A Bill Allowing Women to Enter the 75th Ranger Regiment

BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Women completing United States Ranger training shall be allowed to 2

enter the 75th Ranger regiment. 3

SECTION 2. Presently, women who successfully complete Ranger School receive a 4

certificate and are awarded the coveted Ranger tab. They then return to 5

their units and are not be assigned to the 75th Ranger Regiment, an 6

assignment separate from Ranger School. 7

SECTION 3. The United States Department of Defense will oversee enforcement. 8

A. The United States Army will implement a policy allowing women to 9

enter into the 75th Ranger Regiment. 10

B. This policy is retroactive for women successfully completing a Ranger 11

training course prior to authorization of this bill. 12

SECTION 4. Policy will go into effect June 1, 2016. 13

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.14

 A  Bill  to  Restrict  Elective  Underage  Plastic  Surgery 1   BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  

2   SECTION  1.   It  shall  be  unlawful  for  individuals  to  undergo  elective  plastic  surgery  

until  the  age  of  18.  3  

SECTION  2.   Elective  surgery  is  deemed  as  any  surgery  that  not  considered  a  4  

medical  emergency  and  or  necessity.  5  

SECTION  3.   The  American  Board  of  Plastic  Surgery  in  collaboration  with  the  State  6  

Medical  Board  will  enact  the  revoking  of  medical  licensing.  7  

8   SECTION  4.   This  bill  will  take  effect  on  January  30,  2016.  

9   SECTION  5.     All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  

void.10

A  Bill  to  Annex  Mexico  BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   The  country  of  Mexico  be  formerly  inducted  into  the  Union  of  the  United  2  

States.  3  

SECTION  2.   Upon   annexation   the   country   of  Mexico   will   be   granted   full   statehood  4  

and  be  recognized  as  the  51st  state  of  the  Union.  5  

SECTION  3.    The  annexation  will  be  formalized  by  a  majority  vote  (joint  resolution)  of  6  

the   United   States   Congress   as  mandated   in   Article   IV,   Section   3   of   the  7  

United  States  Constitution.          8  

SECTION  4.     This   law   will   take   effect   immediately   upon   the   signature   of   said   joint  9  

resolution  by  the  President  of  the  United  States.  10  

SECTION  5.            All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  void.    11

A  Resolution  to  Switch  to  the  Metric  SystemWHEREAS,   The  United  States  is  one  of  the  three  nations  in  the  world  to  use  the  1  

Standard  System  of  Measurement;  and  2  

WHEREAS,   It  is  becoming  increasingly  more  important  to  communicate  in  a  universal  3  

system  in  today’s  world;  and  4  

WHEREAS,   Failure  to  work  on  the  same  system  as  our  allies  slows  down  efficiency  5  

and  adds  confusion;  and  6  

WHEREAS,   Use  of  the  metric  system  puts  the  United  States  on  the  same  page  as  the  7  

rest  of  the  world;  now,  therefore,  be  it  8  

RESOLVED,   That  the  UIL  Congress  here  assembled  make  the  following  9  

recommendation  to  make  the  metric  system  the  sole  measurement  in  10  

11   the  United  States.

A  Resolution  to  Mandate  the  Labeling  of  Genetically  Modified  Foods  

WHEREAS,   There  has  been  an  increasing  concern  over  Genetically  Modified  Foods;  1  

and  2  

WHEREAS,   This  concern  is  spreading  throughout  the  United  States;  and  3  

WHEREAS,   According  to  the  World  Health  Organization,  genetically  modified  foods  4  

have  had  their  genetic  material  unnaturally  modified,  which  can  5  

potentially  cause  harm  to  those  who  consume  it,  and  consumers  are  6  

often  unaware  of  the  lasting  effects  it  has  on  their  health;  and  7  

WHEREAS,   Consumers  have  a  right  to  know  what  items  they  are  purchasing  in  order  8  

to  make  informed  decisions  about  their  health;  now,  therefore,  be  it,  9  

RESOLVED,   That  the  UIL  Congress  here  assembled  mandate  the  labeling  of  10  

genetically  modified  foods.11

A  Resolution  to  Encourage  the  Creation  of  a  Federal  Shield  Law  

WHEREAS,   News  organizations  and  reporters  in  the  United  States  currently  do  not  1  

enjoy  Federal  protection  from  unjust  record  subpoenas  and  unlawful  2  

confiscation  of  confidential  information;  and  3  

WHEREAS,   The  United  States  Federal  government  has,  in  recent  years,  both  taken  4  

and  withheld  sensitive  information  from  news  organizations  without  due  5  

process  of  law,  reasonable  suspicion  or  timely  explanation  of  reason  or  6  

cause,  violating  first  amendment  protection  of  freedom  of  speech  and  7  

press;  and  8  

WHEREAS,   The  confidentiality  and  anonymity  of  sources  and  individuals  who  9  

disclose  information  to  the  press  is  threatened  by  the  confiscation  of  said  10  

materials,  subsequently  damaging  the  success  of  free  media  and  greatly  11  

limiting  information  available  to  the  American  people,  harming  12  

democracy  in  the  United  States;  and  13  

WHEREAS,   49  states  have  already  passed  legislation  regarding  the  protection  of  14  

reporters  and  the  media,  yet  the  Federal  government  has  taken  no  such  15  

action;  now,  therefore,  be  it  16  

RESOLVED,   That  the  UIL  Congress  here  assembled  make  the  following  17  

recommendation  for  the  creation  of  a  Federal  “Shield  Law”  to  protect  18  

both  reporters  and  the  media  from  injustices  associated  with  the  forceful  19  

disclosure  of  personal,  sensitive  or  otherwise  confidential  information;  20  

and,  be  it  21  

FURTHER  RESOLVED,  That  this  here  assembled  congress  make  the  recommendation  22  

that  the  United  States  Federal  government  discontinue  the  use  of  those  23  

24   aforementioned  unlawful  and  damaging  practices  immediately.

A  Resolution  to  Urge  States  to  Mandate  the  Appointment  of  Special  Prosecutors  in  the  Case  of  Officer-­‐Involved  Fatal  

Shootings  

1 WHEREAS,   The  current  process  of  indictment  for  state  police  officers  creates  a  2

conflict  of  interest  between  local  prosecution  and  the  officers  they  are  tasked  3

with  indicting;  and  4

WHEREAS,   From  2005  to  2011,  2,718  cases  of  officer-­‐involved  fatal  shootings  were  5

ruled  “justified  homicides”  in  comparison  to  41  cases  ruled  to  be  criminal  6

homicide;  and  7

WHEREAS,   These  statistics,  fueled  by  the  conflict  of  interest  between  local  8

prosecutors  who  are  tasked  to  prosecute  the  officers  they  work  with,  has  led  to  9

an  increasingly  strong  public  mistrust  for  local  police  actions;  and  10

WHEREAS,   This  mistrust  of  police  actions  has  created  an  environment  that  questions  11

the  use  of  force  by  police  officers  by  the  public;  now,  therefore,  be  it;  12

RESOLVED,   That  the  UIL  Congress  here  assembled  that:  states  be  encouraged  to  13

establish  a  dedicated  special  office  of  prosecution  for  the  investigation  and  14

indictment  process.  15

A  Resolution  to  Lower  the  Drinking  Age  to  18  1

WHEREAS,   Raising  the  drinking  age  to  21  has  failed  to  reduce  drinking  of  those  under  21;  3  

and  4  

WHEREAS,   Significantly  more  underage  teens  consumed  alcohol  upon  raising  the  drinking  5  

age  compared  to  those  of  legal  age;  and  6  

WHEREAS,   Those  below  the  legal  age  have  illegally  consumed  alcohol  in  a  harmful,  life-­‐7  

endangering  manner;  and  8  

WHEREAS,   18-­‐year-­‐olds  have  the  right  to  vote,  purchase  guns,  marry,  join  the  military,  and  9  

serve  on  a  jury,  but  they  are  not  permitted  to  consume  alcohol;  now,  therefore,  10  

be  it  11  

RESOLVED,   That  the  UIL  Congress  here  assembled  make  the  following  recommendation  to  12  

lower  the  drinking  age  to  18.  13

A  Resolution  to  Accept  Syrian  Refugees  to  Ease  the  Burden  on  European  Nations  

WHEREAS,   There  are  currently  4.1  million  registered  Syrian  refugees  fleeing  to  European  1  

nations;  and  2  

WHEREAS,   European  countries  are  currently  short  on  resources  and  space  for  refugees  to  3  

live  in;  and  4  

WHEREAS,   The  large  amount  of  refugees  and  lack  of  space  is  leading  to  refugees  making  5  

dangerous  choices  and  dying  trying  to  reach  safety;  and  6  

WHEREAS,   The  US  is  only  currently  committed  to  taking  in  10,000  refugees  in  the  next  year;  7  

and  8  

WHERAS,   The  US  is  one  of  the  largest  nations  with  space  to  provide  asylum  for  Syrian  9  

refugees;  now,  therefore,  be  it  10  

RESOLVED,   That  the  UIL  Congress  here  assembled  make  the  following  recommendation  that  11  

US  accept  100,000  Syrian  refugees  by  2017.  12

A  Bill  to  Offer  Four-­‐Year  College  for  No  Tuition  

BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1

SECTION  1.   Students  will  receive  four  years  at  a  public  college  free  of  tuition.  2

SECTION  2.   Any  student  wishing  to  receive  a  bachelor  degree  at  a  public  college  may  do  so  3

without  paying  tuition.    Any  student  wishing  to  receive  a  higher  degree,  attend  4

classes  at  a  private  university,  or  spend  more  than  the  allotted  four  years  in  5

college  shall  pay  the  added  amount  of  tuition.    A  public  college  refusing  to  6

adhere  to  these  standards  shall  lose  any  government  or  public  funding.  7

SECTION  3.   This  legislation  will  be  overseen  by  the  U.S.  Department  of  Education.    Funds  8

shall  come  through  a  slight  increase  in  public  taxes  and  the  re-­‐appropriation  of  9

current  college  loan  programs.  10

SECTION  4.   This  legislation  will  be  brought  into  effect  by  June  30,  2016.  11

SECTION  5.     All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  void.12

A  Bill  to  Create  a  Violent  Offenders  Registry  BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   All  individuals  found  guilty  of  committing  a  violent  crime,  as  defined  by  2  

the  FBI,  will  be  listed  and  registered  in  a  publicly  available  online  3  

database.  4  

SECTION  2.   The  Federal  Bureau  of  Investigation  (FBI)  defines  violent  crime  as  “four  5  

offenses:  murder  and  non-­‐negligent  manslaughter,  forcible  rape,  6  

robbery,  and  aggravated  assault.”  7  

SECTION  3.   This  database  will  be  regulated  by  the  Department  of  Justice.  8  

A. As  with  the  Sex  Offender  Registry,  enforcement  will  be  a  collaborative  9  

effort  between  High  Technology  Investigative  Unit  (HTIU),  the  Federal  10  

Bureau  of  Investigation  (FBI),  and  United  States  Attorney’s  Offices  11  

throughout  the  United  States  and  its  territories.  12  

B. Failure  to  register  and  update  registration  will  result  in  fines  and  up  to  13  

10  years  in  prison.  14  

SECTION  4.   This  law  will  take  effect  within  one  year  of  passage.      15  

SECTION  5.     All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  void.16

A  Resolution  to  Ban  the  Support  of  Crisis  Pregnancy  Centers  

WHEREAS,   Crisis  Pregnancy  Centers  are  in  part  funded  by  state  taxes  without  1  

demand  for  medical  standards  or  accuracy.  2  

WHEREAS,   Crisis  Pregnancy  Centers  outnumber  actual  abortion  clinics  at  a  ratio  of  3  

nearly  3  to  1  and  may  even  report  to  offer  abortion  services  without  any  4  

available  service  and  registered  medical  officials.  5  

WHEREAS,   Many  states  require  a  referral  to  a  Crisis  Pregnancy  Center  before  a  legal  6  

abortion  is  allowed.  7  

WHEREAS,   Crisis  Pregnancy  Centers  have  been  reported  to  supply  numerous  8  

inaccurate,  medical  information  to  Crisis  Pregnancy  Center  patients.  9  

RESOLVED,   That  the  UIL  Congress  here  assembled  ban  all  government  requirements  10  

to  seek  council  from  Crisis  Pregnancy  Centers.  11  

FURTHER  RESOLVED,  That  all  government  funding  for  Crisis  Pregnancy  Centers  shall  be  12  

ceased  and  further  banned.  13

A  Bill  to  Enforce  a  Drug  Test  to    be  Eligible  for  Unemployment  Benefits  

BE  IT  ENACTED  BY  THIS  UIL  CONGRESS HERE  ASSEMBLED  THAT:1  

SECTION  1.   In  order  for  anyone  to  receive  unemployment  benefits,  they  must  first  pass  a  2  

drug  test.  3  

SECTION  2.   Passing  a  drug  test  means  no  illegal  substances  found  in  said  person’s  system.  4  

SECTION  3.   The  Food  and  Drug  Association  (FDA)  will  oversee  this  law.  After  the  affirmation  5  

of  this  bill  all  individuals  that  are  already  receiving  unemployment  benefits  and  6  

new  applicants  must  pass  a  drug  test  before  they  will  be  eligible  to  receive  7  

benefits.  8  

A. After  the  initial  drug  test,  random  drug  tests  will  be  given.  9  

B. If  a  failed  drug  test  is  presented,  then  said  person  that  failed  will  go  into  a  10  

probation  period  and  have  to  pay  for  the  next  drug  test.  11  

SECTION  4.   This  law  will  be  enforced  six  months  after  it  passes.12  

SECTION  5.     All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  void.13

A  Bill  to  Ban  the  Use  and  Manufacturing  of  Neonicotinoids  BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   The  EPA  will  hereby  ban  the  use  of  neonicotinoids  in  all  current  and  2  

future  commercial/recreational  pesticides  in  order  to  inhibit  or  stop  the  3  

declination  of  the  bee  population  in  the  United  States  of  America.  4  

SECTION  2.   1.  EPA:  Environmental  Protection  Agency;  an  agency  of  the  United  States  5  

federal  government.  6  

2. Neonicotinoids:  chemical  in  pesticides  that  is  linked  to  cause  Colony7  

Collapse  Disorder  (CCD)  in  bees.  8  

SECTION  3.   The  governmental  agency  that  will  oversee  this  bill  will  be  the  EPA.  9  

A. The  Food  and  Drug  Administration  (FDA)  will  be  the  primary  enforcer  10  

of  the  statute(s)  described  in  this  bill.  11  

B. After  a  six  (6)  month  grace  period  following  the  implementation  of  12  

this  bill,  manufacturing  neonicotinoids  is  prohibited,  and  all  known  13  

pesticide  manufacturers  will  be  subject  to  a  thorough  inspection  in  14  

order  to  insure  no  neonicotinoids  are  present.  15  

C. After  a  three  (3)  year  grace  period,  usage  of  neonicotinoids  is  16  

prohibited,  and  consumers  may  be  subject  to  thorough  inspections  to  17  

insure  no  neonicotinoids  are  being  used.  18  

SECTION  4.   When  passed,  this  bill  will  be  enacted  on  May  4,  2016.  The  grace  period  19  

for  manufacturers  will  end  on  November  4,  2016  and  will  end  on  May  4,  20  

2019  for  consumers.  Extensions  on  these  periods  are  prohibited.  21  

SECTION  5.     All  laws  in  conflict  with  this  legislation  are  hereby  declared  null  and  void.22

SECTION  1:   The  twenty-­‐second  article  of  amendment  to  the  Constitution  of  the  9  

United  States  is  hereby  repealed.  10  

SECTION  2:   No  person  shall  be  elected  to  the  office  of  the  President  more  than  11  

thrice,  and  no  person  who  has  held  the  office  of  President,  or  acted  as  President,  for  12  

more  than  two  years  of  a  term  to  which  some  other  person  was  elected  President  shall  13  

be  elected  to  the  office  of  the  President  more  than  twice.  But  this  article  shall  not  apply  14  

to  any  person  holding  the  office  of  President  when  this  article  was  proposed  by  the  15  

Congress,  and  shall  not  prevent  any  person  who  may  be  holding  the  office  of  President,  16  

or  acting  as  President,  during  the  term  within  which  this  article  becomes  operative  from  17  

holding  the  office  of  President  or  acting  as  President  during  the  remainder  of  such  term.  18

A  Bill  to  Implement  a  Flat  Tax  Rate  in  the  United  States  BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   The  United  States  federal  government  will  implement  a  flat  tax  rate.  2  

SECTION  2.   The  United  States  federal  government  will  implement  tax  system  which  3  

taxes  all  household  income  at  a  uniform  rate  of  10%  regardless  of  income  4  

level.  5  

SECTION  3.   The  uniform  tax  rate  must  include  and  adhere  to  the  following:  6  

A. Easy  computation  by  the  Internal  Revenue  Service  (IRS)  and  7  

straightforward  payments  from  taxpayers.  8  

B. Taxation  of  only  one  income,  with  ease  of  understanding  and  9  

reporting.  10  

C. Savings  accrued  to  taxpayers  from  avoiding  current  IRS  regulations  11  

and  the  associated  costs  for  lawyers,  accountants  and  other  12  

resources.  13  

SECTION  4.   The  government  agencies  enforcing  this  legislation  will  be  the:  14

A  Bill  to  Lift  the  Zero  Tolerance  Policies  to  Lessen  Extreme  Punishments  for  Minor  Breaches  

BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   All  schools,  with  the  exception  of  private  schools,  will  drop  Zero  2  

Tolerance  Policies  to  decrease  the  number  of  unreasonable  suspensions  3  

per  school  year.  4  

SECTION  2.   Zero  Tolerance  Policies  shall  be  defined  as  the  policy  of  applying  laws  or  5  

penalties  to  any  infringements  of  a  code  in  public  schools  in  order  to  6  

reinforce  its  overall  importance  and  enhance  deterrence.  Unreasonable  7  

suspension  shall  be  defined  as  suspension  when  no  danger  or  other  8  

reasonable  cause  is  present.  9  

SECTION  3.   The  Department  of  Education  shall  oversee  the  implementation  of  this  10  

bill.  11  

a. The  Department  of  Education  will  run  pilot  programs  in  the  cities  of12  

the  top  two  major  cities  in  each  state.13  

b. If  pilot  programs  show  positive  results,  this  bill  will  be  implemented  in14  

all  public  schools  in  America.15  

SECTION  4.   The  implementation  of  this  bill  will  begin  at  the  beginning  of  the  2016-­‐17  16  

school  year.  17

The  Ukraine  Support  and  Security  Recovery  Act  of  2016

BE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1  

SECTION  1.   The  United  States  Federal  Government  shall  allocate  humanitarian  and  2  

military  aid  to  the  Ukrainian  Government  over  the  course  of  the  year.  3  

A. Humanitarian  aid  worth  of  $200  million  will  be  dispersed  to  4  

devastated  communities  by  US  troops.  5  

B. $300  million  worth  of  military  aid  will  be  supplied  to  the  Ukrainian  6  

Government  and  the  Armed  Forces  of  Ukraine.  7  

SECTION  2.   Humanitarian  aid  is  defined  as  supplies  and  essentials  to  alleviate  8  

destroyed  communities  in  Ukraine.  9  

A. Military  aid  is  defined  as  the  both  non-­‐lethal  and  lethal  aid  such  as  10  

radar  equipment,  anti-­‐tank  systems,  missiles,  etc.  11  

SECTION  3.   The  Department  of  Defense  shall  be  responsible  for  the  transaction  of  12  

military  aid  to  the  Ukrainian  government  along  with  the  implementation  13  

of  US  troops  to  disperse  aid  to  regions  within  Ukraine  that  are  in  need.  14  

SECTION  4.   This  bill  will  take  effect  at  the  beginning  of  2016,  and  aid  will  continue  on  15  

an  annual  basis  until  2019.  All  aid  will  cease  if  deemed  ineffective  or  16  

unnecessary  after  the  first  annual  year  of  passage.  17

A  Bill  to  Require  Police  Officers  to  Wear  Body  CamerasBE  IT  ENACTED  BY  THIS  UIL  CONGRESS  HERE  ASSEMBLED  THAT:  1

SECTION  1.     The  United  States  federal  government  will  require  all  sworn,  uniformed,  state,  2 county  and  municipal  officers  to  wear  body  cameras  while  on  duty.  3

SECTION  2.     This  requires  all  officers  to  activate  their  cameras  when  making  contact  with  the  4 public,  not  limited  to  traffic  stops  and  radio  calls.  5

SECTION  3.     The  Department  of  Homeland  Security  will  provide  a  budget  of  $230  million  for  6 equipment  and  training.  7

A.   It  is  the  responsibility  of  each  individual  agency  to  archive  the  data  for  at  8 least  50  years.  The  archives  should  be  placed  in  a  secured  area.  9

B.   Failure  to  properly  secure  data,  whether  intentional  or  through  10 negligence,  that  causes  damage  to,  or  loss  of,  data  will  result  in  11 prosecution.  12

SECTION  4.     All  agencies  affected  by  this  statute  are  required  to  be  in  full  compliance  with  13 this  statute  within  two  years  of  it  being  signed  into  law.  14

A  Resolution  to  Require  Military  Service  

WHEREAS,   The  United  States  currently  does  not  require  military  service  from  its  1

male  citizens;  and  2

WHEREAS,   All  men  in  the  United  States  are  required  to  register  with  Selective  3

Service  upon  reaching  the  age  of  18;  and  4

WHEREAS,   Military  service  helps  to  build  strong  character,  develop  leadership  and  5

technical  skills,  and  instill  a  sense  of  national  pride;  and  6

WHEREAS,   America,  more  than  ever,  needs  a  strong  military  to  protect  our  nations’  7

interests  both  domestic  and  foreign;  now,  therefore,  be  it  8

RESOLVED,   by  the  UIL  Congress  here  assembled  that  all  male  American  citizens,  upon  9

reaching  the  age  of  18  and  completing  high  school,  be  required  to  serve  10

for  a  minimum  of  two  years  in  any  one  of  the  five  branches  of  the  11
