Section – A: Introduction

Member (Staff) as Chairman of the meeting addressed the gathering as under:-

Shri Umraomal Purohitjee, President/AIRF, Shri Shiva Gopal Mishrajee, General Secretary and other representatives of the AIRF, my colleagues in the Railway Board, I extend a hearty welcome to all of you to this meeting of PNM/AIRF.

This is my first PNM meeting at Board’s level. Under the enlightened leadership

of AIRF, I am sure we will continue to maintain the hitherto healthy tradition of solving the problems through mutual consultation, dialogue and discussions.

I would like to share certain important achievements that have taken place on the

Indian Railways in the recent past.

� Total earnings to end of August, 2011 (approx.) is `40162.86 crore which is 3.29% less than the BP. The growth over corresponding period of last year is 9.95%.

� Ordinary Working Expenses to end of August, 2011 (Approx.) is `30719.83 crore

which is 1.96% more than the BP. The increase in Ordinary Working Expenses as compared to corresponding period of last year is 13.53%.

� From April to August, 2011, consequential train accidents decreased from 60 to 52

as compared to the corresponding period of the previous year. � The operating ratio for the year 2010-11 has come down to 94.6% compared to

95.3 % in 2009-10. Budget estimates for 2011-12, however, envisages on operating rate of 91.1%.

� RDSO has developed the World’s first diesel locomotive equipped with electronic

fuel injection which will use lesser amount of diesel and thereby will be cost-effective.

� Ministry of Railways have decided to set up National High Speed Rail Authority

(NHSRA) for planning, standard setting, implementing and monitoring of High Speed Rail Projects. It has also been decided to conduct pre-feasibility study on 50:50 cost sharing basis with the concerned State Governments on the six selected corridors to introduce high speed passenger trains. Tenders for the studies have been initiated and studies are at various stages.

� RCF Kapurthala has been awarded the prestigious Golden Peacock Environment

Management Award at the 13th World Congress on Environment Management at New Delhi.

� Indian Railways is the proud family of having seven National Awardees for sports

in 2011. Shri Raj Kumar, NR (Wrestler) has been awarded with Dhyanchand Award. Shri Rahul Banerjee, ER(Archery), Ms.Preeja Sreedharan, SR(Athletics), Shri Ashish Kumar, NCR (Gymnastics), Shri Rakesh Kumar, NR (Kabaddi), Ms.

Tejeswini Bai, SCR (Kabaddi) and Shri Ravinder Singh, NR (Wrestling) have also been honoured with “Arjuna Award”.

� It has been decided that on the lines of Privlege Passes/PTOs, School Passes may

also be issued upto 4 months in advance as per the request of the employee. � Legally dependent divorced daughters have been included in the list of family

members for availing of Railway health services. � A new super-speciality Cardiac Centre has been started at B.R. Singh Hospital,

Eastern Railway. � As per Budget announcement by Hon’ble MR, a proposal for provision of 20 Road

Mobile Medical Vans is under process. � A comprehensive Indian Railways web portal with the URL

www.indianrailways.gov.in have been launched with a view to consolidate all the services and information on a single window web interface for the entire rail user community of Indian whether they are passenger service, freight service or parcel service customer. With these, I would look forward for your suggestions. Thanks.

Shri Umraomal Purohit

Shri Purohit welcomed Shri A.K. Vohra, Member Staff and assured him full co-

operation of AIRF. He narrated the history of PNM Forum as also mentioned about the harmonious industrial relations on Indian Railway. He expected expeditious steps to be taken by Ministry of Railways for resolving all pending issues in Departmental Anomaly Committee, JCM (DC), Cadre Restructuring Committee etc. He brought to the notice of MS and DG/Health that due to acute shortage of doctors and paramedical staff, the Railwaymen and their families, including retired employees are suffering badly. In many zones, supply of medicines has been stopped in the name of non-availability of fund. He suggested that the tenure of CMPs be extended from present 7 years to at least 10 years. He stated that there is abnormal delay on the part of Railway Board in approving the proposals of Referral Hospitals and also delay in reimbursement of the expense spent by railway employees/RELHS beneficiaries, which is causing lot of inconvenience and hardship to them. He suggested some way to be found out for timely approval of referral hospitals and payment of reimbursement in time. He also stated that lot of problems are being faced by patients on dialysis. He brought to the notice of Railway Board that there is lot of delay in issuing revised PPOs of Pre-2006 retirees and unless staff strength is increased or incentive paid, this task will not be completed. He stated that in some Zones, Festival Advance is refused as the concerned staff has not opted for Bank Payment. He drew attention of the Board to lack of proper maintenance of Railway quarters/colonies for want of adequate funds. He requested that Railway Board should see that no staff should suffer due to poor maintenance of quarters and legitimate payments, viz. salary, O.T., TA and other allowances and also supply of uniforms are not affected on account of shortage of funds.

Besides the above, Shri Purohit stated that, on many of the divisions, compassionate ground appointments have been rejected on flimsy grounds that the family of the deceased employee has two/three room house, agricultural land and the ward has no liability, etc. On BKN Division of NWR, the DRM has rejected many such cases. DRMs must be apprised that compassionate ground appointment on the Railways should not be rejected and the wards of the deceased employees should be given compassionate appointments on priority.

He further stated that, due to shortage of staff, particularly Trackmen cadre, it has

been observed that a large number of Trackmen used to run over every year. Railway Board should take immediate steps to fill-up all the vacancies within a reasonable period so that stress on such staff can be reduced and their lives may be saved.

Shri Purohit also stated that there is an urgent need to issue a specific list of Safety

Categories Staff in consultation with the Organized Labour. While appreciating constitution of High Power Committee, Shri Purohit stated that to

facilitate us for presenting memorandum, we hope Railway Board will extend us all the facilities.

While expressing concern on stopping payment of TA/DA to Staff Car Drivers, Shri

Purohit demanded continuance of the same.

Shri Shiva Gopal Mishra Shri Mishra welcomed the MS and thanked Railway Board for permitting two

additional women representatives in Board PNM Forum. He informed that Mrs. D. Salil, Mrs. Harjit Kaur and Miss Champa Varma are participating in today’s meeting. Then he requested to consider following:-

Timely circulation of Railway Board’s orders to the Federation as also timely disposal

of grievances of the staff. Often letters issued from the Railway Board on Policy matters are not endorsed to

AIRF. Earlier also we have expressed our concern with the Railway Board on it. Demanded Representation of women in the Negotiating Fora at the Zonal and

Divisional level as has been done at Railway Board level. Demanded payment of PLB in cash to Railwaymen before Pooja Festival. Enquired about the outcome of the committees constituted by the Railway Board on

various subjects. Demanded removal of discrepancies of the LARSGESS as also anomalies of the VI

CPC. Shri Mishra stressed on early settlement of Running Staff related issues, viz. payment

of Running Allowance w.e.f. 1.1.2006 with enhanced rates, enhancement in the rate of ALK/Mileage.

Shri Mishra also stressed on filling-up of vacancies and also creation of additional

posts for enhanced workload. He also stressed on creation of posts of TTEs, particularly in Chennai Division of Southern Railway and also creation of posts for Central Hospital, WCR.

Shri Mishra demanded 8th pass educational qualification for compassionate ground

appointment. Shri Mishra stressed on the recruitment of Substitutes, giving preference to the wards

of Railway employees. Shri Mishra further stressed on early absorption of the staff working in the quasi-

administrative offices connected with the Railways. Shri Mishra demanded early implementation of various welfare schemes announced

by Hon’ble MR in last Rail Budget. Shri Mishra further demanded extension of Privilege Pass facility to both the parents

of the Railwaymen as also Post-Retirement Complimentary Pass to retired Railway employees in accordance with the revised Pass Rules.

He also demanded First Class Residential Card Pass to the staff working in GP `2400

and above. Shri Mishra demanded medical facilities to retired Railway employees and their

families. He stated that at least 65 Mobile Medical Vans should be provided to cater the need of employees/ wards working/residing in remote areas.

He demanded for the entitlement of Privilege Pass holders to travel in Duronto

Express Trains He stressed on implementation of recommendations of Committee on Career

Progression and Package to Trackmen in letter and spirit. He further demanded recruitment of Act Apprentices and their regularization,

particularly in Ajmer. He also demanded provision of Hostel in Kota and aids for the same from the SBF. He demanded temporary status to Substitutes, generally over the Zonal Railways and

specifically on NWR where out of 135, 128 have been given temporary status and 7 have been denied regularization in the name of CBI

He demanded regularization of casual labours over the Indian Railways those who are

on Live Register, particularly in N.E. Railway He further demanded waiver of examination fee for GDCE Candidates. He demanded encashment of 30% leave to Running Staff.

He suggested meeting with union officials during tour of divisions by the Railway

Board officials. While expressing concern, he stated that the payment of OT/TA/NDA etc. has been

stopped by various Zonal Railways due to non-availability of funds. He further stated that the SMs/ASMs are being forced to perform the duties of the

Commercial Staff. He explained the problems being faced by the AC escorting staff and demanded

resting facilities to them as also payment of overtime to them. He demanded payment of Transport Allowance to the staff of Rayanapadu and

Jamalpur Workshops. He further demanded treating TRD, Bridge, TTM, TMC staff and S&T Trollymen

and Cleaners in C&W Departments as Safety Categories Staff. He further demanded publication of list of Safety Categories and provide facilities for preparation and evidences before the High Power Committee.

He demanded Washing Allowance to all those staff who are getting uniform. He also demanded supply of cloth for uniform and payment of Stitching Charges to

all those employees who are provided with uniform. He further demanded protective garments to all the Railway employees. Shri Mishra further demanded shoes and protective gears to Safaiwalas working in all

the departments, including C&W Cleaners. He demanded facilities of Changing Room for women employees. While expressing concern on inordinate delay in Cadre Restructuring exercise, he

demanded that it should be done immediately. Shri Mishra demanded benefit of MACP to Accounts Staff in GP 5400. He stated that the duty roster of S&T staff should be according to HOER Rules. Shri Mishra stated that RCF Administration is charging monthly rent from the staff

for using CUG phone. This practice is not good and should be stopped immediately. He demanded sanction of Flood Relief Fund to the affected staff of Varanasi. Shri Mishra expressed concern on outsourcing of non-core activities in UBL

Workshop by SWR Administration, such as cleaning of workshop area, scrap and transportation of bogies, self leveling floor coating in the doorways, gangways and lavatories in coaches, painting of coaches.

Besides the above, Shri Mishra stated –

(i) As Indian Railways is doing well under the control of Government, no efforts should be made to privatize the Railways.

(ii) Adequate number of ORH/ Retiring Rooms be allotted for stay of representatives attending PNM.

(iii) Time frame be fixed for resolving the problems.

(iv) Appointment under LARSGESS be treated at par with CGA as assured by MR.

(v) Continuation of 8th pass educational qualification for compassionate ground appointment.

(vi) Reduce the difficulties faced by ASM while preparing Computerized RRs.

(vii) Provision of accommodation for AC Attendants at destination and while on Board.

(viii) Provide adequate facilities to women employees working in Open Line.

(ix) Allow Catering Staff who opted IRCTC to come back to Indian Railways.

(x) Decide yardstick of S&T Staff as per HOER.

(xi) Instructions of MM, i.e. wherever man and machines are available no outsourcing to be done, are not honoured at Zonal, Divisional and Workshop Level.

(xii) System of promotions on the basis of ACRs be regularized.

(xiii) Instructions issued by the Safety Directorate on 23.04.2011 for awarding punishment in violation of natural justice should be withdrawn.

(xiv) Adopt measures to save Trackmen and S&T staff from knockdown.

(xv) Permit widow mother-in-law as a dependent in Privilege Passes.

(xvi) Issue clarifications for eligibility of RCP.

Shri Rakhal Das Gupta Shri Gupta welcomed the Member Staff and others joined fresh. He stated that we

want a feedback on the items which we are being raising. Durga Puja, the biggest festival of the eastern part of the country, shall begin from 3rd

October. Last office working day is 30th September. Despite repeated requests of AIRF, orders for the payment of PLB is yet to be issued. Employees working down the line will have to forget the festival and to wait for the payment of PLB, so that they could purchase their necessaries. This is most unfortunate. The payment of PLB should start immediately and the same should be paid in cash as already requested by the AIRF.

While expressing concern on surrendering of higher grade posts, he stated that this is

quite departure of the decision arrived at in the PNM meeting. While speaking on payment of Daily Allowance to Staff Car Drivers, Shri Das Gupta

stated that instead of issuing orders, a committee has been appointed on 13.9.2011 to go into the affairs. This is a violation of the procedure followed so long.

While speaking on Pension/Family Pension in favour of retired employees in respect of Compulsory Retirement Pension and Compassionate Allowance, he stated that Railway Board’s orders contained in their letter dated 6.9.2011 should be kept in abeyance till the matter is discussed fully, as the same will affect adversely the economic condition of the families.

Orders have been issued by the Finance Directorate that each and every case of

MACP should be vetted by the Accounts and then only orders should be issued. This has badly delayed in the issue of the orders of MACP. Many persons those who were due to get the benefit of MACP had to retire from services without enjoying the benefit of the MACP Scheme during service life.

Orders for LARSGESS were revised vide Board’s letters of 11.9.2010 and 24.9.2010.

Staff submitted applications. Those were to be processed in zonal headquarters. But it was not done. In the meantime, orders have been issued to divisionalise them. Applications submitted during 2010-11 also need to be processed in the divisions. Headquarters of the Zonal Railways should send them back to the divisions and the applications of the entitled persons submitted during 2010-11 should also be processed, irrespective of the fact of present age of the employee and educational qualification of the wards, i.e. those who were entitled for appointment at the time of application, should be considered(like advertisement for DR issued during 2008-09 are now being processed with same qualification and age, as was existed at the time of application).

To ensure safety of the travelling public, it is necessary to take following steps:-

(i) Supply of good quality spare parts and other materials so as to keep the rolling stock in good fettle.

(ii) For shortage of spare parts, cannibalizing has become the order of the day. This causes impediment in normal maintenance and POH works.

(iii) Vacancies in different categories like ALP, Artisans, Trackmen, Gatemen, Porters, Points- man should be filled-up.

(iv) Direct Recruitment vacancies of the Skilled Artisan, left vacant for years together, should be filled-up by promoting Helpers as one time measure.

Six monthly review of 10-hour working Rules – “Signing on” to “Signing off’ for

Running Staff was ordered to be reviewed at the Zonal Railway Headquarters, but this is not being done, and the Running Staff are being compelled to work longer hours, jeopardizing safety of the travelling public as also of their own.

On attaining 50% DA, number of allowances has been increased by 25%. The rate of

allowance for Running Staff, which has been pegged down already, has not been increased by 25%, which has been made available for other allowances.

Pass facility to the Running Staff has not been granted by adding 30% of Pay

Element. If, added, Sr. ALP and Shunter, at least, would be admissible for AC Tier Passes. Repair of the quarters has almost come to a stall, as hardly any amount has been

allotted for this purpose. In the meantime, supply of day-to-day repair materials has been stopped. There should be transparency in the matter of allotment of funds for repair of

quarters. Supply of petty store for the SSE/Works should be ensured so that petty repair works can be undertaken.

Railway Board yet to clarify the matter of fixation of pay of those staff who have

received one/ two promotions given during the period from 1.1.2006 and 31.8.2008. This has been provided by the Ministry of Defence after obtaining clarification from the administrative ministry. AIRF has sent reference to the Railway Board, enclosing Ministry of Defence’s orders in this regard, to which reply is awaited. Pay of those staff should be fixed taking into account one/two promotions granted to the Railwaymen during the period from 1.1.2006 and 31.8.2008.

Besides the above, Shri Das Gupta spoke on -

• Payment of salary by cheque arbitrarily.

• Sanctioning of leave for the staff at the roadside stations.

• Payment of monthly wage/salary to the contract labourers to ensure timely and correct payment.

• Widening of promotional scope for Safaiwalas.

• Disposal of appeals under D&AR within 30 days, which are delayed badly.

Shri J.R. Bhosale

Shri J.R. Bhosale stated that there is lot of delay in replying the references made by zonal railways and requested MS to expedite replies. He also raised the issues regarding acute shortage of Doctors, Para Medical Staff, Part-time Dentists, delay in approving Private Hospitals for treatment at BRC, ADI RJT, RTM and BCT Divisions and delay in starting Central School at BRC. He mentioned about the issue of Coolies of ADI, who wants to rejoin as Gangman.

Issues raised by the other members of the Federation:-

56/2006: Indian Railway Tourism and Catering Corporation – Catering staff on

deputation.

Such of the staff who had taken absorption in IRCTC but have not taken any Pensionary

Federation stated that there are cases where money has been wrongly deducted and

transferred to the Trustee Bank. It was agreed that in such cases the money will be returned to the employees, in consultation with Ministry of Finance, the nodal Ministry for NPS. Staff side demanded to take option from remaining staff and requested for a separate meeting. 14/2011: Filling-up of vacancies of Asstt. Stock Verifiers of Accounts Department –

Permission to Cash and Pay Office.

Instructions in this regard have already been issued vide Board’s letter No. 2000/AC-

II/20/23/Vol.I dated 16.09.2009. However, Federation stated that in view of the abolition of lower grade post by the Railway Board, higher grade was in replacement and not by upgradation. Hence should not be treated as MACP. It was agreed to re-examine the issue on request of the Federation. 2/2011: Grant of MACP to Guards Category – Clarification reg.

Copy of reference made to DOP&T and reply received from them will be given to the

Federation. Thereafter the matter will be discussed with Federation. 3/2011: Revision of rates of Kilometreage Allowance and Allowance in lieu of

dependent sons.

A proposal was considered in the full Board meeting for raising the age limit of the

dependent son from 21 years to 23 years for inclusion in the Privilege Pass of the employee but was not agreed to in view of the existing provisions and the overall implications.
