aguiar, Saudi Aramco –
Power System Engineering Department, followed by group discussion.
o “Mitigate the Impact of Arc Furnaces Steel & Iron Factory on the Network
PQ ”
Mr. Ahmed Al-Rajeh, SEC - EOA Distribution Engineering, has
presented this topic, followed by group discussion.
III. Meeting with Dr. Samir Al-Baiyat (SSSEE Chairman)
PQC chairman, Mr. Hussein Al-Abbad, and attendees welcomed Dr. Samir Al-Baiyat,
Supervisor of Technology Transfer - Innovation & Entrepreneurship, and thanked him for his
presence in the meeting.
o Mr. Hussein Al-Abbad, presented PQC Profile, followed by discussion.
o The issue of collaboration between PQC and SSSEE was discussed with Dr.
Samir Al-Baiyat.
o Remarks and recommendations by Dr. Samir Al-Baiyat was discussed in the
meeting.
o Dr. Samir Al-Baiyat and attendees agreed for sponsorship of Power Quality
Committee (PQC) by Saudi Scientific Society for Electrical Engineers
(SSSEE). For this sponsorship, necessary procedures would be checked and
then the committee would be informed about the next steps.

Meeting Discussion Points
This meeting is hosted by National Grid SA. The meeting started at 08:30. Mr. Hussein Al-
Abbad (PQC Chairman), started the meeting by welcoming all attendees, and thanking them
for attending the 4th PQC “Power Quality Committee” meeting, 2015.
Below is the summary of the discussion in the meeting:
I. Review Last Minutes of Meeting
The last minutes of meeting were reviewed and the following action items were discussed:
o Saudi Aramco and SABIC were requested to assign their representatives in
the organizing team for 2016 PQ training course and workshop and send
their names and contacts to the team leader (Mr. Bander Mutwali).
Saudi Aramco and SABIC have assigned their representatives Mr.
Hussain Hanbazzaza and Mr. Mohzi Al Garni respectively for the
organizing team for 2016 PQ training course and workshop.
o Make plan for honoring in 2017 PQ workshop, the best undergraduate
project relevant to PQ.
The organizing team has to prepare the plan which is due in 1st PQC
meeting in 2016 and to be announced during 2016 PQ workshop.
o Present preparations for 2016 PQ Training Course and Workshop and collect
abstracts of the topics for 2016 PQ workshop.
The details have been provided in the presentation given by Mr. Bander
Mutwali, the team leader during the meeting.
o The organizing committee shall coordinate with Dr. Aymen Al-Abduljabar
about the location and date for 2016 PQ workshop and the possibility to get
presentations in the workshop by the Consultants working for ECRA.

Mr. Bander Mutwali will coordinate with ECRA for presentations in the
workshop by the PQ experts along with finalization of the date and
location for conducting the 2016 PQ workshop.
o Get reply for the procedures and next steps to sponsor PQC by SSSEE.
Dr. Mahmoud Kassas presented the Draft Agreement for the sponsorship
of PQC by SSSEE. It was agreed that the agreement shall have date on it.
Also soft copy would be sent to all members for their comments within
two weeks.
After finalization of the comments on the draft agreement from the
members, Mr. Hussain Al-Abbad along with Dr. Mahmoud Kassas would
sign the sponsorship agreement with Dr. Samir Al-Baiyat in the last week
of December 2015.
Mr. Saad Al-Aamri will prepare English Translation of the final
Agreement for the sponsorship of PQC by SSSEE.
II. Presentations
o “Performance of Integration of PV-DG in Power Distribution Network- Case
Study”
A brief presentation was made by Dr. Mohamed Smiai - KACST,
followed by group discussion.
o “Power Quality Assessment in Distribution Network”
Mr. Shareef Al-Barrak, ECRA – Technical Affairs, presented this topic,
followed by group discussion.
o “ Preparations for 2016 PQ Training Course and Workshop by the assigned
team and abstracts of topics for workshop”
Mr. Bander Mutwali, the team leader, presented the preparations and the
organizing of 2016 PQ training course and workshop, followed by group
discussion.
Mr. Hussain Al-Abbad will talk to M/s ABB while Dr. Mahmoud Kassas
will contact M/s General Electric for sending their representatives to
deliver a lecture for the PQ Training 2016. However, if not possible they
will be asked to send the representative for delivering a topic in the PQ
Workshop 2016.
Dr. Ayman Al-Abduljabbar will provide the contact details of the
concerned person of M/s Siemens to Mr. Bander Mutwali to request them
for delivering lecture for the PQ Training.
Mr. Bander Mutwali as the team leader was given full authority to
finalize the Schedule, Plan and Hotel Location for PQ Training and
Workshop 2016 based on suggestions and feedback from the members
during the meeting. It was suggested to focus on one topic for one day in
the training. Case Studies should also be included.
For the Training Certificates to the attendees, it was suggested to use the
same design that was used in PQ Training at K.A.CARE in the year
2013.

Members Presentation for PQC Workshop 2016 have been confirmed
from Aramco, KACST, KFUPM and SABIC. Response from ECRA,
K.A.CARE and National Grid SA were still awaited. Therefore, it was
finalized that the deadline for submitting the abstract for the titles would
be end of December 2015.
Attending the PQC Workshop would be free for those who would attend
the PQC training.
Any lecture given in the PQC training would be paid along with all
logistics and hotel reservations arrangements by the PQC.
The number of attendees for the PQC training would vary from 20 to 22.
However, in this regard Dr. Mahmoud Kassas in coordination with Mr.
Bander Mutwali will notify to the members the last date for confirmation
of attendees for the PQC Training.
Moderator shall be assigned to carry out the functions smoothly during
the PQ Training and workshop.
III. PQC 2016 Plan
o PQC 2016 Plan for the meetings was presented by Mr. Bilal Aslam to the
members that were prepared based on previous year practice.
o It was suggested to update the PQC 2016 Plan as per discussion during the
meeting. However, the 1st PQC meeting in 2016 would be finalized after the
confirmation of the dates for the PQC Training and Workshop. Also soft
copy for the PQC 2016 Plan shall be sent to all members for their comments
and finalization of the PQC 2016 Plan.

5. FOLLOW UP THE 2014 PQC RECOMMENDATIONS
One of the main PQC objective is to follow up on the recommendations of the previous PQC
meetings by the committee members (PQC 2014 Recommendations). Following are the 2014

6. 2015 BULK CUSTOMERS DISTURBANCES
6.1 Disturbance Records – Trend Data
During the year of 2015, PQC reported that (70) fault incidents took place that had major
effects upon the operation of Saudi Aramco & SABIC industrial bulk customers. The major
effects recorded in Saudi Aramco were 87.14 % of the total disturbances and led to significant
effect on the Saudi Aramco operating systems.
Figure 6.1 shows the number of disturbance records reported by each of the two industrial
customers (Saudi Aramco and SABIC) for the year 2015. Figure 6.2 shows the number of
disturbances that have been recorded in the last six years (2010-2015).

6.2 Disturbance Records – Causes
The potential of disturbances could result from a number of basic causes that may include
Weather Related Conditions, Equipment Failure, Human Errors, Mal-Operation, System
or/and Equipment Deficiency (weakness of the supplying system), non-Transmission impact,
and Miscellaneous. Figures 6.3 and 6.4 show the percentage distribution of the disturbances

causes for the year 2015 for Saudi Aramco and SABIC respectively. Figures 6.5 and 6.6 show
the monthly distribution of disturbances causes that affected Saudi Aramco and SABIC for the
year 2015 respectively.
Figure 6.3 shows the Weather Related Incidents is the most common cause of disturbance
43% in Saudi Aramco network for the year 2015. On the other hand, the Equipment Failure
class is the second major cause in Saudi Aramco contributing almost 36% of the total Saudi
Aramco disturbances. Also, Customer Impact is the third major cause of disturbance where it
contributes to 10% of the disturbances. Around 6% of the reported incidents were caused by
Protection Related Problem. The highest number of incidents that affected Saudi Aramco
occurred during April and May (refer to Figure 6.5).
As evident from Figure 6.4, in the case of SABIC, the most common cause is the Equipment
Failure (34%) and Generation Impact (33%). Other significant contributors for SABIC are
IPP/IWPP, Human Error and System Deficiency (all around 11%). The highest number of
incidents that affected SABIC occurred in January (refer to Figure 6.6).

6.3 Disturbance Records – Voltage Levels
The reliability / availability of the transmission network provided by National Grid SA should
also be taken into considerations when evaluating National Grid SA – Customers nature of
disturbances. Major bulk customers are generally supplied power at different transmission
voltage levels (380, 230, 132, and 115 kV levels).
Table 6.1 shows the record of disturbances for the year 2015 classified as per voltage levels .
The majority of the fault incidents that affect the operation system in Saudi Aramco are due to
disturbances within the 115 kV transmission networks (84% of the interruptions are due to
115 kV faults). On the other hand, majority of the SABIC disturbances are due to faults at the
380 kV transmission systems (67% of the interruptions are due to 380 kV faults) even though
the number of interruptions is low.
Figure 6.7 and 6.8 give the graphical view of the disturbances for Saudi Aramco and SABIC
respectively or the year 2015.

6.4 Disturbance Records – Locations
Defining locations of the disturbances is another aspect to be taken into consideration while
analyzing disturbance records. This may help in building predictive or preventive actions such

as intensive maintenance processes and inspection tests at the interrupted locations that may
result in decreasing the possibility of disturbances recurrences.
Among the different disturbance locations, the highest interruption frequency of occurrence
that affected Saudi Aramco was reported in southern part of EOA (Shedgum, Ain Dar,
Uthmaniyah, Hawiyah, Dhahran and Abqaiq) where 61 % of the total disturbances originated.
Moreover, a significant 36 % of the total disturbances originated from northern area of EOA
(Khursaniyah, Berri, Juaymah, Abu Ali, Safaniyah, Khafji and Jadidah). On the other hand,
Jubail area and Rabigh are the main disturbance locations affected SABIC where
approximately 44% and 33% of the total disturbances originated respectively.
Table 6.2 and 6.3 shows the list of disturbances locations that affected Saudi Aramco and
SABIC respectively for the year 2015. Figure 6.9 and 6.10 give the graphical view of the
disturbance locations for Saudi Aramco and SABIC respectively or the year 2015.

7. KEY PERFORMANCE INDICATORS – KPIS
The Key Performance Indices (KPIs) are universally used to evaluate the performance of a
power system and its component units. They are the basic management tools serving to
identify potential system weaknesses and improvement needs.
The performance indices empower the concerned organizations for active participation in the
planning process and undertaking timely corrective measures for necessary rectifications and
system improvement actions, eventually leading to accomplishing a better customer service
target.
The assessment of system performance is a valuable procedure for important reasons: 1) It
establishes the chronological changes in system performance and helps to identify weaknesses
and areas of reinforcement, 2) It establishes existing indices which serve as a guide for
acceptable values in future reliability assessments, and 3) It enables previous predictions to be
compared with actual operating experience.
Customer Average Interruption Duration Index (CAIDI) and Voltage Dip (VD) KPIs are
chosen for tracking supply performance of Saudi Aramco and SABIC.
7.1 Customer Average Interruption Duration Index
The Customer Average Interruption Duration Index (CAIDI) is a reliability index used by
electric power utilities. It is related to the duration of the interruptions when the supply is off
and the number of the experienced interruption incidents. CAIDI is measured in minutes
according to the following formula.

7.2 Voltage Dips
Voltage dip is reduction in voltage, 10% to 90% of nominal, typical lasting from cycles to
seconds. Voltage dips are caused by abrupt increase in loads such as faults, motor starting,
switching of furnaces, or they are caused by abrupt increase in source impedance caused by
interruption elements.
Number of voltage dips that affected Saudi Aramco and SABIC are shown in Figure 6.12 for
the years 2010-2015.

8. CONCLUSIONS
A total of four meetings of the PQC members were organized in the year 2015. Following
conclusions have been drawn:
Official invitations to be sent to Ma’aden, and Modon to send representatives to
PQC meeting.
Power Quality Committee is now officially associated with the Saudi Scientific
Society for Electrical Engineers (SSSEE).
PQC members met the Governor of ECRA and SSSEE Chairman and the PQC
profile has been presented.
Valuable information, technical data, and unified procedures related to PQ issues
have been exchanged between all PQC members.
PQC members discussed during the 4th
meeting of each year the contents and the
format of the annual report.
Saudi Aramco and SABIC were selected as the most affected disturbance incidents
for presenting and discussion during the meetings.
A quarterly disturbances report was prepared periodically for discussion by PQC
members during the meetings.

The group set the next year agenda during the last meeting of the year.
PQC conducted PQ workshop and 2015 PQ training course in 2015.
PQ related experiences have been demonstrated throughout successful
presentations as following:
a- “National Grid SA and SEC preparation for next summer”, by National
Grid SA.
b- “Saudi Aramco & SABIC Disturbances List”, by National Grid SA.
c- “ YANSAB Internal Steam Turbine Tripping during Power Failure”, by
SADAF.
d- “ Shaybah Power Management System”, by Saudi Aramco.
e- “Mitigate the Impact of Arc Furnaces Steel & Iron Factory on the
Network PQ ”, by SEC.
f- “Performance of Integration of PV-DG in Power Distribution Network”,
by KASCT.
g- “Power Quality Assessment in Distribution Network”, by ECRA.
Recommendations that already assigned in the last PQC report (2014 – PQC
report) have been followed up by the PQC. The most significant actions taken are:
a. PQC shall undertake all efforts to conduct the PQ workshop each year.
b. Sending invitations to Ma’aden, and Modon for sending representatives to
PQC meetings.
c. Presentations on power quality related topics shall be done by the host of
each meeting.
d. Create unified template for VD incidents and tripping incidents reporting by
Saudi Aramco and SABIC.
e. Election of new PQC Chairman, PQC Vice Chairman and PQC Secretary,
and includes their functions and required competences in the PQC Charter.
f. Sending Invitation to Jubail Industries for attending 2015 PQ Workshop.
g. The manufacturers and vendors shall be invited to attend and participate in
the PQ annual workshop.
h. Honorary members to be added to PQC upon their conformation.
Records of the 2015 bulk customers' disturbances have been discussed and
analyzed by the PQC. The analysis of the records reveal that:
a- PQC reported 61 and 9 fault incidents that having major effects upon the
operation of Saudi Aramco & SABIC industrial bulk customers
respectively in the year 2015.
b- Weather Related class is the main cause of Saudi Aramco Disturbances
(43%) while Equipment Failure class was the main cause of SABIC
disturbances (34%).
c- Majority of the fault incidents that affect the operation process in Saudi
Aramco are due to disturbances in the 115 kV transmission systems

(approximately 84%). In case of SABIC majority of incidents
(approximately 67%) are due to faults in the 380 kV transmission system.
d- Around 55% of the total fault incident in 2015 that affected Saudi
Aramco was reported in Ain Dar (26%), Hawiyah (18%), Uthmaniyah
(11%) areas.
e- Most of the disturbance incidents that affected SABIC are caused by
under frequency load shedding due to loss of Generation units.
9. PQC RECOMMENDATIONS FOR 2015
Based on the discussions in 2015, following are the recommendations by PQC:
1. PQC shall undertake all efforts to conduct the PQ workshop each year.
2. PQC shall conduct Power Quality Training Course during 2016.
3. Present the feedback from Questionnaires in the PQ Training Course and
Workshop for future improvement and ideas.
4. Competition and prize for the best one or two undergraduate project(s) relevant to
PQ. Selected undergraduate project(s) would be hosted and presented in the annual
PQ workshop.
5. Visit the management of stakeholders such as SEC, SABIC, Saudi Aramco,
ECRA, KACST and KACARE.
6. Visit ECRA and SSSEE to present PQC profile and discuss sponsorship of PQC.
7. Announcement the list of recommendations at the end of PQ workshop. The
recommendations would be as advised by attendees in the workshop and the
outcome from the PQC periodic meetings.
8. Sign agreement with SSSEE to support PQC activities.
9. Constitute organizing committee from PQC members responsible for
organizational and technical aspects for 2016 Power Quality workshop and
training course.
10. Presentation on power quality topics shall be done by the host of each meeting.
11. PQC members should share experience and present in each meeting case study or
records of PQ incidents.
12. SEC and National Grid SA shall conduct a presentation on preparation for summer
