Pezinok, Slovakia 11 - 13 November, 2021 Dear Players, Officials and Staff On my own behalf and on behalf of my colleagues on the Executive Committee, I take great pleasure in welcoming you to the 19th European Champions’ Cup in Pezinok/Slovakia. For many of you it will be the first international “facetoface” championship in a very long time, and I am certain you are excited to finally hold cards in your hand and engage with the other players at the table. I am looking very much forward to seeing you all as well - it has been way too long. We owe our sincere gratitude to the Slovak Bridge Federation and its president, Peter Belčák, for organising this event in such beautiful surroundings. They have prepared everything for the participants to provide the greatest possible comfort, with the lowest possible risk of virus spread. I am certain that you will all help us to make this event a success by employing the highest ethical standards. Best of luck to you all, and I hope you will have a great time. Jan Kamras - EBL President Dear players, guests, officials, colleagues, friends, Fasting is over! We would like to thank the European Bridge League and its President, Mr. Jan Kamras, for the opportunity to co-operate in organizing this top competition in Slovakia. Slovak Bridge Association is proud and honoured to host the first live event organized by EBL in more than a year and half. Bridge is referred to as the king of all card games. With the support of the Palace Art Hotel in Pezinok we’d like you to relive the atmosphere of nobility, respect and dignity of generations living in this wonderful castle and demonstrate that you, players from the 12 best teams across Europe and members of EBL support staff - masters of the regal card game - are the perfect match for this charming environment. We hope you’ll enjoy the event and our absolute wish is that at the end of the week, when leaving the venue, the town, and the country, all of you, not just the winners, will keep us in your hearts and regard this edition of Champions’ Cup to be inspirational and exceptional in very many ways. Welcome to the table, the feast can start! Peter Belčák - President, Slovak Bridge Association

After a year’s delay, the top ten bridge clubs of Europe can join once again for what used to be their annual reunion. This time, the venue is Pezinok, a small village in Slovakia, not far from its capital Bratislava.. The surroundings are beautiful and might well bring us back a little into the rural Central European atmosphere of past centuries – quite a contrast with modern-day Slovakia, a country that was founded as a fully independent state not so long ago. Still, the Slovaks have already treated the EBL to more events: a Small Federations Championship and a European Junior Championship. So we can look forward to their completion of what no doubt will be a successful hattrick for them. I wish you all, whether

you are new to European bridge or an old warrior on our scene, the best of luck and I am looking forward to reporting, once again, your many good bids and plays in our Bulletins.

EUROPEAN MASTERPOINT AWARDS

EMPs will be awarded according to the following scale:

• To qualify for EMP awards a player must have played at least half of the boards in the Round-Robin stage and at least half of the boards in the last KO-match won by his team.

• Teams may concede after the first stanza of a KO-match and the opponent will be declared winner of the match.

• Teams ranked 5th or below may withdraw before the start of the first stanza and the opponent will be declared winner of the match.

• Teams ranked 5th or below may mutually agree not to play a KO-match and will both be considered losers of that match. If this is the “Semifinal” within that group (5th-8th resp. 9th-12th) the other “Semifinalists” will be considered playing the “Final” in that group.

These notes are for the convenience of players and captains. They do not substitute for the obligation to know and follow the Conditions, Regulations and Policies of the EBL covering this event.

GENERAL• Smoking is prohibited anywhere in the venue building, including in the toilets.• Mobile phones and electronic devices capable of communication must be switched off in the playing

area and be visible at the table at all times, i.e. they may not be brought to the toilets.• All participants at the Championship venue must visibly wear their official identification badge.• Players are requested to be seated 5 minutes before the scheduled start of play. Any team or pair that

is not seated and ready to play at the start of a period of play will be subject to penalties.• At the table, whether play is actually taking place at the moment or not, players (and NPCs) may

converse only in English unless both pairs (and/or captains) agree to use some other common language at their own risk. TD adjudication will be in English only.

• During the period of play players should avoid discussions or arguments with partner or opponents. In case of a dispute a player’s proper recourse is to a TD (or to the Captain of the team).

BIDDING, ALERTS AND EXPLANATIONS• It is the responsibility of the alerting player to ensure that his screen-mate is aware of the Alert.

Requests for explanations, and the responses thereto, shall be made in writing.• A player’s first call should touch the extreme left of his own segment of the bidding tray, with

subsequent calls overlapping neatly and evenly to the right.• Only Dummy or Declarer may remove the bidding tray from the table, and only Dummy or Declarer may

put the board back in the centre of the table.

DURING AND AFTER PLAY• The opening lead must be made before the screen aperture is opened and only Declarer or Dummy

may open the aperture or call for it to be opened.• Each card should be played towards partner in a consistent manner and placed on the table in the

same position each time. Once played, the player should not vary the orientation of the card.• Quitted tricks should be placed consistently in a neat row in front of the player, evenly overlapping and

at an equal distance from the previous card.• If a player finds an opponent not following any of these rules, even after a warning, the proper recourse

is to call a TD.• If a pair should claim that the responsibility for the slow play is with their opponents, they will do so by

calling a TD. TDs are authorized to remove boards when play has not finished in the allotted time or when slow play may lead to play not being finished in time.

• If a player on the side of the screen receiving the tray considers there has been a break in tempo and consequently there may be unauthorised information he should call a TD. He may do so at any time before the opening lead is made.

• Players are strictly forbidden to watch play at any other table.• In respect of scores the protest time for all matches in the Round Robin ends 30 minutes after the end

of match 11, and in the Knockout stage 15 minutes after the end of the match.• The time for a request for a TD ruling, or a review of a ruling already received, ends 30 minutes after the

end of the match.
