wealth-Public Service stationed in the Federal Capital Terri-tory for nomination during 1931 for a limited number offree places in the following courses at the Canberra UniversityCollege:

ArtsDegree of Bachelor.Commerce Diploma or Degree of Bachelor.Law Degree of Bachelor.

The iioiuinatiens will be made by the Public Service Com-missioners on the recommendation of a Selection .Board. Therecommendations of the Selection Board will be based on:age suitability, and qualifications of applicants, after personalinterview of applicants, and on reports of Heads of Departments. .

To bé cOnsidered for selection, 'officers must be eligible toproceed with the Degree or Diploma` Course in accordancewith the regulations of the University of Melbourne. Ordi-narily, therefore, for a Degree course, an officer must havequalified for matriculation at any Australian University.For tige Law course, Leaving Latin or an approved equivalentstandard therein is also a pre-requisite.

Matriculation....is not essential for the Diploma Course inCommerce, but applicants must have passed the SchoolIntermediate Examination or have furnished evidence thatthey possess a good general education approximating to suchexamination. Certain equivalent examinations are acceptedfor the purpose of the Degcee course in Commerce in, lieuof the ordinary requirements.

Officers who are candidates at the Leaving and Intermediate'examinations to be held in 1930 may lodge applications, asthe award of free places will not be made until the resultsof those examinations are known, and applicants who satisfythe above prescribed conditions thereat will receive con -sideration.

Each officer nominated to a free place will be admitted.without fee to lectures and examinations in the subjects ofhis course, and will be granted, where necessary, and subjectto departmental convenience. leave of absence with pay toenable him to attend essential lectures, practical and other\work and examinations. He will not, however, be granted

:allowance for books, materials, or other expenses involvedin attending the College, and will. be _required to pay the fee;for the diploma or admission to the degree. He will be.required. also to enter into an agreement with the Common -wealth, and to be guaranteed by aie approved surety, that hewill not relinquish his course without -permission, that he'will carry out the conditions of his free place, and that, ifrequired, he -will remain and continue in the employment ofthe Commonwealth during the period of five years next afterthé teriiiinaticci of his free place. The amount of liabilityunder the terms of this agreement will not exceed £250.

The continuance. of the free place will be dependent uponsatisfactory-reports by the Council of the College as to theofficer's a.ttenda.nce, conduct and progress at the College, andby the principal officer of his Department as to his conduct,diligence and efficiency as an officer.

A free place shall be tenable for the full length of a coursefor 'a degree or diploma, except that continuance of the grantafter the expiration of the normal period of the course will besubject to the approval of the Public Service Board.

The Public Service Board may, at any time, cancel thegrant of a free place if it is satisfied.:-- -

(ca) that the prescribed conditions of tenure are notcomplied ~with; or

(b ) that the conduct of the holder has been idle, un-becoming, disorderly, or otherwise improper; or

(r.) that the holder has failed to make satisfactoryprogress; or

(,i.) that the exigencies of the Service so require;and thereupon all advantages connected with such free placeshall cease and determine.

On the production of satisfactory evidence any holder of.i, free place may have his free place suspended by the PublicService- Board for a period up to one year, and, if necessary,for a further period, but the suspension shall not be grantedduring the first year of the course.

Forms of application are obtainable from the Secretary,Public Service Board, Canberra, to whom applications mastbe forwarded not later than 6th December, 1930.
