    Step 3. Setting the Vision To formulate a widely acceptable visionstatement for the municipality city;

    To foster ownership of the visionstatement.

    An overall vision statement for themunicipality/city;

    Developed better communicationamong stakeholders;

    A basis for formulation of goals,

    objectives, programs and policies.

    Step 4. Analysis of the Situation To identify/gather/update baseline data inorder to assess the existing socioeconomicand physical and environmentalcharacteristics of the LGU;

    To identify the needs, issues and concernsto be addressed by the CLUP and theopportunities/potentials that can be tappedto achieve the community vision;

    To identify Indigenous Knowledge Systemsand Practices (IKSP).

    Socio-economic, demographic,physical and environmentalprofile/data base of thecity/municipality;

    Consolidated, prioritized major andsignificant development needs,issues, strengths and potentials ofthe LGU which have spatial

    components and are necessary inthe achievement of the vision;

    Existing land use map, thematicmaps, and analytical maps of theentire area covered by thecity/municipality, including themarine and coastal areas andfreshwater wetlands such as riversand lakes.

    Step 5. Setting the Goals andObjectives

    To formulate achievable goals andobjectives that are responsive to theissues, needs, and potentials of themunicipality/city.

    Step 6. Establishing theDevelopment Thrust and SpatialStrategies

    To generate development options basedon the inherent potentials andopportunities of the municipality/city;

    To come up with criteria or guidingframework to evaluate developmentoptions and spatial strategies;

    To select appropriate or suitabledevelopment thrust or spatial strategies.

    Step 7. Preparing the Land Use Plan To translate the development frameworkas reflected in the Structure Plan intospatial dimension, and indicating themanner in which land shall be put to its

    highest and best use.

    Proposed Land and Water Uses;

    Land and Water Use Policiesessential in physical development;

    Proposed Circulation Network;

    Major DevelopmentPrograms/Projects.

    Step 8. Drafting the ZoningOrdinance

    To define/delineate in the map the zoneboundaries;

    To identify activities which shall beallowed/permitted within each zone;

    To develop other development controls toensure an objective implementation of theCLUP.

    Draft Zoning Ordinance;

    Zoning Map with transparent

    overlay(s) depicting criticalinformation which thestakeholders/users should know orbe aware of, e.g., faultlines, flood-prone areas and risk/hazard proneareas.
