The rates provided in this booklet are the 20 industry assessment rates per $100 of assessable payroll,20

except for logging, volunteer �re�ghters, ambulance operators and �sh purchasing. The unit of assessment

for these industries is provided in this booklet. The minimum assessment for any employer during the

calendar year 20 is $50.20

In determining the amount of assessable payroll for the year 20 , the earnings of each worker20 (for the whole

or any part of the calendar year) are to be included up to a maximum of $66,980 per person.

Once registered, all employers are classi�ed on the basis of industry for insurance purposes. The industry

group collectively pays the cost of all injuries that arise within the industry group. Industry groups must

be large to provide for an adequate spread of risk and some stability in the assessment rate.sufficiently

For assessment purposes, employers are classi�ed by the industry or industries in which they are operating

represented by NIC codes (Newfoundland Industrial Classi�cation codes). This classi�cation encompasses

all work incidental to the production of goods and services provided. Incidental is where an operation,

regardless of whether separated by location or payroll, exists to service the primary industry of the �rm.

Separate NIC codes are not permitted if the operation or activity is a supportive, inescapable or an ancillary

part of the �rm’s main industry. For example, a manufacturing company which has an advertising division

to sell its products is not assigned a separate advertising classi�cation because the advertising is considered

an inescapable part of the �rm’s manufacturing operation.

Newfoundland Industrial Classification

Why do I pay the same rate for my workers and my shop workers?office Classi�cations are based on

the complete industry rather than on occupations within that industry for a number of reasons:

Simplicity: Attempting to classify employees individually would mean vastly more complicated guidelines,

reporting and auditing procedures since many occupations are to categorize and many employeesdifficult

perform two or more functions within the same business. The result would be much higher administration

costs which would be passed on to the employer.

The number of classi�cations and rates: Occupational rating would require far more classi�cations and

assessment rates than there are in the current system. Each classi�cation would include fewer employees

and a less stable revenue base. This would result in widely �uctuating assessment rates. Classi�cation by

occupation would not change the cost of claims. The total cost within any particular industry would not

change if the assessments for some occupations were reduced but the rates for other occupations within

the industry would have to vastly increase.

Industrial classification changes

Employers are responsible for notifying WorkplaceNL of any changes in their business activities for classi�cation

review purposes. Annually, WorkplaceNL provides noti�cation to employers of their NIC code and assessment rate

for the following year. The Annual Employer Statement package is also sent requesting employers to indicate any

changes in their business description. Policy ES-03, Classi�cation of Employer’s Operations contains additional

information concerning the classi�cation process.

Be ready for PRIME

Under the PRIME program, the assessment rate announced in this booklet represents only one portion of your 2020 assessment. When your annual employer statements are processed in 2020, your 2019 assessment may be adjusted in the form of a practice refund and an experience refund or charge.

To ensure you receive your refund, remember these tips to pass

PRIME and minimize your assessments:

� Prevent injuries before they happen.

�Meet your PRIME practice requirements.

� Answer ALL applicable questions in the PRIME refund section of your Annual Employer Statements.

� Construction industry employers must obtain and maintain COR™ certi�cation through the

Newfoundland and Labrador Construction Safety Association.

� Submit your Annual Employer Statements and/or Quarterly Production Statements on time.

� Submit your Occupational Health and Safety Committee minutes on time, if applicable.

� Participate in early and safe return-to-work (ESRTW) programs to help your workers come back.

� Monitor claim costs using monthly PRIME Status Reports.

� Ensure your payroll estimate is accurate. Inform WorkplaceNL of any changes in your operation

throughout the year so your estimated experience results are realistic.
