In view of time limit given in CERC order dated 14.09.2010, the nomination of Member Secretary, NRPC OR Chairman, TCC (Director-Tech./Member of State Utilities by Rotation) was proposed for approval of Chairman, NRPC. As an interim arrangement, the nomination of Member Secretary, NRPC was approved by Chairman, NRPC subject to approval by NRPC in its next meeting. Members may like to deliberate and finalize the nomination of NRPC for Managing Committee of Power System Development Fund constituted by CERC.

B.1.2 Conduct of Business Regulations (CBR) of Managing Committee for PSDF

First meeting of Managing Committee of PSDF was held on 20.10.2010. Agenda covered by Managing Committee meeting was as under:

i) Opening of bank account of PSDF and authorization of the signatories

to operate the Fund

ii) Transfer of Funds from RLDCs and NLDC to PSDF

iii) Appointment of Auditors

iv) Investment of unutilized Funds

v) Registration of the Fund under section 124, of the lncome Tax Act,

1961 for seeking exemption on the collection of the Fund and interest

earned thereon from lncome Tax Department. Filing of application as

per Form No. 10A.

vi) Discussions on Conduct of Business Rules

vii) Uploading of PSDF Information on website

In the agenda on Draft CBR the procedure for Submission, Scrutiny and Prioritization of schemes for funding from PSDF is as under :

i) Fifteen (15) hard copies (including one original) and one soft copy of scheme shall be submitted to the secretary of the PSDF.

ii) The schemes submitted for funding from PSDF shall have the following details: Scheme details including detailed project report Identified beneficiaries from the scheme and the benefits Merits/demerits of the scheme Cost estimates, basis of cost estimates Executing agency Time frame for implementation

Identified source of funding

iii) The Managing Committee shall scrutinize the schemes or activities and if all the schemes or activities cannot be sanctioned due to shortage of resources in the PSDF, the Managing Committee shall prioritize the projects, schemes or activities for release of funds from PSDF with the approval of the Commission.

The updates on the Power System Development Fund is available in the website of NLDC (http://www.nldc.in/PSDF.aspx). Utilities are requested to remain up dated on the activities related to PSDF and views, if any, may be sent to Convener of PSDF with a copy to MS, NRPC. For information and deliberations of the members.

B.2 Utilization of RLDC Reactive energy charge component of Power System

Development Funds for the purpose of capacity building

As per the provisions of Regulation 3 of Central Electricity Regulatory Commission (Power System Development Funds) Regulations, 2010, the congestion charges standing to the credit of the Congestion Charge Account after releasing the amounts payable to Regional Entities, congestion charges arising out of the differences in market prices of different regions due to market splitting, Unscheduled Interchange Charges standing to the credit of the Unscheduled Interchange Pool Account Funds after final settlement of fees, and RLDC reactive energy charges are to be credited to the Power System Development Funds. Regulation 5(3) of Funds Regulations provides that no amount from the funds shall be disbursed without the approval of the Commission. In the Indian Electricity Grid Code notified by CERC and applicable w.e.f. 3.5.2010, under Annex-I provides for the following with regard to the reactive energy charges and its utilization: 13. “The money remaining in the regional reactive account after payout of all VAr charges upto 31st March of every year shall be utilized for training of the SLDC operators, and other similar purposes which would help in Improving / streamlining the operation of the respective regional grids, as decided by the respective RPC from time to time.” With the objective of facilitating expeditious processing of proposals relating to capacity building and in view of the provisions in Grid Code, CERC in its order dated 27.9.2010 had directed as under:

(a) The RLDC reactive charges components in the Funds may be utilized for the purposes of capacity building in the respective region as provided in the Grid Code.

(b) The proposals shall be processed as per the applicable norms of the Managing Committee of the Funds and also in accordance with norms, rules and guidelines of the respective organizations to which the personnel belong.

(c) Capacity building proposals in a region upto a limit of Rs. Two crore per year or 30% of the outstanding balance as at the beginning of the financial year whichever is less will require only approval of respective Regional Power Committee and the proposals beyond this limit will require approval of Commission through Managing Committee.

B.3 CERC Regulations 2010 on Sharing of Inter State Transmission Charges

and Losses B.3.1 Certification of assets of non-ISTS licenses being used for inter-State

transmission:

The Central Electricity Regulatory Commission (Sharing of Inter State Transmission Charges and Losses) Regulations, 2010 require RPCs to certify assets of non-ISTS licenses which are being used for inter-State transmission. In this connection, a meeting was held in NRPC Secretariat with all the STUs in the region. In this meeting following criteria was agreed to identify such assets: QUOTE

(i) All lines owned by non-ISTS licensees with voltage level of 220 kV and above and connecting two contiguous States would be certified as assets being used for inter-State transmission. However, following transmission lines shall be excluded from the above category: (a) Transmission lines which are dedicated in nature (b) Transmission lines emanating from sub-station of an ISTS licensee, if

transmission line of no other non-ISTS licensee emanates from this sub-station.

(ii) A transmission line connecting two contiguous States and operating at 132 kV level would be certified as ISTS only if it forms part of meshed network and is normally kept under closed condition.

(iii) Lines below 132 kV level, even if they connecting two contiguous States would not be treated as ISTS for this purpose.

(iv) In addition, list of transmission lines which form part of STU network and are used for evacuation of power generated at ISGS, shall also be intimated to IA, even though transmission charges for such lines will be continued to be paid as per existing mechanism.

UNQUOTE In the meeting, it was also agreed that due to paucity of time, a list of such transmission lines may be prepared and sent to the Implementing agency and this list may be got ratified by NRPC in the forthcoming meeting. Accordingly,

based on the above criteria, a list of such transmission lines was prepared and sent to the Implementing Agency. This list is enclosed as Annexure-I CERC regulations also preserve the existing arrangement for evacuation of power from Central generating Stations using STU lines. A list of such lines has also been furnished to Implementing Agency. This list is enclosed as Annexure-II .

Members may ratify these two lists of transmission lines of non-ISTS licensees being used for inter-State transmission.

B.3.2 Constitution of Validation Committee

CERC () Regulation, 2010 have been notified on 15th June, 2010. As per CERC Regulations on Sharing of Inter-State Transmission Charges and Losses a Validation Committee is to be constituted by the Commission. The relevant provisions from CERC Regulations are reproduced below: Regulation 7(g): “In the event of any conflict between the Designated ISTS Customer and the Implementing Agency in the revised generation and demand so obtained, a validation committee appointed by the Commission in this behalf shall take the final decision after hearing the Designated ISTS Customer and Implementing Agency. Such a committee shall comprise of two officials each from the Implementing Agency, NLDC, RPCs, CTU, CEA and the Commission. The validation committee shall be chaired by a nominee of the Commission.” Regulation 7(i): “Basic Network along with the converged load flow results for various grid conditions shall be validated by the validation committee. The Basic Network, nodal generation, nodal demand and the load flow results for the subsequent financial year for each grid condition shall be validated by this Committee and presented for approval to the Commission not later than 15th day of December in each financial year. The approved Basic Network, nodal generation, nodal demand along with the load flow results shall be made available on the websites of the Commission and NLDC immediately after its approval by the validation committee.” As per the Regulation of CERC the Validation Committee is represented by two officers from each RPCs. CERC has decided one of the member from RPC as Member Secretary of RPC, whereas another member is to be nominated from Constituent States / Utilities of the RPC. The nomination of the Director / Member of State Transmission Utility of that State from where Chairman, NRPC is being represented by rotation was decided with the approval of Chairman, NRPC. During the Financial Year 2010-2011, Chairman of NRPC is from Punjab State. Accordingly, nomination

of Shri Ravinder Singh, Director, Punjab State Transmission Corp. Limited for the Validation Committee was forwarded to CERC. For information of the Members.

B.3.3 Preparation of Transmission Accounts – Uniformity in all RPCs.

As required under CERC Regulations on Sharing of Inter-State Transmission Charges and Losses Regulation, CERC has designated National Load Dispatch Centre as the Imlementing Agency for imlementation of the Regulations. CERC has also constituted implementation Comittee. As per Regulations 10 of the above Regulations, resective RPC is required to issue Monthly Transmissin Accounts. In the meeting of implementation Comittee held on 12.10.2010 it was suggested that all RPCs should adopt the uniform approach for prearation of Transmissin Accounts. Accordingly, meeting of Members Secretaries of WRPC, SRPC, ERPC and NERPC was held on 12.10.2010 at NRPC. MS, NRPC informed that ABT based Energy Accounting software is being developed for Northern Region at an estimated cost of Rs. 10 lakh through DOEACC, a society under Ministry of Communication and IT, GoI. He proposed that the development of software for preparation of Monthly Transmission Accounts as required under CERC Regulations on Sharing of Inter-state Transmission charges and losses could also be got developed through DOEACC. The cost involved in the development of above two softwares and AMC charges for upgradation of sofware by DOEACC to take care of amendment by CERC in the Tariff and UI regulations could be shared equally by all RPCs. Member Secretaries of all the RPCs agreed with the suggestion of MS, NRPC. It was decided that MS, NRPC will take action for development of additional software through DOEACC for preparation of Monthly Transmission Accounts by the RPCs. The cost implications for development of software for preparation of Monthly Transmission Accounts and AMC charges on these two software based on the discussions with DOEACC would be intimated to all the Member Secretaries so that they could take approval from the respective RPCs for cost sharing. It was also decided that formats for preparation of Monthly Transmission Accounts will be prepared by NRPC and forwarded to other RPCs for finalization. The same has already been complied with. Members may like to deliberate.

B.3.4 Transmission Service Agreement (TSA), Revenue Sharing Agreement and Procedures for Billing and Collection of charges

As required under CERC Regulations on Sharing of Inter-State Transmission Charges, CTU has published the Draft Model Transmission Service Agreement, Draft Procedures for Billing and Collection of charges by the CTU, Draft Revenue Sharing Agreement, which is available in the web site of NLDC (Implementing Agency) and CTU.

B.3.5 Data submission Northern Region is lagging behind the implementation plan given by the Implementing Agency for Sharing of Inter State Transmission Charges and Losses. Some of the issues are as follows:

o Delay in data submission o Some of the Data submitted are not as per the format o Missing information in the submitted data.

Members are requested to deploy dedicated manpower in transmission pricing related activities and submit the required information in time for its implementation.

B.4 Testing of CT/CVT through mobile test kit for on-site testing by CPRI (Agenda by POWERGRID)

“Based on the directions during 17th NRPC meeting, POWERGRID deputed their team of Engineers to CPRI, Noida on 16-08-2010 to obtain information as regard Mobile Test Kit designed by M/s ETM, Bangalore for On-site testing of CTs & CVTs and to interact with officials of CPRI regarding functioning of Test kit. During the visit / discussions, it was observed that :

i) The Mobile Testing Container type Truck Unit with 8T-Crane is weighing ~ 32 Tonnes with overall dimensions of 12mtrs (L) X 1.7mtrs (W) X 5.7mtrs (Height above ground). The Top cover (6.0mtrs-L X1.7mtrs-W) is to be lifted to ~ 6.5mtr level from the ground and removed from the Truck using its Crane Unit. The Side and Back Covers are to be drawn out to prepare the Unit for testing at the nearest point to the CTs/ CVTs. Overall, the Mobile Test Kit is very large and complex.

ii) The Truck Unit requires proper road construction for Heavy Vehicle movement and in absence of such facility, the Testing Unit is to be located away from the CTs/ CVTs being tested.

iii) The CT testing Cable of 125 mtrs maximum length, is available with the Kit and for CVT testing, the EHV supply is to be taken with Bare Conductor on Temporary Post-Structure with Polymer Insulators for EHV connection from Test Kit Truck Unit to the CVT to be tested.

iv) The whole exercise as above till the actual conduction of CVT testing, takes around two(2) days time.

v) The testing of CTs/ CVTs in a 400/ 220 kV Substation is not yet done and feasibility / ability to carryout testing of all the Instrument Transformers in such EHV stations, is yet to be established. Further to the above, it could be observed that it is complex testing equipment and needs special skill to handle during its operation / maintenance. Involvement of the designer / developer of the Test kit

would be required to man and do necessary modifications depending upon the site conditions.

Therefore it is proposed that CPRI may be engaged to carry out the testing and the charges may be reimbursed to POWERGRID / other Constituents in line with the procedure adopted for SEMs testing or a suitable simpler methodology be developed.”

B. 5 Automatic Meter Reading (AMR) from SEM in Northern Region

As per Indian Electricity Grid Code (IEGC), RLDC is required to forward processed SEM data to RPC by each Thursday noon. The reasons for delay were late receipt of data from constituents. To overcome this delay, the scheme for establishment of AMR in Northern Region was approved by NRPC in its 14th meeting held on 19.09.2009. In the 15th NRPC meeting held on 24.12.2009, it was decided that the AMR scheme would be implemented by POWERGRID as a new project and tariff including O&M charges as determined by CERC would be borne by the beneficiaries of Northern Region. During the 17th Commercial Sub-Committee meeting held on 14.9.2010 POWERGRID informed that the proposal has been approved by their Board and specification has also been prepared. POWERGRID may update the status.

B.6 Opening of Letter of Credit (LC) against UI charges liability

CERC has issued Unscheduled Interchange charges and related matters (Amendment) Regulations, 2010 vide notification no. L-1(1)/2009-CERC dated 28th April, 2010 implemented w.e.f. 03.05.2010. Regulation 10(4) of the principal Regulations is reproduced below:

“All regional entities which had at any time during the previous financial year failed to make payment of unscheduled Interchange charges including Additional Unscheduled Interchange charges within the time specified in this regulation shall be required to open a Letter of Credit (LC) equal to 110% of its average payable weekly UI liability in the previous financial year, in favour of the concerned RLDC within a fortnight from the date these Regulations come into force

Provided further that LC amount shall be increased to 100% of the payable weekly liability in any week during the year, if it exceeds the previous LC amount by more than 50%. ”

NRLDC have already forwarded the list of NR pool members, who had defaulted in payment of UI charges on one or many occasions during the financial year 2009-10, along with average payable UI during the year. Constituents are required to open the Letter of Credit for the amount as informed by NRLDC.

The matter was discussed in the 16th meeting of TCC & 17th meeting of NRPC held on 16th and 17th July, 2010 respectively. NHPC and HVPNL informed that the requisite LC has been opened. Other Constituents were requested to open the LC immediately. The matter was also discussed in the 17th Commercial Sub-Committee meeting held on 14.09.2010. As there was no improvement in the status of opening of LC by the Constituents, it was decided that the status of opening of L.C should be informed to CERC on monthly basis by NRLDC. Members may like to deliberate.

B.7 Power generation from Allain Dhungan (A D) Hydro Power Project

A D Hydro Power project owned by A D Hydro Power Ltd. has been synchronized with the grid on 16.09.2010. The project has been considered as regional entity and scheduling is being done accordingly by NRLDC. A D Hydro Power project has no long term beneficiary. Based on the data furnished by NRLDC, the weekly Accounts are being issued by NRPC Secretariat. It has been noted from generation pattern of the station w.e.f. 16.09.2010 that there has been large difference in the actual vis-à-vis scheduled generation. This difference was as high as six to seven times of the schedule. The Indian Electricity Grid Code (IEGC) clauses 6.4.9, 6.4.18, 6.4.25 emphasizes on the concept of generation as per schedule and for checking any unfair practices by the generating stations. The Clauses 6 (1) and 6(6) of the CERC UI Regulations 2009 and amendment Regulations 2010 also calls for similar actions. The Clauses 6(6) of the CERC UI amendment Regulations is reproduced below: “(6)The Commission may, either suo motu or on a petition made by RLDC, initiate proceedings against any generating company or seller on charges of gaming and if required, may order an inquiry in such manner as decided by the Commission. When the charge of gaming is established in the above inquiry, the Commission may, without prejudice to any other action under the Act or regulations thereunder, disallow any Unscheduled Interchange charges received by such generating company or the seller during the period of such gaming.” As per IEGC clause 6.5.13, the schedule of hydro generating stations shall be adjusted on 4th day (D+3) based on declared capability and actual generation. In the recently convened Central Advisory Committee meeting held on 20.09.2010, it was transpired that the merchant Power Stations need to declare their capability (DC) to avoid information asymmetry. The above issue has been flagged by NRLDC with the projects authorities of AD Hydro Projects and CERC. For information of Members.

B.8 Extension of BPTA date – Request by M/S AD Hydro (Agenda by POWERGRID)

For transfer of 192 MW of power from Allain Dhungan HEP to NR constituents, LTOA was granted to M/s AD Hydro Power Ltd after agreement of the CEA & other NR constituents. It was decided that power from the generation project shall be injected at Nalagarh and a 220 kV D/c line from AD Hydro to Nalagarh shall be implemented by the project developer as a dedicated line. LTOA was granted without any additional system strengthening in ISTS. Subsequently, BPTA was signed for transfer of 192 MW w.e.f. from June 2010. POWERGRID is in receipt of letter from M/s AD Hydro (Letter dated 1.5.2010) stating that their dedicated line schedule is likely to be delayed due to various reasons and accordingly, requested to revise BPTA schedule to September 2010 instead of June 2010 (for 3 months). As LTOA to M/s AD Hydro Ltd. was granted after discussions with the constituents, it is considered prudent that decision of extension of BPTA date is taken in consultation with the constituents. Further it is also requested that NRPC may give directions to POWERGRID for handling such future requests, so that POWERGRID does not have to come to RPC for such minor requests for extension of BPTA dates. Members may discuss and decide.

B.9 Power Purchase Agreement between THDC and Jammu & Kashmir for Koteshwar HEP & Vishnugad Pipalkoti HEP: (Agenda by TDHC )

“Power Purchase Agreement for Koteshwar HEP (400 MW) and Vishnugad Pipalkoti HEP (444 MW) are required to be entered into with PDD, J&K. The draft PPAs were sent by THDC to Power Development Department, J&K on 13.03.06 and 09.03.07 respectively. PPAs have not yet been signed. In accordance with the discussions held during the 17th Commercial Sub Committee meeting on 14th September’10 at Udaipur, Member Secretary ,NRPC has also written a letter requesting J&K, PDD for expediting the matter but till date neither the PPAs have been signed nor anything has been heard from J&K. PDD, J&K may update the status.”

B. 10 Delay in release of outstanding payment by PDD, J&K. ( Agenda by TDHC )

An amount of Rs. 19.09 Cr. is outstanding against the energy supplied during the month of Aug’10 & Sept.’10. We are continuously expediting with PDD, J&K for releasing of above outstanding payment. In the past, it has been

observed that there is always delay of 1-2 months in releasing of payments by PDD, J&K. As THDC is presently sustaining through only one generating station (Tehri HPP stage-1 -1000 MW), therefore, any delay in payment disturbs planned financial commitments of the company. As such, THDC has requested several times to PDD, J&K on various platforms to open a confirmed, revolving, irrevocable Letter of Credit (LC) in favour of THDC India Limited for releasing of payments through LC only. Neither the LC has been opened by PDD, J&K nor the payments are being released by them timely.

In light of the above, THDC requests PDD for the following:

(i) To immediately open a confirmed, revolving, irrevocable Letter of Credit (LC) in favour of THDC India Limited. In future, all payments may be made by PDD, J&K through LC in line with PPA terms to avoid funds crisis in THDC.

(ii) To release the above outstanding payment without any further delay.

“An amount of ` 4.87 Crs is outstanding against DTL on account of various bills raised by NHPC from March 2009 onwards due to revision of tariff (AFC), MAT etc.. DTL has already confirmed the outstanding of Rs.4.67 Crs pertaining to DTL period. Balance outstanding amount of Rs.20 Lacs pertains to DPCL period. In spite of regular follow-up, the above outstanding amount has not been liquidated by DTL till date.

O P E R A T I O N A L I S S U E S

C.1 Status of major decisions of NRPC

The status on other major decisions as taken during TCC & NRPC meetings is enclosed at Annexure-III for information of Members.

C.2 Partial Grid disturbances on 2nd January 2010.

C.2.1 Inquiry committee of CEA

Northern Region experienced a partial gird disturbance on 2nd January 2010 at 03.01hrs in which power supply in Punjab, North Haryana, Himachal Pradesh, J&K and UT Chandigarh sub system was affected. This was followed by another partial disturbance almost on the similar pattern, during late evening at 2154 Hrs on the same day i.e. 2nd January, 2010. The Central Electricity Authority had constituted a Committee under the Chairmanship of Member (GO&D), CEA, to inquire into the grid incident and ascertain the cause of grid disturbance and suggest remedial measures to avoid recurrence of such incident. The committee had submitted its Report to the Authority in May 2010. The Authority has accepted the report of the Committee. The Authority had directed NRPC secretariat to formulate the Action plan for implementation of recommendations of the Committee as short term, Medium term and long term identifying the agencies which are required to take action. Accordingly, the action plan was prepared by NRPC secretariat. This action plan along with progress of implementation is enclosed at Annexure-IV A copy of the report along with action plan has been sent to NRPC members and also placed on NRPC website. The issue of implementation of this action plan has been discussed regularly in the OCC meetings. However, the progress of implementation of this action plan is not satisfactory.

Since winter season is round the corner when foggy conditions will once again pose a challenge to have incident free grid operation, Constituents are requested to take necessary action as per the time frame to comply with the recommendations of the committee.

C.3 Installation of shunt capacitors

C.3.1 Partial reimbursement of expenditure incurred on installation of Capacitors

In 14th, 15th and 16th NRPC meetings held on 19th Sept 2009, 24th Dec 2009 and 16th April 2010 respectively, it was decided that 20% of the total requirement of Capacitors in each State during 2009-10 would be reimbursed

from reactive pool account. Accordingly, the cases for reimbursement in respect of following States received as on 30th June, 2010 were sent to NRLDC:

Meanwhile CERC had framed a regulation for creation of Power system Development Fund (PSDF) encompassing various funds such as reactive energy A/c, surplus UI A/C etc. Therefore, in 17th NRPC meeting held on 17th July, 2010, it was decided that the decisions taken by NRPC for utilization of surplus fund in UI and Reactive Energy Pool Account would be forwarded to the Task Force constituted by CERC (or Management Committee of PSDF to be constituted by CERC). Accordingly, the issue of reimbursement of 20% capacitor cost for 2009-10 was referred to the Task Force. The issue was discussed in the Second meeting of Task Force held on 09.08.2010 attended by representatives of NRLDC, NLDC, NRPC and others. It was informed that the decision to reimburse the fund from Reactive Energy Pool Account for installation of 20% of the capacitors in the States of Northern Region during 2009-10 was taken prior to the notification of CERC Regulations on Power System Development Fund and accordingly, the States had already procured the capacitors. This proposal was recommended for implementation by the Task Force In view of the above, NRPC Secretariat, vide letter dated 12.10.2010 has requested NRLDC to release the amount out of the Reactive Pool Account of NR for installation of capacitors as approved by NRPC and recommended for implementation by the Task Force. In view of the persistent low voltage profile in J&K for several years, an amount of ` 22 crores was sanctioned in the 6th NRPC meeting for installation of shunt capacitors in J&K. However, due to various reasons the capacitor installation was delayed. Proposal to disburse this amount to J&K during 2010-11 subject to production of invoice was also deliberated in the second meeting of the task force. The Task Force opined that as this pertained to earlier period, thus this need not be in the scope of work of task force. Therefore, in line with decision for reimbursement of 20% of the capacitors for NR States in the year 2009-10, NRPC Secretariat will process the case for reimbursement of capacitor installation in J&K on receipt of invoice and forward the same to NRLDC.

In 17th NRPC meeting it was also decided that proposal for reimbursement of 50% of total invoice amount for installation of capacitors during 2010-11 from reactive pool account (subject to availability of funds) should be put up to Task Force. This decision of NRPC was also referred to Task Force for ratification of CERC. However, the Task force has agreed for 20% of total invoice amount for installation of capacitors during 2010-11. However, a clarification (Please refer Annexure-V) was sought from Task force as the same was not reflected clearly in the minutes. As decided by NRPC, a sub-group (Composition given in Annexure-VI ) had been created for monitoring of Capacitors and also to formulate a comprehensive proposal based upon inputs from State utilities for partial reimbursement of invoice amount for capacitor installation during the year 2010-11 and submit the same to the Management Committee of PSDF constituted by CERC. This is for information to Members.

C.3.2 Progress of installation of Capacitors In 17th NRPC meeting held on 17th July, 2010, the State-wise additional requirement of capacitors (Total 2305 MVARs in NR ) for the year 2011-12 was agreed. In case of any backlog of year 2010-11, that would be additional requirement for the year 2011-12. State Utilities were also requested to submit the details covering the location and size/rating of capacitors and also to indicate fixed and switchable requirement at each location. The status of installation of new capacitors and revival of defective capacitors is enclosed at Annexure-VII and Annexure-VIII respectively. It may be seen that progress in this regard in not satisfactory. Members may like to deliberate.

C.4 Replacement of porcelain insulators by polymer / anti-fog insulators and

Cleaning works of porcelain insulators in Northern Region (NR) System.

In 16th and 17th NRPC meetings held on 16th April and 17th July, 2010 respectively, transmission utilities were requested to identify additional lines for replacement of porcelain insulators by Polymer or Antifog insulators in the smog prone area in light of recommendations of the inquiry committee of 2nd

January, 2010. It was also decided to complete the replacement works before the onset of winter i.e. Dec.2010 apart from completing the balance replacement works on lines which were identified consequent to grid disturbance in March 2008.

In the meeting taken by Member Secretary, NRPC on 23rd July, 2010 to review the progress of replacement of porcelain insulators with polymer insulators in the Northern Region, it was decided that for the sake of clarity, it is advisable to categorize the transmission lines in two categories – stage-I,

consisting of lines which were identified consequent to grid disturbance in March 2008 and stage-II, which will contain lines which have been identified or will be identified subsequent to grid disturbance in January 2010.

Subsequently, a meeting to review progress of replacement of porcelain insulators with polymer/antifog insulatoes and as well as progress of cleaning of porcelain insulators was held on 20th October 2010. A summary indicating State-wise progress of works under stage-I and stage-II as furnished in OCC meetings and also in special meeting taken by MS, NRPC is given at Annexure-IX . Line-wise detailed status is available on the NRPC website.

In 16th NRPC meeting held on 16th April, 2010, POWERGRID was requested to explore the possibility of alternative technology like silicon coating on the existing porcelain insulators and implement as a pilot project on transmission lines passing through light, medium and heavy pollution areas. In the 16th TCC/17th NRPC meeting held on 16-17 July 2010, POWERGRID has informed that replacement of insulator is most cost effective. As assured by POWERGRID in 17th NRPC meeting, they are requested to circulate supporting details with quantitative analysis for such conclusion. STUs and CTU are requested to complete the replacement works and cleaning of porcelain insulators in high pollution stretch before onset of winter. They are also requested to submit the line wise status to NRPC secretariat as per Annexure-X POWERGRID has informed that use of helicopter for Hotline washing of insulators in Northern Region is not being envisaged during ensuing winter i.e. 2010-11. However, deployment of Helicopter in winter of 2011-12, if required, will be assessed on the basis of performance of transmission lines during winter of 2010-11. Members may like to deliberate.

C.5 Reporting of deviation from planned outage

Clause 5.7.4 (j) of IEGC requires RPCs to submit to CERC a quarterly/half yearly report indicating deviation in outages from the plan along with reason thereof. Only NTPC has submitted this information.

Members may deliberate so that report can be submitted to CERC.

C. 6 Long outage of Power System Elements

Clause 5.2 (e) of IEGC requires RLDC to monitor prolonged outage of power system elements of any user/CTU/STU, which is causing or likely to cause danger to the grid of sub-optimal operation of the grid. Such prolonged outages are to be reported by RLDC to RPC and RPC is required to finalise action plan and give instructions to restore such elements in a specified time.

The matter is discussed regularly in OCC meetings. Based on inputs received from NRLDC in the OCC meetings, a list of such elements has been prepared and is placed at Annexure-XI . Members may deliberate so as to finalise the action plan.

C.7 Overview of the Grid Operation

C.7.1 Power Supply Position

1. The actual Power Supply Position (PSP) for States/UTs of NR for the period July-September 2010 is enclosed at Annexure-XII. It may be seen that during the aforesaid period, the region faced a peak power shortage of around 10% and energy shortage of 7-8%. J&K, UP and Punjab faced higher shortages as compared to other constituents. The consumption Growth pattern during the last 12 months in the region is given at Annexure-XIII

2. A mid-term review of Load Generation Balance Report was undertaken by NRPC Secretariat based on the inputs received from constituents. A meeting in this regard was held on 16.09.2010. The anticipated power supply position from Oct-2010 to Mar-2011 as coming out of this mid-term review, is enclosed at Annexure-XIV. The regional monthly energy and peak shortage is expected to be in the range of 6-12% and 8-14% respectively.

Members may like to deliberate.

C.7.2 Messages issued by NRLDC for overdrawal under low frequency

conditions:

The overall frequency profile during the period July-September 2010 was generally very good. The details of frequency profile are enclosed as Annexure-XV . It may be seen that average frequency during July, August and Sept 2010 was 49.83 Hz, 49.85 Hz and 49.98 Hz respectively. However, there were several spells of low frequency, wherein overdrawal by constituent States was observed. The statements of overdrawal by the constituents below 49.5Hz for July, August and September 2010 respectively is placed at Annexure-XVI NRLDC issues messages A, B and C in the increasing order of severity of overdrawal at low frequency in accordance with provisions of IEGC. While message A is warning message, messages B and C are issued in the event of violation of IEGC provisions. The details of messages issued by NRLDC during July-Aug 2010 are enclosed at Annexure-XVII.

C.7.3 Operation of UFR and df/dt Relays

It has been reported by NRLDC that as observed through SCADA, generally the load relief obtained through UFRs operations is not satisfactory. The details of load relief obtained on various dates on which frequency went below threshold frequency (48.8 Hz) as reported by various constituents is given as Annexure-XVIII . In 14th NRPC meeting held on 19th Sept, 2009, it was decided that constituents would monitor the operation of UFRs online through SCADA system. Only BBMB and HP have intimated that they were able to map the relief of UFRs through the load variation in the ICT observed through the SCADA system. HVPNL has reported that it has been able to map UFR load relief from 7 sub-stations. Punjab and UP had expressed some concern in this regard, which was addressed in the 53rd OCC meeting. Other constituents are requested to adopt the practice in line with decision of NRPC so that any ambiguity in the relief reported from the site and as observed from SCADA can be detected. Constituents are requested that the figures of reported load relief through UFRs operation must duly verified and signed by the SLDC head. Any feeder which was already under scheduled load shedding should not be clubbed while reporting to load relief obtained by UFR operation.

C.7.4 Installation of Additional 30 % UFRs and df/dt Relays

In the 7th NRPC meeting held on 20th Dec, 2007, it was decided that the constituents have to install 30% additional UFRs and df/dt relays on the feeders so as to provide desired relief. The status of providing additional 30% UFRs and df/dt Relays in the system is given at Annexure-XIX It may be seen that the progress in this regard is not satisfactory.

C.8 Proposal of new System Protection Schemes (SPSs) in Northern Region

(Agenda by NRLDC)

In the 53rd OCC meeting held at 13th August 2010 at New Delhi, NRLDC had proposed New System Protection Schemes (SPSs) to take care of contingencies. Earlier the details of these scheme have been deliberated in the OCC meetings also and the members of the OCC were agreeable with the proposal. It is also a way to arm the network to increase the loadability to its

full limits and avoid large scale blackouts in case of contingencies. The detail description of proposed SPS is attached at Annexure-XX.

As per the discussion earlier carried out in OCC meetings, following approach has been decided for implementation of the schemes:

I. NRLDC would prepare Technical proposal for the scheme stating the conditions for operation, the requisite relief in generation / load and implementation philosophy.

II. Concerned utilities in consultation of NRLDC would identify the specific

feeders (loads)/generation (stations/units) from where the relief would be obtained.

III. CTU/STU would prepare the technical details and budgetary estimates

of the scheme and put up the proposal to RPC / PSDF for implementation.

IV. CTU/STU shall do the actual Implementation. Members are requested to give approval for implementation of above mentioned SPSs in Northern Region.

C.9 Requirement to change the CT Ratio to higher range (Agenda by NRLDC)

Inquiry committee on grid disturbance in Northern Region on 2nd Jan 2010 have recommended for adopting a higher value of CT ratio say 2000/1 or still higher in case of lines having quad moose or Bersimies conductors. In this direction NRLDC had requested for changing of CT ratio to the desired value on priority basis. In this direction CT ratio has been changed on many lines, but still needs to be changed on remaining lines, in order to avoid any bottle neck in power flow visualization. On many locations it has been observed that the CT ratio has been changed, however the information regarding these changes is not available at NRLDC. Since the subject is related to maintaining the safety and security of the grid, all the concerned utilities are requested to indicate the latest status in this regard and take requisite action to do the needful.

Constituents are requested to change the CT ratio to a higher value and inform the same to NRLDC for necessary changes in database.

C.10 Frequent multiple network element outages (Agenda by NRLDC)

Frequent incident of multiple network element forced outages at 400 kV level are occurring in the region, resulting into emergency like situation. Many of such incidents are either due to improper protection co-ordination or mal-

operation of the relays. List of some of such incidents during recent past is enclosed at Annexure-XXI Constituents are requested to take all necessary preventive measures to maintain their system in a reliable and secure manner in order to avoid any disturbance in the grid. As mandated in the grid code, the necessary report of any such disturbance by the concerned utilities is also required to be issued immediately.

C.11 Non functioning Telemetery

Network visualization through SCADA system is very important for real time operation and monitoring of the power system grid. NRLDC has pointed out following issues related to the telemetry: There are many important substations and generating stations, which are

not integrated with the control centres for telemetry. There are some locations, which have been integrated with the control

centres, but telemetry is not proper. At some locations, new elements have not been included in the telemetry.

Regulation 6(3) of the Central Electricity Authority (technical Standards for Connectivity of the Grid) Regulation, 2007 requires each user to provide necessary facilities for voice and data communication and transfer of on-line operational data. Further clause 4.6.2 of the IEGC issued by CERC prescribes that reliable and efficient speech and data communication systems shall be provided to facilitate necessary communication and data exchange, and supervision/control of the grid by the RLDC, under normal and abnormal conditions. In spite of above regulatory provisions, the matter of non-reporting of RTUs and their non integration has been discussed in every OCC and USMG meeting, but the progress has not been satisfactory. The list of generating stations and substations where RTUs have not been provided or not reporting is enclosed at Annexure-XXII-a and Annexure-XXII-b

C.12 Expansion of NR Unified Load Despatch and Communication Scheme of

NR (PHASE-II).

In 16th NRPC meeting held on 16th April, 2010, it was decided that POWERGRID would be appointed as turnkey implementer/ main or review consultant for each State as they would decide. In spite of discussions in the 26th meeting of USMG held on 26th June 2010, there was little progress in the matter. Therefore, the

matter was again discussed in the 17th NRPC meeting held on 17th July 2010 at Parwanoo and it was decided that utilities might discuss with POWERGRID for further clarifications and should submit within 15 days their response as to whether they would appoint POWERGRID as turnkey implementer or consultant or review consultant. However, in the 27th meeting of USMG held on 29th Sept 2010, it was noted that there is no progress in the matter. Till issuance of this agenda, no utility has signed agreement of any kind with POWERGRID. Delay in this vital decision may lead to delay in implementation of the scheme. Members may like to deliberate

C.13 Proposed new OPGW links in Northern Region for connecting the new

and existing substations/Generating Stations of Central Sector (Agenda by POWERGRID)

In accordance with IEGC, any agency connecting to grid is responsible for providing Communication System up to Wide Band Location of CTU only, thereafter it is the responsibility of CTU to provide communication system up to RLDC. It is to mention that presently 24 nos of Substations are under various stages of construction and 13 nos critical Substations/ Generating Stations recently constructed are under operation. These are not connected to Wide Band network. Considering complex grid operation, it is essential to have Wide Band network extended up to all these Substations/ Generating Stations. Further, in addition to the requirement of communication system for SCADA system, several Special Protection Schemes (SPS) are to be implemented and installation of PMUs is also envisaged. Each PMU requires minimum of 64Kbs Band width. SPS requires transfer of signals over number of hops. These additional requirements of communication can not be met unless all the Central Sector Substations and Generating Stations and other large Generating stations are provided with OPGW based Communication System. In view of the above, it is proposed that all the Central Sector Substations and Generating Stations of Northern Region, are provided with the OPGW based Fiber Optic LInks. The details of links where OPGW is to be provided, are attached at Annexure-XXIII. Approximately 4050 kms of Fiber Optic Link along with the Terminal Equipments are to be installed. The initial estimated cost (Supply, Installation, Testing & Commissioning and Taxes / duties) for these requirements, is approximately Rs.125 Crores. Members may please deliberate and concur with the proposal.

C.14 Protection audit for up-gradation of Protection system

In the 16th NRPC Meeting held on 15th / 16th April, 2010, it was decided that the DTL and UPPTCL would carry out the Protection Audit for their system before

Common Wealth Games. Subsequently, as a follow-up to the hearing in CERC regarding partial grid disturbance in Northern Region on 2nd January 2010, MS, NRPC had submitted a proposal for third party protection audit in all the States to be funded through surplus available in UI pool. Delhi has gone ahead and awarded work of third party protection audit to CPRI as work was to be completed before CWG games. CPRI has submitted interim report to DTL. In the 12th meeting of Protection Sub Committee held on 10th September 2010, representative of UPPTCL had stated that they don’t have the required funds for third party protection audit and this exercise can be taken up if NRPC arranges the requisite funds. In the 17th NRPC Meeting held on 17th July, 2010, it was decided that the CPRI may be entrusted with the task of protection audit. CEA was requested to co-ordinate with CPRI so as to obtain the detailed proposal from them. CEA has taken up the matter with CPRI for submission of concrete proposal. It was also decided in this meeting that the expert group constituted for supervising and monitoring the progress of third party protection audit would also co-ordinate with CPRI. As decided by the expert group three consultants were shortlisted as follows:

a) Power Research & Development Consultants, Bangalore b) Tata Consulting Engineers, Mumbai with IIT, Mumbai c) Central Power Research Institute, Bangalore

CPRI has indicated that it would take about 2½ years to complete the project. In Protection Sub Committee meeting held on 10th September 2010, all members agreed that project can be executed in parallel to reduce the time frame, subject to approval in NRPC meeting. The utilities are requested to include all critical sub-station/generating station for protection audit and get administrative and financial approval to carry out third party protection audit. It needs no emphasis that it is the responsibility of each utility to enhance the performance of protection system for which regular protection audit should be done by the respective utility. It is therefore suggested that each STU may submit a separate proposal to PSDF Managing Committee for protection audit within their State. Members may like to deliberate.

C.15 Single Phase auto-reclosure on transmission lines (Agenda by POWERGRID)

In the 13th NRPC meeting, it was decided that all lines (220kV and 400 kV) of Northern Region will have Single Phase auto reclosure to improve system stability / reliability and implement the same by March, 2010. The issue was also discussed in the 17th NRPC meeting wherein auto reclosure on 220 kV lines were discussed. The list of 220 kV Lines emanating from POWERGRID

Stations and lines terminating in Constituents’ Stations where Auto Reclosure Scheme is to be implemented to avoid unnecessary outages of lines as well as loss of availability on account of outage, is attached at Annexure-XXIV (A & B). A time-bound programme may be chalked out for installation / functioning of PLCC and Auto reclosure Scheme in the aforesaid lines, for smooth and trouble free operation of the lines to increase the availability and reliability at the system. Members may update the status and action plan be finalized for implementation of such scheme on all 220 kV and 400 kV line.

C.16 Bus Bar protection at 400 kV and 220 kV substations

The issue of installation / functioning of Bus Bar Protection in all 400kV and 220 kV stations has been under discussion since long and in 17th NRPC meeting, it was decided that provision of Bus Bar Protection is to be made in all Substations of 220 kV and above in reasonable time frame for safety and security of the Grid. The matter related to bus bar protection in the system of Utilities are being discussed in Protection sub-committee (PSC) and OCC meetings. Information from some of utilities is still awaited. Utilities have been requested to provide the requisite information as per prescribed formats. PSTCL and UPPTCL need to expedite the implementation of scheme Since the outage of any of the Substations on account of tripping due to non-availability of Bus Bar Protection, causes major disturbance in the system, it is imperative to have the Bus Differential Protection installed at all these places. The status of Bus Bas Protection in the State utilities as updated during last Protection Sub Committee meeting is enclosed at Annexure-XXV . Constituents may, therefore, submit the programme for implementation of bus bar protection in their stations for better grid security and reliability of the system as well as to protect the equipments installed.

C.17 Requirement of Bus transfer facility in constituent’s substation (Agenda

by POWERGRID)

During 16th TCC and 17th NRPC meetings in July’2010, the issue of Bus Transfer facility in 220 kV Sarna, Dasua and Malerkotla Substations of PSEB, Gladini and Udhampur Substations of PDD (J&K) and Hamirpur Substation of HPPTCL was discussed. It was decided that Constituents shall look into the provision of Transfer Bus along with Transfer Bus Coupler (TBC) in their Substations so as to improve reliability, redundancy and availability of the system. Concerned constituents were requested to provide the scheme along with Transfer Bus Coupler in their Substations. Constituents may please provide the updated status.

C.18 Self Certification of Protection in accordance with NRPC recommendation

In 11th PSC meeting held on 23rd April , 2010, it was decided that a system of periodic self certification along with deviation if any with reason with respect to setting recommended by NRPC by all the constituents / utilities should be established for 400 kV system and above and generating station 210 MW and above. A sample format is enclosed at Annexure-XXVI for submission of information to NRPC secretariat.

All the utilities are requested to regularly submit the self Certification report to NRPC Secretariat.

C.19 Procurement of Emergency Restoration System (ERS) by STUs

Recently PTCUL had requested POWERGRID to provide ERS to them for restoration of for 400kV Rishikesh- Roorkee line which is under breakdown since 09.08.2010 due to falling of B+6 tower in River Ratmau. The issue was discussed in the 54th and 55th OCC held on 24th Sept and 19th Oct 2010. In these OCC meetings it transpired that in view of the vast network of transmission lines of POWERGRID and availability of limited sets of ERS (24), it would not be possible for POWERGRID to make available ERS to PTCUL, particularly as PTCUL would require ERS for a period exceeding six months. OCC was of the opinion that all STUs owning 400 kV lines should procure ERS so that reliable transmission service can be maintained in case of contingencies. It is estimated that 1 set of ERS would cost approximately Rs. 4 crores.

C.20 Provision of PLCC for 220 kV lines (Agenda by POWERGRID)

During 16th TCC and 17th NRPC meetings in July’2010, non-availability / functioning of PLCC links as per the List at Annexure-XXVII was discussed. Need of PLCC Coupling for quicker fault clearance to reduce stresses on Substation equipment particularly ICTs was also emphasized and it was decided that constituents to ensure provision of PLCC for 220kV lines. Respective Constituents may please provide the updated status of PLCC links.

POWERGRID is presently operating 42 EHV Substations in Northern Region and another 28 numbers of EHV substations are in the pipeline which are to be commissioned progressively in near future. The Transmission System is criss-crossing the entire Region including bordering States like J&K, Punjab and Rajasthan covering all the areas having adverse weather conditions, disturbed areas, earthquake prone areas, high flood areas etc. It has also been seen due to international global warming, the climate changes, earthquakes & floods are becoming more unpredictable for example earthquake in Bhuj, heavy floods in North Bihar in the past including the recent devastating incident at Leh. The entire Nation of Haiti suffered near total devastation during the recent earthquake & cyclone. In this regard, ERS for Transmission Lines has time and again proven its great service for early restoration of Transmission Lines in case of tower uprooting / collapse due to natural calamities. Therefore, in case of any damage /devastation of substation, the restoration would take a period of more than a year. Thus, transmission system should have an Emergency Restoration System of Substation (ERS-Substation) like ERS for Transmission Lines, which can bring back the affected substation in 1 to 2 weeks. Internationally it has been seen that such ERS-Substations are in abundance in Western Countries. Recently, HVPNL have also procured such system at 132 & 66KV levels. In view of the above, it is desirable that few ERS-Substations should be available in such a large Regional Transmission System to take care of any natural calamity or man-made eventualities. These equipments mainly consist of single phase transformers, GIS switchgear, Control and Protection relays which are mounted on trailers for quick transportation and installation. The estimated cost is about Rupees One Hundred Crores for each set. However it is likely to come down during the transparent tendering process and indigenization of equipments. Considering the strategic importance, the matter was taken up with CERC, who have also agreed in principle for procuring such systems for Indian network. During 17th NRPC meeting, POWERGRID gave presentation on ERS Sub-station highlighting its usage during different contingencies. Acceptance of similar system in various other countries were also brought to the notice of constituent members. Keeping in view the direction of CERC, POWERGRID proposes to procure two(2) 400/220 kV ERS Sub stations for constituents of Northern Region so that in case of any contingency, the equipment can be deployed at the desired location in a short notice. Members may please deliberate and concur the proposal.

C.22 Requirement of additional Transformation Capacity at 400/220 kV Abdullapur substation (Agenda by POWERGRID)

400/ 220 kV Abdullapur Substation of POWERGRID is currently having three (3) nos. ICTs. During June & July 2010, loading on each ICT had exceeded 200 MW. Looking into the load growth around Abdullapur, augmentation of transformation capacity by addition of One (1) no. 315 MVA, 400/220kV ICT be considered. Member may please deliberate to concur with the proposal.

C.25 Need for Coordination Committee in each State

It emerges from discussions in sub-committees of NRPC that officers of the State utilities face difficulty in submission of information due to inadequate response from other utilities in the State. Lack of information hampers timely analysis and action on various issues. In the 54th OCC meeting held on 24th Sept 2010 it was expressed that constitution of State Coordination Committee in each State would go a long way in this direction. Rajasthan, Haryana and Delhi are already having such state level Committees. Members may like to deliberate.

D.2.1 Reactive energy charges outstanding against J&K:

As on 30.09.2010 the outstanding Reactive Energy Charges (principal amount) against J&K were Rs 10380.4266 Lakh. Also, an amount of Rs 3944.33857 Lakh is outstanding against J&K as interest due to late payment of reactive charges upto 30.09.2009. NRPC had already sanctioned Rs 22 Crs from Reactive pool account of NR to J&K for installation of capacitors. The PDD, J&K had also submitted Project Report for the installation of Capacitors. NRPC vide letter dated 18.06.2008 requested PDD, J&K to take action for procurement of the shunt capacitors as proposed under phase-I. PDD, J&K vide letter dated 21.10.2010 have informed that letter of award (LOA) for supply and commissioning of capacitors has been issued to three firms as given below: 1. M/s Unistar Universal Cable Ltd., New Delhi 2. M/s Shreem Electric Ltd., Maharashtra 3. M/s Mahan Electrical Pvt. Ltd., Maharashtra

PDD, J&K also informed that M/s Unistar Universal Cable Ltd., New Delhi have already accepted the LOA. Acceptance from other two firms is in the process. J&K may update the latest status.

Now it has been decided that programmes approved by NRPC indicated in the table above prior to CERC notification may be taken up. The action to restart these programmers has already been initiated. NRLDC has been requested to keep provision of Rs. 16.8 Lakh for these training programmes in the Reactive Energy Pool account.

D.3.2 International Level

In the 16th NRPC meeting held on 16.4.2010, Members approved the proposal of study tour to Norway at an estimated cost of Rs. 225 Lakh through PTC. The expenses for study tour was proposed to be met from the Reactive Energy Pool Account as per IEGC notified by CERC. However, CERC on 4.6.2010 have issued regulations called Central Electricity Regulatory Commission (Power System Development Fund) Regulations, 2010 for utilization of fund remaining in the various pool accounts. As per the Regulations, the amount from the Power System Development Fund shall be disbursed with the approval of the Commission.

In the 17th NRPC meeting held on 17.7.2010 it was decided that the proposal for training should be forwarded to the Task Force constituted by CERC (or Management Committee to be constituted by CERC) for ratification of decision of NRPC. Subsequently, CERC in its order dated 27.9.2010 had allowed utilization of the RLDC reactive charges components in the Funds for the purposes of capacity building in the respective region as provided in the Grid Code. However, the Capacity building proposals in a region upto a limit of Rs. Two crore per year or 30% of the outstanding balance as at the beginning of the financial year whichever is less will require only approval of respective Regional Power Committee and the proposals beyond this limit will require approval of Commission through Managing Committee. With regards to the study tour to Norway, Chairman, NRPC has desired that instead of Norway, Power markets in other countries like Brazil, Australia, European Union, etc could be studied which would be beneficial for India as the power market in the country is under development.

Member may like to deliberate. D.4 Upgradation and Modernization (U&M) of NRPC Secretariat

office/Complex

Contributions: In the 12th NRPC meeting held on 22.4.2009, NRPC approved the budget estimate of Rs. 250 lakh for U&M works to be contributed by all the members of NRPC during the year 2009-10. It was also agreed that the per member contribution would be Rs. 9 lakh which would be one time contribution. The contribution from twenty three members has been received. The contribution from following members is still awaited:

i. Power Development Department, J&K ii. Madhyanchal Vidyut Vitaran Nigam Ltd

As approved by NRPC, the U&M work is being executed through NTPC as deposit work. In view of the enhancement in estimated cost to Rs 330 lakh for U&M work by NTPC, it was decided in the 15th NRPC meeting held on 24.12.2009 that the rotational members should also be requested to deposit contribution of Rs. 9 lakh for Upgradation & Modernization work. Accordingly, the rotational members were also requested to deposit contribution of Rs. 9 lakh for upgradation & modernization work of NRPC secretariat office/complex. The contributions from following rotational members are still awaited.

The work on up-gradation & modernization work of NRPC secretariat office/complex was already started on 13.5.2010. Members are requested to expedite the contributions.

Status of up-gradation & modernization work:

Out of the total cost of Rs. 250 lakh originally approved by NRPC, the civil work, electrical work, Air conditioning, Fire Alarm System and DG Set at an estimated cost of Rs.198.5 lakh for was to be implemented through NTPC deposit work. In view of the delay in getting the contributions for Upgradation and Modernization work of NRPC Secretariat the balance works on furniture, Tel. Exchange was to be taken up subsequently by the NRPC through the Implementation Committee. The revised cost of Rs 330 lakh for U&M work was also approved by NRPC in its 15th meeting held on 24.12.2009. NTPC has awarded the work and the same is in progress. As requested by NTPC an advance payment of Rs. 1.75 crore has been released to them for deposit work. The work on guest house and office on second floor is under advanced stage of completion. During the implementation of U&M scheme there has been some changes in the scope of works to take care of site requirement. The same is being discussed with officers of NTPC by the implementation committee and are being implemented so that the work is completed in time. NTPC have informed that the actual cost implications on account of change in scope would be known after completion of work. However, the increase in cost due change in scope of works based on the meetings with NTPC till September,2010 is around Rs. 34 lakh. The work regarding EPABX system costing around Rs. 4 lakh was awarded and work on third and second floor has already been completed. Regarding purchase of furniture, furnishing, electrical / electronic gadgets such as TV, Geyser & Refrigerator for guest and CCTV in the office building with an estimated cost of around Rs. 8.5 Lakh has also been agreed by the implementation Committee. Accordingly, the same is in the process of procurement. For information of Members.

D.5 Operation & Maintenance of Guest House & Recreation Centre – Proposed Rules.

Prior to renovation work, Northern Regional Power Committee (NRPC) had four guest rooms but in bad shape and without catering and wash room facilities. With renovation, besides improvement in the existing five guest rooms, two more VIP rooms have been added. In total, NRPC has now seven guest rooms. NRPC being the nodal agency to discuss various operational and commercial issues, there is always demand for booking of guest house in NRPC. Though with recent renovation, the guest house has become much more comfortable from infrastructure point of view but without proper catering and room service the guest officers would experience difficulties and uncomfortable stay. Therefore, there is a need for catering and room service for the guest house on round the clock basis. To achieve catering and room service for the guest house on round the clock basis, there is need for provision of one cook and two service boys/helpers throughout the day. Besides meeting the requirement of guest house, these staff would meet need of tea/coffee, snacks, lunch for officials of offices of NRPC complex during office hours in working days. To streamline this aspect, Terms & Conditions for Operation & Maintenance of Guest House and Canteen in Northern Regional Power Committee (NRPC) have been formulated. The highlights of these Terms & Conditions are: The office will provide basic infrastructure like gas stove, cooking utensils, serving utensils, crockery, oven, fridge, bed sheets, pillow covers etc. from NRPC fund. The canteen staff, taken through an outsource agency, will be directly under the control of Canteen Committee comprising three members namely SE (Services), NRPC a representative from NTPC and a representative from POWERGRID. SE (Services), NRPC will be the Nodal Officer for issue of orders. The Guest Register will be maintained by the Care Taker as well as NRPC Security Officer. The guest will fill up information in the register maintained with the cook. The Canteen Committee will decide rates of menu items in such a manner so that cost of raw materials is recovered on day to day basis. The accounts for the same shall be maintained by the Canteen Committee and the same shall be regularly audited by a team comprising officers from Constituents.

To recover the cost of canteen staff, rates to be charged are indicated at Annexure-XXX. Payment collection considering different occupancy scenarios has also been indicated. The initial capital investment both for operation of canteen and guest house will be made from NRPC Fund. In case of deficit of available funds for operation of guest house and canteen, the equal amount would be recouped from NRPC Fund. MS, NRPC will be the final authority to take decision in this regard. For booking of guest house, either advance booking request is to be addressed to Assistant Secretary, NRPC. Regarding Recreation Centre, the Canteen Committee will decide the items to be purchased. The expenditure for one time capital investment for Recreation Centre as well as for routine maintenance of the same will be met from NRPC Fund. The accounts shall be duly maintained by the Canteen Committee. The expenditure from NRPC Fund will made with approval of Chairman, NRPC. These accounts will be audited by officers from the constituent members of NRPC nominated with the approval of Chairman, NRPC. Members may like to approve.

D.6 Leasing of vehicle on demand basis for Operational responsibilities

In its 17th meeting held on 17.7.2010, NRPC approved the proposal for Leasing of vehicle. Accordingly, one vehicle (Maruti Wagon-R) has already been taken on lease basis for discharging duties & responsibilities envisaged under MoP resolution, CEA regulations, Indian Electricity Grid Code (IEGC), regulation made by CERC and NRPC decisions from time to time. The monthly amount on account of lease charges and charges of driver is around Rs.21000/- per month. The expenditure on account of lease charges salary for driver and running charges for vehicle are being met from NRPC Fund as approved in the NRPC meeting.

For information of Members. D.7 Outsourcing of Technical and Non-Technical Officers in NRPC

Secretariat The proposal to deploy personnel from outsource agency was approved in the 17th NRPC meeting held on 17.7.2010. NRPC decided to constitute a Core Committee comprising of one officer from State, one from CPSU and MS, NRPC for finalizing the modalities for selection of the officers on short term contract, their salary structure, other terms & conditions of the service etc. Accordingly, Core Committee comprising officers from DTL, POWERGRID and MS, NRPC has been constituted.

The proposed Terms & Conditions for appointment of technical and non-technical staff on short terms contract basis in the NRPC secretariat was deliberated and finalized by the Core Committee in the meeting held 25.8.2010. With regard to number of vacancies to be filled for technical consultants, the Core Committee proposed that to begin with up to 50% of vacant post in each level (below Superintending Engineer level) in NRPC secretariat may be filled and accordingly it is decided to take initially four consultants. Regarding number of non-technical consultants, the Core Committee decided that it would be as per the decision taken in the 17th NRPC meeting i.e. two Steno cum Computer typists, two posts in Administration/Accounts section and one personnel for managing the work of arrangement of various sub-committee meetings and coordination with Constituents. The non technical consultants as mentioned above would be in addition to the two stenos and one Account person engaged earlier with the approval of Chairman, NRPC. The Core Committee decided that the technical and Non-technical consultants would be engaged through outsourcing agency. The outsourcing agency will be selected based on two-part bidding process i.e. Technical and Commercial bid. The outsourcing agency would form a panel of manpower of technical and non-technical consultants based on the job profile as detailed in the “Terms and Conditions for appointments of Consultants” and forward the same to Selection Committees. The constitution of Selection Committees as approved by Chairman, NRPC is enclosed at Annexure-XXXI. The selection committees would interact with panel of consultants forwarded by outsource agency and send list of selected consultants to outsource agency for engaging them in NRPC Secretariat. The monthly fee for Consultants as recommended by the Core Committee is given at Annexure-XXXI. The expenditure on account of monthly fees to the consultants would be met from the NRPC Fund. Member Secretary, NRPC has been empowered by Chairman, NRPC to take necessary action in the matter.

D.8 Reimbursement of expenditure of NRPC Sectt. for the year 2010-11 by the members of NRPC

In the 16th NRPC meeting held on 16.04.2010, it was decided to contribute the amount of Rs.8 Lakh per member for the year 2010-11 toward reimbursing NRPC expenditure to GoI for the year 2010-11, annual contribution for meeting the expenditure for meetings at Secretariat and other expenditure as approved by NRPC. The NRPC secretariat in May 2010 has already requested the members to deposit the contribution. The constituents

Major decisions of NRPC and its status

1.0 12th NRPC meeting held on 22nd April, 2009 in Chandigarh1.1 Uniform specifications for RTUs for SCADA System

8 vendors have been short listed for supplying the RTUs in the Northern Region. Additionally 3 were conditionally approved. Constituents are requested to procure RTUs through call of limited tenders, from the approved vendors1.2 Phasor measurement Unit (PMU) Pilot Project. Pilot Project of PMU as proposed by NRLDC at an estimated cost of Rs. 3 Crores was approved. PMU installed at 4 places namely Vindhychal, Kanpur, Moga and Dadri and made operational.NRLDC may fsubmit details of new locations where PMUs are proposed to be installed and actual expenditure incurred so far.

1.3 Replacement of obsolete protection relays with State of numerical relays All the constituents agreed to complete the process of installation of numerical relays in their system by March 2010. No Much progress has been done. Members may like to deliberate

2.0 13th NRPC meeting held on 24th June, 2009 at Lucknow

2.1 Automatic Meter Reading(AMR) for SEMsThe proposal for implementation of AMR through POWERGRID was approved by NRPC.

During the 15th Meeting of Commercial sub committee meeting held on 19.3.2010, POWERGRID informed that the specifications have been finalized and forwarded for tendering process.

3.0 In 14th meeting held on 9th September 2009 at Surajkund

3.1 Procurement of 315 MVA, 400/220 kV ICTs as spare, one for Delhi NCR and one for other Northern States of the Region The scheme was approved and ICT was to be procured before Common Wealth Games. In the 17th NRPC meeting held on 17th July 2010, POWERGRID had informed . POWERGRID may submit details regarding installation of this transformer in Delhi.4.0 15th NRPC meeting held on 24th Dec 2009 at Chandigarh

4.1 Provision of Bus Reactors in Northern Region to Control Over Voltages The proposal of reactors at 15 grid sub-stations including 6 reactors at generating stations was approved.

5.1 Expansion of NR Unified Load Despatch and Communication Scheme of NR (PHASE-II):

It was decided that utilities might discuss with POWERGRID for further clarifications and should submit within 15 days their response as to whether they would appoint POWERGRID as turnkey implementer or consultant or review consultant. The issue was discussed in the 27th meeting of USMG held on 29th Sept 2010 and barring BBMB, no other constituent has taken a firm decision in this regard. Members may may like to deliberate as delay in this vital decision may lead to delay in implementation of the scheme.

5.2 Implementation of Fiber Optic Communication System in lieu of ULDC Microwave linksFollowing decisions were taken:

i. POWERGRID shall implement the Fiber Optic network as approved in the 12th NRPC meeting for all the constituents except UPPTCL.

ii. To fulfill its obligations under Grid Connectivity Standards and IEGC, UPPTCL shall implement their portion of the network on their own within the timeframe given by DoT for surrendering the Micro wave frequencies.

iii. Since POWERGRID had already filed petition with CERC, it may implement additional requirement in accordance with the decision of CERC. POWERGRID and UPPTCL may like to brief the forum about progress in the matter

13 Healthiness of DR/EL and time synchronization

To ensure healthiness of all recording equipment at the generating station andsub-station which are important for analysis of grid incidents and must be timesynchronized using GPS.

All Utilities 6 BBMB and PSTCL: Additional relays are being procured and defective are being replaced. Constuents are trequested to ensure the time synchronisation of relays.

14 Planning/Commissioning of additional 400 kV links to take care of fogrelated Tripping

CTU/STUs/CEA 12 CTU/STUs were requested to submit the proposal to Standing committee of CEA.

15 Reactive Power Management CTU/STUs/ Discom/GENCO6 Capacitors are being added in the system. A sub group had been formed for monitoring of commissioning and installation.

State Governments should strictly enforce the pollution check and ensurepollution causing establishments are not in the vicinity of the existingtransmission lines

enclosing therewith minutes of the aforesaid meeting. Our suggestions for amendments in items 4 and 5 are given below so as to br ing more clarity and reflect the discussions that took place in the meeting: Item No. 4 :Installation of Capacitors

2. From the first sentence of first paragraph under this item, it appears that Member Secretary, NRPC had proposed 20% reimbursement of co st of capacitors for 2009-10 as well as 2010-11. Whereas, based on the decisions taken in the NRPC meetings, the proposal inter-alia sought following:

(i) concurrence to the decision tak en by NRPC for part reimbursement of expenditure incurred in installation of Capacitors (up to 20%) in five States during 2009-10

(ii) in-principle approval f or reimburse ment of 50% of t he total expenditure incurred by the States in installat ion of Capacitor and disbursem ent of a maximum amount of ` 22 Crores to J&K (subject to production of invoice) during 2010-11 from PSDF in line with earlier decision of NRPC

3. After detailed deliberations, the task force had agreed for reimbursement of 20% of the expenditure for the year 2009-10, which is clearly coming out from last para under this item. Howev er, it may be recalled that the task force had als o decided to give in-principle approval for 20% of the expenditur e on capacitors during 2010-11 (as against

50% of the reimbursement sought in the proposal). This has not been reflec ted in the minutes of the meeting. 4. As regards, reimbursement of expendit ure of up to ` 22 crores to J&K, the decision recorded in the minutes is that Task Force was of the opin ion that since this pertains to earlier period, it does not come under its scope. However, in our opinion, this aspect was not discussed in the meeting. In fact, representative of PDD, J&K had stated that they had gone ahead based on the decisi on of NRPC and had recei ved bids for capacitors. Further, this dec ision of NRPC falls in the same category as that of reimbursement of 20% of the expenditure for the year 2009-10. Both the decision were taken by NRP C wh en it was empowered by the Commission under the prevailing regulation to decide about surplus fund availa ble in the Reactive Energy P ool and in both the cases procurement pr ocess has been initiated based on the decis ions taken by the NRPC. 5. In view of the above, it is requested t hat the minutes may be suitably amended in line with discussion in the meeting so as to bring clarity on th e aspects mentioned above. Item No.5: Training

6. On this issue, the proposal submitt ed by Member S ecretary, N RPC ha d three parts:

(i) NRPC approved training programmes of Power System Protection, Rea ctive Power Management and Opti mal Capaci tor Placement (06 courses at SLDCs) including study tour to Norway inv olving total estimated expenditure of ` 2,41,79,823/-.

(ii) in- principle approval for the trai ning progremmes at Regional level at an estimated expenditure of ` 115 lakh from PSDF

(iii) Proposed training programmes at State/organisation level such as CTU/STU, Gencos, Discoms, SLDC and RLDC up to 25% of the total estimated expenditure likely to be incurred on t he training programmes as approved by Task Force.

7. It may be recalled that the Task Forc e had agreed with the proposals of training programmes already approved in the N RPC meetings and there was no such deliberation as has been recorded in the minut es. Therefore, under this head also, the minutes may be amended to reflect the discussion.

Rajasthan Total Order quantity: 52 nos. of UFRs &17 nos. of df/dt relays. 17 Nos df/dt installed and UFRs installed at four locations. firm M/s Areva T&D India Ltd.is being persued for installationcommissioning rest of these relays. This quantity also includes 30% additional Ufrs and df/dtrelays.Punjab34 numbers df/dt relays have been installed in the system.

Haryana Out of 15 UFRs required, 13 UFRs had been commissioned. Remaining 2 UFRs (out of 15)would be installed soon.

3. New Proposed SPS

3.1. Schemes for taking care of tripping of multiple transmission lines 

a) SPS for contingency due to interruption of import by NR at 400 kV Agra (from WR) During the sc enario of heavy import by NR from W estern Region, sim ultaneous

tripping of 400 kV Agra-Gwalior circuit-I & II or tripping of 400 kV Bina-Gwalior ckt-I & II results in r ush of pow er on pa rallel in terconnections o f NR w ith WR and ER. The contingency can result in heavy ov erloading of network in We stern region (esp ecially in Gujarat) as well as in Eastern region with critically low vo ltage in the large part of ‘NEW’ grid.

The above contingency occurred on 1st July 2010, 07th Dec 2009 and 28 th Nov 2009.

On all these occasions ther e was an in terruption of i mport at 400 kV Agra ( from WR) through 400 kV Agra- Gwalior- ckt-I & II. The contingency resulted in severe l ow voltage throughout the ‘NEW’ grid and had the potential of resulting in cascade failure in large part of NEW grid.

Therefore, an SPS for shedding loads in western UP, Rajasthan, Punj ab & H aryana

area in the event of sudden large reduction of import at 400 kV Agra (from WR) would help in minimizing the im pact of contingency. If t he actual import on the 400 kV Agra Gwalior D/C is more than a certain level, automatic backing down of generation in the WR would also be desirable.

SPS Scheme logic: Case-1

Contingency: Sudden Reduction of im port by NR on 400 k V Agra-Gwalior ckt-I & II b y more than 1000 MW but less than 1500 MW Action 1: Shed loads in Groups C & D in the Northern Region as described in Annex-1. (Load S hedding Sh all b e achieved within 500 ms, including all si gnal propagation/breaker opening time delay)

The G arhwal ar ea of Uttarakhand po wer sy stem is connected wi th r est of th e gri d mainly through 400 k V Moradab ad-Kashipur-Rishikesh S/C , 400 kV Muza ffarnagar-Roorkee-Rishikesh S/C and 220 kV Nara-Roorkee S/C.

The entire G arhwal area of

Uttarakhand had wi tnessed se veral incidences of blackouts due to weak network connectivity of Uttarakhand with rest of the grid. Since 400 kV Moradabad-Kashipur carries major part of the load to this ar ea, trip ping of 400 kV Moradabad-Kashipur results in rush of power through 400 kV & 22 0 k V Muza ffarnagar-Roorkee-Rishikesh route, resu lting in heavy / crit ical lo ading of the remaining network a nd sever e low voltage in this area and the reliability / security of balance of networks becomes very low.

 

  

Recently on 30th March 2010 there was complete blackout in thi s area following the

tripping of 400 kV Moradabad-Kashipur. Similar instances of complete blackout in this ar ea have occurred on 23rd and 27th July 2008.

A SPS at Kashipur for the contingency of 400 kV Moradabad-Kashipur outage would

consist of shedding loads at Kashipur and near Rishikesh.

SPS Scheme logic: Contingency: Tripping of 400 kV Moradabad-Kashipur carrying 400 MW and above. Action 1: Shed loads at 400 kV Kashipur (150 MW) and near Rishikesh (150 MW). (Load S hedding Sh all b e achieved within 500 ms, including all si gnal propagation/breaker opening time delay)

c) SPS for contingency due to tripping of multiple lines from 400 kV Dadri Subsequent to augmentation in generation capacity in NTPC Dadri complex the total generation available at Dadri is generally of the order of 3500 MW to 4000 MW including the injection from HVDC Rihand-Dadri bipole. Loading on each of the following lines emanating from Dadri generally is generally above 600 MW. a. 400 kV Dadri Mandola D/C. b. 400 kV Dadri-Maharanibagh &

400 kV Dadri-Greater Noida.

Tripping of either (400 kV Dadri Mandola D/C ), or (400 kV Dadri-Maharanibagh & 400 kV Dadri-Greater Noida) results in heavy rush of power on the remaining circuits, leading to low voltage & overloading of the remaining lines specially in Delhi ring. The tripping also open the 400 kV Delhi ring and reduces the reliability of transmission of power to North-west part of Northern Grid.

SPS Scheme logic: Contingency: Tripping o f e ither (400 kV Da dri-Mandola D/C), or (400 kV Dadri-Maharanibagh and 400 kV Dadri-Greater Noida), while each se ts of circ uits carry ing more than 1500MW either towards Mandola or towards Ballabgarh. Action 1: Shed Loads at 400 kV Ma ndola (200 MW) an d 400 kV Greater Noida (200 MW). d) SPS for contingency due multiple tripping at 400 kV Bawana

400 kV Bawana is an important node in the direction of power flow from central part of northern grid to load cent res in Punjab, J & K and W est Haryana. Multiple t ripping of outgoing lines fro m Bawana resu lt in over loading of 400 kV and 220 kV N etwork between central part of NR grid to western part of NR grid and any further contingency in this corridor may result in a major disturbance in Punjab, J & K and West Haryana area as happened on 2nd Jan 2010.

A SPS at Bawana would consist of shedding load in Punjab, J & K and West Haryana in case of outage of lines feeding power to western part of NR.

SPS Scheme logic: Case‐1 

Contingency: Tripping of e ither one or more than one out of four circuits na mely 400 kV Bawana-Abdullapur D/C , 40 0 kV Bawana-Hisar & 400 k V Bawana-Bahadurgarh resulting in power flow of 700 MW or above on any of the remaining circuits . Action 1: Shed Loads in Punjab (150 MW), in West Hary ana (150 MW) and in J & K (50 MW). (Load Shedding Shall b e ac hieved wit hin 500 ms, including all signal propagation/breaker opening time delay.)

Case‐2 

Contingency: Outage of all the four lines n amely (40 0 kV Bawana-Abdullapur D /C) and (400 kV Ba wana-Hisar & 400 kV Bawan a-Bahadurgarh) which under th e antecedent condition were exporting more than 1000MW towards Punjab & Haryana. Action 1: Shed Loads in Punjab (200 MW), in West Haryana (2000 MW) and in J & K (150 MW). (Load Shedding S hall be ach ieved w ithin 500 ms, including all si gnal propagation/breaker opening time delay.)

During high hydro condition outage of one of the two 22 0 kV Salal- Ja mmu circuit results in o verloading of ot her ci rcuit and it has been observed that the remaining ckt also tr ips immediately on o verloading. Subsequently, after this the 220 kV Sarna- Hiranagr also tri ps on overloading. Such cascaded tripping results in blacko ut in Jammu & Hiranagar area. A SPS at Jam mu consisting o f shedding load at Jammu in case of outage of any one of the two 220 kV Salal-Jammu circuits carrying more than 150 MW ea ch circuit.

There ar e 1 0 nu mber of 220 k V lines for evacu ation of generati on at Ro par (1260 MW). Ropar TPS ha s l ost its complete generation due to problem in the evacuation network around it and recently on 2nd Jan 20 10, t he loss of complete g eneration at Ropar h ad aggravated problem in already depleted network in this area. A SPS at Ropar TPS drop ping some generation at Ropar in case of problem in the evacuation system would help in preventing complete loss of generation at Ropar.

b) SPS for Reliable Evacuation of Panipat TPS stage I & II Generation Panipat thermal stage I (440 MW) and Panipat Thermal Stage-II (920 MW) are separated through bus sectionalizer, that is usu ally kept open in vie w of hi gh fault level. Panipat TPS both s tages has lost it s c omplete gen eration due to problem in th e ev acuation network around it on several occasions and recently on 2nd Jan 2010, the loss of complete generation at Panipat had aggravated problem in already depleted network in this area. Panipat stage –I has 6 numbers of evacuating lines and stage-II has 11 numbers of evacuating lines.

A SPS at Panipat TPS dropping so me generation at Panipat in case of problem in the evacuation system would help in preventing complete loss of generation at Panipat. Both the stage of Panipat should have a separate SPS. 220 kV Lines from Panipat –I are as listed below:

c) SPS for Reliable Evacuation of Paricha TPS Generation There are 4 number of 220 kV lines for evacuation of gener ation at Parich a (640 MW). Pari cha TPS has witnessed several in stances of co mplete generation outage due to prob lem i n the 220 kV evacuation system network towards Ma inpuri. Recently on 24th May 2010 t here w as an instan ce of complete o utage of Paricha thermal generation and a s per our record similar i ncident h ad also oc curred in the p ast on 7th March 0 9, 12 th Mar ch 09 and 28th May 09.

A SPS at P aricha TPS dropping some generation at P aricha in case of p roblem in th e evacuation system would help in preventing complete loss of generation at Paricha.  

       220 kV lines from Paricha are as listed below:  

1. 220 kV Paricha Orai‐ I 

2. 220 kV Paricha Orai‐ II 

3. 220 kV Paricha Orai‐ III 

4. 220 kV Paricha Safai 

SPS Scheme logic: Contingency: Tripping of two or more 220 kV lines from Paricha and generation at Paricha is more than 500 MW. Action 1: Automatically back down g eneration at Paricha by 250 MW in the sh ortest possible time.

d) SPS for Reliable Evacuation of Rosa Generation Rosa is presently connected with 220 kV Shajampur through two lines, and one line to 220 kV Hardoi (Which is radial). In future there would be one more line to 220 kV Hardoi and two line to 220 kV Badaun. In case of tripping of either of the presently available three circuits from Rosa, the genaeration at Rosa gets affected (Complete loss of generation).

SPS Scheme logic: The SPS would shed load in groups depending on no. of ICTs in operation. In order to achieve it, loads for shedding by SPS would be divided into number of groups. The no. of groups would be one less than the no. of transformers operating in parallel. Count the no. of ICTs operating in parallel.

Case-1 Contingency: Loading on the ICT is more than 85 % and no. of ICTs operating in parallel is 4 and 1 out of these 4 ICT trips. Action: Shed load in one of the identified groups.

Case-2 Contingency: Loading on the ICT is more than 75 % and no. of ICTs operating in parallel is 3 and 1 out of these 3 ICT trips. Action: Shed load in one of the identified groups

Case-3 Contingency: Loading on the ICT is more than 55 % and no. of ICTs operating in parallel is 2 and 1 out of these 2 ICT trips. Action: Shed load in one of the identified groups

3.4. Under Voltage Load Shedding Scheme:  

The UVLS schemes has to be implemented by respective state utilities to shed the load in case of 

critically low voltage below 0.92 PU at different 220 kV and below substations in their respective 

control areas. However, this SPS is being proposed to take care of low voltage at 400 kV level in case 

of contingencies. 

SPS Scheme logic: Contingency: Voltage below 0.9 pu at reference buses. Action 1: Shed load in the nearby 220 kV and below substations by 100 to 200 MW. List of referenced buses in different state control areas are as given below:

Loss of 1200 MW generation at Suratgarh TPS on 23rd May 2010 at 01.32 hrs in which units-1,3,4 & 5 tripped on failure of auxiliary supply and unit-2 tripped due to non-operation of bus bar protection.

Loss of 2000 MW generation at Rihand STPS on 1st June 2010 at 23.49 hrs due to wrong operation of breaker and fault clearance in LBB protection.

Loss of 1000 MW generation at Unchahar TPS on 21st Jun 2010 at 15.57 hrs due to non-operation of bus bar protection as one of the wire of supervisory element of the protection chopped off.

Multiple tripping at 400/220 kV Substation at Bawana on 27th June 2010 at 15.56 hrs, in which fault on Bus-1 resulted into tripping of all the 400 kV bays due to mixing of tripping wires.

Loss of about 600 MW generation at Panipat II on 24th June 2010 at 18.16 hrs due to tripping of all the running units at stage -II. Report not available.

Loss of 1000 MW generation at Panipat I & II on 12th July 2010 at 15.45 hrs due to tripping of all the running units at both the stages. Report not available.

B.13 Under Utilization of Power from NTPC stations (Agenda by NTPC)

1. In the current F.Y (April to Oct 2010), in spite of the prevailing power shortage , power generation is not being utilized by NR beneficiaries to the full capacity available on different fuels (Coal/Gas/Liquid/RLNG) . There is substantial underutilization to the tune of more than 3 Billion Units (1.4 BUs from NCR Coal Stations & 1.6 BUs from NCR Gas Stations alone ) . Many of the beneficiaries has availed only part of its share from these stations.

2. Power from Dadri – II (2 X 490 MW) being allocated to Delhi & U P in the ratio of

90:10 has been grossly utilized up to 76~78 % of Declared Capability only despite Common Wealth Games held in Delhi .

3. In order to meet shortfall of gas at power stations and to augment power generation

, on the request of various beneficiaries of the Northern Region, NTPC has been arranging RLNG from the domestic spot market too. Efforts of NTPC in this direction need appreciation enabling various beneficiaries of NR to overcome the power shortages to some extent.

4. This issue was also brought to the notice during 5th NRPC meeting held at Shimla

on 14.07.2007 and the fact remains that whereas on one side many states are overdrawing from the Northern Grid, on the other side some beneficiaries are not scheduling their full share .

5. Further the issue was also highlighted in the 7th NRPC meeting held at Amritsar on

20.12.2007. Example of WRPC was also mentioned by NTPC as WR constituents had already entered into pre-agreed commercial arrangement so as to enable WRLDC to schedule the URS power with in Western Region (refer Minutes of 128th WREB meeting) .

6. CERC vide its order dated 11.01.2010 in order to facilitate utilization of un-

requisitioned surplus (URS) power to NTPC stations provided enough flexibility in rescheduling / reallocating of URS power:<refer para 10 & 11>:

"The commission is of the view that URS power must be availed to the utmost extent…………we direct that all the generating stations……….be allowed to change schedule for the un-requisitioned quantum of power from one beneficiary(s) to another beneficiary(s) of the same power station ………through the provision provided in the IEGC………..These schedule revisions would be treated as re-allocation of power on temporary basis and would not be taken as open access transactions…….." Unquote

7. It may kindly be appreciated that underutilization of contracted quantity of fuels may hamper NTPC’s efforts to source more quantity in future. Moreover, letting tied up fuel go waste is not in the interest of Power Sector as a whole. We earnestly request beneficiary(s) of Northern Region to give schedule for full capacity for our stations of NR thereby leading to more power availability in the grid in larger interest of the sector.

8. In principle consent may be accorded by beneficiaries of Northern Region to enable

NRLDC to reschedule the URS power to needy beneficiary(s) of NR. Possibility of scheduling outside NR region may also be explored in case beneficiary(s) of Northern Region do not give requisition of their entitled shares.

B.14 TDS on Interest payment (Agenda by DTL)

As per the Principle UI Regulations notified by CERC on 30.03.2009, with latest amendment on 28.04.2010, the payment of UI amount is having highest priority. In case, the UI payment is delayed, defaulting utility has to pay simple interest @ 0.04% for each day of the delay beyond 12 days from the date of issue of the UI accounts by RPC Secretariat. The same provision was available in earlier IEGC Regulations also. The extracts of the present regulations are reproduced hereunder :-

13 [10. Schedule of Payment of Unscheduled Interchange Charges and Payment Security (2) If payments against the Unscheduled Interchange charges including

Additional Unscheduled Interchange charges are delayed by more than two days, i.e., beyond twelve (12) days from the date of issue of the statement by the Secratriate of the respective Regional Power Committee, the defaulting constituent shall have to pay simple interest @ 0.04% for each day of delay.

(3) All payments to the entities entitled to receive any amount on account of UI

charges shall be made within 2 working days of receipt of the payments in

the “Regional Unscheduled Interchange Pool Account Fund” of the concerned region.

Provided that in case of delay in the UI Payment into the respective regional UI Pool Account Fund and interest there on if any, beyond 12 days from the date of issue of the Statement of UI charges then the regional entities who have to receive UI payment or interest thereon shall be paid from the balance available if any, in the regional UI Pool Account Fund of the region. In case the balance available is not sufficient to meet the payment to the constituents, then the payment from the regional UI Pool Accounts Fund shall be made on pro rata basis from the balance available in the Fund.

Provided further that the liability to pay interest for the delay in payments to the “Regional UI Pool Account Fund” shall remain till interest is not paid; irrespective of the fact that constituents who have to receive payments have been paid from the “Regional UI pool account Fund” in part or full.

Note 13 Substituted vide amendment dated 28.4.2010

As per the Income Tax Act TDS is applicable on the payment of interest / accrued interest. The matter was taken up in the Commercial sub-Group meeting of NREB’s Commercial Committee held on 11.02.2005. it was agreed that Member Secretary NREB would take up the matter with CERC to change the respective IEGC provisions with `Late Payment Surcharge’ just like the provisions of payments in respect of CPSUs to avoid the deduction of TDS.

The minutes of the 118th Commercial Sub-Committee meeting held on 15.04.2005 at Nathpa Jhakari HEP have also had the mention.

………………………………..referring to the recommendations regarding ‘no deduction towards TDS out of the interest paid by the constituents for the time being’ NRLDC opined that unless the word “Interest was replaced with Late Payment Surcharge” by CERC, it would not be possible for them to waive TDS on interest.

Member Secretary informed that the matter had already taken up by NREB Secretariat to CERC through letter dated 13.04.2005, a copy of which had also been circulated to the participants at the meeting. He suggested that the constituents might take up the matter with CERC / IEGC Review Panel.

It has been observed, NRLDC has not been deducting the TDS on interest received in the account while disbursing the same to the constituents. In Delhi, Intrastate ABT has been introduced from 01.04.2007 and UI settlement responsibility has been assigned to SLDC Delhi for which separate account has been opened. The

interest is levied on the same way for the defaulting utilities in Delhi. For example, for the year 2009-10, BSES Rajdhani Power Ltd. had to pay an amount of interest of Rs. 13,44,34,429/-. They did the payment after deducting Rs. 1,34,43,443/- as TDS which has been disbursed to the Intrastate State Utilities. As per the Income Tax Provisions, any payment towards interest either by RLDC or SLDC attracts deduction of TDS. Factually, this is not the interest but it is the Late Payment Surcharge which does not attracts TDS. The same provision is applicable to CPSUs in which if payment is delayed, they charge ` Late Payment Surcharge’ which does not attract TDS. In view of above, NRPC is requested to pass a resolution and request CERC to amend the regulations to avoid double payment of TDS on interest.
