SSportsportsTitans surge ahead of six teams at Fillmore Invite

The Titan boys did it again as they collected another fi rst place, this time at the Fillmore Central Invite May 5 in Geneva.

In the triple jump, it was Jadyn Dightman with the fi rst place win. Dightman’s distance was 43 feet, 7.50 inches.

Dietric Kenning took con-trol of the shot put contest with a throw of 43 feet, 4 inches for fi rst place.

In the 110 hurdles, Tim Schulte placed fi rst for the Titans in 16.35 and fi nished second in the 300-meter inter-mediate hurdles. Centennial was fi rst with 42.35. Schulte’s time was 42.84. He was sixth in the high jump.

Simon Wiedel added an-other fi rst place with his time of 10.90 in the 100-meter dash, and in the 200-meter, Wiedel nailed fi rst place in 22.74 seconds.

Dylan Fischer brought home a fi rst place fi nish for the Titans in the 3200-meter run, going 11:09.24 over Malcolm. In third place, it was Damian Stewart in 11:28.14. Malcolm took second.

Kyle Kugel backed Ken-ning up in the shot put, com-ing in third behind Malcolm with a distance of 42 feet, 10.50 inches. Additional Titans competing in shot put were Shevin Solomon, Seth Mumford, Brian Kovacs, Brendan Fangmeier, Robert Lindsey, Keith Hergott, Ryan Koch and Hunter Mathiesen. For the discus, Kyle Kugel threw 114 feet, 10 inches for a fourth place.

Keegan Casey was two

places behind Schulte in the 110 hurdles and ran the stretch in 18.71. He was sixth in the 300 hurdles at 49 seconds.

Elijah Nobbman fell be-hind Wiedel, placing ninth. Following Nobbman were Riley Templin and Mathiesen. Nobbman came a little closer to Wiedel in the 200-meter dash with a fourth place run in 24.12. Fillmore Central took second and third.

Connor Mumm snatched a second place in the 1600-me-ter run. His time was 4:51.66. Mumm was followed by Au-brey Fangmeier, who placed sixth in 5:02.65. Titans, Collin Fink, Marshal Holtzclaw, Isa-iah Keilwitz, Elijah Keilwitz and Dalton Williams also ran the 1600.

Zach Koss took third place in the 800-meter run. He was the only Titan to run the race and fi nished in a time of 2:09.28.

The Titans were fourth in the 400-meter relay with Elijah Nobbman, Riley Templin, Jadyn Dightman and Zach Koss running it in 47.09. In the 1600-meter relay, it was the Titans with fi rst place in 3:30.63, topping David City, Malcolm, Fillmore Central, Centennial and Heartland.

Titan girls place fourthJena Cottam came away

from the Fillmore invite with a new school record in the long jump. Cottam leaped 15 feet, 8.75 inches for second place. Malcolm won fi rst.

Cottam also scored for the Titan girls in the 200-meter dash with a third place in the 200-meter dash. She ran it in 28.16. She was sixth in the

The girls team placed fi fth overall.

In the triple jump, Grace Souerdyke was sixth with 30 feet, 2 inches. Maddison Wil-liams came behind Souerdyke with seventh place. Mariah Hintz was ninth.

In the pole vault, Reata Elting made her dent in the contest with third place at 7 feet, 6.01. Bailee Remmers also competed and placed 10th.

In the shot put, Emily Welch took sixth place with a throw of 32 feet, 10 inches. Also throwing were MaryRuth Dodes, Remmers and Kourt-lyn Kugel.

The Thayer Central girls team of Hintz, Bridget Linton, Cambrie Cottam and Jessica Huhman came in third for the 3200-meter relay. The girls’ time was 11:42.95.

Linton, Cheyanna Tietjen, Jena Cottam and Williams finished fifth in the 400-meter relay in 55.98. Linton also rean the 1600-meter relay along with McKenzie Johnson, Katelyn Richardson and Souerdyke. They ran it in 4:43.90.

Tietjen was sixth in the 100-meter hurdles in 18.22.

Johnson also helped herself to a fi fth place in the 400-meter dash. She came in at 1:05.93. Souerdyke also ran, placing eighth with Katelyn Richard-son behind her in ninth. Hintz followed in 12th place.

Huhman ran the 800-meter in 2:48.96 for sixth place. Cambrie Cottam was sev-enth.

The Bruning Davenport Shickley track teams competed at Sandy Creek May 11 where Lawrence Nelson hosted the Russ Snyder invite.

Both the girls and boys fi n-ished in second place and took home the combined team fi rst place trophy for the second year a row. Thirty-fi ve personal best marks were established by BDS athletes at this meet which is a new team record.

The boys were led by their relays, including the winning 3200-meter relay where the team of Kamron Dickson, Kale Smith, Brett Holtzen and Kar-son Dickson ran to a season’s best of 8:53.9.

Later, Holtzen was joined by Kendall Dickson, Caden Norder and Hunter Krehnke to win the 1600 relay in 3:48.9.

The 400-meter relay team of Kale Kleinschmidt, Stuart Rohr, Thomas Mick and Brandon Anderson fi nished off the relay scoring with a second place fi n-ish as well.

Two other gold medals were earned when Krehnke won the 110 hurdles in 15.8 and Mick cleared 13 feet to win the pole vault.

Kamron Dickson had a per-sonal best leap of 37 feet, 9.5 inches in the triple jump to take fi fth and completed his day with a personal best 800 where he fi n-ished second in 2:12.2. Karson Dickson was right behind with a personal best of2:18.4 fi nishing 4th in the 800 as well.

Chris Lichti tied his personal best with a leap of 11 feet, 6 inches to fi nish second in the pole vault while John Chris-tensen took second in the shot put with a personal best toss of 41 feet, 4 inches. John also fi nished sixth in the discus with a personal best of 105 feet, 7 inches.

Sam Christensen took home three medals by taking second in the high jump and fourth in both the 110 and 300 hurdles.

Taylor Anderson was right behind Christensen in the high jump with a third place fi nish. Anderson took third in the triple jump and Kendall Dickson was third in the 400 as well.

Kleinschmidt completed a busy day with a personal best 24.4 fi fth place fi nish in the 200 and a fourth place medal in the 100 as well. Isaac Baysinger established his personal best with a 49.3 to fi nish fi fth in the 300 hurdles while the weight man’s relay team of Tucker Schweer, Kellen Reinsch, Isaac Kamler, and Glenn Meyer took sixth. Earlier Isaac was joined by Taylor, Josiah Kamler and Anthony Beavers in the 3200 relay to fi nish in sixth place.

The girls also had many personal best marks on the day as well as several gold medal performances.

Jadyn Kleinschmidt estab-lished her best mark by winning the triple jump with a leap of 31 feet, 9.5 inches, and she ran to a personal best time of 29.7 to take fi fth in the 200.

Catherine Mick ran to a personal best and school and meet record time of 45.3 in the 300 hurdles while winning the 100, 100 hurdles and pole vault, where she established a new meet record at 12 feet.

Megan Grote won the high jump with a 4-foot, 8-inch leap and established a personal best in the 300 hurdles by running to a sixth place fi nish in 54.7.

She also took fourth in the long jump.

Tristen Mosier took home the only individual silver medal when she fi nished second in the pole vault, but she teamed

with Courtney Kamler, Brice Ardissono,and Madison El-znic to establish a season’s best time of 4:30.2 and took home a second silver medal in the 1600 relay.

She completed her day with two more medals fi nishing fi fth in the 100 hurdles and then teaming up with Kleinschmidt, Mashaya Dierking, and Sera Johnson to take fourth in the 400 relay. Dierking fi nished fi fth in both the 100 and the triple jump and Johnson established her personal best by running 70 and taking fourth in the 400.

Miranda Elznic established a personal best time of 70.4 to take fi fth in the 400 as well. Lexi Kadel set two new personal bests by taking third in the 3200 in 14:12.5 and fi fth in the 1600 in 6:17.6.

Courtney Kamler established her personal best mark of 9 inches with a third place fi nish in the pole vault and Tara Lee Hudson broke her own school record with a personal best toss of 32 feet, 7.5 inches in the shot put where she fi nished third.

Caitlin Mosier took sixth in the high jump and two relays completed the scoring as Mor-gan Lowery joined Haley Pena Lopez, Johana Degner, and Kim Ardissono to fi nish sixth in the 3200 relay while Lowery and Ardissono then joined Hudson and Skyler Knigge to fi nish third in the weight woman’s relay to round out the scoring for the girls.

On May 2, the BDS track team competed at the 12 team CRC meet in Osceola after the meet was moved from the previ-ous Saturday due to weather.

Facing the toughest fi eld of teams they have seen to date the girls fi nished third, three points out of the runners-up spot, while the boys were eighth.

Catherine Mick established two new meet records on her way to four gold medals and was named the outstanding female athlete of the meet when she was awarded the Gale Arnedt trophy.

She broke her own record by winning the pole vault with a leap of 12 feet. She also broke the 300-meter hurdle record with a time of 45.9. Mick rounded out her day with victories in the 100 which she ran in12.6 and the 100 hurdles which she ran in 15.6.

Tristen Mosier took home three medals on the day when she took second place in the pole vault, third place in the 300 hurdles, and as she teamed up with Mashaya Dierking, Jadyn Kleinschmidt, and Sera Johnson in the 400 relay, which fi nished fi fth.

Jadyn Kleinschmidt earlier had fi nished fi fth in the triple jump as well.

Caitlin Mosier and Megan Grote took fi fth and sixth in the high jump with Caitlin estab-lishing a personal best height of 4 feet, 8 inches.

Grote completed her day by teaming up with Brice Ardis-sono, Courtney Kamler and Madison Elznic to take fi fth in the 1600 relay. Tara Lee Hudson took home sixth in the shot put to fi nish off the girls scoring.

For the boys, Thomas Mick took fi rst in the pole vault with a leap of 12 feet. Hunter Krehnke finished second in the 110 hurdles, while Taylor Anderson was fi fth in the high jump.

The 400-meter realy team brought the scoring to a close with a season best 47.0 enroute to a sixth place fi nish.

Mick was joined by Klein-schmidt, Rohr and Anderson on that relay.

Deshler competes at two meets

The Deshler Track boys and girls teams completed at the Freeman Invitational at Adams May 3 and the Twin Valley Conference meet May 2 at Franklin.

At Freeman, a fi rst place win went to Caleb Vonderfecht in the long jump with 19 feet, 10 inches.

Second place fi nishes were earned by Elizabeth Meier in the long jump at 13 feet, 2.5 inches; Meier again in the dis-cus with a distance of 34 feet, 1 inch; and Vonderfecht took second place in the 200-meter dash in a time of 23.2.

The Deshler boys and girls fi nished eighth in the meet.

Grant Hansen fl oated over the bar at a height of 5 feet, 8 inches for a third place in the high jump.

Taking fourth in the 200-meter dash for the girls was Cassidy Mundhenke in 1:06.5.

In fi fth place, the Deshler teams saw Vonderfecht in the 400-meter in a time of 54.2 and Mikaela Hansen in 14.2.

A sixth place fi nish went to Brigett Effenbeck in the 400-meter. She ran it in 1:08.9.

At the conference meet, Deshler boys came in fourth as a team. The girls were sixth.

Vonderfecht again mastered

the long jump competition with a fi rst place at 20 feet, 4.5 inches. He was also fi rst in the 200-meter at 23.94. Meier placed fi rst as well, throwing 112 feet, 2 inches in the discus, and in the shot put, Meier had a distance of 34 feet, 9.5 inches for second place.

Grant Hansen made second place in the 300-meter hurdles in 45.06. Vonderfecht ran the 100-meter for second place in 11.95 and Munhenke was second in the 400-meter with 1:03.27.

Also taking second was Hansen, Brady Fangmeyer, Ryan Brandt and Brett Mund-henke in the 1600-meter in 3:55.32.

Fourth placements went to Vonderfecht for the 400-meter and Effenbeck for the girls 800-meter.

The Deshler girls ran the 1600-meter in 4:37.13, good for another fourth place. Girls on that team were Mikaela Hansen, Effenbeck, Leah Schmidt and Mundhenke.

Contributing to the teams in fi fth place were Peyton Dubbert in the 300-meter hurdles and Effenbeck in the 400-meter in 2:44.53.

Mikaela Hansen took a sixth place fi nish for the 300-meter hurdles.

PROCEEDINGSMAY 2, 2016

Hebron City Council met in regular session, Monday, May 2, 2016, at 6:30 P.M., at the City Hall. Mayor Shane Day presided and the proceedings were recorded by City Clerk Marcy Welch. Upon roll call, the following Councilmembers were present: Larry Fangmeier, Douglas Huber, Jay Bauer, Kurk Wiedel, and Tim Pickering. Absent: Robert Dodes. Also present: City Adminis-trator Chris Fangmeier.

Notice of this meeting was given in advance by Posting. Notice of this meeting was simultaneously sent to the Mayor and Council and a copy of their acknowledgement of receipt of notice is attached to these minutes. Availability of the agenda was communicated in the advance notice and in the notice to the Mayor and Council of this meeting. All proceedings hereafter shown were taken while the con-vened meeting was open to the attendance of the public.

ANNOUNCEMENT – OPEN MEETINGS LAW

Mayor Shane Day informed the public of the location of the posted information concerning the open meetings law.

GENERAL DISCUSSIONTim Hartley was present and

reported on his rentals. He reported to the council that in the past if a renter showed up with cash, he legally had to rent to them. However, with the new rental contract this will help from renting to certain people. He reported that 724 Union is not a bad house, just had people in it that trashed it. He rented to a guy who was going to patch the holes on the inside and never did. That person is now out. Tim reported that 310 Jefferson needs mowed. He reported that he found out that he can go in and mow if the ten-ants don’t, so he went ahead and mowed the front lawns of 1223 & 1225 Lincoln and Tim reported that hopefully the tenant will get the hint and mow the back. Tim reported that this contract states that the tenant has to list all people living in the house with them, and if they move someone in for more than 7 days, they are to let the landlord know and they will deal with that then.

Councilmember Wiedel stated that he and Tim drove around Sunday and he told Tim an old saying his grandfather had. “If you live out of town your property can look how you want, but in town you have to contend with neighbors. Tim passed around the rental contract that he has his tenants sign. Tim also reported that he knows birds are going into the house where the insulation is blown in. He has gotten some new plugs to put in those holes. Windows are broke, which Tim states he will fix. Coun-cilmember Wiedel reported that the house has mold. Tim reported that he doesn’t think so, the house stinks because of all the dogs that they had in the house, which ruined the house. Councilmember Wiedel reported that Tim is willing to sell this house to us and the house at 310 Jefferson and maybe we should leave this till next month and give City Administrator Chis Fangmeier a chance to sit down and negotiate with Tim on a price for both houses. City Administrator Chris Fangmeier will go around the houses and make a list of what needs to be done to keep the houses in good standing with the city. Chris will also sit down with Tim and go over things. Tim reported that he was trying to sell the house on 115 South 7th Street to Dick Walsh, and if he does, we will need to talk to them about the sign that is on the property for the parts, as Tim stated he allowed us to have it there as long as he owned the house.

APPROVE MINUTES OF APRIL 4TH MEETING

Councilmember Wiedel made a motion second by Bauer to approve the April 4 Meeting Minutes.

APPROVE INTERLOCAL COOPERATIVE AGREEMENT-HEBRON ROAD DAM REPAIR PROJECT

City Administ rator Chr is Fangmeier reported that the agreement was sent to all the Councilmembers for them to look over ahead of time in packet. It will take approximately $13,500.00 to do this project and we are respon-sible for 25% of that amount. Mo-tion was made by Councilmember Fangmeier and second by Wiedel to approve the agreement.

APPROVE RESOLUTION-COUNCIL MEMBERS ELECTED AT LARGE

Councilmember Huber reported that Joe Murray made a resolution to do away with wards and do council members at large. Doug reported that our wards are not even anymore and this would do away with having to re-district the wards, as this hasn’t happened for many years. This will be on ballot per resolution.

RESOLUTION NO. 2016-04WHEREAS, the City of Hebron,

Nebraska is a second class city organized and existing under and by virtue of the laws of the State of Nebraska, not under a home rule charter and having not more than 300,000 inhabitants; and

WHEREAS, the Mayor and City Council of the City of Hebron, Ne-braska desire to submit, at a general election, the question of nominating and electing members to its govern-ing board at large, pursuant to the provisions authorized by Neb. Rev. Stat. 32-554(1) (b)

NOW, BE IT RESOLVED by the Mayor and City Council of the City of Hebron, Nebraska, that the following question be submitted to the qualified voters of the City of Hebron, Nebraska at the general election to be held November 8, 2016.

Shall members of the govern-ing body of the City of Hebron, Nebraska hereafter be nominated and elected at large?

PASSED AND APPROVED this 2nd day of May, 2016.

Motion was made by Council-member Wiedel and second by Pickering to adopt this Resolution and then we can put this on the general election.

WALKABILITY DISCUSSION Ci ty Administ rator Chr is

Fangmeier met with Phil Prater about the walking trail. This would be built on City property. The com-mittee got a building permit to get started with this. Chris reported that the Walkability Committee would like to have help in-kind from the City with using the City’s equipment.

Councilmember Wiedel reported that the committee is planning a fundraiser in June, would like money from the City Sales Tax Fund if possible. This project will be ap-proximately $12,000.00. They are going to try and get some money from the Korff Foundation, and if the City would donate $2,000.00 and okay the City to help with their equipment and maybe help with man power when possible, with no overtime used. Motion was made by Councilmember Wiedel and second by Huber to donate $2,000.00 and give help with City man power and equipment when available.

GENERAL DISCUSSION740 LINCOLN AVENUE – Aman-

da Harrington was present and reported that she has moved the car, cleaned up yard and would be happy to put the dog pen in backyard but neighbor doesn’t like that. She reported that she doesn’t want to cause problems with her neighbor. Was reported that she needs to follow the Dog Ordinance. It should not be on the neighbor’s property and that should eliminate the dogs going and pooping and peeing on the neighbor’s property around the well. If the neighbor still has a problem with it, then it will at that time become a civil problem and he will have to take that up with her in court.

DOWNTOWN IMPROVE-MENTS

Councilmember Wiedel reported that he visited the towns of Ulysses and Wymore and reported that we need to do something with our downtown before we start look-ing like these other towns. Kurk reported that if we don’t start doing something with the front and back of the buildings downtown, we are going to start lose buildings. Kurk suggested that maybe we should give the business owners some incentives to do something with the building like maybe hiring a contractor and we pay the contrac-tor if the building owner pays for the supplies. Randy Hergott reported that 20-25 years ago Jim Kenner headed up IHHS Funds to do this same thing with business owners. Randy reported that the old Region V building has a window broken upstairs and not sure how long it has been broken but no wonder the building is falling apart. We need to contact the owners of the property and start fixing the whole building, not just the first level. City Administrator, Chris Fangmeier, will get a list of the downtown buildings that need work and report back at the next meeting. No formal action taken at this time.

APPROVAL OF HOUSING PAY APPLICATION #18

Councilmember Wiedel reported that Councilmember Dodes wanted us to go ahead and approve this. Motion was made by Council-member Fangmeier and second by Bauer to approve the Housing Pay Application #18.

YCAT-REDESIGNING WIL-LARD PARK

Councilmember Wiedel reported that the high school girls working on this could not be at the meeting so would like to table this item. No formal action taken on this item at this time.

RENEWAL OF ELECTRICIAN’S LICENSES

City Clerk, Marcy Welch read the list of names that have returned the renewal for an Electrical License, (Councilmember Fangmeier sug-gested that the businesses that we have not received yet that we should send a letter and gives them another chance at renewing.) Marcy will send a letter to the few that didn’t get payment and bonds returned. Mo-tion was made by Councilmember Fangmeier and second by Pickering to approve the Electrical Licenses that we have at this time.

DISCUSSION-4TH STREET CANAL BRIDGE REPLACE-MENT

City Administrator, Chris Fangmeier reported that he had

sat down and talked with JEO Consulting and they will give free cost estimates, so he would like to go ahead and get that. Chris reported that he will call the Core of Engineers and see what they can do with it and see if we need JEO Consulting to help with it or not. State was down and looked at it and reported that it didn’t need to be closed but needs to work on it. Suggested that we put a single lane bridge sign, so that would maybe prevent people from driving on the sidewalk area of the bridge. No formal action taken at this time.

APPROVAL SEPTEMEBER 30, 2015 AUDIT REPORT

Councilmember Wiedel reported that the Financial Committee met with Brian Blobaum, and we are in good position over all on our finances. Brian made some internal recommendations that we will take care of. Councilmember Fangmeier reported on the Profit/Loss state-ment on utilities and revenue, and that the margin has gone down in past 5 years. Councilmember Fangmeier reported that we have been trying to absorb the increase in utilities ourselves and not pass-ing it on to the customers, however we may have to consider doing an increase to get our margin back up. Councilmember Fangmeier suggested possibly doing a 4% increase. Councilmember Huber asked City Administrator Chris Fangmeier if the new study on electric power will help with the increase. Chris reported that the study will help a little but won’t help enough. Motion was made by Councilmember Wiedel and sec-ond by Fangmeier to approve the September 30, 2015 Audit Report, and to table the rate increase till next month.

APPROVAL OF UPGRADE OF BACKHOE

City Administrator, Chris Fangmeier reported that the backhoe we have now is still func-tioning but needs to be upgraded. Chris has looked at these at Case International, and if we upgraded to an excavator it would pay for itself. We could do more of our own demolitions, which would save the city money. In the future, if we ever decide to dig our own graves, we could use it for that also. Chris reported that we could lease one for the rate of 1.95% for 5 years. No break in cash price. Chris suggested going with the lease and putting our money in other areas. Funds for this project would be split be-tween the Light, Water, and Sewer. Randy Hergott added that for this to be a true lease, we would have to have a buy out in the end and that would probably be $1.00. Mo-tion was made by Councilmember Fangmeier and second by Pickering to proceed with the purchase with lease option to trade for the new excavator.

CITY HALL BUILDING ADDI-TION

City Administ rator Chr is Fangmeier, reported that he met with the Finance Committee as the addition was held off till after meeting with Brian. First phase of the project would be doing the bays north of building to accommodate the trucks that we would be moving out of the other bays for the sec-ond phase of council room. Chris reported that he has a quote from Jim Hergott, and wants to know if he can post bids. Motion was made by Councilmember Huber and second by Wiedel to post bids for the first phase of the City Hall Building Addition and have them at next meeting.

INCENTIVES TO NEW BUSI-NESSES

City Administrator Chris Fangmeier reported that some other town give the following incentives:

1. Defer utility deposits over time

2. Give relief on utility bill such as giving a lower rate on utilities for a year or giving it to them for 6-12 months at cost, so the city isn’t los-ing any funds on it either.

3. Do a 1% increase on all electric utilities so they pay their share.

Councilmember Wiedel sug-gested maybe helping in other ways as taking down an old existing awning and putting up an awning in front of their business. Councilmem-ber Huber brought up point that if someone gets hurt, we don’t want to be responsible for damaging the building. Councilmember Wiedel asked Chris what he found out from Belleville. Chris reported that he checked on them and they don’t do the incentives, Republic County does the incentives and they give a 1cent per KWH savings on utilities. They give back their utility deposit after so long, which we do already. They give them a promissory note to pay over so long. Councilmem-ber Wiedel reported that we need to consider doing revitalization or incentives, so when people call we can tell them we have incentives and let them know what they need to do. Councilmember Wiedel also reported that Geneva is very active with the incentives.

Steve Anderson questioned if he was to replace sidewalk with thicker concrete to rebuild it up, if he could get help from TIF Money? Was reported that we don’t have a TIF district in that area so would not be able too. Table discussion on incentives until June meeting.

Discussion of personnel issues was held in Executive Session.

At 8:24 P.M., Councilmember Bauer moved that the Council go back into Open Session, which mo-tion was second by Councilmember Pickering. Roll call vote was as follows: AYES-Bauer, Pickering, Huber, Fangmeier, Wiedel, and Dodes. NAYS-None. The Mayor declared the motion carried.

No other vote than the vote to go back into Open Session was made and no formal action was taken in Executive Session.
