Chapter - I Introduction

1.0 Livestock rearing is one of the most important economic activities in the rural areas of the country providing supplementary income for most of the families dependent on agriculture. Apart from providing a subsidiary income to the families, rearing of livestock such as cattle, buffaloes, sheep, goats, pigs, poultry etc. is a source of nutrition in the form of milk, eggs and meat. Owing to conducive climate and topography, Animal Husbandry Sector have played prominent socio-economic role in India. It has been found that in the time of exigencies like drought and other natural calamities, it is the livestock, which comes to the rescue of the vast sections of rural population. As the ownership of livestock is more evenly distributed with landless labourers, small and marginal farmers, the progress in this sector will result in a more balanced development of the rural economy.

1.1 The Government of India has been supplementing efforts of the State Governments in the development of animal husbandry, dairying and fisheries sectors and providing assistance to the State Governments for control of animal diseases, scientific management and upgradation of genetic resources, increasing availability of nutritious feed and fodder, sustainable development of processing and marketing facilities and enhancement of production and profitability of livestock and fisheries enterprises.

1.2 For proper planning and formulation of any programme, meant for bringing up further improvement in livestock sector, its effective implementation and monitoring their impact, data are required at every possible administrative and geographic level. The Livestock Census conducted quinquennially is the main source of such data in the country. The Livestock Census in the country started in the year 1919-1920. Since then it has been conducted once in every 5 years. The last census was conducted in 2007 with reference date 15th October. The present Census is 19th one in the series of the Livestock Census conducted so far in the country. This Census will be conducted with reference date 15th October, 2012.

Actual enumeration along with houselisting operation will be done from 15th September 2012 to 15th October 2012. On 15th October 2012, the data collected will be verified and record the changes, if any.

The Schedules to be canvassed in this census are given at Annexure-I. The Census will continue to be conducted in cent percent villages and wards. Enumeration of all livestock and poultry birds possessed by households, enterprises and institutions will be done. Following are the Schedules to be canvassed in the Census.

1. Schedule-1. Houselist of households, enterprises and institutions: The Schedule-1 will be canvassed for recording the list of households, enterprises

and institutions in the Village/Ward under enumeration. Out of this list, Schedule-3 will be canvassed in households, enterprises and institutions possessing any type of livestock and poultry birds.

2. Schedule-2. Village/Ward Profile: This schedule provides profile of the village/ward on the basis of information collected in Schedule-1and Schedule-3 besides information on stray cattle and dogs. Disaggregated information on various species of farm animals and poultry birds collected through Schedule-3 will be recorded at village level for rural areas and at ward level for urban areas in Block 5 of this schedule.

3. Schedule-3. Household, Enterprise & Institution Schedule: This is the main schedule for collecting data on livestock, poultry and equipments used in livestock sector and has to be canvassed in every household, enterprise and institution possessing any type of livestock and or poultry birds.

This schedule has been divided into following parts.

Part-I: Livestock: It has been divided into 9 blocks. Information on various species of farm animals will be recorded separately for (i) households and household enterprises and (ii) non-household enterprises and institutions. These 9 blocks have been divided into two sub- blocks- Block ‘A’ for recording information from households and household enterprises and Block ‘B’ for recording information from non-household enterprises and institutions.

Part II: Poultry: Part II has been divided into two blocks viz. Block I: Backyard Poultry and Block II: Poultry Farms & hatcheries. In Block-1 information will be collected only for households and household enterprises and in Block-2 information will be recorded separately for household enterprises and non-household enterprises.

Part III: Number of equipments used in Livestock Sector. Information will be recorded separately for (i) households and household enterprises and (ii) non-household enterprises and institutions.

1.3 The duty of the 19th Livestock Census Enumerator/Supervisor is of great importance. The data collected in this census will be utilized for planning and formulation of various schemes/programmes aimed at bringing further improvement in Animal Husbandry Sector and monitoring of their impact. Being a primary field worker, he/she plays a very important role in maintaining the timeliness in collecting quality data.

1.4 As an Enumerator/Supervisor, he/she is required to organize his/her work in the following manner:

Step1: He/she should read the instruction manual carefully and fully understand the guidelines.

Step 2: He/she should be fully conversant to the local conditions and the work he/she is required to do. He/she must develop a cordial relation with the inhabitants of the village/ward by meeting the concerned officials/persons in the village/ward like; Gram Pradhan, Panchayat Members, Government Officials, Religious/Community Leaders etc. and take them in confidence. This will help in removing the misapprehensions of the people and ease out hostility, if any, in his work of enumeration.

Chapter-II General Information

2.0 The information collected from individual household/enterprise under the census is confidential and will be used only for statistical purposes. Enumerators should not reveal information collected from a household/enterprise to anyone either for official or non-official purpose. Violation of confidentiality of the individual information is liable to disciplinary action. 2.1 The schedules may be printed in A-4 size paper (210mm X 297 mm). Schedules 1 & 3 may be printed in the form of a booklet. A punching hole may be provided at the extreme top left corner of the booklet for easy tagging of additional sheets, if required, for Schedule-1 and Schedule-3. Schedule 2 may be printed either in English or in bilingual with one language as English. 2.2 Schedule1: List of households, enterprises and institutions: 2.2.0 Part I: Identification particulars of village/ward are required to be filled up only on the first page of the schedule. 2.2.1 Note -1 and 2 are required only on the last page of the schedule. 2.2.2 Provision for at least 300 rows may be made in Part II: list of households, enterprises and institutions. If 300 rows are not found sufficient to list all the households, enterprises and institutions in a village/ward, additional sheet for recording particulars of household, enterprises and institutions may be appended. 2.3 Schedule 2: Village/ward profile: For this schedule, additional sheet would not be required. 2.4 Schedule 3: Households, enterprises and institutional schedule 2.4.0 Only small percentage of households possesses livestock/poultry birds in the urban areas. Therefore, the schedule which will be canvassed in urban areas should have less number of pages as compared to schedule that will be canvassed in rural areas. Therefore, Schedule-3 for rural areas and urban areas should be of different colour. 2.4.1 For rural areas, appropriate number of rows may be provided for each block depending on average village population of various species of animals/ poultry birds in the State. In the States like Karnataka, Tamilnadu, Maharashtra,

Jammu & Kashmir more number of rows would be required in Block-1A (cattle), Block-2A( buffaloes), Block-4A(sheep) and Block -5A(goats) and less number of rows would be required in Block-6A(pigs), Block-7A(Horses, Ponies and Mules), Block-8A (Donkeys and camels) and Block-9A (Dogs, rabbit and elephants). In the States like Haryana, Punjab and Uttar Pradesh where number of buffaloes are significantly more than cattle population; more rows should be provided in Block-2A(buffaloes) and less number of rows in Block-1A(cattle). Similarly in the States like Kerala, West Bengal, Tamilnadu, Karnataka and Orissa more rows should be provided in Block-1A (cattle) and less number of rows in Block-2A (buffaloes). In the States like Manipur, Meghalya, Mizoram and Nagaland more rows would be required in Block-6A(pigs) and less number of rows in Block-2A (buffaloes), Block -3A (Mithun and Yaks), Block-4A (sheep) and Block-5A (goats). Accordingly number of pages required for each block may be decided. Normally no additional pages would be required for the blocks in ‘B’ category i.e. for non-household enterprises and institutions. 2.4.2 Loose additional sheets of different Blocks should be given to Enumerators for appending in the booklet, if required. Page numbers should be given once enumeration in the allotted village/wards is completed.

2.5 Inventory-cum-Delivery Challan of schedule-1,2 and 3 Inventory-cum-Delivery Challan of schedule-1,2 and 3 should be filled after completion of enumeration in each village/ward. Item 6,7,8 and 9 will indicate total number of pages attached in schedule-1, 2 and 3. Information on number of pages attached for each block in Schedule-3 will be recorded in item 8. After completion of enumeration in the village/ ward and filling up of Schedule 2, all sets of schedules may be tagged in one place and put in one envelope. . 2.6 Enumerator should keep all records properly and arrange them in sequence of house listing. The Schedules should be kept safe, wrinkle free. 2.7 After the enumeration work in the allotted village/ward is over, the Enumerator has to write period of enumeration, her/his name and put signature at the space provided for in the bottom of the Schedule-2. If Supervisor visited a village/ward any time during enumeration and supervised the work of enumeration, he should also write his name and put signature along with the date of visit.

Chapter-III Important concepts and definitions used in different schedules of 19th

Livestock Census 3.1 Geographical coverage: The census will be conducted in all the districts of the Indian Union. The enumeration will be done in cent per cent villages and wards. Various species of animals (Cattle, Buffalo, Mithun, Yak, Sheep, Goat, Pig, Horse, Pony, Mule, Donkey Camel, Pig, Dog, Rabbit and Elephant)/ poultry birds (Fowl, Duck, Emu, Turkeys, Quail and other poultry birds) possessed by the households, enterprises and institutions will be counted at their site. 3.2 Building: A building is generally a single structure on the ground. Sometimes it is made up of more than one component unit which are used or likely to be used as dwellings (residence) or establishments such as shops, business houses, offices, factories, work sheds, schools, places of entertainment, places of worship, godowns, stores, etc. It is also possible that buildings which have component units may be used for a combination of purposes such as shop-cum-residence, workshop-cum-residence, office-cum-residence etc. 3.3 House – A house is a building or part of a building having a specific main entrance from the road or common courtyard or staircase, etc. used or recognized as a separate unit. It may be occupied or vacant. It may be used for a residential or non-residential purpose or both. If a building has a number of flats or blocks which are independent of one another having separate entrances of their own from the road or a main gate, they will be considered as separate house. 3.4 Household: A group of persons normally living together and taking food from a common kitchen will constitute a household. Head of household will be that member of the household who is accepted generally as the head of the household by the members of the family. He/she may or may not be the major earning member. It should be left to the members of a household to decide upon whom they consider to the head of the household. 3.5 Rural and Urban Areas: Village or Town is recognised as the basic area of habitation. In all censuses throughout the world this dichotomy of Rural and Urban areas is recognized and the data are generally presented for the rural and urban areas separately. In the rural areas the smallest area of habitation, viz., the village generally follows the limits of a revenue village that is recognized by the normal district administration. The revenue village need not necessarily be a single agglomeration of the habitations. But the revenue village has a definite surveyed boundary and each village is a separate administrative unit with separate village accounts. It may have one or more hamlets. The entire revenue village is one

unit. There may be unsurveyed villages within forests etc., where the locally recognized boundaries of each habitation area is followed within the larger unit of say the forest range officers jurisdiction. An urban area, according to the Census definition, consists of: 1) all statutory towns : All places with a municipality, corporation, Cantonment Board or notified town area committee, etc. so declared by state law. And 2) Census towns : Places which satisfy following criteria :- a. a minimum population of 5000 ; b. at least 75 percent of male working population engaged in nonagricultural pursuits; and c. a density of population of at least 400 persons per sq km. In addition, some areas falling in the vicinity of city or town are also considered as urban area if they are treated as the out growths (OGs) of the main urban unit. 3.6 Enterprise: An enterprise is an undertaking which is engaged in production and or distribution of some goods and or services meant mainly for the purpose of sale. 3.7 Household enterprise: A household enterprises is one which is run by one or more members of a household or run jointly by two or more households on partnership basis irrespective of whether the enterprise is located in the premises of the household or not. 3.8 Non-household enterprise: A non-household enterprises is one which is institutional i.e. owned and run by the public sector (Central or State Government, local bodies, government undertakings, etc.), private corporate sector (include public and private limited companies registered as joint stock companies under the Companies Act 1956), Co-operative societies, other type of societies, institutions, associations, trusts, etc. . 3.9 Institution: For the purpose of 19th Livestock Census, Temple, Mosque, Gurudwara, etc will be covered under Institution 3.10 Indigenous Animals: Animals which belongs to descript/non descript breeds of indigenous origin. 3.11 Exotic Animals: Animals which are developed in other countries are described as exotic animals. The most important exotic dairy cattle breeds in India are Jersey and Holstein Friesian (HF). 3.12 Cross-bred Animals: Animals which are produced by crossing indigenous animals with exotic breeds or indigenous animals which have exotic inheritance are described as crossbred animals.

3.13 Animals in milk: Animals in milk production are described as animals in milk. 3.14 Dry Animals: Animals which are calved but at present not in production are described as dry animals. Animals that can not be calved in future are not covered under this category.

3.15 ‘Desi’ and ‘improved’ poultry birds

If a hen/duck lays more than 100 eggs in a year then it is categorized as ‘improved’ hen/duck or else it is categorized as ‘desi’. If a cock/ chicken/ drake/ duckling falls into the flock of an ‘improved’ hen/duck then it an ‘improved’ cock/ chicken/ drake/ duckling or else it is ‘desi’.

3.16 Slaughter: It means the killing or destruction of any animal for the purpose of food and includes all the processes and operations performed on all such animals in order to prepare it for being slaughtered. 3.17 Slaughter house: It means a slaughter house wherein 10 or more than 10 animals are slaughtered per day and is duly licensed or recognized under a Central, State or Provincial Act or any rules or regulations made there under.

3.18 Meat/Butcher Shop: A butcher is a person who may slaughter animals, dress their flesh, sell their meat or any combination of these three tasks. Some butchers sell their goods in specialized stores, commonly termed a butcher shop..

3.19 Meat Processing: Preparation of meat for human consumption

3.20 Poultry Farms: Farms having more than 1000 birds will be considered as Poultry Farms. Farms having only Emu/Ostrich birds will be considered as farm if having more than 20 birds. However, all government enterprises having poultry are considered as poultry farms irrespective of the number of birds in them.

3.21 Incubator/Breeder: Used for raising & managing chicks.

3.22 Milking Machine: Used for milking from milch animals.

3.23 Baler: Used for making bales of straw for easy transportation.

Chapter-IV

Instructions to Field Staff for recording information in Schedule 1: Houselist of households, enterprises and institutions 4.0.0. Enumerators are required to prepare a complete list of the households, enterprises and institutions for each village/ward so that households, enterprises and institutions possessing any type of livestock and poultry can be identified. Once particular of a household/enterprise/institution having any type of livestock and poultry is recorded in Schedule-1, the detailed information of about livestock/poultry birds and equipments used in livestock sector in the household/enterprise/ institution will be recorded in Schedule-3. Information in Schedule1 and 3 will be recorded by visiting every building and the household/enterprise/institution therein. 4.0.1 Before starting the work of listing in a village enumerators should inquire from school teacher/patwari/ village official as to whether there is any non-household enterprises / institution having any type of livestock and /or poultry birds in the village. As mentioned earlier non-house hold enterprises includes enterprises run by public sector (central/ state Government/ Local bodies, government undertakings ), private corporate sector (include public and private limited companies registered as joint stock companies under the companies Act 1956. If there is a non-Household enterprise having any type of livestock and/or poultry in the village enumerator should visit it and find out the right official who would furnish the information on behalf of the enterprise. He should find out when he would be available for furnishing the information. 4.1.1 Procedure for listing of houses: In order to ensure complete listing of houses/households, it is better to follow some definite order for listing. The order followed in 2011 Population Census is to be adopted, wherever possible, taking care that any house that has come up later is not omitted: otherwise, listing may be done in serpentine manner starting from the north-west corner and moving southwards. 4.1.2 For the purpose of identification of enterprises and institution it may be noted that an enterprise is an undertaking which is engaged in production and or distribution of some goods and or services meant mainly for the purpose of sale. A household enterprises is one which is run by one or more members of a household or run jointly by two or more households on partnership basis irrespective of whether the enterprise is located in the premises of the household or not. A non-household enterprises is one which is institutional i.e. owned and run by the public sector (Central or State Government, local bodies, government undertakings, etc.), private corporate sector (include public and private limited

companies registered as joint stock companies under the Companies Act 1956), Co-operative societies, other type of societies, institutions, associations, trusts, etc. : For the purpose of this census, Temple, Mosque, Gurudwara, etc will be covered under Institution

Various columns of the Schedule-1 and procedures for filling them up are described below: 4.2 Part I: Identification particulars of Village/ Ward ( Code as developed by ORGI) 4.2.1 Item No. 1-5: Identification particulars (such as State, District, Tahsil/Taluk/Police Station/Block and village/ward along with their codes) of the village/ward under enumeration will be recorded in item 1 to 5. The codes for various administrative areas, developed by the office of the Registrar General, India will be used. These codes will be provided to the enumerators by the State Government at the time of training. Sub district will be either of Tehsil, Taluk, Mandal or Block depending on the State 4.2.2 Item No. 6: Information on total number of households in the village as per 2011 population census will be recorded in item 6 . This information may be collected from school teacher/ patwari/ village official. 4.3 Part II : List of households/enterprises/institutions Information pertaining to each household, enterprises and institution will be recorded in a separate row . 4.3.1 The name of the hamlet, street, mohalla and date of listing may be written in column (2) at the top before listing of houses starts. This will help in checking completeness. 4.3.2 Column (1): Serial number: Running Serial Number may be given in this column. 4.3.3 Column (2): House number: All houses including vacant once shall be listed by giving a house number. The 2011 Population Census house number or the number given by the local panchayat, municipality or other local bodies, may be used, if available. However, for the houses without such numbers, a uniform procedure has to be adopted for numbering them. They will be given a separate running serial number starting from 1 within brackets. Whenever house numbers are available, even if not for all the houses, the actual house numbers shall be recorded without any brackets.

4.3.4 Column (3): Serial Number of Household: The household(s) residing in the house listed in column (2) will be numbered in column (3). All households will be given a running serial numbering this column. Against vacant and non-residential houses, no serial number will be provided and (-) will be recorded in column (3). Households in a listing schedule will be given continuous serial no. If the listing in a village/ward is not completed in one listing schedule, the listing can be continued in a fresh listing schedule with continuous serial no. 4.3.5 Column (4): Name of Head of Household/ Name of Enterprises/ Institutions: In case of a residential house listed in column (2) name of head of household will be recorded in this column for each household residing in the house. Head of household will be that member of the household who is accepted generally as the head of the household by the members of the family. The name of the Head of each household is to be recorded in this column. Enter one name in one row corresponding to each household. The head of the household is ascertained on the information furnished by the respondent. In the case of a non-residential house listed in column (2), it will be mentioned in column (4) whether it is, Dairy Farm, Sheep Farm, Goat Farm, Pig Farm, Goshala, Poultry Farm, Poultry Hatchery, Meat/butcher shop, Slaughter house, Meat processing plant, Agriculture University, Veterinary College, temple, Dharamshala, Office building, Non-Agricultural Enterprise(NAE), panchayat ghar, etc. Non-residential houses used as Slaughter house, Meat/Butcher shop and Meat Processing Plant should be clearly mentioned in column (4) of the Schedule-1. This information will be used by the enumerator in compiling number of Slaughter houses, Meat/Butcher shops and Meat Processing Plants in the village/ward and will be recorded in Block 3 of Schedule-2. For such households who keep their all livestock at their enterprises, animals will be counted while listing their enterprises. In such cases the household will not be given any Serial Number in the column (6) because animals are not kept in household. If Poojari of a temple who is living in the temple is owner of a cow, that cow will be counted in his household and not under the ‘Institution’. If a cow is owned by the temple then it will be counted in the name of that temple (institution). If a household/ enterprise/ institution does not have any type of livestock or poultry birds a dash (-) will be entered in column (5) to (7).

4.3.6 Column (5): Having any type of Livestock or Poultry Bird: If a household/enterprise/institution, listed in column(4) possesses any type of livestock (Cattle, Buffalo, Mithun, Yak, Sheep, Goat, Pig, Horse, Pony, Mule, Donkey Camel, Pig, Dog, Rabbit and Elephant) and/or poultry (Fowl, Duck, Emu,

Turkeys, Quail and other poultry birds) ‘√’ mark in column (5) will be recorded against that household/enterprise/institution. 4.3.7 Column (6): Serial No. of the household/ Household enterprise: Against every household and household enterprise that is given ‘√’ mark in column 5, a running Serial Number will be given in column (6). Against every non-household enterprise and institution, there will be no entry in column (6). The last Serial Number in Column (6) will provide information on number of households and household enterprises having any type of livestock and/or poultry birds. 4.3.8 Column (7): Serial No. of the Non-household enterprise/ institution: Against every Non-household enterprise and institution that is given ‘√’ mark in column (5) a running Serial Number will be given in column (7) Against every household and household enterprise, there will be no entry in column (7). The last Serial Number in Column 7 will provide information on number of Non-household enterprises and institutions having any type of livestock and/or poultry birds. After completion of enumeration in the allotted village/ward, Enumerator should keep all pages of Schedule-1 in sequence of house listing.

5.0 This schedule provides profile of the village/ward on the basis of information collected in Schedule 1&3 besides information on stray cattle & dogs.

Except the information in Block [1] and [2], the information in Schedule 2 will be filled up only after completing Schedule 1 and 3

5.1.1 Block [1] Item No. 1 to 5: In the space provided against each items, name and corresponding codes of the state, district, tehsil/block/ village/ward etc. will be written. The codes as developed by the Office of the Registrar General, India for various administrative areas shall be used for this purpose. 5.1.2 Block [2] Item No. 1 to 2: Information on approximate number of stray cattle and dogs in the village /ward will be collected from Sarpanch/ other panchayat member/ patwari/teacher/others and will be recorded in item 1 and 2 respectively. Information on street dog need to be collected from sarpanch/patwari/teacher etc. This is recorded in schedule 2. Information on domesticated dog is collected in block 9A & 9B of schedule 3. 5.1.3 Block [3] Information to be recorded from schedule-1. Information in item 1 to 4 in Block [3] will be copied from Schedule-1. Information in item 5 to 7 in Block [3] will be compiled on the basis of information recorded in column (4 )of Schedule-1. Chapter-VI Instructions to field Staff for recording information in Schedule 3: Household, Enterprise and Institution Schedule 6.0 This schedule will be filled up for each household, enterprises and institution in the village/ ward under enumeration and possesses any species of domestic livestock and/or poultry. The schedule has been divided into three parts viz. Part I: Livestock, Part II: Poultry and Part III: Equipments used in livestock sector. There are 9 blocks in Part-I, 2 in Part-II and 1 in Part III. These blocks have been divided into two sub- blocks- Block ‘A’ for recording information from households and household enterprises and Block ‘B’ for recording information from non-household enterprises and institutions. If a household is possessing 4 cows, 2 goats and 5 poultry birds, then Enumerator will fill up the details for that household only in Block-1A and Block-5A of Part I and Block-1A in Part II of Schedule 3. If non-household enterprise is possessing 200 cows and 300 buffaloes then Enumerator will fill up the details for that non-household enterprise only in Block-1B and Block-2B of Part I of Schedule 3. 6.1 Except Block-1 (cattle) in Part I and Block -1 (backyard poultry) all blocks can be printed on one A4 size sheet. These two blocks, required for recording details of cattle and backyard poultry, can be printed on two A4 size sheets. Each row of a block of this schedule will contain the detailed information of a particular household/household enterprises or non-household enterprise/institution. For the schedules printed on A4 size paper (normally 20 rows in one A4 size sheet) information from 20 households/enterprise/institution can be recorded in one sheet of a block. If there are 100 household possessing buffaloes, then 4 additional sheets would be required to record information from all the 100 households in Block 2A. If there is no yak/Mithun in a particular state that particular block of schedule 3 need not to be printed by the state. However codes allotted to each of the species should not be disturbed Part-I: Livestock General instructions: 6.2.0 Information on 15 kinds of domesticated animals will be collected under this Part of schedule. These are- Cattle, Buffalo, Mithun, Yak, Sheep, Goat, Pig, Horse, Pony, Mule, Donkey, Camel, Dog, Rabbit and Elephant. Information will be collected in a separate block for Cattle, Buffaloes, Sheep, Goats, Pigs,

‘Mithuns & Yaks’, ‘Horses & Ponies and Mules’, ‘Donkeys and Camels’ and ‘Dogs, Rabbits and Elephants’.

6.2.1 Depending on species of animals possessed by the household/ enterprise/institution, information will be recorded only in the relevant blocks.

While collecting details of animals possessed by the household or enterprise or institution, enumerator should take adequate care to ensure that no animal including young stock is missed.

6.3.1 Block 1A & 1B: Instruction for filling up information on Cattle: 1. Cattle as a species of livestock have been given the code ‘01’. The broad category of the cattle is Exotic, Crossbred and Indigenous. Exotic animals are developed in other countries. The most important exotic dairy cattle breeds in India are Jersey and Holstein Friesian (HF). Indigenous animals are descript/non descript breeds of indigenous origin. Crossbred animals are produced by crossing indigenous animals with exotic breeds or indigenous animals which have exotic inheritance are described as crossbred animals. 2. In the column 6 of Schedule-1: ‘House-list of households, enterprises and institutions’ every household and household enterprise possessing any type of livestock or poultry in the concerned village/Ward is given a unique serial number. Similarly in the column 7 of Schedule-1: ‘House-list of households, enterprises and institutions’ every non-household enterprise and institution possessing any type of livestock or poultry given a unique serial number 3. If a household/ household enterprise, which is given a unique serial number in Column 6 of House-list, possesses cattle, the serial number (from column6 of Schedule1) and name of the head of household/ household enterprise (from column4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 1A. 4. If a non household enterprise/institution, which is given a unique serial number in Column 7 of House-list, possesses cattle, the serial number (from column 7 of Schedule1) and name of the non-household enterprise/ institution (from column4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block1B. Columns 4 to 17 will contain information for Exotic/Crossbred Cattle; Columns 18 to 31 will contain information for Indigenous Cattle; Columns 32 will give total of Exotic/Crossbred Cattle and indigenous cattle i.e. column 17 + column31 Filling up information for exotic/crossbred cattle

5. Exotic and crossbred male cattle have been classified broadly in two age groups each namely; upto 1½ years, and over 1½ years. Exotic and crossbred female cattle have been classified broadly in three age groups each namely; under 1 year, 1 to 2½ years, and over 2½ years. Information on number of exotic and crossbred cattle possessed by the household/enterprise/institution will be collected for these broad age groups.

6. For male cattle of ages above 1 ½ years and female cattle of above 2 ½ years, the use in which they are being put in by the owner has also to be recorded. For male cattle above 1 ½ years of age, write their numbers as per their usage in the appropriate column. Usage of male cattle has been classified as ‘breeding only’, ‘draught only’, ‘both draught & breeding’ and ‘Others’. The male total will be calculated by adding the number of male cattle belonging to the age group-upto 1 ½ years and above 1 ½ years and will be recorded in column 9

Others among male cattle include old male cattle and those used for race, worship etc.

7. Female cattle of age ‘above 2 ½ years’ are to be counted use-wise – ‘In Milk’, ‘Dry’ or ‘Not calved once’ and ‘others’. The female total will be calculated by adding the number of female cattle belonging to the age group-under 1 year, 1 to 2 ½ years and above 2 ½ years and will be recorded in column 16.

8. Column 17 will give total Exotic/crossbred cattle i.e. column9+column16

For the households/enterprises that own exotic/crossbred cows, at first information should be collected on total number of exotic/crossbred in-milk cows (that are in milk production presently) and recorded as ‘in-milk’ in column 12. Information should be collected on number of exotic/crossbred cows that are calved but at present not in milk production may be collected subsequently and recorded as ‘dry’ in column 13. If animals are reported in column 12 or 13, information on number of calves born during last 365 days and out of these number of male and females calves that are with them at present should be ascertained. Inquiry may be made about number of female calves ‘under 1 year’ possessed and recorded in column 10. Information collected on total female exotic/crossbred cattle should always be cross checked with the sum of information collected in columns 10 to 15. After collecting information on female exotic/crossbred cattle, information should be collected on male cattle. Information elicited on number of male calves born during last 365 days should be taken into account while collecting information on ‘upto one and half years’ calves in column 4.

Filling up information for indigenous cattle 8. Indigenous male cattle have been classified broadly in two age groups each namely; upto 2 years and over 2 years. Column 31 will give total Indigenous cattle i.e. column23 +column30

Column 32 is the sum of all the cattle i.e. Column 17+ Column 31

For the households/enterprises that own indigenous cows, at first information should be collected on total number of indigenous in-milk cows (that are in milk production presently) and recorded as ‘in-milk’ in column 12. Information should be collected on number of indigenous cows that are calved but at present not in milk production may be collected subsequently and recorded as ‘dry’ in column 13. 3. If a non household enterprise/institution, which is given a unique serial number in Column 7 of House-list, possesses buffaloes, the serial number (from column 7 of Schedule1) and name of the non-household enterprise/ institution (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block2B. 4. Male buffaloes have been classified broadly in two age groups each namely; up to 2 years, and over 2 years. Female buffaloes have been classified broadly in three age groups each namely; under 1 year, 1 to 3 years, and over 3 years. If a household/ household enterprise, which is given a unique serial number in Column 6 of House-list, possesses Mithuns or Yaks, the serial number (from column 6 of Schedule1) and name of the head of household/ household enterprise (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 3A.

2. If a non household enterprise/institution, which is given a unique serial number in Column 7 of House-list, possesses Mithuns or Yaks, the serial number (from column 7 of Schedule1) and name of the non-household enterprise/ institution (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 3B. 3. The species code of Mithun is ‘03’ and that of Yak is ‘04’

4. Mithuns & Yaks have been classified broadly in two age groups namely; ‘under 3 years’, ‘3 years & above’. Age classification is same for both male and female.

5. Columns 4 to 10 will contain information on mithuns. Column 10 will give total Mithuns i.e. column 6 +column 9

6. Columns 11 to 17 will contain information on Yaks.

7. Column 17 will give total Yaks i.e. column 13 +column 16

6.3.4 Block 4A& 4 B: Instruction for filling up information on Sheep

1. 3. Horses and Ponies look a like. Those having height of 4 feet 8 inches and above are categorized as horses and the rest are the Ponies.

4. The species code for the Horses & Ponies is ‘08’ and that for the Mules is ‘09’.

5. The horses & ponies and mules have been broadly grouped in two age groups namely ‘under 3 years’ and ‘3 years & above’.

6. Male horses and ponies of age ‘3 years and above’, information on their usage i.e ‘used for cart/carriage’ and ‘used for sport’ may be collected.

7. Columns (4) to (11) will contain information on horses & ponies. Column (11) will give the total number of horses & ponies i.e. Column (7) + Column (10).

8. Columns (12) to (14) will contain information on Mules. Column (14) will give the total number of Mules i.e.Column12 + Column13.

6.3.8 Block 8A& 8B: Instruction for filling up information on Donkeys and Camels

1. If a household/ household enterprise, which is given a unique serial number in Column 6 of House-list, possesses Donkeys or Camels, the serial number (from column 6 of Schedule1) and name of the head of household/ household enterprise (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 8A.

2. If a non household enterprise/institution , which is given a unique serial number in Column (7) of House-list, possesses Donkeys or Camels, the serial number (from column (7) of Schedule1) and name of the non-household enterprise/ institution (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 8B.

3. The species code for Donkeys is ‘10’and that for Camels is ‘11’

4. The donkeys have been broadly grouped in two age groups namely; ‘under 3 years’ and ‘3 years & above’.

5. The Camels have been broadly grouped in two age groups namely; ‘under 4 years’ and ‘4 years & above’. 6. Columns (4) to (10) will contain information on donkeys. Column 10 will give the total number of donkeys i.e. Column (6) + Column (9).

7. Columns (11) to (17) will contain information on camels. Column 17 will give the total number of camels i.e. Column (13) + Column (16).

6.3.9 Block 9A& 9 B: Instruction for filling up information on Dogs, Rabbits and Elephants

1. If a household/ household enterprise, which is given a unique serial number in Column (6) of House-list, possesses Dogs or Rabbits or Elephants, the serial number (from column (6) of Schedule1) and name of the head of household/ household enterprise (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 9A.

2. If a non household enterprise/institution, which is given a unique serial number in Column 7 of House-list, possesses Dogs or Rabbits or Elephants, the serial number (from column 7 of Schedule1) and name of the non-household enterprise/ institution (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 9B.

3. The species code for dogs is ‘12, for Rabbits ‘13’ and for Elephants ‘14’.

4. Columns (4) to (6) will contain information on dogs.

6.4 Part- II: Poultry

6.4.1 Block 1A: Backyard Poultry

1. If a household/ household enterprises, which is given a unique serial number in Column (6) of House-list, possesses backyard poultry, the serial number (from column 6 of Schedule1) and name of the head of household/ household enterprise (from column 4 of Schedule 1) will be copied down in column (2) and (3) respectively of Block 1A.

2. Information in this block will be collected for Backyard Poultry only.

3. Data on number of cocks, hens and chickens are to be collected separately for desi and improved categories.

If a hen/duck lays more than 100 eggs in a year then it is categorized as ‘improved’ hen/duck or else it is categorized as ‘desi’. If a cock/ chicken/ drake/ duckling falls into the flock of an ‘improved’ hen/duck then it an ‘improved’ cock/ chicken/ drake/ duckling or else it is ‘desi’. Broilers may be covered under ‘improved’ variety

4. Information on ducks, drakes (male ducks) and ducklings (below six months) will be collected separately for ‘improved’ and ‘desi’ categories. Information on numbers of Turkeys by male/female, Quails and Other Poultry Birds will be collected without classification of improved/desi.

6.4.2 Block 2A & 2B : Poultry Farms and Hatcheries

1. If a household/ household enterprise, which is given a unique serial number in Column 6 of House-list, possesses a Poultry farm or a Hatchery, the serial number (from column 6 of Schedule1) and name of the Poultry Farm /Hatchery (from column 4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block 2A.

2. If a non household enterprise , which is given a unique serial number in Column 7 of House-list, possesses a Poultry farm or a Hatchery, the serial number (from column 7 of Schedule1) and name of the non-household enterprise (from column4 of Schedule 1) will be copied down in column 2 and 3 respectively of Block2B.

3. Information on poultry farms and hatcheries will be collected in these Blocks.

4. Information on type of farm will be recorded in Column (4). A poultry farm can be classified as ‘Layer Farm’, ‘Broiler Farm’ and ‘Duck and other Poultry Farm’ and Hatchery. Provide code ‘1’ to the ‘Layer Farm’, Code ‘2’ to the ‘Broiler Farm’ , Code ‘3’ to the ‘Duck and other Poultry Farm’ and Code ‘4’ to Hatchery

6.5 Part-III.

6.5.1: Block A & B: Number of Equipments used in Livestock Sector

Under this section, information on the equipments used in Livestock sector will be collected. Information will be collected from all households, enterprises and institutions that are listed in Column (6) and (7) of Schedule1

Column (4) to (7) will contain information on number equipments used in livestock sector, namely, Mechanized milking machine, Mechanized fodder cutter, Mechanized chopper & Baler, Mechanized dung collection and/or disposal equipments

6.6 Instructions for manual compilation of Village/ward totals Instructions regarding crosschecking of page totals: Enumerators should check, page-wise, row totals with the corresponding column totals. For example sum of page total in column 9 (Total male) and column 16 (Total female ) should be the same as in column 17 (total exotic/crossbred cattle). In case of any discrepancy, the Enumerator should fix the mistake on the spot. Instruction for compilation of village/ward totals: Summing of column wise page totals will provide village/ward total in respect of a block. For example if 4 pages are used for Block2 A (Buffaloes) for a village, Column wise total of all the 4 pages will provide column wise total for the village in respect of Block 2A. At the scrutiny stage at District/Block Headquarters, Scrutinizing Officer should check all the Schedule 2s (Village/ ward profile) of each Enumerator to check as to whether he has done manual compilation carefully. If there is provision of 20 rows on one page, the information recorded on cattle owned by 20 households on one page will be generally close to 20 multiplied by the mode value of cattle possessed by the 20 households (Mode value is that value in a series of observations which occurs with highest frequency. For example if out of 20 households, 7 households have 4 cattle and 5 households have 5 cattle then the mode value will be 4.5 and sum of total cattle of 20 households would be closed to 90). This would help Enumerators and Scrutiny Officers to cross check manual calculations.

Further, State Governments should provide codes to all Enumerators, Supervisory officers and Scrutiny officers.

Subject: 19th Livestock Census – Appointment/ Identification of Enumerators and Supervisors – regarding.

The enumeration work for the 19th Livestock Census will be done from 15th September to 15th October 2012. The enumerators are normally drawn from the village/municipal level functionaries of various departments such as revenue, panchayats, education, women & child development, animal husbandry etc .In the case of shortage of Government officials, educated unemployed youths are deployed as enumerators. The field work of the enumerators is checked by field supervisors. The officers at block/district/State level are drawn from the State Animal Husbandry Department to supervise and monitor the work at every level extensively in the areas under their jurisdiction.

In order to facilitate smooth conduct of Livestock Census, Enumerators and Supervisors have to be appointed /identified for the fieldwork. The trained personnel of animal husbandry field (presently employed or unemployed) like AI personnel, skilled local persons and qualified youth capable of being trained on various terminology used and procedures for filling up information against every items, may be engaged for data collection work. The State Government may also consider outsourcing the enumeration work to a reputed agency under the close supervision of officers from the State Animal Husbandry Department. There should be optimum number of enumerators and supervisors for ensuring quality of data at collection level. Following may be taken into account while deciding the number of enumerators and the supervisors:

1. On an average for every 1500 households in plain area/ for every 1000 households in difficult and hilly area , one enumerator could be appointed.

2. Notwithstanding the criteria of 1500 households, efforts are to be made, as far as possible, to appoint one enumerator for one village/hamlet/ward of city/town. In large villages/hamlet where number of households is too large to be managed by one enumerator, more than one enumerator could be appointed with well demarcated boundary of their areas.

3. A supervisor will be appointed for every 6 enumerators.

4. The personnel so appointed should be posted, as for as possible, to nearby areas of their usual residence.

5. Some persons appointed for the work may not report for the duties due to the reasons beyond their control. Consideration for some percentages of absenteeism may be incorporated in deciding the numbers of enumerators and supervisors.

6. The personnel appointed as enumerators/supervisors are to perform specific duties as listed below for the specified period only till the enumeration work is over.

Duties and responsibilities of the Supervisors:

(i) Ensure that all enumerators appointed under him/her report to their duties under the census work. Absenteeism in unavoidable circumstances should promptly be brought to the notice of authorized persons and suitable arrangement may be made after consultation. Solve the problems, If any, faced by the enumerators in their work of enumeration.

(ii) Ensure availability of sufficient number of schedules and other related materials to the concerned Enumerators.

(iii) Organize, supervise and monitor the enumeration work of the Enumerators under them.

(iv) Have random check of some ( at least 2% work of every enumerator) of the filled in schedules. Also facilitate inspection from the higher authorities whenever such officials visit the State/UT.

(v) Finally collection of the filled in schedules in a manner asked for and deposit the same to the authorized person for further necessary action.

Duties and responsibilities of the Enumerators:

(i) Perform the enumeration work under overall supervision and guidance of their Supervisor. Follow the instructions of enumeration as passed on by the supervisor/higher authorities written or otherwise.

(ii) Ensure availability of sufficient number of schedules and other related materials in their possession.

(iii) Keep informed the concerned Supervisor about the progress of the work. Also bring any problem faced to the knowledge of the Supervisor for their prompt solution.

(iv) Facilitate inspection from the Supervisor and the higher authorities where ever such officials visit the State/UT.

(v) Finally hand over the filled in schedules and other related materials to the Supervisor in the manner asked for.

It is requested to identify the suitable personnel for appointment of Enumerators and Supervisors and also complete the formalities of their appointment.

Guidelines for the printing of Instruction manual and inquiry schedules-19th Livestock Census, 2012

The Instruction manual for field staff: 19th Livestock Census 2012 has been finalized in consultation with State Animal Husbandry Departments. A copy of instruction manual along with inquiry schedule has already been supplied to your Department. These are to be printed in the local language for their better understanding and effective use by the enumerators and supervisors. The States/UTs are requested to get the schedules and the instruction manual translated in the local language and printed as per their requirement.

For estimating the requirement of number of the Instruction manual for field staff: 19th Livestock Census 2012 the following may be noted:

1. A copy of the Instruction manual for field staff: 19th Livestock Census need to be made available to every enumerator and supervisor. In addition to this, some copies of the manual may be required for the officials manning the system at the State and District Headquarters. The number of copies of the manual required may be worked out accordingly.

2. In normal circumstances, for every 1500 households, an enumerator and for every 6 enumerators, a supervisor may be engaged. However, in topographically difficult region, where population is normally scattered, this norm of appointing the enumerators and supervisors may not be feasible. In such situations, States/UTs may also consider these factors while deciding the numbers of enumerators and supervisors required.

3. The manual, containing a copy of inquiry schedule, may be provided to the enumerators and supervisors before the commencement of their training.

4. Information on cattle, sheep and goats will be collected for the exotic/crossbred and indigenous category separately. In order to help the Enumerators in recognizing the exotic/crossbred animals properly, the States/UTs are also requested to include in their Instruction manual a coloured photograph of exotic/crossbred of important species found in the respective State/UT. Similarly they may include a photograph of equipments used in livestock sector: (i) milking machine, (ii) mechanized fodder cutter (iii) mechanized chopper and baler and (iv) mechanized dung collection and disposal equipments.

For estimating the requirement of the number inquiry schedules the following may be noted:

1. The Census Schedule consists of mainly three Schedules. Schedule-1: Houselist of households, enterprises and institutions; Schedule-2: Village/Ward Profile and Schedule-3: Household, Enterprise & Institution Schedule.

2. The Schedule-1 will be canvassed for recording the list of households, enterprises and institutions in the Village/Ward under enumeration. Out of this list, Schedule-3 will be canvassed in all the entities (households/ enterprises/institutions) possessing any type of livestock and poultry birds. This schedule printed on both sides of A4 size paper can accommodate information of about 60 entities per sheet. The requirement of number of sheets may be worked out accordingly considering the number of households in the State/UT. Further, a provision of 6 sheets may be made in Part II: list of households, enterprises and institutions in the Schedule 1. If 6 sheets are not found sufficient to list all the entities in a village/ward, additional sheets for recording particulars of other entities may be appended. However, for the States like Arunachal Pradesh, Himachal Pradesh, Uttarakhand, etc where average number of households per village is less than 150, less number of sheets may be provided in the booklet of schedule1.

3. Schedule 2 will provide profile of the village/ward on the basis of information collected in Schedule-1and Schedule-3 besides information on stray cattle and dogs. Disaggregated information on various species of farm animals and poultry birds collected through Schedule-3 will be recorded at village level for rural areas and at ward level for urban areas of this schedule. Information of a village/ward will be recorded in one schedule. The requirement of the number of this schedule may be worked out accordingly.

Schedule 3 is the main schedule for collecting data on livestock, poultry and equipments used in livestock sector and has to be canvassed in every entity possessing any type of livestock and or poultry birds. Thus this schedule may not be canvassed in every entity. This schedule has been divided into three parts. Part-I for recording detailed information on livestock. Part-2 for poultry and part-III for number of equipments used in Livestock sector. In this schedule Block ‘A’s are for recording information from households and household enterprises and block ‘B’s are for recording information from non-household enterprises and institutions. While Part-I: Livestock has been divided into 9 blocks, Part II: Poultry has been divided into two blocks. Part III: Number of equipments used in Livestock Sector has only one block. Each row in a block of this schedule will be devoted to an entity to collect the required information. For a household possessing only buffaloes, only block 2A in Part I will be canvassed. After completing block 2A in Part-1, Block A in Part-III of Schedule 3 is canvassed if the household is using equipments in Livestock sector.

A block in Schedule-3 printed on only one side can accommodate information on about 20 entities and if printed on both sides of the sheet can accommodate information of about 40 entities.

Normally no additional pages would be required for the blocks in ‘B’ category i.e. for non-household enterprises and institutions.

Only small percentage of households possesses livestock/poultry birds in the urban areas. Therefore, the schedule which will be canvassed in urban areas should have less number of pages as compared to schedule that will be canvassed in rural areas. 14 sheets can accommodate information from all the entities in a ward of statutory town or in villages having population of less than 100 households. The

requirement of schedule-3 booklets for the urban areas may be worked out accordingly. Loose additional sheets of different Blocks should be given to Enumerators for appending in the booklet, if required. In a few wards additional sheets for block 1A: Cattle, block 2A: Buffaloes and Block 9A: Dogs, rabbits and elephants may be needed.

For assessing State level printing requirement in the rural areas for the booklets of Schedule 3 (in which information will be collected from all entities in a village), more number of pages/sheets may be provided for a particular block depending on average number of households per village and the percentage of households having animal of that particular category. For example in Uttar Pradesh average number of households per village is 239 as per population Census 2011. If using Livestock Census 2007, it is assessed that out of 239 households, 90 households are expected to possess cattle, 100 households are expected to possess buffaloes, 48 households are expected to possess goats and all other category of animals are expected to be possessed by less than 20 households . Then in a booklet 4 more sheets (20 households per sheet) would be required for Block 1A: cattle, 2 more sheets for Block 2A: buffaloes ( 40 households per sheet) and 1 more sheet for Block 5A: goats ( 40 households per sheet).

5. Besides the above main schedules, a form namely Inventory-cum-Delivery Challan has also been developed which will be used by the enumerators while submitting the filled in schedules of a village/ward. Its number will also be approximately equal to the number of schedule 2.

6. The inquiry Schedules, which will be distributed at the district and sub-district level for collecting the data, will also be required for conducting training at various levels. All these may be taken in to account to meet any exigency while deciding the numbers of various schedules to be printed by the State/UT.

State-wise information on number villages, towns, rural households and urban households (Table-1) and a tentative State-wise assessment regarding number of households having different category of animals in an average village (Table-2) are also enclosed.
