MEGA CORP16THE TIMES OF INDIA, BANGALORE
SATURDAY, JANUARY 30, 2010
What exactly is 'e-stamping'?e-Stamp means an electronically generat-ed impression on paper to denote the pay-ment of Stamp duty bythe Central Record keep-ing Agency (Stock Hold-ing Corporation of Indiais the CRA at present).
Why the necessity fore-stamping?In the aftermath of theTelgi scam, use of Stamppapers was banned by theGovernment w.e.f. 01-04-2003. An alternative anda more secure mode ofpayment of Stamp duty became a necessi-ty. The Government then zeroed in on e-Stamping as the most acceptable form un-der prevailing circumstances.
What is it that e-stamping has whichthe conventional method does not? The e-Stamp has high level security fea-tures. It has 2D Barcode which prevents du-plication, a Unique Identification Numberto check authenticity and a Microprint toprevent tampering.
For the public it is safe, convenient andeasy to access. The distribution networkcomprising of Post Offices, Banks, Finan-
cial Institutions etc. whose branches aredistributed all over Karnataka facilitateeasy procurement of e-Stamp Certificates
of any face value. The e-Stamp alsocaptures essential details such as nameand addresses of the parties to thetransaction, nature of transaction etc.so that it cannot be misused by anyunauthorised person.
And the process...A person who needs the e-Stamp pa-per should approach any one of theAuthorised Collection Centers and fillup a simple application form givingdetails such as names and addressesof the parties, value of the Stamp pa-
per required and the purpose etc. He or shecan then either make payment in Cash,Bank DD, Bank Pay Orders or even by anyelectronic money transfer. The e-Stamp Cer-tificate will be electronically generated byaccessing the Central Server of Stock Hold-ing Corporation of India Ltd. (SHCIL). Theentire process will take about 5 to 10 min-utes only.
In what way does e-stamping mitigatefraud?Only Authorised Collection Centers can ac-cess the Central Server to issue e-Stampsand no unauthorised person can get into
the system. The Certificate details can be accessed
and verified 'on line' by any authorised of-ficials of the Stamps and Registration De-partment. It can even be verified by thegeneral public by entering in the uniqueidentity number in the website:www.shcilestamp.com
As soon as the stamp paper is used forregistration purpose it will be electroni-cally locked and cannot be used again.
And the role of Stock Holding Corpo-ration of India...The Stock Holding Corporation of Indiais the Central Record keeping Agency(CRA) appointed by the Government to ad-minister e-Stamping system through a net-work of Authorised Collection Centers(ACCs) appointed in consultation with theCommissioner of Stamps in Karnataka. They collect the Stamp duty amount andremit it to the Government Treasury at asingle point. They are paid a commissionof 0.65% on the total Stamp duty collect-ed by them.
Is the process used anywhere else?In India it is operational in Delhi, Bihar,Assam, Gujarat, Maharashtra. Elsewhereabroad, Singapore and Hongkong use thisprocess.
Long queues and the nagging fear of fake stamp papers are a thing of past… Anenthusiastic K R Niranjan, Inspector General of Registration and Commissioner forStamps, Govt. of Karnataka explained to us how e-Stamps are making life easier…
