    SUMMARY: The Exchan ge-Visitor SkillsList wh ich follows incorporates allprevious revisions and amend ments stillin effect, and h as been developed afterconsultation with foreign governments.

    DATES: In order to provide time for thedissemination of this list to ForeignService posts abroad an d to in terestedpersons and organizations in the UnitedStates, the following Exchange-VisitorSkills List shall becom e effective March17, 1997.

    SUPPLEMENTARY INFORMATION: Pursuantto the p rovisions of section 212(e) of theImmigration an d Nationality Act, asamen ded (8 U.S.C. 1182(e), and 22 CFR41.65(b), The Sec retary of Statedesignated on April 25, 1972, andrevised on Februar y 10, 1978, a list offields of specialized knowledge or skills(referred to as th e Exchange-VisitorSkills List) and those coun tries whichclearly required the services of personsengaged in one or m ore of such fields.Any alien who was a n ational orresident of one of those countries andobtained an exchange-visitor visa and/orbecame a participant in an Exchange-Visitor Program involving a designated

    field of specialized knowledge or skillafter the effective date of those p ublicnotices was subject to the two-yearforeign residence (home-countryphysical presence) requirement ofsection 212(e) of said Immigration andNationality Act as p rovided by saidsection and 22 CFR 41.65(b).

    Pursuan t to the provisions ofReorganization Plan No. 2 of 1977,section 217 of the United StatesInformation Agency Au thorization Actof August 24, 1982 (Pub.L. 97241) andExecutive Order s Nos. 12038 of March27, 1978 and 12388 of October 14, 1982,

    the Director, United States InformationAgency, further revised the 1972Exchange-Visitor Skills List on :Septem ber 30, 1986; Februar y 5, 1987;March 19, 1987; April 1, 1987;December 16, 1988 and on July 28,1993.

    Exchange visitors who entered thecountry p rior to said effective date shallcontinue to be governed by the 1972Exchange-Visitor Skills List, asamend ed. The Skills Lists have beendeveloped after consultation withforeign governm ents, USIA area offices,

    USIS posts abroad, and w ith theassistan ce of foreign ser vices officersassigned to USIAs Office of the GeneralCounsel, Waiver Branch, ExchangeVisitor Program Ser vices.
