    1, The enclosed Intelligence Information Special Report isa translation from Russian of one of four SECRET statutes whichestablish the principal military organizations of the Warsaw Pactand govern their activities. The present statutedefines theorganization and functions of the Combined Armed Forces,delineates the authority and responsibilities of theCommander-in-Chief, Deputy and Chief of Staff, and outlines theactivities of the Military Council, Staff and Technicalgomittae--,It also provides brief guidelines on the financialresponsibilities of the members, with both manpower andcontributions based on proportional representation.

    STATUTEON THE COMBINED ARMED FORCESAND THE COMBINED COMMAND OFTHE WARSAW PACT MEMBER STATES

    (For Peacetime)GENERAL PRINCIPLES

    The present Statute on the Combined Armed Forces which areallocated in accordance with the agreement of the Warsaw Pactmember states, for combined actions in compliance with Article 5of the Pact, and on the Combined Command . , , is based on theprinciples of the Warsaw Pact of Friendship, Cooperation andMutual Assistance, concluded on 14 May 1955 in Warsaw,

    The experience of many years of activity of the Warsaw PactOrganization underscores the stability of these principles, thedevotion of the member states of the Pact to the responsibilitiesassumed by them, and their resolution to act in accordance withWarsaw Pact requirements. t/4In the event of an armed attack in Europe against one orseveral member states of the Pact by any one state or a group ofstates, every member state of the Pact by way of exercising theright to individual or collective self-defense, will afford tothe state or states subjected to such an attack, immediateassistance, individually or in coordination with other memberstates of the Pact, by all means necessary, including the use ofarmed force. Member states of the Pact will immediately conferregarding combined measures which must be taken for the purposesof reestablishing and maintaining international peace andsecurity.

    For this purpose, the members of the Pact established theCombined Armed Forces and take the necessary steps to strengthenthem and constantly increase their combat readiness, andcoordinate their efforts in mutual defense for the protection of

    peace and socialism in Europe.On the basis of Article 5 of the indicated Pact, a CombinedCommand is established, headed by the Commander-in-Chief of theCombined Armed Forces, for the purpose_e commanding the CombinedArmed Forces and coordinating their activities.

    I. THE COMBINED ARMED FORCES OF THE WARSAW PACTMEMBER STATES1. By Combined Armed Forces of the Warsaw Pact memberstates is meant the forces and means which are allocated inaccordance with the agreement of the Warsaw Pact member statesfor combined actions, and the combined military organsestablished in accordance with Article 5 of the Pact ofFriendship, Cooperation and Mutual Assistance, signed on 14 May1955 in Warsaw by the heads of the Warsaw Pact member states_2. The complement of the Combined Armed Forces of theWarsaw Pact member states includes the allocated nationalmilitary units, large units, and formations of all branches ofthe armed forces, and support units, control and rear services/organs, designated in accordance with the decision of thegovernment of each country for the conduct of combined combatactions, as well as the control organs of the Combined Armed

    Forces. /The total number of national troops allocated for peacetimeand wartime, a list of large units, units, rear servicesfacilities and control organs, their organization, armament andequipping, the levels of reserves of materiel, and the scale ofmeasures for operational preparation of territories of thecountries are established by the government of each countrytaking into account the recommendations of the Commander-in-Chiefof the Combined Armed Forces and the directives of the PoliticalConsultative Committee depending on the means at its disposal andits economic capabilities. These matters are officially recordedin the form of special protocols, which are signed by theCommander-in-Chief of the Combined Armed Forces and by the

    ministers of defense of each state and are approved by thegovernments of the respective Warsaw Pact member states,

    3. Troops and naval forces allocated to the complement ofthe Combined Armed Forces by the Warsaw Pact member states forpeacetime remain in direct subordination to the respective'''.ministers of defense, and their lives and activities areregulated by the laws, statutes and military regulations existingin each country. Moreover, the ministers of defense bear fullresponsibility before their governments for the condition,armament, equipping, combat readiness, and military and politicalindoctrination of the personnel of their troops and for theestablishment of the reserves of materiel-technical meansprescribed for them.

    The Commander-in-Chief, with respect to the Combined ArmedForces in peacetime, exercises the authority stipulated inSection III of the present Statute.

    The procedure for command of the Combined Armed Forces, theactivity of the Combined Command, as well.as theinterrelationships of the Combined Command and national commandsin wartime are determined by a special Statute.

    4. For combined accomplishment of the tasks of air defenseof the Warsaw Pact member states a unified air defense system ofthe Warsaw Pact member states is established.

    S. The planning of the wartime employment of the troopswhich are allocated to the Combined Armed Forces, is carried outby the ministers of defense and the General (Main) Staffs of theWarsaw Pact member states taking into account the recommendationsof the Commander-in-Chief of the Combined Armed Forces and theproposals of the General Staff of the Armed Forces of the USSR,and when necessary, with the cooperation of the adjacent armiesof the Warsaw Pact member states. The operations plans devisedfor utilizing the troops allocated from each country in wartime,are signed by the ministers of defense and by theCommander-in-Chief of the Combined Armed Forces and are approvedby the respective governments of the Warsaw Pact member states.

    II. THE COMBINED COMMAND, SENIOR PERSONNEL ANDCONTROL ORGANS OF THE COMBINED ARMED FORCES

    -- Commander-in-Chief of the Combined Armed Forces of theWarsaw Pact Member States;-- Chief of Staff of the Combined Armed Forces/First DeputyCommander-in-Chief of the Combined Armed Forces;-- Deputy Commanders-in-Chief of the Combined Armed Forces,detailed from each Warsaw Pact member state with the rank ofdeputy ministers of defense of these states or Chiefs of General(Main) Staffs;-- Deputy Commander-in-Chief of the Combined ArmedForces/Commander of the Air Defense Forces of the Warsaw PactMember States;-- Deputy Commander-in-Chief of the Combined Armed Forcesfor Armament/Chief of the Technical Committee,7. For directing the activities of the Combined ArmedForces the folkowing control organs are established:-- the Military Council of the Combined Armed Forces;-- the Staff of the Combined Armed Forces;-- the Technical Committee of the Combined Armed Forces,8. In the armies of the Warsaw Pact member states there maybe, by consent of the governments, representatives of theCommander-in-Chief of the Combined Armed Forces, who in theirwork are governed by a special Statute, coordinated with the

    ministers of defense and approved by the Commander-in-Chief ofthe Combined Armed Forces.THE COMMANDER-IN-CHIEF OF THE COMBINEDARMED FORCES

    9. The Commander-in-Chief of the Combined Armed Forces isappointed by decision of the governments of the Wars ctmember states from among the marshals (generals) of arsawPact member state for a term of four to six years,10. In his activity the Commander-in-Chief of the CombinedArmed Forces is governed by the decisions of the governments ofthe Warsaw Pact member states and by the directives of the

    Political Consultative Committee, Through his deputies andthrough the Staff of the Combined Armed Forces, in coordinationwith the ministers of defense and, when necessary, with thegovernments, he organizes and carries out measures in the

    Combined Armed Forces directed at increasing their combat andmobilization readiness, The Commander-in-Chief periodicallyreports on the results of his activities and on the status anddevelopment of the Combined Armed Forces to the PoliticalConsultative Committee and to the governments of the Warsaw Pactmember states,

    11. The Commander-in-Chief of the Combined Armed Forces incoordination with the ministers of defense and in accordance withArticle 10 of the present Statute:

    a) oordinates lan _for the operational employment of thetroo s add naval forces allocated 'to the complement of theob ined Arme o ces;b) issues directives designed to enhance the combatreadiness of the troops and naval forces and their operationaland combat training, determines the annual combined undertakingsfor the Combined Armed Forces (exercises', war games, courses ofinstruction, conferences, consultations, meetings and others) anddirects their implementation;

    c) develops proposals directed at improving the system ofarmament and also for the preparation of the theater of militaryoperations and for the stockpiling of materiel.

    12, The Commander-in-Chief of the Combined Armed Forces,based on Articles 10 and 11, has the authority:

    a) in implementing the decisions of the governments of theWarsaw Pact member states or of the Political ConsultativeCommittee, to give orders (recommendations) in connection withshifting the troops of the Combined Armed Forces to increased orfull combat readiness;

    b) in implementing the plan coordinated with the ministersof defense, to participate in monitoring the progress of combatand operational training and the level of combat readiness of thetroops and naval forces allocated to the complement of theCombined Armed Forces;

    c) to sign jointly with the ministers of defense of theWarsaw Pact member states drafts of operations plans, protocols,plans and other documents which are concerned with thedevelopment of the Combined Armed Forces, and to submit thesedocuments to the respective governments for consideration andapproval;

    d) to deal with the ministers of defense or with thegovernments of . the Warsaw Pact member states, as well as with thePolitical Consultative Committee, on all matters concerning theCombined Armed Forces;e) in coordination with the ministers of defense of theWarsaw Pact member states to submit for the consideration of thegovernments, candidates for the positions of: Chief of Staff ofthe Combined Armed Forces/First Deputy Commander-in-Chief,Commander of the Air Defense Forces of the Warsaw Pact MemberStates/Deputy Commander-in-Chief, Chief of the TechnicalCommittee/Deputy Commander-in-Chief of the Combined Armed Forcesfor Armament;

    f) in coordination with the ministers of defense incompliance with Article 8 of the present Statute, to appointrepresentatives of the Commander-in-Chief of the Combined Armed/Forces to the armies of the Warsaw Pact member states;

    g) to approve, within the limits of the prescribednumerical strength; the tables of organii.ation of the Staff,Technical Committee and other control organs of the CombinedArmed Forces, as well as in coordination with the ministers ofdefense, to specify the terms of service of the generals,admirals and officers in the control organs of the Combined ArmedForces, and to issue their duty assignment orders,

    IV, THE DEPUTY COMMANDER-IN-CHIEF OF THE COMBINEDARMED FORCES

    13. In compliance with Article 6 of the present Statute theCommander-in-Chief has the following deputies:

    -- Chief of Staff of the Combined Armed Forces/First DeputyCommander-in-Chief;

    -- Deputy Commanders-in-Chief -- who are simultaneouslydeputy ministers of defense of the Warsaw Pact member states orChiefs of the General (Main) Staffs. They are appointed by thegovernments, one from each of the Warsaw Pact member states, andare stationed in their own countries, For discussion andresolution of matters of mutual interest, the Commander-in-Chiefof the Combined Armed Forces holds periodic meetings with thesedeputies;-- Commander of the Air Defense Forces of the Warsaw PactMember States/Deputy Commander-in-Chief;

    Commander-in-Chief for Armament.14. The Chief of Staff, the Commander of the Air Defense

    Forces and the Chief of the Technical Committee, by mutualagreement, are appointed by the governments of the Warsaw Pactmember states from the complement of the Armed Forces of anyWarsaw Pact member state.

    15. The Deputy Commanders-in-Chief in their work aregoverned by the present Statute, by the Statute on the MilitaryCouncil of the Combined Armed Forces of the Warsaw Pact MemberStates, and by the orders of the Commander-in-Chief of theCombined Armed Forces and the ministers of defense of therespective states, while the Commander of the Air DefenseForces/Deputy Commander-in-Chief of the Combined Armed Forces isgoverned in addition by the Statute on the Unified Air DefenseSystem of the Warsaw Pact Member States,

    V. THE MILITARY COUNCIL OF THE COMBINED ARMED FORCESOF THE WARSAW PACT MEMBER STATES16. The Military Council thoroughly examines the current

    problems concerning the status and development of the CombinedArmed Forces of the Warsaw Pact member states.

    The activity of the Military Council is of a consultativeand recommendatory nature and is carried out on the basis of aspecial Statute.

    17. Included in the complement of the Military Council ofthe Combined Armed Forces are:

    -- the Commander-in-Chief of the Combined Armed Forces, whois the Chairman of the Military Council;

    -- the Chief of Staff of the Combined Armed Forces/FirstDeputy Commander-in-Chief of the Combined Armed Forces;

    -- the Deputy Commanders-in-Chief of the Combined ArmedForces/Deputy Ministers of Defense of the Warsaw Pact memberstates or Chiefs of the General (Main) Staffs;

    -- the Commander of the Air Defense Forces of the WarsawPact Member States/Deputy Commander-in-Chief of the CombinedArmed Forces;

    Armed Forces/Deputy Commander-in-Chief of the Combined ArmedForces for Armament.VI. THE CHIEF OF STAFF OF THE COMBINED ARMED FORCES

    18. The Chief of Staff directs the work of the Staff of theCombined Armed Forces and coordinates the activity of all thecontrol organs of the Commander-in-Chief of the Combined ArmedForces. He personally participates in working out mattersconnected with the operational employment of the Combined ArmedForces in wartime. He organizes the preparation and working outof matters concerning the Combined Armed Forces, submits reports 1to the Commander-in-Chief of the Combined Armed Forces andmonitors the implementation of his decisions.

    19. The Chief of Staff by order of the Commander- in-Chiefof the Combined Armed Forces coordinates with the General (Main)Staffs the combined undertakings which ar.e carried out in theCombined Armed Forces. He determines jointly with the General(Main) Staffs the procedure for submitting informationaldocuments and corresponds with the General (Main) Staffs onmatters which are under his jurisdiction,20. The Chief of Staff of the Combined Armed Forces isgranted the authority to issue orders throughout the Staff t and

    approve regulations concerning the directorates and departmentsof the Staff, plans and other documents for the internal use ofthe Staff of the Combined Armed Forces, and also to use thediplomatic pouch and communications means established among theWarsaw Pact member states.21. The Chief of Staff of the Combined Armed Forces hasdeputies appointed from the ministries of defense of the WarsawPact member states with the rank of Deputy Chiefs of the General(Main)Staffs, who work permanently in the Staff of the CombinedArmed Forces and who simultaneously are the seniorrepresentatives ofthe General (Main) Staffs. They ensurecontinuous cooperation between the General (Main) Staffs of theWarsaw Pact member states and the Staff of the Combined Armed

    Forces, and they participate in planning the operationalemployment of their troops.

    VII. THE STAFF OF THE COMBINED ARMED FORCES22. The Staff of the Combined Armed Forces is the organ ofcontrol of the Commander-in-Chief of the Combined Armed Forces.23. The Staff Of the Combined Armed Forces is charged withstudying and assessing the military-political and strategicsituation, working out proposals on matters of combat andmobilization readiness of troops and naval forces, and of theiroperational and combat training, with improving theorganizational structure of troops and the system of armament,

    with equipping troops and naval forces with weapons and militaryequipment, and with preparing the theater of military operationsand stockpiling the necessary reserves.24. The Staff of the Combined Armed Forces studies data onthe probable enemy, his operations plans, organization, weapons,combat equipment and other matters which".are carried out in theNATO system, as well as in other imperialist military blocs, andon the basis of this, prepares measures and proposals for theCommander-in-Chief of the Combined Armed Forces and, by hisorder, informs the General (Main) Staffs of the armies of theWarsaw Pact member states.25. The Staff of the Combined Armed Forces in accordance

    with Article 11 of the present Statute works out the plan ofcombined undertakings, which are conducted annually in the staffsand troops of the Combined Armed Forces (exercises, war games,courses of instruction, conferences, consultations, meetings, andothers) and, after coordinating it with the General (Main) Staffsof the armies of the Warsaw Pact member states, submits it to theCommander-in-Chief of the Combined Armed Forces for approval.After the plan is approved, the Staff of the Combined ArmedForces organizes the preparation and conduct of the measuresprescribed in this general plan.26. It studies, synthesizes, and presents proposals for theintroduction of positive experience and new methods andprocedures to be used in training the troops, and it also studies

    and synthesizes the results achieved in improving the materielresources for their training.

    For the purpose of studying the experience of the troops andtheir status, as well as rendering assistance on the spot,generals and officers of the Staff of the Combined Armed Forcesparticipate in the combined undertakings which are carried out,in accordance with the plans of the Combined Command and theplans of the ministries of defense, in the troops and navalforces which are allocated to the complement of the CombinedArmed Forces (exercises, courses of instruction, war games andothers),It plans and conducts meetings and scientific conferenceswhich are of mutual interest in regard to the application of thenewest scientific and technical achievements in military affairs,27, The Staff of the Combined Armed Forces carries out itswork in close cooperation with the General (Main) Staffs of theWarsaw Pact member states.The General (Main) Staffs coordinate with the Staff of theCombined Armed Forces the garrisoning of troops, naval forces andstaffs of the Combined Armed Forces (large unit and higher) andtheir supply disposition points, and periodically provide theStaff of the Combined Armed Forces with necessary informationaccording to a jointly arranged schedule,28. The Staff of the Combined Armed Forces is manned bygenerals, admirals and officers from all the armies of the WarsawPact member states based on the principle of proportionalrepresentation (in accordance with Appendix No, 1); thesepersonnel are released from other responsibilities in their ownarmies.29. The generals, admirals and officers of the Staff*, whoare on duty, wear national military uniforms and militaryinsignia of rank, and are governed by the regulations establishedfor the respective armed forces, Their terms of service in theStaff are determined by the Commander-in-Chief in coordinationwith the ministers of defense of the Warsaw Pact member states.

    30. The Staff of the Combined Armed Forces and othercontrol organs of the Combined Armed Forces of the Warsaw Pactmember states are located in Moscow.VIII, THE TECHNICAL COMMITTEE OF THE COMBINEDARMED FORCES

    31. The Technical Committee is established and is attachedto the Commander-in-Chief of the Combined Armed Forces. TheTechnical Committee is headed by the Chief of the TechnicalCommittee/Deputy Commander-in-Chief of the Combined Armed Forcesfor Armament. In its work the Technical Committee is g overned bythe orders of the Commander-in-Chief of the Combined Armed Forcesand by the present Statute.

    32, The Technical Committee prepares recommendations o n thesystem of armament and combat equipment of the armies of theWarsaw Pact member states, and also studios the status and futuredevelopment of the weapons and equipment of these armies and bymutual agreement takes steps to coordinate those scientificr_esearch and experimental design projects which are connectedwith equipping the armies with weapons and e quipment and whichare of mutual interest.33.     The proposals of the Military Scientific and TechnicalCouncil are formulated in protocols and are submitted to theCommander-in-Chief of the Combined Armed Forces for aprroval.IX. THE BUDGET AND FINANCING OF THE ACTIVITIES OF THECOMBINED COMMAND AND THE CONTROL ORGANS OF THECOMBINED ARMED FORCES

    35. To finance the activities of the Combined Command, theStaff, and other control organs of the Combined Armed Forces abudget is worked out by drawing upon the contributions of theWarsaw Pact member states in accordance with Appendix No. 2,

    36. Budget resources are spent on the support of combinedundertakings for operational and combat training of the CombinedArmed Forces, maintenance of reserves of materiel which areallocated to the reserve of the Commander-in-Chief of theCombined Armed Forces, on support of the'service activity of theCombined Command and control organs of the Combined Armed Forces,the use of government and operational communications, and themaintenance of motor transport.The budget and its administration are approved annually ) onthe instructions of the governments, by the defense ministers ofthe Warsaw Pact member states and by the Commander-in-Chief of

    the Combined Armed Forces.37. Expenditures connected with cash, clothing and quartersallowances, transportation and medical support and other types ofsupport for generals, admirals and officers on duty in the Staffand in other control organs of the Combined Armed Forces, arecovered by the ministries of defense of the Warsaw Pact memberstates in accordance with the laws and statutes of these states.The pay of generals and officers is determined by theministers of defense of the respective governments incoordination with the Commander-in-Chief of the Combined ArmedForces.
