I. INTRODUCTION
For the 1st semester of FY 2014, activities of DILG-CAR were all geared towards the implementation of the priority programs, projects and activities of the Department.
II. MAJOR ACCOMPLISHMENTS ON THE NATIONAL PROJECTS FOR REGIONAL IMPLEMENTATION
OUTCOME: BUSINESS FRIENDLY AND COMPETITIVE LGUS
Organization of LEIPO/LEDIP Team/LEDIP Office
All six provinces of CAR, two cities and 71 of its 75 municipalities, including the
five target municipalities of the Province of Ifugao, have designated their LEIPO. In
addition, the provinces of Kalinga and Mt. Province, and 30 municipalities from the
different provinces have organized their LEDIP Team. Five of the six provinces, one city
and 47 municipalities have organized their LEDIP Office. The minimum requirement is
the designation of LEIPO.

Updating of CDP, Local Revenue Code, LIIC and Schedule of Market Value
In addition, the target municipalities of Banaue, Alfonso Lista, Lagawe, Lamut and
Kiangan in Ifugao Province have updated their CDP. Except Lamut, the above
municipalities have also updated their Local Revenue Code, with Lagawe having updated
LIIC. The municipalities of Lagawe and Banaue have updated Schedule of Market Value.
Above target accomplishments for the CDP updating is five municipalities of
Ifugao.
Representatives of the Municipalities of Banaue and Alfonso Lista attended the
Consultative Dialogue and Technical Assistance on LIIC last June 24-26, 2014 which was
conducted by BLGD and LGA at LGA-TC, Los Baños.
Streamlining of BPLS
Twenty of the 21 target municipalities under this program have successfully
streamlined their BPLS. The remaining municipality of Tanudan, Kalinga is targeted for
the 2nd semester.
Regulatory Simplification for LGUs ( to include Streamlining of Building/Construction
and Occupancy Permitting System)
Target cities of Baguio and Tabuk, and
municipalities of Kabugao, Apayao and La
Trinidad, Benguet have successfully launched
their RS4LGUs. On March 24, 2014 the,
Municipal Government of La Trinidad has
launched their RS4LGUs which was attended
by USEC Austere Panadero and LGA Executive
Director Marivel Sacendoncillo. Also, the two

Memorandum of Agreement.

Tabuk City, Kalinga also launched their
RS4LGUs last June 25, 2014.
Municipal Government of
Kabugao, Apayao has successfully
streamlined their Building/Construction
and Occupancy Permitting System. The
Enhanced BPLS/RS4LGUs was launched
last June 24, 2014 at Kabugao.
Notable Accomplishments
DILG-Mt. Province has conducted the BPLS Compliance and E-readiness survey to
all its ten (10) municipalities. Also, they have conducted BPLS Forum on March 21,
2014.
DILG-Baguio City Field Office has provided technical assistance to the City on the
identification of collaborative activities to enhance LGU business-friendly image.
Participation to the ICT Innovations Forum: Key to Accelerating Local Governments’
Competitiveness held June 18, 2014 at Intercontinental Hotel, Makati City.
Special Local Roads Fund (SLRF)
Apayao, Benguet and Mt. Province and Tabuk City are beneficiaries of the SLRF
2013 which were funded in 2014, and Benguet Province was also beneficiary of the SLRF

Enhancing LGU Capacity on Disaster Risk Reduction/ Climate Change Adaptation and
Mitigation
Assessment
All six provinces, two cities and 75 municipalities of CAR have undergone the Disaster
Preparedness Audit and Environment Compliance Audit as part of the Seal of Good Local

Governance. Results of which are being encoded and uploaded to the LGPMS-SGLG
website.
Capacity Enhancement
The Regional Focal Person has just undergone the ToT on Vulnerability Assessment
last June 9-12 at LGATC, Los Baños.
A total of 14 municipalities and one city from Kalinga and Apayao provinces -- 53
participants, exceeding the target 45 participants, from seven municipalities and one
city from Kalinga and seven municipalities from Apayao have undergone the GIS
Training conducted by DILG-CAR last April 21-25, 2014 in Baguio City.
Last May 19-22, Tinglayan,Kalinga requested the conduct of QGIS Training since they
missed the training conducted by DILG-CAR earlier. Aside from the technical personnel
from the Planning and Development Office, Engineering office, Disaster Risk Reduction
and Management Office, and Local
Government Operations Officers of

All 1,175 barangays of CAR were provided with the Family Guide to Action in
2013. Also, many barangays have also complied with the above deliverables in 2013. To
date, 449 barangays have yet to craft their contingency plans.
For this Outcome Area, several related activities were conducted at the regional
level. These are
1. Training on GIS for Climate Change & Disaster Risk & Vulnerability Reduction
2. Iba Na Ang Panahon (INAP) Science for Safer Communities
3. Knowledge Exchange on Disaster Risk Reduction and Management
4. Rapid Damage and Needs Analysis (RDANA)
DRRM Provincial summits were also conducted in all the provinces spearheaded
by OCD in collaboration with DILG, DOST, DSWD and other members of the DRRMCs
from April to June 2014. Participants to these summits were local chief executives,
members of DRRM council, media, CSOs and other stakeholders.
Other provincial activities include BDRRM planning and Training on Mountain
Search and Rescue.

Setting-up of Mediation and Healing Mechanisms
Training on the Setting-Up of Local Healing and Mediation Mechanisms was held
on June 26-27, 2014 at La Breza Hotel, Quezon City and was attended by participants
from the municipalities of Manabo, Abra; Pudtol, Apayao;, Kibungan, Benguet; Asipulo
and Tinoc, Ifugao; and and Pasil, Kalinga. Participants to this Training were LCEs; SB
Chairperson of Peace and Order Committee; MSWDO; Private Sector sitting in the Local
Peace and Order Committee or IP Representatives
Earlier in January 28, DILG-CAR Regional Office led a meeting at Home Stay Diner,
Sagada Mt. Province to discuss the project Setting Up of Mediation and Healing
Mechanisms in Conflict-Affected Areas (CAAs). This project generally aims to help LGUs
which belong to the CAAs to set up functional mediation and healing mechanisms in
their localities to sustain the gains of previous peace and development efforts including
those which have resulted to peace agreements. The meeting resulted in the following:
1. Identification of existing mediation and healing mechanisms in the LGUs or in
the community;
2. From what were identified, the LGU distinguished what works and what does
not work;
3. Provided the persons
and offices involved in
mediation and healing
at the local level, and
4. Data gathered was
utilized and submitted
to LGA for inclusion in
designing the
framework and
training program for
mediation and
healing.

All Lupons of the 1,175 barangays were already organized and functional by 1st
quarter of 2014.
For the Barangay Human Rights Action Center, a total of 896 barangays or 76.25
percent have functional BHRACs. Below are the details.

SALINTUBIG 2013 (GPBP)
A total of 85 projects in 19 municipalities in CAR were funded under the
SALINTUBIG 2013 (GPBP), 65 or 76.47 percent of which are already completed by 1st
semester 2014. Twenty projects or 23.52 percent are still on-going. All projects are
regularly monitored by the regional and provincial project monitoring teams.

A total of 40 projects being implemented in 38 municipalities are all on-going to
date.
Comprehensive Local Integration Program (CLIP)
Orientation-Seminar on CLIP and Former Rebel Information System (FRIS) for
Luzon Cluster was held June 30-July 2, 2014 at Angeles Pampanga. The Regional and
Provincial Focal Persons, Regional Accountants, PNP and PSWDO participated in the
activity. In that activity, ten former rebels were targeted to be provided with financial
subsidy – three from Abra Province and seven from Kalinga Province.

The program orientation on CJIP which was held at Tacloban City on September
19-20, 2013. La Trinidad Vice-Mayor Romeo Salda and staff, and LGOO VI Bable Adnol
of DILG-CAR participated in the training event.
This region continuously provides technical assistance through coaching and
facilitating the target-municipality – La Trinidad, Benguet.
As for Bangued, Abra, which is a non-target LGU, orientation on NCJIP was held
last June 26-27, 2014 at Bangued.
Localization of Magna Carta for Women
DILG-CAR hosted the Luzon Cluster last May 27-29, 2014 in which participants of
this activity were the RFPs and PFPs of GAD and GPB Prov’l Focal Person of DILG Regions
I, II, III and CAR.
This level has been monitoring the compliance of LGUs to the Magna Carta for
Women. While monitoring efforts shall be done until the end of the year, it was found
out that most municipalities have formulated their GAD Plan. Provinces of Apayao and
Mt. Province have likewise formulated their GAD Plans, as well as Baguio City.

Performance Challenge Fund
Except for the Province of Benguet, all five provinces, Tabuk City, and 40 municipalities in the region were already provided with the 2013 PCF subsidy.
As of April 12, 2014, Tublay have already completed the improvement of the Tublay
School of Home Industries (TSHI) Extension ground in Benguet, the first project funded under the 2013 Performance Challenge Fund (PCF) to be completed.
All project proposals were reviewed and all projects are closely monitored by project
monitoring teams at the provincial and regional levels.
Full Disclosure Policy (FDP)
Monitoring compliance to the FDP continue at all levels. Posting of all necessary documents at three conspicuous places (3CPs) and at the FDPP portal is 100 percent for provinces, 100 percent for cities, and 84 percent for municipalities or 63 out of the 75 municipalities.

Barangay Compliance to FDP. As of 1st semester, a total of 483 barangays have
posted all eight required documents at three conspicuous places.
Seal of Good Local
Governance (SGLG)
All timelines for SGLG were behind schedule and assessments were done June
2014 due to the delay in the release of Final Guidelines. But nonetheless, all LGUs of
CAR were assessed by the RAT by the end of June 2014. Uploading of SGLG
Documentation Reports and encoding into the LGPMS Online DCF is on-going.

Regional, Provincial and City Awards Committee were all activated. Assessment

Volunteer Program
On March 14, 2014, the region has oriented ALL six provinces, two cities and 175 municipalities of CAR.
All 77 target LGUs (2 Cities and 75 Municipalities) of CAR have established
their Volunteer Citizen’s Desk for the 1st semester of 2014. Likewise, 2 provinces namely Apayao and Mt. Province also established their own Volunteer Citizens’ Desk.

A regional communication plan has been crafted although PACS have yet to release the Department communication plan. As of 1st semester, four issues of the regional newsletter was released: December 2013 issue, Jan-Feb issue, March issue, and April – May issue. The 2013 Annual report was also published in June.
Local Governance Regional Resource Center The LGRRC have acquired 14 books for the 1st semester. Meetings are done by consortiums. The Regional WATSAN Hub has conducted two meeting this semester. Competency Build-up of Officers and Staff Nineteen (19) out of the 21 LGOO II/III trainees who underwent the 48th Batch LGOO Induction Training graduated last May. The top 1, 2 and 7 were garnered by CAR. Repair, Rehabilitation and Improvement of DILG-CAR Regional Office Phase I was accomplished first semester and further improvements is scheduled anytime this 2nd semester. III. Community-based Monitoring System
DILG-CAR continues to provide technical assistance to requesting local
governments in the conduct of their CBMS. At least 51 LGUs were assisted this first
semester.
