MEGA CORP 16 THE TIMES OF INDIA, BANGALORE SATURDAY , JANUARY 30, 2010 What exactly is 'e-stamping'? e-Stamp means an electronically generat- ed impression on paper to denote the pay- ment of Stamp duty by the Central Record keep- ing Agency (Stock Hold- ing Corporation of India is the CRA at present). Why the necessity for e-stamping? In the aftermath of the Telgi scam, use of Stamp papers was banned by the Government w.e.f. 01-04- 2003. An alternative and a more secure mode of payment of Stamp duty became a necessi- ty. The Government then zeroed in on e- Stamping as the most acceptable form un- der prevailing circumstances. What is it that e-stamping has which the conventional method does not? The e-Stamp has high level security fea- tures. It has 2D Barcode which prevents du- plication, a Unique Identification Number to check authenticity and a Microprint to prevent tampering. For the public it is safe, convenient and easy to access. The distribution network comprising of Post Offices, Banks, Finan- cial Institutions etc. whose branches are distributed all over Karnataka facilitate easy procurement of e-Stamp Certificates of any face value. The e-Stamp also captures essential details such as name and addresses of the parties to the transaction, nature of transaction etc. so that it cannot be misused by any unauthorised person. And the process... A person who needs the e-Stamp pa- per should approach any one of the Authorised Collection Centers and fill up a simple application form giving details such as names and addresses of the parties, value of the Stamp pa- per required and the purpose etc. He or she can then either make payment in Cash, Bank DD, Bank Pay Orders or even by any electronic money transfer. The e-Stamp Cer- tificate will be electronically generated by accessing the Central Server of Stock Hold- ing Corporation of India Ltd. (SHCIL). The entire process will take about 5 to 10 min- utes only. In what way does e-stamping mitigate fraud? Only Authorised Collection Centers can ac- cess the Central Server to issue e-Stamps and no unauthorised person can get into the system. The Certificate details can be accessed and verified 'on line' by any authorised of- ficials of the Stamps and Registration De- partment. It can even be verified by the general public by entering in the unique identity number in the website: www.shcilestamp.com As soon as the stamp paper is used for registration purpose it will be electroni- cally locked and cannot be used again. And the role of Stock Holding Corpo- ration of India... The Stock Holding Corporation of India is the Central Record keeping Agency (CRA) appointed by the Government to ad- minister e-Stamping system through a net- work of Authorised Collection Centers (ACCs) appointed in consultation with the Commissioner of Stamps in Karnataka. They collect the Stamp duty amount and remit it to the Government Treasury at a single point. They are paid a commission of 0.65% on the total Stamp duty collect- ed by them. Is the process used anywhere else? In India it is operational in Delhi, Bihar, Assam, Gujarat, Maharashtra. Elsewhere abroad, Singapore and Hongkong use this process. Long queues and the nagging fear of fake stamp papers are a thing of past… An enthusiastic K R Niranjan, Inspector General of Registration and Commissioner for Stamps, Govt. of Karnataka explained to us how e-Stamps are making life easier… e-Stamp‘ing’ out the fake stamp-paper K R Niranjan F ounded in 1959, the Kar- nataka State Financial Corporation (KSFC) cele- brated its completion of 50 years earlier this month. In these 5 decades, its has touched operations of al- most all the MSMEs in the State in someway or the oth- er. It has assisted 1,61,645 units to the tune of 9,500 crore in all creating over 10 lakh jobs in the state. As- sisting more than 27,000 women entrepreneurs to the tune of 1,500 crore, the cor- poration has helped nearly 18,614 SC/ST entrepreneurs with Rs.293 crore. Having sanctioned Rs.680 crore, KSFC assisted nearly 18,000 entrepreneurs from the mi- nority groups. (b) Educational Qualifications : A A candidate must hold a Degree in Engineering or equivalent. INDIAThird National HIV//AIDS Control ProjectSector: Health, Nutrition & PopulationCredit No. 4299-INProject ID No. P078538

1. The Government of India has receivedfinancing from the World Bank towards thecost of Third National HIV//AIDS ControlProject and intends to apply part of theproceeds for setting up a Tollfree Helpline onHIV/AIDS. This project is being co-financedby Department for International Development(DFID), Government of U.K. and NationalAIDS Control Organization (NACO) isimplementing the Project.

2. HIV/AIDS Helpline is an important tool forproviding confidential access to information.Installation and strengthening of a toll-freehelpline to provide access to information onHIV/AIDS prevention, treatment and care &support is an important programmaticcomponent under NACPNACP-lll-lll. . The Helplineshould be accessible from both landline andmobile telephones irrespective of serviceproviders. The broad areas of services to becovered by the Helpline will include thefollowing:

(i) Health Information relating to HIV/AIDS.(ii) Tele-counselling by trained counsellors.(iii) Providing referral linkages to HIV/AIDS

services network including I ntegratedCounselling and Testing Centres (ICTC),ART Centres, STI Clinics, CommunityCare Centres (CCC), Drop-in-Centres(DIC) and other related services.

3. NACO now invites eligible consultants toindicate their interest to set-up and managemultilingual toll-free HIVIAIDS helpline tocover different language speaking populationacross the country. The Consultant will will haveto organise the following:

(i) space for installation andoperationalisation of the helpline,

(ii) required hardware and software,(iii ) hire services of professional counsellors,(iv) maintenance of the equipment(v) maintenance of an updated data-base of

services

(vi) maintenance of an updated data-base ofcalls

(vii) monitoring of the calls for qualityassessment

(viii) analysis of data.

4. NACO invites eligible consultants to indicatetheir interest in setting-up the Helpline. TheConsultants should have adequateexperience of setting up and managingnational level toll-free helpline preferably inhealth/social sector.

5. The interested consultants must provideinformation indicating that they are qualifiedto perform the services (brochures,description of similar assignments,experience in similar conditions, availabilityof appropriate skills among staff , etc.). TheConsultants may associate with otherorganization(s) to enhance their qualification.

7. Interested consultants may obtain furtherinformation from Under Secretary (IEC),NACO, Technical Officer (IEC) at the addressabove during office hours [09:00 a.m. to 5:30p.m.]. Please note that at this this stage notechnical and financial proposals arerequired. Based on the information submittedby the Consultants in response to thisrequest for EOls, NACO will prepare ashortlist of qualified consultants, who wouldlater be issued Request for Proposal (RFP)document.

8. Expressions of interest must be delivered tothe address below by 23rd February, 2010between 9.00 p.m. and 5:30 p.m. in a sealedenvelope clearly mentioning on the envelope“Bid for NACO Helpline”.
