Held in the G.V.M.V.D.C.Inc. Clubrooms, 40 Grahamvale Rd, Grahamvale (northeasternoutskirts of Shepparton) on the second Thursday of each month, starting at 8.00pm. New members and visitors are welcome to attend.

G.V.M.V.D.C.Inc. monthly rallies are run on the Sunday after the meeting each month, unlessotherwise arranged, starting at the Clubrooms at 10.00am. Slower vehicles may leave earlierif they wish. Members without a rally car can come modern or turn up and get a lift with somebody. Members are reminded to fill out the rally attendance sheet some time during the run.

Spring has finally arrived with the promise of some warmer weather after the chills of winter. September is now here and that means that our Swap Meet is almost here. The Swap Committee and our Catering Committee have been hard at work over the last couple of months ensuring that all arrangements are in place for a successful Swap Meet. Rosters have been printed in the last couple of club journals, for both gate duties and catering support. As this is our only fund raising event for the year, we request that you fill your spot on the rosters to ensure that we provide the best possible service for the swap patrons. If you haven’t been allocated a role for the day please contact Lloyd Healey or Anne Podbury as we can always do with additional hands.

The funds raised from the swap meet allow the club to provide the facilities that we all enjoy and subsidise the club annual membership fees. Without these funds the membership fees may have to rise or we may need to reduce some of the club benefits. To help reduce the likelihood of any of these actions, please support the club with this event.

Recommendations for our annual charity donations will be announced at the October general meeting for your support and consideration. It is not too late to forward a submission in support of a worthy organisation to the committee for inclusion in the list of possible recipients. If you know of an organisation that deserves some financial support, send the written details to the committee in time for the September committee meeting, which is on the 22nd September.

Our Annual General Meeting is fast approaching with all positions being spilt, and nominations will be sought for all positions. If you have a desire to become involved with the club in any position and guide the direction of the club, this is your opportunity. Nomination forms will be included in the Journal which need to be completed and returned to the Secretary one week prior to the AGM, which is on 10th November. As I understand some of the current committee member will not be seeking re-election so we will be looking for some new faces to fill the seats. After three years in the Presidents role I will not be renominating, so we will be looking for a new president. I am happy to discuss the duties of this position with anyone who may be interested in taking over this position.

Our biggest weekend for the year is almost upon us. The Swap Meet is on the 11th and the weather is

going to be great, with a light shower mid-afternoon to send the crowds home just after they’ve bought the last of the food! Revised swap rosters are in this Journal so please check to see where you’re helping out. If you can’t make it (or you’re not in the list and can help out), contact the organisers.

Marong Picnic was a big day out, with a great turnout of vehicles and pretty good weather, much better than had been expected!

The subs have been set at $65 for 2017. You can now pay them any time up to the AGM in November. This is very important if you have a vehicle on the Club Permit Scheme through our club, as VicRoads requires you stay a financial member to be able to drive your CPS vehicle. If you check the address on your Journal, you’ll see that you’re listed as a 2017 member after they’re paid.

Speaking of the AGM, have you considered standing for one of the Club’s executive positions? There are a few current office-bearers that will not be re-nominating, so have a think about how you could help run the Club. A nomination form will be in the October Journal.

AOMC Delegates meeting, Seymour – Saturday 13th August 2016 The meeting was held in Seymour as a trial with over 170 delegates in attendance. The VicRoads registration policy officer John Lewis and Vic Roads Engineer were the Guest Speakers to answer questions on Club Plate changes.

Welcome news re transfer of Red Plates to a surviving spouse. John Lewis from VicRoads advised that a Roadworthy Certificate is no longer required to transfer red plate registration from the deceased to a surviving club member spouse. Requirements are: a statement from the club that the person is a financial member and that the vehicle is appropriate, together with a death certificate. On presentation to VicRoads the transfer will be arranged at no charge. Other transfers within the Club or to family members require a roadworthy.

Suitable Clubs: VicRoads have hired a consulting firm “Our Community” to decide on what defines a Club suitable to be on the Club Permit Scheme

Slim line numbers plates: VicRoads cannot offer these as yet.

To “M” or not to “M”: Most of the day was taken up with the questions on what is a modification and what is not. Should your vehicle be on an H historic plates or M modified historic plate. VicRoads engineers have a big grey area to work through. By the time you read this report VicRoads will have a tick the box form to help those of us that think they may have problem in deciding what to do. You have two choices :

a) Do nothing as VicRoads are not going to chase you. However if the modification stands out you run the chance of the Law asking for a VASS certificate.

b) Obtain a VASS certificate and go to VicRoads and they will change your plates from H to M plates. At the end of the day one Delegate was heard to say, “He did not know there were so many ways to ask the same question.”

There are now 68,500 vehicles on Club Plates.

The AOMC has now moved the Engine number records (all 200 filing cabinets) to a new home for easer use. Thanks to Peter Vibert for travelling with me.

Federation Delegates meeting, Swan Hill – Saturday 6th August 2016 Notes from the recent delegates meeting: Everything is ready for Marong Picnic. Reminder about being in by the start time, and

bringing club newsletter as proof of membership. Bendigo to Castlemaine Run (before Marong): everything ready. Future Picnics: Maffra 16 October, Mortlake 26 March, Wunghnu 25-26 March, Scoresby 9 April. Bendigo to Mildura event (following Marong): thanks to the Mildura organisers and the RACV for their support. Australia Day in the Domain: details next meeting. Federation subs: invoices have been sent to clubs. Club Permit Scheme: Some questions tabled last meeting have been sent to VicRoads. The answers are on the

Federation website. o Update on transfer of a CPS vehicle to a spouse/partner after the death of the member. VicRoads has now

detailed a procedure that requires the Death Certificate, a Stat Dec from the spouse and a letter from the club confirming current membership.

o Under the CPS rules, a person is a member if they have paid the applicable membership dues for the relevant period. If the club has family memberships, those members are all considered financial members.

o If a member has been awarded “lifetime” membership, they are considered financial if they have paid the appropriate dues (which may be zero).

To save postage costs, Fed News may be sent electronically and hard copies issued at the meetings. Consumer Affairs annual financial returns are now done electronically. Australian Historic Motoring Federation annual meeting is in Alice Springs on 19-21 August. Next meeting is on 15 October in Trafalgar. Swap Meet: various issues relating to the Bendigo Swap Meet were discussed, including options for reducing the

very high insurance costs and the trial of a car boot sale on the Sunday this year.

Rob Roy Hill Climb, Christmas Hills – 14th August 2016

Cal and I had never been to the Rob Roy Hill Climb before. In fact, the only hill climb we’d ever been to was the Veteran Hill Climb in Heidelberg back in 2004 (when Cal was 11!), which was a much more sedate show! We were in the north-eastern suburbs on the Saturday night for a basketball match, so we stayed on for the Vintage Sports Car Club’s PreWar Historic Hill Climb.

The hill climb is held on private property in Christmas Hills, between Eltham and Yarra Glen. I’ve got an old program from the early 1950s that says that “Rob Roy, Shelsley Walsh and Prescott are the only specially designed, bitumen-surfaced hill-climb courses in the World.” I don’t know if that is still the case but it holds a very important place in Australian motoring history.

The starting straight is a fairly steep rise, followed by a gentle right turn and a downhill length before crossing the creek. The rise after the creek is very steep and then the last section (with two gentle left turns) is not quite as steep. The program says that the track is “760 yards from start to finish, consisting of two sharp and two minor bends and an average gradient of one in six.”

Every competitor had a practice run and three serious runs throughout the day, grouped in different classes. There was also a kids’ event during the lunch break, where various types of billy cart racers rolled down the starting straight. These vehicles varied from home-made specials based on push-bikes to flash

mini-replicas of classic racers!

The spectator carpark had plenty of interesting cars in it, but further on were the display carpark and the competitor carpark. Both of these areas were full of even more interesting cars.

We both had a great day – Cal has now joined the Vintage Sports Car Club! Brendan Walsh

Organised by the Federation of Veteran, Vintage & Classic Vehicle Clubs Inc. This event always draw an excellent display of vehicles and 2016 was no exception.

Very little vehicle movement between 10.30am and 2.30pm (new rules). Proof of membership (Club Federation) before entry to the display area was another requirement; other wise $20 per vehicle entry; it all seemed to work swimmingly!

Mitchelton Wines Chocolate Festival – 20th-21st August 2016 A small group of members displayed their vehicles on the Sunday at this

extremely well organized and interesting event. The main theme being “Chocolate & wine” included demonstrations on chocolate making, tasting; and you’ve guessed it! plenty of wine stalls. I was very impressed with the animal enclosure and jumping castles (for the kids) “they were well catered for”.

The heritage of the Talbot Lago dates back to the nineteenth century with the Darracq auto works at Suresnes, France. After Darracq was acquired by Clement-Talbot of England, the cars became known as Talbot-Darracq. With the addition of the Sunbeam Motor Company, the firm became Sunbeam-Talbot-Darracq or STD. Darracqs and Talbot-Darracqs were active in racing, both in Europe and even in the Indianapolis 500.

Anthony Lago was born in Venice and educated at the Turin School of Engineeering. He worked in France and England and became associated with the Wilson Campany, developer of the Wilson pre-selector gearbox. About 1932, Lago joined the Sunbeam-Talbot-Darracq firm and was assigned to the French factory. Upon the financial collapse of STD in 1935, Tony Lago purchased the French portion of the company from the Rootes brothers who had taken over STD.

Renamed as the Talbot Lago company, the firm concentrated on producing luxury cars and used the pre-selector greaboxes in them. Lago was a keen proponent of racing to promote his upscale cars and in the late 1930s he produced sports cars and a few Grand Prix cars. Although unable to compete with the powerful German cars, the French Talbot Lagos did make a respectable showing.

When Grand Prix racing resumed after World War II in 1946, Talbot revived their pre-war cars and ran with little success. The GP formula was 1.5 liters supercharged and 4.5 liters unblown. Talbot Lago had little choice but to improve their pre-war 4.5 liter overhead valve six cylinder engine. Unable to afford a new overhead cam engine, chief engineer Carlos Marchetti designed a revised engine block with two side camshafts placed high in the block operating the valves via short pushrods. The light alloy cylinder head has hemispherical combustion chambers and two valves per cylinder. The initial design produced about 240 horsepower at 4700 rpm, up from the 165 bhp of the pre-war engines.

The suspension used rigid live axle on semi-elliptic springs in the rear, and wishbones and a transverse leaf spring in front. The chassis was a box-section steel frame. The six cylinder engine was mated to a Wilson pre-selector gearbox with four forward speeds. Both the chassis and the gearbox were the same as used in the pre-war cars as well as the road cars. Large drum brakes were used all around. This was all clothed in a very beautiful, very French, alloy monoposto body.

The driving position is unusual. You sit way down in the cockpit, with legs widely spread around the large pre-selector gearbox. Your feet are higher than your bottom and since you sit somewhat offset the huge rear tires are inches away from your shoulder. Duncan Hamilton used to say that he did not need to bother with the tach since he could look at the rear tires and gauge how much tire spin he was getting by the height of the flames! The "new" Talbot Lago made its debut at the 1948 Grand Prix at Monaco.

Compared to the sleek supercharged Alfa Romeo and Maserati GP cars, the Talbot Lago cars looked obsolete before they even took to the track. However, due to the superior reliability and much better fuel mileage of the Talbot cars, they were able to score a few wins in major Grand Prix races and a large number of wins in lesser races. In 1949, Rosier won the Grand Prix of Belgium. Louis Chiron, in this very car, won the Grand Prix of France at Rheims on July 17, when Bira in the works Maserati had to stop for fuel.

Chassis 110007 was constructed in early 1949 for Paul Vallee's Ecurie France and driven by Louis Chiron. Chiron won the 1949 Grand Prix of France while averaging 99.98 mph for 310 miles non-stop. Chiron was quite successful with the car, finishing well each time he drove. The car was sold and raced in Australia for a number of years. Around 1970, the car returned to England where it was subsequently purchased by Peter Giddings early in 1976. Peter competed with the car at the 1976 Brooklands Reunion. When Peter moved to the United States, he brought the car along and raced with it in the 1976 Historic Watkins Glen Grand Prix. Peter raced the Talbot often in the California vintage races, particularly at Sears Point in 1977 and 1978. A detailed track test by Phil Hill of the car appeared in the November 1979 issue of Road & Track. Information from “Historic Racing Cars in Australia” by John Blanden

This car was built early in 1949 for Ecurie France and driven with some success by Louis Chiron. It won the 1949 French G.P. averaging 99.98mph for a non-stop 310 miles. During 1950, Henry Dale was living in Europe and was seeking out a number of racing cars to bring to Australia. He looked at a Raymond Sommer Lago Talbot, but it was in pieces and Sommer's head mechanic required at least a month to rebuild it. Louis Chiron who Dale also spoke with, came up with the suggestion that Paul Vallee, patron of Ecurie France might sell the Lago Talbot Chiron was to drive in the Barcelona G.P. Vallee, it was suggested, was selling his racing cars to concentrate on the manufacture of the Italian Lambretta Motor scooter which he was doing under licence. Vallee was contacted and was agreeable to sell with the spares, but he would send the car to the Barcelona race unless it was sold before the team left Paris. He did however, agree that if a cable of acceptance came through after the car had left and before the race, he would withdraw the car from practice provided a sum equal to the starting money was deposited with his Paris bank, an amount of some five hundred pounds sterling. The cable came through. Vallee was telephoned at the Ritz Hotel in Barcelona, the money deposited and the car withdrawn. Four days later, the car was back in Paris and preparations began for the car's shipment. As it had left the Talbot factory only a week or so before after a complete overhaul, there was little to be done mechanically, but the spares needed packing and technical data on running and servicing had to be gathered. On the 17th November 1950, at 8.00 a.m. a procession left the Ecurie France headquarters at Clichy for the railway station on the other side of Paris leading was a lorry carrying a Maserati 4CL and towing the Lago with a Renault 750 towing a Type 35 Bugatti behind. On the 25th November 1950, all three cars sailed from Marseilles due to arrive in Melbourne on Christmas Day. The Lago was a type T26C and was fitted with engine number 45111. It had raced only four times, with Chiron driving on each occasion and it had never been placed lower than fourth as well as winning the 1949 French G.P. On its arrival, the new owner was discovered to be Tom Hawkes. Tom only drove it once or twice before he left for Europe on business having first offered the driving of it in his absence to Doug Whiteford. The Easter 1951 Bathurst meeting saw its debut in Australia. Hawkes drove it to third in the Bathurst 100 while Whiteford drove it to third in another scratch race creating a new lap record of three minutes and being timed at 136.36mph on the straight. During 1951 Whiteford got to grips with the Lago and they became the top combination in Australia. Gawler in South Australia on the 11th June 1951, Leyburn in Queensland in August 1951, and Bathurst in New South Wales in October all saw wins to the Lago. At Woodside on the 8th October 1951, after winning one race, it left the road when a front wheel locked and it went through a row of hay bales, over a fence and into a paddock.

Hawkes was back to drive it to a third in the Victorian Trophy at Ballarat 13th November 1951. In the December 1951 issue of AMS it was offered for sale. After some discussions, it was sold to Doug Whiteford. They continued with their success, although the Maybach of Stan Jones and Lex Davison's Alfa Romeo were giving plenty of opposition. The 1952 Australian G.P. was run at Bathurst and the Lago won comfortably after Jones' Maybach had tyre trouble. The 1953 Australian G.P. saw another victory for the Lago. Run at Albert Park the main opposition again came from the Maybach but overheating slowed it considerably and the Lago, despite a much photographed flat tyre shortly before the finish, went on to give Doug his third Australian G.P. In June 1954, Doug sold the Lago to Rex Taylor of Queensland. Rex never seemed to get to grips with the car and its performances were disappointing, particularly being black flagged during the 1954 Australian G.P. at Southport while tailing the field. Ken Richardson had a brief period of ownership before it was sold to Owen Bailey in 1956. Owen was a regular competitor during the next two years but the car's results were not notable. Following advertisements late in 1958, offering it at fifteen hundred pounds, it was acquired by Barry Collerson of Sydney who first drove it at Orange, 27th January 1959, for a seventh in the South Pacific Road Race Championship. Barry used it for 2½ years before offering it for eight hundred pounds in August 1961. In AMS February 1962, it was again offered for "best offer". In March 1962, it was traded in at Arnold Glass' Capital Motors on a Porsche and was in turn sold to Graham Thompson of Bendigo in September 1962. Graham used it principally in historic events during the next few years, including Geelong Sprints, 25th August 1963. Michael Robinson acquired it in 1967, and immediately started a two year rebuild that returned it to original condition. As with Graham, Michael only took it to historic events. In Racing Car News, August 1969, it is offered for sale. Little interest was shown in Australia but the Hon. Alan Clark approached Michael and subsequently it was sold and shipped to England. At times during the early 1970's it was loaned to the Donnington Collection where it was on display. The book “Private Car Collections” carries a chapter on Clark and has a photograph of the Lago. Other references are Australian Autosportsman, June 1969, and Sports Car World, August 1961. Around 1974 it was sold to London car dealer Dan Margulies who in turn sold it at auction in Geneva to a Swiss gentleman. Being unable to get it running properly he very quickly sold it back to Margulies. Peter Giddings, an Englishman, bought it early in 1976 and competed with it at the Brooklands Reunion later that year. When he moved to the U.S.A. naturally the car went also. It ran in the historic Watkins Glen G.P. late in 1976 and the Sears Point races in California early in 1977.
