5.0 Infrastructural Support1. IID Scheme will cover all areas in the country with 50%
reservation for rural areas. Out of this -50% for tiny sector
2. A Plan Scheme for Cluster Development will be drawn up.3. cluster development is being taken up by KVIC, SIDO, SIDBI
and NABARD.
6.0 Technological Support andQuality Improvement1. Capital Subsidy of 12 per cent for investment in technology in
select sectors preference to the Tiny Sector.

Women entrepreneurs will receive support through specialtraining programme.
8.0 SIMPLIFICATION OF RULES ANDPROCEDURES
SMES are subjected to a large number of Acts and Laws, being required to maintain a number of registers and submit
returns, and face an army of inspectors, would be attended to within a
specified time frame of three months. Procedures would be simplified, bureaucratic controls
effectively reduced, unnecessary interference eliminated andpaper work cut down to the minimum to enable theentrepreneurs to concentrate on production and marketing
functions.

recently been passed

guidelines to the public sector banks to ensure 20 per cent year-on-year growth in credit to the SME.

8. EMPOWERMENT OF WOMEN OWNEDENTERPRISES
Under the Credit Guarantee Fund Scheme, 80% guarantee will be for SME
owned by women. 50% concession in fees would be given to women candidates in
entrepreneurship/ management development programmes conducted bySISIs.
9. STRENGTHENING OF PRIME MINISTERSROZGAR YOJANA (PMRY)-
PMRY is an important credit-linked subsidy schemes
to generate self-employment opportunities for the educated youth
by assisting them in setting up viable micro enterprises.
By the end of 2005-06, it is estimated to have provided self-employmentopportunities to 38.09 lakh persons.

10.Textiles: -Allocation for the Technology up gradation fund (TUF)raised from 911 crore to Rs.1090 crore.

Varanasi & Sibsagar for handlooms,
Bhiwandi & Erodr for power looms, Narasapur & Moradabad for handicrafts
450 Crore scheme for Integrated Textile parks (SITP)
11.Banking & Finance: Credit Guarantee Trust with SIDBI had extended guarantees to 89,129
units for an amount of Rs.2,479 crore as on January 31, 2008;
SIDBI to reduce the guarantee fee from 1.5% to 1% cent and the annualservice fee from 0.75% to 0.5% for loans up to Rs.5 lakhs
