The Institute of Rural and Agricultural Development, situated in the Social Sciences Department of

the Polish Academy of Sciences was established in 1971. It is an important public body which

embraces various scientific fields of rural development. It is a leading interdisciplinary research

organization focused on monitoring the on-going socio-economic and environmental challenges

facing rural areas.

The Institute's scientific staff includes specialists representing various disciplines: economics,

sociology, demography, ethnology, education, and spatial geography all of whom share an interest

in rural and agricultural issues. In the recent years the experts from the Institute were employed by

various international organizations as well as government institutions.

The Institute conducts numerous research projects on rural and agricultural issues and it is an

unchallenged precursor of the theoretical studies on the multi-functional development of rural areas.

The Institute cooperates with many national and international research centers.

The Institute received in 2013 the highest scientific category "A", as a result of a comprehensive

assessment of scientific units, carried out by the Committee for Evaluation of Scientific Units at the

Ministry of Science and Higher Education. The Institute has been also awarded with the HR

Excellence in Research logo.

The Centre for European Agri-Environmental Studies (CEAS) has a long history of participating in

policy debate in Europe and enhancing research of a European dimension. The idea for the

originally-named Centre for European Agricultural Studies arose in 1971 in the School of Agricultural

Economics, Wye College, University of London.

In subsequent decades, CEAS enrolled a succession of fellows, scholars, and research associates

to undertake research on European agriculture. Over these years, CEAS also provided funding to

organise policy events of international standing, to assist PhD students participate in international

academic events and to enable academics to be involved actively in the European Association of

Agricultural Economists (EAAE).

Following the changes in the emphasis of the EU Common Agricultural Policy and consumer

concerns, in 2000 CEAS was renamed the Centre for European Agri-Environmental Studies. Since

2006, CEAS has been a Centre of the University of Kent.

CEAS has been run under the honorary directorship of academics with an international profile in the

area of agri-environmental studies. The current Director is Sophia Davidova, Professor in European

Agricultural Policy and the Deputy Director is Dr Alastair Bailey, Reader in Agricultural Economics,

both from Kent's School of Economics.

Theme

The seminar focuses on analysis of the contribution of the CAP to European rural employment in the past, present and future.

The maintenance and creation of employment is a central concern of economics, and currently a primary EU objective, as reflected in the Europe 2020 strategy ‘to create the conditions for smart, sustainable and inclusive growth’, with targets to “raise the employment rate of the population aged 20–64 from the current 69% to at least 75%”. Such policy objectives are being pursued alongside those for competitiveness and environmental sustainability, and within a context of increased migration into Europe from many countries.

Yet the creation or maintenance of jobs is not one of the CAP’s original (and still operational) objectives, e.g. “to increase productivity, by promoting technical progress and ensuring the optimum use of the factors of production, in particular labour”. Alongside “pure” technical change such as higher-yielding varieties of crops and livestock, the greatest source of raised productivity in the agricultural (and food) sector over the last century has been the substitution of capital for labour. This process seems likely to continue, and, with few prospects of increased demand, implies fewer jobs in the EU agri-food sector. Therefore, more jobs and increased productivity appear to conflict, both within farming, and in sectors associated with it.

Nevertheless, job creation, or at least job maintenance, is now – implicitly if not explicitly – an aim of the current CAP, adding to a long list which now includes food security “at reasonable prices”, market stabilization, income “fairness” (a poverty aim), environmental conservation, climatic change mitigation, and possibly energy security. The European Parliament’s Committee on Agriculture and Rural Development (COMAGRI) is drafting an own-initiative report “How Can the CAP Improve Job Creation in Rural Areas?” (Working document made available in December 2015).

Objectives

The first objective of the seminar is to bring together European agricultural economists with an interest in the employment aspects of agricultural, agri-environment and rural policy.

The second objective is to consider the implications of the current CAP for farm, farm-related and rural jobs.

The third objective is to review concepts and methodologies for the analysis of farm and rural labour.

Orientation

The Staszic Palace

The EAAE Seminar will take place between the 1st and 2nd of December 2016 at the Staszic Palace, in the Hall of Mirrors (1st floor of the Palace).

When you enter the Staszic Palace through the main door (behind the Nicolaus Copernicus statue) please take the stairs just in front of you or an elevator that you will find at the end of the main hall on your right side.

The Staszic Palace is the main building of the Polish Academy of Sciences and is located in the heart of Warsaw (Nowy Świat 72), only 5 minutes walk from the historic Old Town, 3 minutes walk from the University of Warsaw, and 2 minutes walk from the subway station (Metro Nowy Świat-Uniwersytet).

How to get to the city centre from the airport?

By taxi

To travel from Warsaw airport to the city centre should cost about 15 EUR (on Saturday night and Sunday all day c.a. 20 EUR). We recommend to take a taxi from the official taxi stand which you should see just when you leave the airport and not to accept invitations by private taxi drivers inside of the airport hall.

By bus

There is a very good bus connection between the airport and the city centre. Bus 175 is running daily between 04:57-22:57. The cost of one way ticket (jednorazowy) is 4,40 PLN (around 1EUR). Tickets can be purchased at the bus or outside the airport building in the stationary ticket machines. The bus even goes directly to the Staszic Palace (stop- ‘Uniwersytet’/ University).

By train

As of 1 June 2012 Chopin Airport and Warsaw’s city centre are connected by a fast and convenient rail link. The train ride from the airport to the city centre takes around 25 minutes.
