Now Margot told me that the shire had informed her on the previous Friday I was to be removed from the passenger list and wasn’t allowed access to the Bus Service before paying a CDSC bill, A CDSC unsolicited bus bill arrived dated 9th Aug 2011 for $360.On 4th Aug 2011 I notified Centrelink of ineligibility to receive Austudy and continue TAFE without Transport funding. I explained having no income; my last Payment was made on the 15 of July 2011. Told payment would resume after attending phone Meeting at the Menindee Centrelink Agency.17 Feb 2012 Trevor in Broken Hill Centrelink office claimed if I had an interview with Gayle, she could help resolve problem of forced Menindee Agency use by Job Service Providers. During meeting Gayle claimed this was not a JSA role but would recommend TAFE Cert4 resumption, Menindee Agency issue still hasn’t been addressed & my TAFE Cert4 Training hasn’t been resumed.I live in Menindee, closest City Broken Hill is 110km or $15/9.5 Hr round trip by Public Bus. After being forced to attend Broken Hill JSP office for RJSP and questioning Manager of Company actions, I was told these were matters beyond their control to change. Then denigrated me claiming the change from Menindee Centrelink Agency to Broken Hill was made out of staff safety concerns. Noted definition of Detriment in the Act includes humiliation and denigration, both have occurred.

I am from Menindee, 100 kilometres away. I do not believe that speed is necessarily everything, although I

appreciate the NBN and what it could bring for us. One of the key things that perhaps should be looked at is

quality of service. Businesses often use the word 'confidence' and, if you are sitting at a computer ready to do

some work and your connection goes down, how does that affect confidence? If you are at a computer and it is a

little bit slower than you want it to be, you can get by. We all do. We learn to live with what we have got. But I

believe that one of the biggest issues is quality of service. I have looked at the amount of uptime that is required

under the existing regulations and, from what I can work out, in practice it seems to me insufficient. That is one

point.

Another point that I feel strongly about is that we should teach people to use the computer and show them how it can

help them. We should get elderly people to use the facilities that are available. They are not going to take it on naturally.

I do not think that just because you provide a service you are necessarily going to get organic growth from it. I believe

that is too simplistic. We can give someone the fastest internet in the world, but unless we have people who know to use

it, why they want to use it and what they want to do with it, I am not sure that we are heading in the right direction. If

we are going to be a technology-savvy country we need to put a lot more effort into training our people and

encouraging them to use the services.

We have a rural transaction centre in Menindee. It has the computers in there. People do not necessarily use

them, which is why I make the point. I use a computer quite a lot. I use it to talk to people like you, so I hope you

listen sometimes! But I am sitting in the computer room by myself. Going back nearly a decade ago, it was also

the case. We had another transaction centre-type arrangement with computers previously and I injected thousands

of dollars worth into it and got myself an education. I just went there each day and paid to use the service. I was

the only one there, day after day, and the people who ran it got government funding. It is interesting that maybe if

I had not been using the services it never would have proceeded. The other interesting part about it is that I

lobbied very hard for the first computer centre that was in Menindee for some years and gave the reasons that I

give today.

On 1st Aug 2011 following the NBN hearing, Central Darling Shire Bus Service didn’t arriving to pick me up for Cert4 Web at TAFE, Margot Muscat CDSC would give me no explanation why this had occurred?

On 3rd Aug 2011 the following Cert4 TAFE day, again the CDSC Bus Service didn’t arrive to pick me up. I asked Margot Muscat again why? Now Margot told me that the shire had informed her on the previous Friday I was to be removed from the passenger list and wasn’t allowed access to the Bus Service before paying a CDSC bill, A CDSC unsolicited bus bill arrived dated 9th Aug 2011 for $360. Further Information about NBN hearing and Margot Muscat CDSC actions regarding the Bus service can be found in Document: “Malcolm-Turnbull-and-Adrian-Piccoli-4Aug2011” supplied in this email. Demanding money through an unsolicited bill contracted by a third party is illegal Operation of law. I received bills and threatening letter until the matter was resolved 11 months to late for TAFE.

On 4th Aug 2011 I notified Centrelink of ineligibility to receive Austudy and continue TAFE without Transport funding. I explained having no income; my last Payment was made on the 15 of July 2011. Told payment would resume after attending phone Meeting at the Menindee Centrelink Agency. Received appointment: attending Menindee Agency all day, Centrelink failed to keep their appointment. I asked Margot if she could ring and ask why Centrelink failed to keep appointment, I was refused. I rang Centrelink from public ph, was given no explanation and told to wait for new ph appointment. Received second appointment: attended till closing 4.55pm, Centrelink failed to keep a second time. Rang Centrelink for explanation, told I had breached compliance by not being present for a phone appointment at RTC Agency and this would result in a penalty waiting period without assistance. Note: Margot Muscat CDSC determines Compliance by observed presence for ph appointment.

14 Aug 2011 my Mother (Central Darling Shire Councillor) visited me after I previously informed her of removed Centrelink payment & HealthCare Card after a false Non-compliance to attend CDSC Centrelink Agency. As a Shire resident I asked Clr Lorraine Looney to make official complaint against CDSC Margo Muscat actions or keep out of it, as I wanted to have the matter dealt with legally. Later I was informed by Broken Hill Centrelink and Lorraine Looney that on 15 Aug 2011 Lorraine Looney Spoke to CDSC Acting General Manager Leanne Ryan in Wilcannia who contacted Centrelink and discussed me. Councillor Lorraine Looney & CDSC acted illegally to avert justice for criminal acts. On 14th Sep 2011 I received a Centrelink letter CLK2LETTERA11424846001 stating your Newstart Allowance has been suspended because you did not attend an interview we arranged for you.

Fran Grenville, Manager of Broken Hill Centrelink Office. I refused to attend the Agency without legal accountability for CDSC/Centrelink actions, and was repeatedly denied this right. On 12 December 2011 the Manager of Broken Hill Centrelink spoke with and advised me I was not required to use the CDSC Agent office, under the falsified pretence of doing me a favour? I stated my wish was to have the matter legally dealt with and remove discrimination legally. Darren Cameron Albury City Councillor – Term of 2012 to 2016 31 Jan 2012 Councillor Lorraine Looney spoke to Officer Jim McMillan outside Menindee Police Station about my health. Later officers Jim McMillan & Rick Walters visited me insisted I go with them to the Menindee Health Service, I asked “what if I refuse?” Jim McMillan Said “If you refuse we have the authority to take you by force”. I told police I had no food because of Centrelink & Margo Muscat CDSC to which they knew nothing? Police took me to Menindee Nursing Service to see a Doctor who insisted I attend Broken Hill Mental Health immediately, when I asked for his name he refused saying “You are not doing that to me”? 1 Feb 2012 I went to Broken Hill Mental Health against my will, intimidated by police the day prior. 8 Feb 2012 Made Complaint to Ombudsman of Access Discrimination to Government Services, their report 17 May 2012 states “I don’t have to use the Centrelink Agency” as resolution to the Service Discrimination? After explaining my dissatisfaction the Ombudsman made it clear the decision would not

be reinvestigated or changed without new evidence. So I have no recourse to remove discrimination. Job Service Providers have continued to demand use of Menindee Centrelink Agency. Then threaten to remove Services for Non-compliance, as a lever to force attendance at Broken Hill office instead.

Providers continue making Agency appointments to threaten non-compliance then remove service. There’s been no accountability for unlawful actions resulting in physical harm and discrimination. Fran said I should think about going on a pension and how much extra money I would get. Then Fran started drawing blocks on a page with the money and entitlements in them like you would with a child, then draw another box for Disability Travel Allowance. I explained that she was being ridiculous because I was not eligible for this type of assistance that LETS (Local Employment and Training Services) had raised earlier and it was insulting that Centrelink would remove services to then try and validate the effect by claiming you to be disabled. I told her she was insulting and kept trying to bring the conversation back to the Completion of my Cert IV in Websites after my services had been removed, described elsewhere.

6/5/2014 JSCI Assessment by James Psychologist for DHS was illegal & under threat of suspension. During the appointment with James I first demanded he identify his profession qualifications and ID so accountability can be upheld. James sort advice and signed a document that I maintain listing that he is a Registered Psychologist working for DHS Assessment Services JSC1 Special Needs. James DHS – Assessment Services Details given reluctantly after I demanded them on arrival

With this I asked James why Centrelink Manager Fran Greville had told me I should talk to him about getting on a pension for physical ailments he said nothing, treating my question with contempt. I brought/offered bananas which I never eat to make a point, then notified him of reportable crimes. Professionals will be reluctantly challenged if required, to prove facts produce propounded opinions. 2013 man involved with Tandou workers pulled out a Tomahawk on me before losing his nerve. Late July/Aug 2013 the Publican/Ex-shearer grabbed me by the neck in the Albermarle Beer garden. 7Aug 2013 Gary publishes Submission: The Future of Remote Participation & Employment Servicing 7th or 9th Aug 2013 man in Black Lion acted very strange, wanting me to walk him to supermarket? Intuition kicked in given several previous attempts on life, I gave him the slip before returning home. That night in the Menindee Albermarle Hotel I went to the toilet where my hand was broken in door, pinned whilst being needled/injected in my two outside fingers (on their inside between the fingers) 5mm before centre joints. Skin continued to callus & die around needled area, Joints are still swollen Government from 7 September 2013 Tony Abbott Liberal/Nationals 18 Nov 2013 Police Sergeant Paul Roberts called me over outside of his house, said: “I hear you have been talking to people about my river pump being illegal”, to intimate me. (I have supporting info). The Police Sergeant is corrupt, enjoys illegal activities such as poaching with people involved above.

Future of Remote Participation & Employment Servicing - 7 Aug 2013 Gary Looney Page 1 of 2 In response to Discussion Paper: The Future of Remote Participation and Employment Servicing Arrangements - Submissions closed 12 October 2011. (Note: My offline status and uninformed position) Quote: The first vital step in reforming remote participation and employment services is to talk with people about what they think will work best in their community: End Quote. Government Participation As witnessed, Commonwealth Government Officials and employee use State/Local Government and Shire Council Coordinators for Introduction to remote communities, only chosen community members and representatives get informed or invited to show off (their Community). These relationships extend through Centrelink, Contracted or paid services and beneficiaries through the community. I have lived here 40 years with a common experience of shire to share. Some community members disengage or disagree with the damaging self-interest of shire brainstorming for projects, control of Government Services or programs and Community events that we created to run when sustainable. Some feel shire and employee should have no power or influence outside maintaining the already rundown infrastructure. In some cases Shire and Centrelink subservient are controlling our Community for their interests, not everyone likes or is respected by shire, or various levels of Governments. What you do in private life has nothing to do with me, without right of power to physically harm you. I write this as a single white Australian, participating with who I choose, and when, regardless of race. Government’s policy suggests I am anti-social rather than of different ideas and skills, reality is we do not all need a group hug. I have contempt for Government removing basic service rights to later label. Quote: Responding to Emerging local economic opportunities: End Quote. I started picking grapes in the 1980’s around Mildura, door knocking farm to farm and revisiting satisfied employers is the way I got every job. Virtually none of the many growers I spoke to used Centelink Employment Services, choosing to employ at the gate or by private contract. Advantages for some employers using a private external contractor is meeting numbers from one place, or the workforce is free from workplace politics, or more compliant with the addition of on farm accommodation. The trend to external contractors followed around Menindee Community and improved productivity of business. Disadvantages are the employee may have no knowledge of industry or workplace rights, be a gypsy or even illegal immigrant unprotected from exploitation in some cases, whilst locals with Centrelink Employment Services are filtered out. If this is a problem, it is policy not matching reality and I feel insulted and proud to of been blacklisted for such position of understanding. For Agricultural business, Supermarket control over source and size, Cost of material freight through dirt road, Compliance and residual effect of salts on permanent plant productions from draught has seen local growers cutting back or closing down over recent years in Menindee.

Future of Remote Participation & Employment Servicing - 7 Aug 2013 Gary Looney Page 2 of 2 Sealing the road between Menindee and Mildura during stronger productive times would have opened up the whole area, created new diverse business to meet need, and saved others. Government politics promoting railed freight has talked over the top of community voice for road needs. Basic internet that works can help bridge the gap and empower those with ideas, given the choice of company, plan and service outside Telstra only infrastructure, remote communities are disadvantaged. We need Government fortitude to address Supermarket Duopoly control over local fresh food growers. I believe the Labor Governments primary role for remote communities should be to encourage self employment and small business diversity to meet “said sustainability goals” Government Development Corporations have consistently failed to diversify with inconsistent direction and big business conflictions. The Large Employer business model will fail for some areas, the replacement will depend on election outcome, at which point I could add more detail for possible alternative models. In remote communities like Menindee, Government is the biggest employer and growing, with more employed to run and find work for Government than real private business jobs. Were the JSP failed to meet or acknowledge financial and practical obligations with the confidence of DEEWR I was personally disadvantaged, Government needs to be evaluated for disengagement. Shire employee determination of a Centrelink breach lead to the back dated removal of healthcare. The first breach was claimed by Centrelink to of occurred at around 4.55pm, only after I had given the ombudsman this time for departing the Shire Building. Centrelink had failed to attend the same appointment at two earlier dates without explanation, later claiming I was un-contactable because I do not have a phone. The events do not support excuses or explanation for DEEWR and Human Service actions, or that of the contracted Central Darling Shire Council. You cannot diagnose a client condition after creating it. No one should be politically labelled un-contactable because they do not, or will not use a Telstra service, especially if the company stood over you to force signing of a fabricated false declaration. If liberals win the election, my guess is these “Misfortunes?” aimed at forcing acceptance of Telstra patronage for Government politics and Company supporters will continue! My position can be improved by Government meeting existing universal service obligations through internet access of information and resources available to the wider community. The Guaranteed Satellite Internet that failed installation standards, as did Telstra ISDN before it. If satellite is the alternative NBN outside existing or planed fixed and wireless service for both parties, demonstrating the service can be delivered reliably and feedback of problems should be valued? Government and Job Service Providers have been pre-emptively defensive, judgemental and aggressive towards me, as a result of falsified JSCI details under “Other Personal Factors”. The damage this has caused me cannot be put in words or fixed.

The personal factors category is voluntary and I have stated that being Black Listed by Tandou has affected my ability to find work in my home town. I also stated the need of internet for business. Event Time Line Encouraging Discrimination Revision 28 Jan 2015 Gary Looney Page 14 of 16 To Centre Link (Broken Hill office) from Gary Looney (Menindee) 12 August 2009 Page 1 of 2 Many Menindee residents, including me were employed during the picking seasons under the ownership of Stan Andriski , Cotrel or Eric Biggs Grape Growers with virtually no illegal immigrants. Tandou started to grow more cotton & employed chippers using a contractor to separate liability, in order to maintain or entrap workers. Illegal immigrants and those being also on benefit were welcomed! There was a worker living in a bare van body with broken windows dumped behind a shed for example, as long as you were there they did not care. Young workers travelling the country side or also receiving benefit did not care, working beside illegal immigrants. Workers were often forced to work over 12 hours a day for 6 and 7 days a week, to work with inadequate water and were paid less than the award, also without full penalty rates. Fuel was sold to workers owning and having to use their own cars to get the work force to/from the fields, around the 25km long lake bed. Conditions were investigated & found to be well below standards in regards to camp health standards and charges including rent regardless of whether you lived under a tarp. Working conditions failed health & safety standards with illegal omission of work breaks, lack of shelter and inadequate water. Alcohol, Privately slaughtered meat, food goods and petrol were sold illegally and helped to entrap workers. Almost the whole chipping crew were sprayed with the Chemical Endosolfin by spray plane one day, the Company basically denied it & no EPA action was taken on workers complaints of the event. Tandou and the Australian workers union negotiated privately and pushed a purposed new pay rate to the work force, with virtually no employee notice. I had taken the day off and returned to find employees had participated in a vote organized by the AWU and Tandou resulting in a rate and penalty change with net reduction of award and penalty entitlement. I collected pay sheets representing a single worker for the whole season and summed the total payment Tandou was making to the worker. I then calculated the total amount payable to the same worker for the same hours using the previously unpaid award rate over the whole season. Other factors for itinerant workers were also outlined for consideration of a fair compromise! The contractor refused to help when I asked to meet and talk with the union official. Lake workers told me of his location on the lake so I walked km’s and finally tracked him down, explaining he cannot allow illegal workers to vote on our wage rate and put forward my pay sheet accumulated figures. A Shearers union had been parked just outside the chippers camp a few times during the season and told me I should join them and provide them with the pay sheets, the discussion turned to the union using intimidation and pressuring me to join! I explained that changes need to be made on fact and honesty, which both unions were failing to demonstrate. The fact that I wanted to forward my experience and view personally and refused to join them was seen as not acceptable, there was abuse direct towards me from this union as I walked away. When I went back to Menindee a member of the Shearers union king hit me which resulted in hospitalization and a serious neck injury. I tried to continue working whilst in a lot of pain and was asked politely to leave by the contractor! You will find or remember that Social security along with police and immigration raided Tandou Lake Chippers Camp and dragged us all out of bed to a grassy area near the Contractors office, some of the illegal immigrants and workers receiving benefit were caught. During this season I had sent hundreds of letters to Government and unions with full documentation of events. When immigration released the information of illegal workers publically I again forward my documentation to Government and unions with this additional supporting information. Cotton Chippers rates were changed again with a base rate increase traded for changes to the penalty rates, resulting in a fairer compromise which became the practice of similar itinerant employment sectors today! Past Union & ongoing Government policy has involved reduction of liability at all costs, unqualified

I was latter told by this Greek family that they were given the message not to employ me, and explained that although it had made them uncomfortable I would always be welcome. This family later sold their grape property to Table Grape Growers. TGG employed me without actually knowing they had done so when using a contractor, I was employed to work with the grapes and had to go to a pre work initiation were pictures were used rather than talking, because a large number of the employees could not speak English. Our contractor only employed legal Australians for a government contracted employment network agency and the whole 26 or more of us Australians and contractor were sacked by TGG, I helped some that travelled from places like Queensland for this work, to try and get them money so they could drive home. There is mixed opinion in the Menindee community in regards to my actions and me, many see me as a traitor to our community and a risk to business that the work force provides in areas such as poker machine use during the season for example. I was verbally assaulted recently by an employer who was acting like I had reported or threatened to report them to immigration or something. Previously I was employed by Boulevard Motel in Mildura which was initiated and organized through Mildura social security were the Employer is paid part of your wage for a set period by Government. Whilst employed the employer continued to ask me to carry out or help him carry out illegal tasks, including rewiring of room heaters connected directly to the fuse box with heavy wall cabling, of which I refused. He also directed me to rotate the mattresses as the bottom floor got more use, this involved carrying each double bed mattress from the above rooms downstairs to the lower rooms, and the bellow mattresses upstairs! My back was injured trying to carry one of these mattresses upstairs and my employer told me that official documentation would not be required, that he would provide medical treatment. I was in a bit of pain and just wanted to get treatment so went to see the assumed specialist who turned out to be more like the family massager, not a doctor! It became obvious this injury would not go away. I went to social security & explained what had happened, I could not work properly with the injury and this employer was only abusing me and the system so I requested severance pay. Social Security offered no assistance in regards to the employer legality or actions they would take in this matter, only assurance that I would be eligible for benefit due to the injury sustained! Documentation was made by Mildura social security at the time as it was later found when I discussed this mater in the Broken Hill centre link office. Were in this chain of events would your office or another relevant Government office acknowledge such events and do things differently? Make the types of changes that I actively fought to make! If I Put my back in the wrong position under weight, it can result in total disability which has seen me stuck at home for more than a day, unable to move or contact help with no communication system. Attacks similar to asthma have also affected me. I realized some time back that some physical jobs may not be possible for me going forward and have worked towards learning Computer based technology and internet based business as a sustainable alternative. My internet connection under the Governments Australian Broadband Guarantee was recently disconnected, leaving me in a position where I would have less flexibility in usage time and pay considerably more to connect with a replacement provider. I want the connection restored with reliable & affordable provider of a large plan Past Union & ongoing Government policy has involved reduction of liability at all costs, unqualified
