tem;incraftingsignificantpoliciestomeettheneedsofworkerswithwork-connectedcontingen-cies;andindeliveringitsprogramsandservicestothosewhoneedthemmost.

Asitcarriesoutitsmandate,theECChasalwaysbeenanableandwillingfrontlineagencyoftheDOLEsensitiveandawareofitsdutytocontributetowardachievingtheobjectivesoftheEnhancedSocialProtectionOperationFrameworkandStrategyof thePhilippines,oneof thefourcorepro-gramsofwhichissocialinsurance.

Startingin2013,theECChasbeenimplementingmeaningfulpoliciesthatbenefitworkersinthepub-licandprivatesectorsafflictedwithwork-relatedillnessandinjuries,orwhohavebecomecasualtiesofwork-relatedcontingencies.Morevaluable,though,thanthematerialbenefitsthatECC’sclientsreceivedbecauseofthesenewpolicieswastheopportunitytheECCofferedthemtostartafreshinlifebecausetheagencyhadhewed—andcontinuestohew—closelytoourreformagendaformoreactiveandenhancedsocialprotectionforthevulnerable.

IspeciallycommendtheECCforitsexceptionaleffortstoorganizeoccupationally-disabledworkers(ODWs)intotheOccupationally-DisabledWorkersAssociationofthePhilippines,Inc.(ODWAPI).Since

itsorganization,theECChassupporteditwithskillstrainingandlivelihoodsupport,intheformofassis-tancetomembersintheestablishmentofbusinessundertakings.IcansumupinonewordtheECC’sworkforODWsinthepastyear—empowering.

Thus,IcongratulatealltheofficialsandstaffoftheEmployees’CompensationCommission for a jobwelldoneandforyourunyieldingbrandofpublicservice.Myferventdesireisthatyouwillcontinuetoachieveandexcelyourpastachievements.Al-wayskeepinmindthattheworkthatyoudoisthebestrewardforyourzealousaspirationtoserveourworkers.

In2013,theEmployees’CompensationCommissionhasstrengthenedtheroleoftheEmployees’CompensationPrograminprotectingthesafetyandhealthofworkers.ThroughtheECC’senhancedpoliciesandservices,wewereabletorespondto

thecallfortheadvancementofsocialprotectioninourcountry.

Inthesameyear,wewerealsoabletohelpouroccupationally-disabledworkers inunleashingandtappingtheirpotentialstomakeiteasierforthemtoreintegratethem-selvesintotheeconomicmainstreamofoursociety.

Asaninstitution,itisundeniablethattheECCplayanintegralroleinthelivesoftheFili-pinoworkers,especiallyforthosewhowereafflictedwithwork-relatedinjuriesorillness.Throughitsmandateofformulatingpolicyandguidelinesfortheimprovementofem-ployees’compensationprogram;reviewinganddecidingonappealedcasesofECclaims;and initiatingpoliciesandprogramstowardadequateoccupationalhealthandsafetyandaccidentpreventionintheworkplaces,theECCwasabletopromotesocialsecuritywhilejudiciouslyandefficientlyadministeringtheStateInsuranceFund.

The Employees’ Compensation Commission

MISSION

The ECC champions thewelfare of the Filipinoworker. Its mission is to:

• build and sustain amongemployees and employ-ers a culture of safetyand healthful environ-ment in the workplace;

• ensure at all times thatthe workers are informedof their rights, benefits,and privileges under theEmployees’ Compen-sation Program (ECP);

• developandimplementin-novativepolicies,programs,andprojectsthatmeettheneedsofworkerswithwork-connected contingencies;

• promptly and fairly resolveallcasesbroughtbefore it;

• restoredignityandself-es-teemamongoccupation-ally-disabled workers; and

• safeguard the integrity ofthe State Insurance Fund.

VISION

A nationally-acclaimed in-stitution in social securitypromotion that is in full con-trol of the Employees’ Com-pensation Program, man-aging a sound, strong, andwisely invested State Insur-ance Fund and deliveringpromptly, effectively, andef-ficiently to the Filipinoworkera comprehensive packageof services and benefits forwork-connected contingen-cies through a pro-active,humane, and dynamic poli-cies,programs,andactivities.

Created in 01 November 1974 by virtue of Presidential Decree No. 442, or the Labor

Code of the Philippines and became fully operational on 17 March 1975 with the issuance

of Presidential Decree No. 626, or the Employees’ Compensation and State Insurance

Fund, the Employees’ Compensation Commission is a quasi-judicial corporate entity

created to implement the Employees’ Compensation Program, or the ECP.

Mandated by law to provide

for the improvement

of the ECP; review and

decide, on appeal, all EC

THE ECC IN 2013As a policy-making body, theEmployeesCompensationCommission(ECC)

initiatespoliciesandprogramstowardsanadequateandmeaningfulEmployees’

CompensationProgram(ECP)intheeventofwork-connecteddisabilityordeath.

In2013,ithassuccessfullyapprovedthirteen(13)policyissuanceswhichintendedtoprovidebetterbenefitsandservicesundertheECP.AffordingenhancedbenefitsfortheFilipinoworkers,theECCBoardratifiedthefollowingresolution:

• increasingECFuneralBenefitfromP10,000toP20,000fortheprivatesector;

• increasingECFuneralBenefitfromP10,000toP20,000forthepublicsector;

• granting 10 percent across-the-board in-creaseinECPensionfortheprivatesector;

• liftingthesuspensionofpaymentofmedicalreimbursementforretiredorseparatedwork-ersfromthepublicsector;

• approvingthesimultaneousgrantingofsickleaveandECdisabilitybenefits

• revising the policy on the accreditation ofhospitalsandphysiciansundertheECP;

• requestingtheCongressofthePhilippinestoamendRepublicActNo.8921forthepurposeofgrantingdoublerecoveryofbenefits under theGovernment ServiceInsurance System (GSIS) and under theECP;

• prescribing revised conditions for thecompensabilityofOsteoarthritis;and

• granting an advanced three-monthpension for EC pensioners from the pri-vatesectorwhoseareaswereaffectedby typhoons, earthquakes , and similarcatastrophes.

Furthermore, the ECC was able to promote better services for the disadvantaged workers through the approval of the following resolution;

• requiringtheSystems(SSSandGSIS)tosubmitproofofcompliancewith thedecisionof theCommissiontograntECbenefits;

• requiring theSystems todirect theirbranchestoelevatedeniedECclaimstotheirmainof-ficesforreviewpurposes;

• prescribingtheguidelines for thegrantofECFuneralBenefitsforthepublicsec-tor;and

• prescribingtheguidelines for thegrantofCarer’sAllowancetoECPermanentPartial Disability (PPD) and PermanentTotalDisability(PTD).

As an appellate body, the ECC evaluates and adjudicate all EC claims denied by

the Systems.

For2013,theECCachieveda100per-cent disposition rate in its appealedcases elevated by its administering

agencies, the Social Security System (SSS)andtheGovernmentServiceInsuranceSys-tem(GSIS).The ECC received a total of 171 cases forappeal,121ofwhichwerefromtheSSSand50 caseswere from theGSIS.One hundredtwenty-one(121),or86percentofthetotalnumber of theappealed cases,wereaffir-mation of the SSS and theGSIS’s decisionswhiletheremaining24cases,or12percent,

weredecidedinfavoroftheclaimants.Eightypercent(80%),or136cases,wereactuallydecided within 40-working days process cycletime.Itawardednineteen(19)benefitgrantsforper-sons with work-related disabilities (ODWs) fromtheprivatesector—nine(9)temporarytotaldis-abilitybenefits,five(5)permanentpartialdisabil-itybenefits,four(4)deathbenefits,andone(1)medicalreimbursement.For theODWs from the public sector, the ECCgrantedthree(3) temporarytotaldisabilityandtwo(2)medicalreimbursements.

Katulong at Gabay sa Manggagawang May Kapansanan (KaGabay)

KaGabayisaspecialeconomicassistanceprogram for occupationally-disabledworkers (ODWs) who have lost employ-

mentbyreasonofwork-relatedsicknessorinjury.ItalsoprovidesODWsaccesstophysicalandoc-cupationaltherapies,skillstrainingforpossiblere-employment, and entrepreneurship training forsmall,orhome-basedbusiness.

For2013,onehundred(100)ODWswereprovid-edwithvocational/entrepreneurialskillstrainingwherein27wereprovidedwithappropriatestart-upkitsamountingtoP82,538and47weregrant-edwithKabuhayanPackagethroughDOLE-NCRMakatiFieldOfficeworthP5,000each,oratotalamountofP235,000.

Theassistancedoesnotstopattheprovisionofskills training and livelihood package. The ECCmade43homevisitstoODWswhowereprovid-edwithvocational/entrepreneurial skills trainingtomonitorthedevelopmentoftheirbusinessun-dertaking.

Provision of Rehabilitation Services to Persons with Work-Related Disability Beyond granting

compensation benefits, the ECC also extends rehabilitation services to ODWs.

Furthermore, one hundred (100) ODWs wereprovidedwithphysical/occupationaltherapyservicesamountingtoP338,355.

UndertheKaGabayprogramoftheECC,thirty-one(31)ODWswereprovidedwithprosthesis,givingthemanopportunitytofindproductivecareerswhichwillenhancetheirqualityoflifeandrestorethemtotheirhighestleveloffunctioning.

Wealsocheckedonthedevelopmentof47ODWswhowere provided in 2012with physical/occupa-tionaltherapyservicesandprosthesis.

Job Placement Services

ECC’s assistance toODWs go beyond provision ofphysical and occupational therapy services. For-ty-three (43) ODWs were referred for employmentthroughthejobplacementfacilitationservicesoftheECC.

Meanwhile, twenty-five(25)childrenofODWsweregiven the opportunity to earn while pursuing theireducation under the Special Program of Employ-mentforStudents,orSPES,ajobbridgingprogramoftheDepartmentofLaborandEmployment (DOLE).Thesaidprogramassistpoorbutdeservingstudentspursuetheireducationbyencouragingemploymentofthoseinthesecondarylevelduringsummerand/orChristmasvacationsandof those in the tertiary,technicalorvocationaleducationlevelsanytimeoftheyear.

In 2013, the ECC was able to provide 639 rehabilitation

services to ODWs with the aim of facilitating

their integration into the economic mainstream of

society.

Quick Response Program

TheECC’sQuickResponse TeamProgram (QRTP)extends immediateassistance toworkersortheirfamiliesintheeventofmajorworkaccidentsoroutbreakofoccupa-tionaldiseasesattheworkplaceandwith interventionsthat includespsycho-social

counselingservices,medicalhelp,andassistanceinthefilingofnecessaryclaimswiththeSystems.

In2013,theteamwasabletoprovidepsycho-socialguidanceandcounselingandinforma-tionrelatedtotheECPto354victimsofwork-relatedcontingencies.Also,throughtheiras-sistance,thirtynine(39)victims-beneficiarieswereabletoclaimtheirECbenefitsamountingtoP493,285.94.

On Information Dissemination In its endeavor to reach out and increase the Filipino workers’ awareness on the services and benefits provided by the ECP, the Commission has strengthened its information dissemination campaign through its Information and Public Assistance Division (IPAD).

PADwas able to reach 1,357 partici-pants through nine (9) advocacyseminarsheld inCebu,Cagayande

Oro, Aklan, Lucena, Tuguegarao, Laoag,Dagupan,Palawan,andDavao.

It also conducted 285 ECP lectures, with14,057participants,aspartofthefollowingactivities:

-123on-siteECPlectureswith7,402partici-pants;

-60TechnicalandAdvisoryVisits(TAV)with1,938participants;

-43BasicOccupationalSafetyandHealth(BOSH)trainingwith2,001participants;

-54ConstructionSafetyTraining(CST)with2,489participants;and

-5LaborLawsComplianceOfficers’(LLCO)Trainingswith227participants.

Partofitsmassiveinformationdisseminationcam-paignisthedevelopmentofInformation,Educa-tion,andCommunication(IEC)materials.Fortheyear 2013, the ECC-IPADwas able to produceonevolumeofcomicsandonenewposter; re-produced the Handbook on Employees’ Com-pensationand State Insurance Fundand three(3)volumesofcomics.

In terms of media relations, the ECC-IPAD pre-paredanddisseminated45pressreleasesinform-ingthepubliconnewpoliciesrelatedtoECP,dis-positiononappealedcases,andsuccessstoriesof the beneficiaries of different ECC programsandservices.

Thesepressreleaseswereusedasbasisof61ar-ticlespublishedinvariousnewspapersduringtheyear.

It also conducted ten (10) press conferences,granted91pressinterviewsandpublished20ads.

TheECChasalsoprovidedavenue toperson-allyattendtoECP-relatedqueriesofthepublic.For theyear 2013, thePublicAssistanceCenterassisted1,048walk-inclaimantsandattendedto197phonequeries.

In line with the objective of the Commission to bring the ECP closer to its clients in all corners of the country, in 2013, the ECC strengthened its presence by deploying 13 frontline personnel in

seven (7) Regional Extension Units.

The 13 frontliners are composed of Information Officers--whose task is to disseminate information on the ECP in their respective regions through the conduct of in-house and on-site ECP seminars; acting as resource speaker on different fora; publication of press releases; and undertaking other activities to develop the public’s aware-ness on the ECP benefits and services--and Administrative Officers--whose task is to serve as focal persons for the KaGabay Program, Rehabilitation Services, Quick Response Program and attend to queries from claimants.

The first batch of Information and Administrative Officers under-went a two-week intensive orientation and immersion with various facets of ECC’s operation, programs, and services to equip them with the knowledge and skills they will need to effectively carry out their duties in their respective REUs. As part of their immersion, they were made to witness the signing of a Memorandum of Agreement (MOA) between the ECC and a training institution and take part in actual quick-response assistance to injured workers.

Essential to achieving the ECC’s

On Strategic Performance Management System (SPMS)

TheSPMSisoneoftheadministrativereformsbe-ingpursuedbytheDepartmentofLaborandEm-ployment(DOLE)insupportofthe22-PointLaborandEmploymentAgendaoftheAquinoAdmin-istration. ItgivesasenseofwhethertheOfficeisdoingtherightthingsrightbasedonitsmandatesand expectations/requirements of the clients/stakeholders;providesasenseofwhetherwearedoingthethingsright;andmeasureswhetherthedeliverablesweredoneontimebasedonthere-quirements of the law and/or clients/stakehold-ers.

ThePolicy,Programs,andSystemsManagementDivision (PPSMD) assisted theCommission in theassessmentofperformancelevelsofeachofthedivisions;facilitatedtheannualperformancere-viewof theECC;summarizedandanalyzedtheperformanceofallthedivisionseverysixmonths

orattheendofeachperformanceperiod;andmonitored the preparation and implementa-tionofIndividualPerformanceCommitmentandReview (IPCR) and the evaluation of the em-ployees’performancebasedontheprescribedguidelines.

On Statistical Performance Reporting System (SPRS)

TheonlineSPRS is themonitoringand reportingsystemoftheDOLE.Itwasdevelopedtoproviderealtimeperformancedata;toensureaccuracyandqualityofdata;foraccessibilityof informa-tion for planning, policy-making and improve-ment; for immediate access to performancedataofconcernedofficesandagencies;toal-low addition or removal of indicators broughtaboutbychangesinthedevelopmentthrustsofthegovernment;andtomaintainaccountabilityof informationbytherespectiveprogramman-agers,suchthattheOfficeshallensurethatthesubmission has been noted and approved bytheHeadofOffice.

The ECC through thePPSMDenrollednineteen(19)indicatorsandsubmittedtwelve(12)month-ly reports on accomplishments on physical tar-getsthroughtheDOLEonlineSPRS.

On Integrity Development Program

• TwobatchesofECCpersonnelparticipatedintheBasicDisasterSeminarheldon7-8and9-10March 2013conductedby the Philip-pineRedCrossand in theEarthquakeDrillon21November2013.

• OrnamentalplantswereplantedintheECCpremisesinJanuary2013andallplasticoneswerereplacedwithnaturalonesinJuneofthesameyear.

• Waterconservationtipswereimplementedanditsapplicationwasmonitored.

• AlllightingfixtureswerereplacedwithCom-pactFlourescentLight(CFL)bulbsandLEDlights.Thesewereinstalledatthe5thfloorofthebuildinginApril.

Fortheyear2013, theECCidentifiedfour(4) gender issues and/or GAD-relatedmandates which needed to be ad-

dressedinordertomainstreamgenderdimen-sioninitspolicies,programs,andservices.Theseare the integration of GAD-related programsandactivitiestoECCregularprograms;gendersensitivity training; equal training opportunitiesformaleandfemalestaff;andtoincreaseun-derstandingonvariousgenderissuesandwom-enempowerment.

Genderanddevelopmentobjectiveswere in-tegratedintoECCregularprogramssuchasinits policy issuances; provision of rehabilitationservices;andintheECPinformationdissemina-tion.

The ECC also addressed the need for under-standingandinsightsaboutgenderdifferencesthrough the attendance and participation of70ECCemployeesintheseminaronGADEm-powermententitled“PreventionandControlofDiseasesintheWorkplace”.

Toincreaseunderstandingonvariousgenderissuesandwomenempowerment,ten(10)ECCperson-nelattendedandparticipated in thecelebrationof National Women’s Day and sixty (60) person-nel were present during the film showing of two(2) gender-relatedmovies. Five (5) personnel at-tendedandparticipatedinthekick-offactivityoftheNationalConsciousnessDayfortheEliminationofViolenceAgainstWomenandChildrenentitled“WalktoEndViolenceAgainstWomen”.
