January 2016 at Mussoorie in Uttarakhand

GM(NR-I) Sh. L.R. Bansal, GM(LD&C) Sh. Sunil Agrawal, and AGM(ULDC) Sh.Y.K.Dixit of POWERGRID welcomed members and other participants to the 7th meeting of Telecommunication, SCADA & Telemetry Sub Committee. Member Secretary, NRPC during his opening address appreciated the efforts of POWERGRID and NRLDC and cooperation by member constituents for commissioning of new SCADA system and requested POWERGRID to resolve all pending issues at the earliest. Thereafter, the agenda was taken up for discussion. 1. Confirmation of Minutes of 6th

The Sub-committee confirmed the minutes of 6th

TeST sub-committee meeting held on held on 10.09.2015 at NRPC, New Delhi.

2. Telecommunication related issues

2.1 OPGW installation under central and state sectors In the 6th TeST meeting POWERGRID had informed that by Sept 2015, 4387 kms installation in central sector had been completed and remaining 527 kms was in progress. For state sector requirement, orders had been placed on 6th

May 2015 for 1700 kms and work completion target was 18 months i.e. Oct 2016.

In this meeting POWERGRID informed that by Dec 2015, 4580 kms installation had been completed against initially awarded 5139 km under Central Sector. Subsequently additional 160 Km was included due to addition of Kurukhetra – Sonepat line. The balance work of 494 Km could not be completed as these lines were under construction and will be completed along with construction of the lines. POWERGRID also informed that 1700 Km was awarded under State Sector for which FAT has been completed and delivery was expected in February’16. The work is expected to be completed by Nov’16.

2.1.2 Implementation of OPGW network at DTL Sub Stations

Representative of DTL has requested POWERGRID to share its installation plan for new 286 km OPGW across various lines of DTL so that they can schedule its shutdowns and do site preparation work. POWERGRID informed that since the laying will be done on live line, requirement of shutdown was not anticipated. It was also intimated that material will reach site by 1st

week of February’16 and installation planning will be shared with DTL. The work is expected to be completed by Nov’16.

2.1.3 Implementation of OPGW Network at HPSEBL Sub Stations/Power Stations A. Representative of HPSEBL informed that details of Priority links in respect of HP for laying of OPGW (338.78 Km) had already been submitted and requested POWERRGRID to inform the action plan. Representative of POWERRGRID informed that the OLTE is included in the delivery for the OPGW awarded by POWERGRID. However, the OLTE needs to be procured by respective Utility for the OPGW being planned by the constituents. B. Representative of HPSEBL informed that additional OPGW requirement for the of lines proposed by HPSEBL had already been submitted to POWERGRID which stands incorporated in the scheme for additional OPGW approved during 28th

NRPC meeting. HPSEBL requested POWERGRID status of this scheme.

POWERGRID informed that LoA for additional OPGW had already been placed. With regard to communication related equipment, the scope had been split in two packages and LoA for both the packages would be placed soon. POWERGRID further stated that inclusion of additional fibre is difficult and requested all the constituents to plan for the additional quantity required by them so that project could be completed at the earliest. 2.1.4 Additional Optical Line Terminal Equipment (OLTE) Representative of POWERRGRID informed that the OLTE required in the scheme for OPGW under Central and State portion being implemented by them is included in the delivery for the OPGW awarded by POWERGRID. However, the OLTE for OPGW connecting 66 kV Sub-Station, Malpur, 132 kV Sub-Station, Fatehpur & Hamirpur-I by the states needs to be procured by respective Utility. Further, POWERGRID informed that as per guideline of Ministry, OPGW needs to be laid for all the 132 kV lines and it will only be possible to achieve this target with the help of the constituents and requested

Constituent to include OPGW earth wire for the new 132 kV lines under construction and start replacing the earth wire of the existing line by OPGW. 2.1.5 Latest Status of OPGW connection at NHPC power stations Representative of NHPC informed that terminal equipment is yet to be installed at the NHPC stations though the cable had been laid. POWERGRID informed that maximum portion of the OPGW had been laid. However, OPGW cable needs to be replaced in some section of Chamera – Kishenpur and Bareily – Pithoragarh due to cable fault. Further, POWERGRID was facing serious ROW problem in Uri – Wagoora section for which cable ( approx 12 km ) could be laid. POWERGRID further informed that ROW problem has been resolved and the work will be completed by Feb’16. Terminal equipment should also be installed by that time and link should be made available by March’16. 2.1.6 Connecting Sewa-II power station to OPGW laid till Chamera-I power station

Representative of NHPC enquired about Connecting Sewa-II power station to OPGW laid till Chamera-I power station and inclusion of Bairasiul & Sewa – II in the plan of connectivity. POWERGRID informed that Bairasiul will be taken care of in Phase – III, which is under awarding process. The request of NHPC to connect the exiting cable between Chemara – I to Sewa – II with the terminal equipment and provide terminal equipment at Sewa- II for the wideband connectivity was agreed to by POWERGRID and assured to complete by March 2016.

2.1.7 FO connectivity between the stations where OPGW has been laid with BBMB SLDC Chandigarh Representative of BBMB informed that the matter regarding expeditious establishment of FO connectivity between the stations where OPGW has been laid with BBMB SLDC Chandigarh had been taken up with POWERGRID at various forums. However, the work was yet to be completed. SAT for terminal equipment was also pending. POWERGRID informed that laying of OPGW work is complete, but initially planned STM -4 terminal equipment was upgraded to STM – 16 in view of the high channel requirement with approval of NRPC. Due to high cost of the revised terminal equipment and no further scope for quantity variation, arrangement of additional terminal equipment for BBMB stations at Sangrur, Barnala, Delhi (RR), Narela is difficult. However, equipment for these sites will be taken care of in the phase – II and present works will be completed by March’16. 2.2 2.2.1 Failure of Multisite link between Main & Backup SLDC

Communication issues

Representative of UPPTCL informed that Tejas link (100mbps) was not available since 7-12-2015. POWERGRID informed that due to failure of fibre in Agra – Ballabhgarh line, the link was down. The same had been restored. Regarding intermittency of the link, it

was decided to check the bandwidth requirement and increase the bandwidth if required for stabilization of the link. 2.2.2 Non-Availability of ICCP links/outage of ICCP links : Representative of UPPTCL informed that as shifting work of Main UPSLDC is to be taken up soon, availability of ICCP links between Backup UPSLDC to Main NRLDC is urgently required. He also enquired about the status of ICCP links between Main UPSLDC to Backup NRLDC and Backup UPSLDC to Backup NRLDC. POWERGRID informed that the same will be implemented by end of Feb ’16. 2.2.3 Implementation of Multisite Configuration Representative of BBMB informed that the SAT of Multisite Functionality was started at BBMB SLDC on 21.12.2015. However, due to non-availability of requisite communication links, the multisite functionality could not be tested properly. He requested POWERGRID to provide communication links between BBMB SLDC and PSTCL SLDC, BBMB Sub-LDCs to PSTCL SLDC and BBMB SLDC and Backup NRLDC. BBMB also requested POWERGRID to provide requisite Ethernet Switches at BBMB Sub-LDCs to establish the multisite connectivity. Representative of POWERGRID informed that Multisite has been configured at all the sites. However, total functionality test could not be done due to non-availability of communication link. BBMB opined that with Multisite implementation philosophy adopted, lot of communication link will be required. Further links will be required for integration of RTUs working on 104 protocol with main and Back-up control center for all the utilities and a consolidated requirement should be prepared so that the equipment could be provided to cater to the requirement. POWERGRID suggested constituting a sub-committee who will look into the details of the communication requirement and submit its report within 3 months time. It was agreed that one member from POWERGRID, UPPTCL, DTL, BBMB, PUNJAB, NRLDC and NRPC will be nominated for the sub-committee. 2.2.4 Failure of IFS link

Representative of UPPTCL informed that IFS link had failed due to tripping of PLCC cabinet on 01-04-2015 at Bakhshi ka Talab, but RTU availability and IFS status was being displayed as healthy. In 5th Test sub-committee meeting NRLDC informed that they would analyze the issue with Siemens and revert back. Representative of POWERGRID informed that this issue was resolved.

2.2.5 Disposal of old and obsolete SCADA equipment of ULDC Phase - I.

2.2.5A. Auction/Disposal of equipment supplied under EMS/SCADA package under SC&C-NR (ULDC) project Representative of BBMB stated that the delivery of URTDSM equipment has already started but they have no space at BBMB SLDC to store/install the URTDSM equipment. He further added that the matter regarding disposal of old/obsolete equipment dismantled after commissioning of ULDC Phase – 2 was under discussion since first meetings of TeST sub-committee and requested POWERGRID to arrange/allow BBMB to dispose-off the old equipment of ULDC Phase – I at the earliest. POWERGRID informed that they have filed a petition before CERC in the matter. However, Rajasthan had filed a reply in CERC challenging the jurisdiction of CERC on the matter, due to which the matter was getting delayed. POWERGRID requested the representative of RRVPNL to withdraw their affidavit, so that necessary approval of CERC could be obtained. BBMB suggested that the disposal of old equipment and recovery of charges can be delinked so that the execution of URTDSM project is not hampered on account of disposal of old equipment. POWERGRID, however, explained that the constituents cannot dispose-off the equipment until the recovery of charges is completed. After detailed deliberations, it was agreed that the matter could be taken up in next NRPC meeting so that a consensus could be evolved and CERC may be apprised accordingly.

2.2.6 Implementation of state of the art PABX system

Representative of BBMB informed that the proposal to implement state of the art EPABX System was approved in the 24th TCC and 27th NRPC Meetings. Accordingly, the EPABX System was received at BBMB SLDC in April, 2015. However, the installation of EPABX System was still incomplete. The integration of existing PUNCOM exchanges installed at BBMB Sub-LDC with new EPABX was still to be carried out by the firm. The work of wiring and installation of telephone cables & sets etc., at all BBMB Sub-Stations and Power Houses is yet to be carried out and connectivity to BBMB Sub-Stations/Power Houses is yet to be established through new EPABX. BBMB further stated that without any connectivity to their Power Houses/Sub-Stations, the new EPABX System is not serving its desired purpose for SLDCs. The matter was discussed in the 6th Meeting of TeST sub-committee, wherein POWERGRID intimated that this work have to be carried out by the constituents themselves. The representative of BBMB however maintained that as per the provisions of the contract awarded by POWERGRID, all these works is clearly covered in the scope of work of the vendor. POWERGRID intimated that the work of integration of old PUNCOM exchanges was included in the scope of vendor and the same would be executed by the vendor.

However, the installation of telephone sets at only 70 Sub-Stations/Power Houses was covered in the specifications, which had already been carried out by the vendor at important Central Sector Sub-Stations/Power Houses. At the remaining Sub-Stations/Power Houses this work was to be got carried out by the constituents themselves. Representative of BBMB requested POWERGRID to intimate the relevant provisions of the specifications under which this work was to be carried out by the constituents. POWERGRID agreed for the same. RRVPNL informed that integration with existing PABX is pending for which POWERGRID informed that it would be taken care. 2.2.7 Fiber connectivity for Fiber Link to SLDC(NEW), Gomti Nagar Representative of UPPTCL requested POWERGRID to complete the fiber connectivity to SLDC(NEW), Gomti Nagar by 15th

of February, 2015. Representative of POWERGRID informed that the same will be provided as per requirement but this would take time. Keeping in view of the urgency, POWERGRID requested UPPTCL to make parallel arrangement of alternate communication channel from BSNL or any other service provider.

2.2.8 Non-functioning of PLCC panels at Uri-II power station Representative of NHPC informed that the following works in respect of the PLCC system at Uri-II power station was pending: • Commissioning of PLCC system of Uri-I- Uri-II line • Replacement of cards of BPL panels at Uri-II power station • Replacement of Power supply module of PLCC panel of Channel 2 at Wagoora end. Representative of POWERGRID informed that HF cable had been dispatched for Uri-II and shall be reaching Wagoora shortly. BPL Engineer had been tied up. All PLCC works would be completed by Feb 2016.

2.2.9 Non functioning of PLCC panels at Dulhasti Representative of NHPC informed that Dulhasti power station had arranged for the repair of the PLCC cards and the equipment was ready for installation. He requested POWERGRID to arrange commissioning engineer at the earliest Representative of POWERGRID informed that BPL Engineer is available in Nimoo Bazgo and he shall be directed to Dulhasti to attend the PLCC in Jan-2016. 2.2.10 Communication plan for channel redundancy and to back-up NRLDC

Representative of NRLDC informed that the Central Sector RTUs were planned for dual channel reporting. However, some stations are reporting only through single channel as the standby channel provided was not working. Some of the stations are integrated only through single channel. NRLDC requested constituents to finalize a testing plan for detailed testing of the links provided to check the healthiness of the links. After deliberations it was decided to form a sub-committee to go in to the details requirement and finalize the channel requirement. The formation of sub-committee would be as detailed under para 2.2.3 above. 2.2.11 Availability of voice communication across SLDCs and RLDCs and major Generating Stations and substations Representative of NRLDC informed that the voice communication had been established among SLDCs of the Northern Region as well as all the RLDCs. It was decided that the voice communication with Central Sector stations are to be completed by POWERGRID and the states should provide necessary communication and do the necessary cabling for their stations. NRLDC requested all the constituents to take up the work under remote stations. The constituents requested for integration of OLD PUNCOM EPABX with New orage EPABX which was agreed to by POWERGRID. Regarding implementation of voice communication with WRLDC and NERLDC, POWERGRID informed that the connectivity will be provided shortly. 2.2.12 Nokia cards for their multiplexer equipment Representative of POWERGRID informed that Nokia has stopped supply and repair of cards for their multiplexer equipment. Recently DNWP (Dedicated Network Partners, Finland) has approached POWERGRID informing that they have purchased design and documents with manufacturing and services rights from Nokia for above mention Nokia equipment. POWERGRID requested the Constituents to inform their requirement for supply and repair of different cards. Based on the total requirement, offer shall be collected from DNWP for supply and repair. Members agreed for the same. . 2.3 AMC issues 2.3.1 Performance Bank Guarantee for AMC of SCADA/EMS System: Representative of BBMB informed that the Performance Bank Guarantees (PBG) of HDFC Bank and Credit Agricole Bank, submitted by M/s SIEMENS, were returned to POWERGRID in original vide letter dated 17.11.2014, with a request to make necessary corrections as per the Performa contained in the contract. BBMB informed that they have received corrected PBG of HDFC Bank but the PBG of Credit Agricole Bank had not been received till date. POWERGRID informed that the PBG of Credit Agricole Bank is not

traceable and that they had already taken up the matter up with M/s SIEMENS to submit a duplicate Bank Guarantee to BBMB.

2.3.2 Preventive Maintenance Schedule of OPGW & Wideband AMCs Representative of BBMB informed that the AMCs for OPGW & Wideband system installed in BBMB had been placed by POWERGRID but POWERGRID had not supplied any Preventative Maintenance Schedule so far. POWERGRID informed that the preventive maintenance schedule will be prepared in consultation with the vendor and will be shared with all the constituents. 2.3.3 Signing of Side letter for AMC of Auxiliary Power Supply Side letter for AMC of Auxiliary Power Supply has not been received from PTCUL PTCUL informed that the same will be issued on internal approval within one month time. . 2.3.4 Signing of Side letter for Insurance Representative of POWERGRID informed that Side letter for AMC of Insurance has not been received from PTCUL. Representative of PTCUL agreed to send it in Jan 2016.

2.3.5 Balance payment towards AMC: Representative of POWERGRID informed that balance payments for AMC was yet to be received from following constituents and requested for payment details in writing for reconciliation including TDS. PTCUL : approx Rs. 6.3 Lac (RTU, OPGW, APS & Insurance) DTL : approx Rs.18.09 Lac (Wideband, RTU & Insurance) HPSEBL: approx Rs. 4.98 Lac (Wideband, RTU & OPGW)

Representative of DTL agreed to clear the dues by Jan 2016. Representative of PTCUL informed that release of payment is under process and shall be release at the earliest. NRLDC requested PTCUL to release the AMC payment of SCADA system. PTCUL requested NRLDC to send the information again to reconcile the details for release of payment.

2.3.6 AMC for old RTUs : Representative of POWERGRID informed that RTUs installed in the year 2002 under ULDC Phase-I have life span period of 15 years and that will be completed in 2017. POWERGRID also informed that as per regulation, the users are to provide the telemetry in case of new installations. Similarly, for old stations of Central Sector, needs to be replaced by concerned Generating stations. POWERGRID also informed that concerned station should start doing the maintenance activity as the same will be discontinued after the expiry of the present AMC contract. Constituents apprehended that it would lead to compatibility and procurement issues. NHPC & NTPC representatives requested POWERGRID to convey this issue to notice of respective

higher management for necessary action through written communication and as an agenda in next NRPC meeting. POWERGRID agreed for the same. 3.0

Issues in Unified Load Dispatch & Communication scheme of NR (Phase-II):

3.1.1 Issues of PSTCL 3.1 SCADA Issues raised by State SLDCs

A. Integration of GIS (Geographical information System) data with SCADA system:

Representative of PSTCL informed that issue regarding Integration of GIS (Geographical information System) data with SCADA system which is pending from the firm has already been discussed in the 6th

TeST sub-committee meeting. POWERGRID enquired about the actual requirement of PSTCL regarding the integration of the GIS system. It was informed by PSTCL that they wanted to display real time data on GIS system. POWERGRID clarified that the data will be given in csv format which should be taken by the GIS vendor for displaying the same in GIS. There is no role of Siemens in this regard and requested PSTCL to take up the matter with GIS vendor for the solution which was agreed to by PSTCL.

B. SAT Observations (SCADA/EMS):- Representative of PSTCL informed that most of the issues have been attended by M/s Siemens Ltd. However, some of the EMS related SAT Observations are still to be attended by M/s Siemens. It was agreed by POWERGRID that they will arrange a meeting in next 15 days in Jan 2016 with M/s SIEMENS to discuss all SAT variances. 3.1.2 BBMB Issues a) Sequence of Events Logs Representative of BBMB stated that they were facing lot of problem in analyzing the grid disturbances because the new SCADA System is not capturing the sequence of Event Logs properly from the old Areva make S900 RTUs. The representative of BBMB explained through a presentation that SOE Log generated by SCADA System provides a sequential log of events time stamped to a millisecond, which enables “root-cause-analysis” of a system-wide fault in an electrical power system. However, the new SCADA System installed under ULDC Phase – 2 discards various events related to opening and closing of Circuit Breakers (Double Status Points) being reported by old Areva S900 RTUs, while similar events being reported by SIEMENS RTUs are successfully processed. On account of this problem, many important events reported

by old S900 RTUs are not recorded by SCADA System, and therefore the authenticity of SOE Log generated by SCADA System installed under ULDC Phase – 2 cannot be relied upon. Representative of BBMB also explained that there are various irrelevant events such as telemetry failure, opening/closing of Isolators, Rainfall appear/disappear etc., which are being processed as SOE Events by new SCADA System. These events have no relevance as far as SOE Log is concerned and thus such like events needs to be removed from SOE Logs. Representative of POWERGRID informed that the Areva S900 RTU processes the SOE Log as a file transfer, which is proprietary to Areva System. He informed that they have taken up the issue with M/s SIEMENS at highest level however, they have communicated their inability to implement the same as the implementation is of proprietary in nature. POWERGRID further informed that Areva S900 RTUs were installed in the year 2002 and their useful life will expire in June 2017. POWERGRID requested all the utilities having S900 RTUs to initiate procurement of new RTUs to replace the old RTUs before June, 2017 as the vendor has stopped giving support for these RTUs. Regarding removal of irrelevant events from SOE Log, POWERGRID agreed to take up the matter with M/s SIEMENS. Representative of BBMB, expressed concern that till the time all S900 RTUs are not replaced, they would not be in a position to supply any authentic SOE Event Log in case of any grid disturbance. It was expressed that as per CEA’s Grid connecting Standards, Event Logging facilities have to be provided at each substation of 220 kV and above. The output from local event logger should be used for analysis of events. b) Running of State Estimator: POWERGRID agreed to discuss this issue raised by

BBMB with SIEMENS in the meeting scheduled in Jan 2016. c) RTU Time Synchronization Problem:

Representative of BBMB stated that the SIEMENS RTUs installed at their Bhakra, Dehar, Panipat & Pong Sub-Stations are not receiving time sync, even though they are equipped with dedicated GPS supplied by M/s SIEMENS along with the RTUs. M/s SIEMENS have been requested to look into the problem but the issue is still persisting. POWERGRID agreed to take up the issue with M/s SIEMENS. d) Preparation of reports through Remote Consoles. Representative of BBMB informed that they had requested M/s SIEMENS to prepare a log sheet reports for one Sub-Station of BBMB through Remote Consoles and printers provided at all Sub-Stations/Power Houses of BBMB. The matter was discussed in the 6th Meeting of TEST wherein POWERGRID requested BBMB to arrange MS Excel at

one of the Remote Consoles. Accordingly, BBMB has provided MS Excel at the test Remote Console installed at BBMB SLDC. BBMB requested that POWERGRID may advise M/s SIEMENS to prepare a log sheet report on this console. POWERGRID agreed to take up the issue with M/s SIEMENS. e) Export of Real Time Data through csv file. BBMB needs a provision to import & export data to/from its irrigation SCADA System in real time. The matter has been under discussion with POWERGRID & SIEMENS since SAT of SCADA System. In the meeting held with POWERGRID & SIEMENS on 01.10.2015, it was decided that BBMB will provide MS Excel for the server and thereafter M/s SIEMENS will configure the functionality on the server. BBMB intimated that they have arranged an MS Excel license and requested POWERGRID to advise M/s SIEMENS to demonstrate the requisite functionality at BBMB SLDC. POWERGRID agreed for the same. f) Filtering of Alarms not working: Representative of BBMB informed that the filtering of alarms with respect to the given period (date and time) is not working at BBMB SLDC. The problem stands reported to M/s SIEMENS, but no solution has been provided till date. POWERGRID agreed to take up the issue with M/s SIEMENS. g) Porting of Historian data from AREVA to Siemens EDNA system. Representative of BBMB informed that they have supplied the historical SCADA data for the period Oct., 2012 to Dec., 2013 to M/s SIEMENS for porting to new Historian Server. In mid-January, it was intimated by M/s SIEMENS that they have pushed the data pertaining to 1st to 5th Oct., 2012 in EDNA Historian. The data was checked and the inconsistencies found in the data were intimated to M/s SIEMENS. It was intimated by M/s SIEMENS that they will generate a new mapping file to take care of the discrepancies, but the same is still awaited. POWERGRID informed that the issue is being looked into by M/s Siemens and would be resolved within a fortnight. h) SCADA SAT Variances:

Representative of BBMB informed that about 10% observations/variances pointed out during SAT of SCADA system are still pending. It was agreed that POWERGRID will arrange a meeting with M/s SIEMENS to discuss all SAT variances. i) SAT of EMS Functions: Representative of BBMB informed that an engineer of M/s SIEMENS visited BBMB SLDC in the 3rd week of December to address the variances observed during SAT of EMS functions. However, only about 25% of the variances observed during EMS SAT

could be closed. It was agreed that POWERGRID will arrange a separate meeting with M/s SIEMENS in Jan 2016 to discuss all SAT variances. j) SAT of Document Management System (DMS):

Representative of BBMB informed that the Site Acceptance Test of DMS was carried out at BBMB SLDC on 21.07.2015, and vide letter dated 22.07.2015, POWERGRID were intimated that M/s SIEMENS could not demonstrate proper functionality of DMS System as the requisite documentation as per the provisions of the specifications is yet to be provided and loaded on DMS. Further, some available documentation was loaded on DMS for testing purpose but it was found that the documents are not opening properly through DMS application. It was agreed that POWERGRID will arrange a separate meeting with M/s SIEMENS in Jan 2016 to discuss all SAT variances. k) SAT of System Performance Testing:

Representative of BBMB informed that vide their letter dated 21.08.2015, POWERGRID were informed about the variances observed during the SAT of System Performance Test carried out at BBMB SLDC from 10.08.15 to 13.08.15. Out of the three test points, 2 points are still pending. It was agreed that POWERGRID will arrange a separate meeting with M/s SIEMENS in Jan 2016 to discuss all SAT variances. l) Revised System Architecture Drawings: Representative of BBMB informed that there have been significant changes in the System Architecture provided by M/s SIEMENS before the commissioning of SCADA/EMS System. BBMB requested that M/s SIEMENS may be advised to submit as Built Drawings. Other constituents including UP, DTL and RRVPNL also highlighted their requirement of as-built drawings. POWERGRID agreed to advise M/s SIEMENS to submit the as-built drawings for the complete SCADA/EMS System installed under ULDC Phase – 2. m) Pending SCADA/EMS system hardware & software yet to be supplied: Representative of BBMB informed that M/s SIEMENS is yet to supply 2 Nos monitors. POWERGRID informed that the monitors have already been dispatched by M/s SIEMENS and will be received by BBMB within a week. n) Supply of application software for maintenance laptop and RTU laptop etc. Representative of BBMB informed that M/s SIEMENS is yet to supply MS Office software and license for DTS Laptop as per the DRS. POWERGRID agreed to take up the issue with M/s SIEMENS for early supply of balance software.

3.1.3 Issues of UPPTCL i) Representative of UPPTCL informed that the inauguration of the new control centre

is planned in March’16 and requested POWERGRID to make the necessary arrangement for the shifting activity. Representative of POWERGRID informed that action regarding shifting is yet to be initiated based on the information given by UPPTCL in the previous meeting regarding non-readiness of the civil work. However all effort will be made for shifting as per new schedule by March 2016.

ii) On enquiry by UPPTCL regarding repeated failure of RTU simultaneously, POWERGRID informed that frequent failure of RTUs needs detailed investigation as the source of the problem is yet to be identified.

iii) Regarding automatic domain data transfer, it was clarified that the all entries are to be made manually in the IFS database as per design.

iv) UPPTCL enquired about the availability of data model of the stations not owned by UPPTCL at SLDC, as the running of State Estimator is affected. It was informed that it is desirable that the model should be updated continuously through import of change log to keep the estimator running with quality output. It was also clarified that the model updatation will be taken care of during database synchronization process.

Regarding other points related to new SCADA system , POWERGRID agreed to discuss these issues in presence of the SCADA vendor SIENENS in the separate meeting convened in Jan 2016. 3.1.4 UPPTCL SCADA issues : representative of UPPTCL has raised following additional SCADA issues i) Failure of Data of Sub-LDC’s: Representative of UPPTCL informed that Sometimes data of all Sub LDCs become intermittent. The data is restored for few minutes then again become suspected. This phenomenon is repeated again and again. Two such incidents on 07.10.15 and 15.12.2016 are explained in detail by UPPTCL. After deliberations it was decided to look into the bandwidth requirement issue. Representative of POWERGRID agreed to provide higher bandwidth as per the requirement to resolve this issue. ii) Problem in data structure in duel routes: POWERGRID agreed to discuss this issue in presence of the SCADA vendor SIENENS in the separate meeting convened in Jan 2016. 3.1.5 SCADA issues of DTL

After deliberations it was decided that POWERGRID will arrange a separate meeting with M/s SIEMENS in Jan 2016 to resolve all pending issues related to new SCADA system raised by DTL. 3.1.6 SCADA Issues of HVPNL It was agreed that POWERGRID will arrange a separate meeting with M/s SIEMENS in Jan 2016 to resolve all pending issues related to new SCADA system raised by HVPNL. Regarding training on dispatcher simulator POWERGRID agreed to schedule this training in 1st week of Feb 2016. 3.2 Implementation issues in new EMS / SCADA system 3.2.1 Proper database modeling Representative of NRLDC informed that the following problem are being faced.

Incorrect modeling / connectivity of new stations Incorrect Status telemetry Non availability of telemetry

NRLDC informed that during the previous meeting, it was decided that the database model should be checked for connectivity and while modifying the database, the elements need to be modeled fully along with the connectivity at both ends of the elements to ensure proper connectivity. It is observed that the databases are still not verified for connectivity with the remote stations and lines are not configured (e.g. Muradnagar (New), Allahabad & Rewa Road ) leading to stoppage of estimator, which is causing serious problem in running the State Estimator. NRLDC informed that the database synchronization activity through script will be taken up after implementation of the common folder as decided in previous meeting. The following methodology is proposed for implementation:

• DISCOM stations are modelled locally and not to be synchronized • Separate location for stations which are not integrated which will not be

synchronised • Separate location for small generators to isolate these from data synchronization.

It was informed that the mismatches are observed in real power and reactive power in State estimation which needs immediate attention and correct data telemetry / model needs to enforced and requested all the members to ensure correct status and analog telemetry. All the members agreed for the proposal for implementation. 3.2.2 Completion of SCADA/EMS works at SLDCs

Representative of POWERGRID informed that the EMS/SCADA up gradation project has been declared commissioned at all control centers of Northern Region including NRLDC and SLDCs with effect from 31.12.2015 and TOC has been issued to the vendor with punch points to be carried out during warranty and AMC period. Multisite implementation, Performance test and System availability test have been completed at all control centers except J&K (Srinagar). However, certain items are still pending viz. EMS SAT variance closure and porting of Historian data from ALSTOM system to SIEMENS system etc. It was agreed by POWERGRID that they will arrange a meeting in next 15 days in Jan 2016 with M/s SIEMENS to discuss all pending SAT variances. The list of pending issues will be shared with all the constituents for better coordination.

3.2.3 SCADA related State Specific Issues : POWERGRID informed following

state specific SCADA related issues a) PSTCL: RTU installation at Ropar Station: As per scope of work all RTUs have been installed except Ropar S/S where space is not available for RTU installation, PSTCL during the last meeting informed that, work for control room extension have been in finishing stage and work could be started from 1st

b) DTL:

week Oct’15, however control room is still not ready. Representative of PSTCL informed that work of control room is in final stage of completion and POWERGRID can start installation of RTUs from next month i.e Feb 2016.

Fibre optic between Gopalpur to Narela, which is alternative route for connectivity between IP Power to SLDC, Minto road, is not available due to fibre cut since 7 months. If main link also got cut then data of SLDC to NRLDC will not be available. DTL was requested to restore the link at the earliest possible for redundancy purpose. c)

i) Due to flood in Srinagar, control room renovation / new construction is required at Backup SLDC Bemina. J&K PDD may inform the schedule for readiness of control room so vendor may be deployed for installation of SCADA/EMS system.

J&K PDD:

ii) Procurement of broadband connection with static IP at SLDC, Jammu and 20 nos of data enabled SIM cards for RTU sites to enable reporting of these RTUs at Gladani SLDC as a standby channel.

Representative of J&K PDD had not attended this meeting. 3.3 RTU Issues 3.3.1 Routine preventive maintenance of Siemens make RTU

Representative of BBMB informed that the issue regarding Preventive Maintenance of Siemens make RTU has been taken up with POWERGRID during the MRM meeting held on 25.05.2015 & also during the 6th TeST sub-committee meeting held on 10.09.2015. It was conveyed that this issue shall be taken up by POWERGRID after the completion of SAVT, when AMC of M/s Siemens commences. Representative of POWEGRID informed that the RTU Maintenance document is being finalized and the same shall be circulated in due course. POWERGRID also informed that database change activity in RTU database for new element is not included in the RTU maintenance activity and the same may be taken up separately with the vendor as and required by the respective constituents.

3.4 Cyber Security

3.4.1 Implementation of Cyber Security Recommendations: Representative of BBMB informed that a Cyber Security Audit of SCADA/EMS System was carried out by M/s SIEMENS from the independent auditors, who had submitted their report with some recommendations. However, the report of implementation of the recommendations has not been submitted by M/s SIEMENS till date. Representative of BBMB further intimated that the National Critical Information Infrastructure Protection Centre is issuing various Cyber Security Advisories from time to time, which needs to be implemented on various SCADA Servers. . POWERGRID informed that before the implementation of advisories, the patches needs to be tested and approved by M/s SIEMENS. SIEMENS report is expected within a month time. Regarding implementation of advisories issued by NCIIPC and others, it was agreed that, a procedure for implementation will be framed and included in the AMC procedure. It was also agreed that the issue will be discussed with M/s SIEMENS during the meeting to be arranged by POWERGRID in Jan 2016. 3.4.2 Cyber Security Audit Recommendations Representative of UPPTCL informed that Cyber Security Audit Recommendations have not been implemented till date. No Information about periodic updation of cyber Security has been provided by Siemens so far. Response by POWERGRID is covered in para 3.4.1

4. Telemetry issues 4.1. Telemetry issues of UP 4.1.1 Issue of non-availability/intermittent availability of real time data from

central sector Representative of UPPTCL informed that as per the assurance by POWERGRID the issue of non-availability/intermittent availability of real time data from central sector generating stations/sub-stations in UP had not yet been resolved. Representative of POWERGRID informed that the failures are rectified with minimum possible time once reported. 4.1.2 Non-Availability/Reliability of Telemetry : Representative of UPPTCL informed that Availability of Telemetry of POWERGRID lines used in UP calcheck is not satisfactory. As data of these Gen. Stations/Trans. S/S is used in calculating OD/UD of UP, UPPTCL requested POWERGRID to provide data of these Gen. Stations/Transmission S/S from two separate routes and ensure continuous availability of data from at least one route. Representative of POWERGRID agreed to take necessary action. 4.2 Mismatch between Interface meters & SCADA data 4.2.1 Discrepancy between data from interface meters and SCADA Based on request by UPPTCL, a group was constituted by NRPC secretariat vide letter dated 16.06.2016 to analyse reasons for mismatch between drawl of Uttar Pradesh calculated from SCADA and interface meters and to suggest suitable measures for minimizing this difference. This group had submitted their report and the report with recommendations of this committee were made available on NRPC website. In the 6th

Procedure for checking of SCADA for tie lines

TeST sub-committee meeting, the issue was discussed. After deliberations, procedure was agreed to check the drawal data on weekly basis to ensure continuous validation of SCADA data in real time.

i) To start the comparison, the points which are taken in Interface Meter (SEM) calculation needs to be marked in SCADA system and new calculation, if not already implemented, needs to be defined in SCADA.

ii) Once the new drawal calculation is done on Interface Meter data points, the calculation needs to be validated.

iii) One day of the each week may be selected randomly for comparison. iv) Constituent shall compare the SCADA data ( 15 mins average ) with the Interface

Meter data for each time block and plotted separately for each data point ( taking care of the polarity in case other end data is used in Interface Meter.

v) In case the line / transformer remains out of service for the selected day, the another day may be selected for that particular equipment.

vi) Error percentage may be calculated taking Interface Meter data as base for each block and maximum %age error to be noted.

vii) The data points may be marked for further checking in case maximum %age is more than 3%.

viii)The concerned utility may be informed regarding the data error and latter should carry out correction within a fortnight.

ix) In case the SCADA is found in order, information could be given to the NRLDC (Commercial Department) for checking the Interface Meter data.

x) The validation of the data points marked for correction should be validated once the implementation of correction is reported. It is expected that the validation will be completed within a month’s time.

xi) The drawal points to be validated whenever there is any change in drawal point due to change in network configuration in coordination with NRLDC.

xii) A weekly report highlighting issues detected and action taken may be uploaded on SLDC website.

xiii)Any unresolved issues may be brought in the TeST sub-committee meeting. It is further intimated that in the 32nd TCC and 36th NRPC meeting held on 25th

Dec 2015, the above procedure was approved for implementation by all constituent states.

Representative of UPPTCL has informed that the issue of mismatch has been raised earlier also but no improvement has been observed as yet. Details of lines for which data mismatch is more than 4%. Block wise comparison of data mismatch for some of these lines was Informed to NRLDC. Representative of POWERGRID agreed to take necessary action in this regard.

All members of states present in this meeting agreed to follow above approved procedure by NRPC.

4.2.2 Calculation of actual drawal in SCADA NRLDC informed that major deviation in SCADA and SEM data has been observed, particularly in HVPNL and Punjab, where a variation to the tune of 150 – 350 MW has been observed. Though the main reason for the difference is intermittent telemetry, however calculations are also needed to be verified, specially when the lines are getting Looped in Looped out. In 6th

TeST sub committee meeting , it was decided that all the utilities will identify the SEM points in SCADA and implement a new drawal calculation and compare observations with the SEM data before final implementation. NRLDC requested all the members to compare link wise values and report discrepancies for correction. NRLDC insisted for 100% telemetry availability from all 400KV and above stations and from all important 220KV and 132KV stations to ensure correctness of the real time drawal data.

A detailed presentation was made by NRLDC regarding mismatch between SCADA and SEM. The following issued were pointed out which is leading to mismatch and needs immediate attention:

ii. PT Fuse failure iii. Non-Availability of redundant channel iv. Low Availability due to GPRS system issues v. Delay in restoration of PLCC vi. Non-availability of correct values vii. Improper connectivity

All the constituents shared similar experience regarding hanging of RTUs and it was decided that POWERGRID will call the vendors and discuss possible resolution in this regard. After deliberations followings action plan was finalised: i) Regarding availability of redundant channel for the RTUs, it was decided that testing

will be carried out for all the RTUs where the redundant channel have been provided for making them functional. POWERGRID agreed to coordinate to prepare a detailed program in this regard , which will be shared with NRLDC.

ii) Regarding low availability of GPRS system, POWERGRID informed that GPRS has been provided as there is no alternative. However, efforts are being made to connect these RTUs on wide band and expected to be completed by end of July’16.

iii) Regarding delay in restoration of PLCC links, it was informed by POWERGRID that efforts are being made for restoration by local engineers. In case it could not be resolved, the vendors are called which is leading to the delay in restoration.

iv) Regarding non-availability of correct values and improper connectivity, it was decided to carry out end to end test again for all the stations which are found to be defective. A plan will be decided jointly by NRLDC and POWERGRID with information to NRPC in this regards.

v) Regarding the discrepancies reported by UPPTCL POWERGRID agreed to look into the problem in two feeders i.e. Allahabad ICT #3 and 220 kV Kanpur – Mainpuri(UP).

4.3 Present Status of Telemetry 4.3.1 Non-Availability / Reliability of Telemetry Representative of NRLDC informed that in 6th TeST sub-Committee meeting members agreed to submit the monthly status, progress on the telemetry to NRLDC, with a copy to NRPC. The integration status report is not being received regularly and NRLDC is facing problem in preparation of report which is being sent to CERC. He requested Utilities to submit the Station integration status report by 10th

of every month.

All the members agreed to send the integration status by 10th

of the month. NRLDC was requested to issue communication indicating the details of requirement so that all the constituents could furnish the data which was agreed to by NRLDC.

NRLDC shared the status of RTU availability for all the stations and informed that major problems are being faced due to poor communication. It was informed that the redundant channels are not in working condition which is further aggravating the situation. It was decided that all the redundant channel shall be tested by constituents to ensure reliable operation. Regarding the availability of redundant link of PTCUL, it was informed that PTCUL has taken up the work of wideband connectivity from Dehradun to Rishikesh, which is expected to be completed by July’16 and redundant link will be configured on that wideband path. 4.3.2 Telemetry of digital status – Functioning of State Estimator Representative of NRLDC requested the members to inform the status of digital data telemetry of the stations which are integrated to the SCADA. The Utilities were also requested to share their experience of running the State Estimator and quality of the result so that expansion of the network model at RLDC level could be decided. The digital telemetry was still not made available from Anta, Rapp – B, Rapp - C, Sree Cement, Uri – I, under central sector. The digital status of 400 kV Agra and Chamera – II though available, but with wrong values which needs to be corrected. After deliberations, it was decided that end to end testing will be carried out for all the POWERGRID stations. Regarding Central generating stations, POWERGRID and the concerned members were requested to look into the matter and ensure correct status telemetry which was agreed to. 4.3.3 Charging of new element – provision of telemetry Representative of NRLDC informed that issues of Charging of new element – provision of telemetry was discussed in details and following decisions were taken in earlier meetings:

i. The correct SLD associated with communication details shall be made available to NRLDC at least 15 days before the proposed date of charging.

ii. Database should be prepared at SLDC/RLDC level and data validity test should be completed 3 days before charging the element.

iii. NRLDC shall observe the reliability after that for issuance of the charging code. However, the information of charging new elements are being received only when the charging code is requested from NRLDC, as such no prior information regarding anticipated charging are being received. NRLDC requested all member constituents to comply above requirements by informing the anticipated availability/ plan for charging of new elements / Station by 7th

day of every month to NRLDC with a copy to NRPC.

All the members expressed their concerns regarding non-availability of information to the SCADA coordinator from site. POWERGRID informed that information is available

at the corporate level and agreed to ensure its availability to NRLDC with better coordination and proper communication. All other members agreed to comply above requirements. 5. 5.1 Unified Real Time Dynamic State Measurement (URTDSM) Scheme

Unified Real Time Dynamic State Measurement (URTDSM) Scheme.

5.1.1 Representative of BBMB informed that as per the original schedule, the URTDSM project was scheduled to be completed in January, 2016. However, in the 6th

meeting of TeST, it was informed by POWERGRID that the URTDSM Project is now scheduled to be completed by January, 2017. BBMB requested POWERGRID to provide an activity wise PERT chart with project completion schedule so as to avoid any further delay in execution of project.

POWERGRID informed that installation of the PMUs has already been started under URTDSM scheme and schedule will be shared with each constituent as and when the installation of PMU is planned in that Utility stations. 5.1.2 Representative of BBMB informed that in the 6th

Meeting of TeST, POWERGRID had agreed to supply 60 kVA UPS to BBMB, which can cater to the load of both SCADA as well as URTDSM equipment. In this regard, a site visit for installation of UPS was carried out by M/s Alstom engineer and a draft layout drawing was supplied. However, the drawing supplied by the firm had various deficiencies and as such a fresh drawing of the UPS room as per the equipment information available with BBMB was prepared and e-mailed to POWERGRID and M/s Alstom for approval. However, the consent of vendor on the drawing is yet to be received. BBMB requested POWERGRID to convey the consent of UPS vendor on the drawing.

Representative of POWERGRID informed that the detailed layout plan is yet to be approved by POWERGRID and the same will be shared with BBMB after the approval. 5.2 URTDSM Project:

5.2.1 Representative of POWERGRID informed the status of URTDSM Project as

under: PMUs and associated materials for 70 nos of Sub-stations in Northern Region

have been received at Site and installation works had been started. PMUs at 17 nos of Sub-stations have been installed and data has been reporting in PDS which were installed in NRLDC and SLDCs. POWERGRID informed that the following works are required to be done at S/S.

i. Shifting of Panel to Control Room.

ii. JVR signing of PMU Panels & Cables. iii. Erection & Installation of Equipment as per the Bill of Quantities for each

substation. iv. Installation of GPS Antenna at roof top (Pre-defined location). v. Laying of GPS cable from GPS antenna & PMU panel. Termination of cable in

GPS & GPS Antenna. vi. AC, DC, CT, PT & Digital Input Cable Laying between control/AC/DC panel &

PMU panel. vii. In KIOSK substations, Armoured Fibre Optic cable to be laid between KIOSKs.

Each cable is to spliced at both ends. viii. Adaptation of Equipment as required in CRP. ix. Termination of Cables in PMU & Customer panels. x. Connection & Interfacing with existing schemes in customer panel. xi. Continuity testing and IR Testing of cable. xii. Standalone Power up testing of PMU panels. xiii. Integrated testing of PMU panels with existing scheme by simulating CT/PT &

Digital signal. Validation of data in CC or local PDC in substation as per approved SAT procedure.

xiv. MOM & Signature on SAT formats during testing by customer engineer. xv. Clearing and cleaning of site during erection and after installation/testing before

leaving the sites POWERGRID informed that only RRVPNL, BBMB and PSTCL have nominated their Nodal officers for sub-station groups till date and requested other constituents to forward their nominations and members agreed for the same.

5.2.2 Phasor Data Concentrator (PDC) Supply for Uttrakhand, HPSEBL and J&K PDD:

POWERGRID informed that Development system under URTDSM project has not been supplied at Uttrakhand, HPSEBL and J&K PDD as in the first phase there is no PMUs in these states. The issue was deliberated in detail and it was agreed that as all the states would have PMUs in future and many IPPs may also come in these states PDS should be supplied and installed in these states. POWERGRID informed that they would be sending the development system for Uttrakhand, HPSEBL and J&K PDD in the next month and requested for provision of Power supply and associated infrastructure for the same. Uttrakahnd and HPSEBL agreed for the same. J&K PDD representative was not present in the meeting.
