International Collaborations -Representations
HNMS is member of ECOMET for the below reasons :
• The free competition already prevailing in the region of EU and the NMS with small commercial activity have to compete with the more developed NMS in other countries and also the private meteorological services in their national territory.
• The participation of HNMS in the Organization has increased the possibility of the Service to exchange with other Meteorological Services information which is essential to achieve its mission in the best way.
• Τhe Service applies the rules of transparency and the catalogues of data and products are available to the public .
• HNMS with the participation to the Organization has ensured revenues
through revenues of other Meteorological Services in the case that they use for commercial purposes data or products which contain information from HNMS
Why ECOMET?
PROVISION OF METEOROLOGICAL SERVICES
& EU policy
• The European Union data policy, which is relevant to weather information is implemented by several Directives in the European Union legislation. The three most important ones are
• a) the Directive for Environmental Data,
• b) the Directive for the Public Sector Information (PSI) re-use
• c) INSPIRE – Infrastructure for spatial data in the European Community.
• These Directives pursue three main objectives to facilitate the creation of Community-wide services based on these data, to enhance effective cross-border re-use of information for added-value services, and to limit distortions of competition in the Community market.
• The spirit of the data policy is that European economy and society stands to benefit enormously if Public Sector Information is easily available for commercial re-use, with as few barriers and as at as low a cost as possible.
The National Hellenic Meteorological Service form a part of the Ministry of National Defense
and under direction of the Minister with financial and administrative attention and responsibility of General Air Force

OUR LEGAL “FRAMEWORK-MISSION”
ΒASIC RULES
1. All data , products or services are to be priced .
2. The provision of meteorogical information to companies or individual persons is unrestricted and with the same conditions for anyone applying the regulations of National Law of every country, ECOMET, and EU.
3. The Division of Services in HNMS uses data or products apart from what belonging to the basic core of the data of HNMS.
4. Basic aim of the development of commercialization is try to cover from the revenues gained from this activity the 3% of the Service total expenses per year and the cost of use of all the data.

From “Resolution 40” of World Meteorological Organization about free provision of meteorological data.
From the “Guide of ECOMET” (European Cooperation in Meteorology), based in which the pricing and handling costs of the products are defined .

• The management and administration of all the information provided by HNMS follow the national legislation and the conventions with the International Organizations as described previously.
• The accessible amount of the information meets all the needs of the public and also every interested user (public Services, Universities, Research Institutes).
• The electronic organization of the information is not fully integrated and this fact causes some difficulties as concern the direct access in a simple way to the information. This is the only restriction to the access and eventually it will be overcome.
• The information from HNMS is disposed at low prices according the present national legislation (ΚΥΑ 91-ΠΔ250) ( in many cases they are lower than the ECOMET rules).
Comments about General Policy and Pricing
We have already told in the start of presentation that the primary mission of the HNMS is the protection of life and property and the enhancement of the national economy. Hence, the basic functions of HNMS are the provision of forecasts and warnings of severe weather. The Floods, Hydrological and Oceanographic data are given from other Institutes or Services (Under the Ministry of Interior, Ministry of Development or Ministry for the Environment Physical Planning & Public Works) .
All the information about warnings for floods, hurricanes, and tsunami events, the collection, exchange and distribution of all the meteorological information, the preparation of hydrometeorological guidance and the core forecast information must be under the same “Umbrella” (Administration and Law) .
HNMS should stay the single "official" voice when issuing warnings for life-threatening situations and the source of a common national hydrometeorological information. So, all the national information should form a framework which can help the private sector to develop its activities more efficient.
HNMS does not intend to compete with the private sector when it provides specific services. Of course , this policy statement cannot cover all possibilities. However, it should minimize any misunderstandings and false expectations between both parties.
