3 FREE PRESS GUJARAT Saturday, October 24, 2020 WR vacancies for level-I recuitment currently under process Ahmedabad, As per Apprentice Act in 2016,Railways reserve20% vacancies (i.e. 20,734 vacancies) for apprentices in 1,03,769 notified vacancies for level-1 recruitment currently under process. Recently there have been news reports that The trained apprentices at Railway establishments are demanding regular appointment .Apprentices are demanding this by asking for restoration of the earlier powers given to GMs which was discontinued in Mar 2017 . It may be noted that regular appointment without any open competition as being demanded by the some will be against the Constitutional provisions and GOI rules about regular recruitment. All eligible citizens of country are entitled to compete and apply for the regular jobs. Direct recruitment without any open competition is against the rules. Further, as per the amendment made in Apprentice Act in 2016, every employer has to make a policy of appointment of Act Apprentices trained in their establishment. Keeping this in view, Railways has kept 20% vacancies in Level 1 recruitment for such apprentices and give fair opportunity to all. Position of engagement of Act Apprentices As per extant rule, Railways engages apprentices for providing training in their establishments. As per Section 22 (i) of Act Apprentices Act, 1961 amended on 22nd Dec, 2014 provides that, ‘Every employer shall formulate its own policy for recruiting any apprentice who has completed the period of apprenticeship training in his establishment’. In compliance with the above, instructions have been issued vide Railway Board’s letter No.E(NG)II/2016/RR-1/8 dated 21.06.2016, providing that 20% of the vacancies in case of direct recruitment to posts/categories in Level-1 shall be filled by giving preference to Course Completed Act Apprentices (CCAAs) trained in Railway establishments. During 2018, RRBs have recruited 1288 apprentices in Level-1 posts. Further, 20% vacancies (i.e. 20,734 vacancies) have been kept reserved for apprentices in 1,03,769 notified vacancies for level-1 recruitment currently under process. It may be noted that RRBs has issued three centralized employment notifications (CEN) . CEN 01/2019 (NTPC categories), CEN 03/2019 (Isolated and ministerial categories) and RRC-01/2019 (Level-1 categories) have been issued for a total of about 1.4 lakh vacancies for various categories of staff by Railway Recruitment Boards (RRBs). Against these employment notifications, more than 2.40 crore candidates have applied. Ministry of Railways have made requisite preparations for smooth conduct of Computer Based Test (CBT) which is scheduled from 15th Dec. 2020 onwards as notified earlier. The details of schedule of the CBTs will be uploaded on websites of RRBs in due course separately for these employment notifications. BANDRA TERMINUS -JAMMU TAWI SPECIAL TRAIN CANCELLED TILL 31 OCTOBER DUE TO KISAN AGITATION IN PUNJAB Due to Kisan agitation in Punjab, WR special train 09027/09028 Bandra Terminus - Jammu Tawi Special will remain cancelled as under :- 1-Train no 09027 Bandra Terminus – Jammutawi Special JCO 24th to 31st October, 2020. 2-Train no 09028 Jammutawi - Bandra Terminus Special JCO 26th October,2020 to 02nd November, 2020 WR TO RUN ONE MORE FESTIVAL SPECIAL TRAIN BETWEEN GANDHIDHAM & TIRUNELVELI Ahmedabad, For the convenience of passengers and to clear the rush arising during the festive season, Western Railway has planned to run one more special train between Gandhidham and Tirunelveli for the forthcoming Dussehra & Diwali festivals. According to a press release issued by Shri Sumit Thakur - Chief Public Relations Officer of Western Railway, Gandhidham - Tirunelveli Weekly Special train will run w.e.f 26th October to 3rd December 2020. Details of the trains are as below :- *Train No 09424/09423 Gandhidham - Tirunelveli Weekly Festival Special (12 trips)* Train No 09424 Gandhidham - Tirunelveli special will depart from Gandhidham every Monday at 14.00 hrs & will reach Tirunelveli at 11.30 hrs on Wednesday. This train will run from 26th Oct, to 30th Nov, 2020. Similarly, Train No 09423 Tirunelveli Gandhidham special will leave Tirunelveli every Thursday at 07.45 hrs & will reach Gandhidham at 06.40 hrs on Saturday for JCO 29th Oct, 2020 from Tirunelveli. For subsequent trips i.e non monsoon period, this train will reach Gandhidham at 04.30 hrs. This train will run from 29th Oct to 3rd December. 2020. Enroute this train will halt at Ahmedabad, Vadodara, Surat, Vasai Rd, Panvel, Roha, Ratnagiri, Madgaon, Karwar, Thokur, Mangaluru jn, Kozhikkode, Shoranur, Thrisur, Ernakulam, Kayamkulam, Thiruvananthapuram Central and Nagarcoil Town stations in both directions. This train comprises of AC 2 Tier, AC 3 Tier, Sleeper class and Second class seating coaches. WESTERN RAILWAY EARNS RS 74 CRORE THROUGH OVERALL PARCEL BUSINESS Ahmedabad, Western Railway is ensuring its best possible efforts to boost the freight traffic at various levels and to attract the new freight customers. The aim is to increase its freight revenue, as well as to sensitize its customers regarding the benefits of transportation through Railways. WR has succeeded in doing so, as it is evident seeing the overall revenue in freight. The revenue of Rs 74 crore has been achieved by WR during this financial year upto 21st October, 2020 through its parcel business including parcel spl trains & through VPs & SLRs of various special trains for passengers. One important incentive in this regard was of booking parcels with the 120 days advance booking scheme. This along with e-commerce has brought in revenue of Rs 7.5 crore. In continuation to this, on 22nd October, 2020, three parcel special trains, including a milk rake left from various stations of WR. These included 2 parcel specials viz Bandra Terminus to Jammu Tawi and Porbandar to Shalimar. A milk special rake also left from Palanpur to Hind Terminal. According to a press release issued by Shri Sumit Thakur - Chief Public Relations Officer of Western Rly, since 23rd March to 21st Oct, 2020, commodities weighing above 1.54 lakh tonnes have been transported by Western Rly through its 621 parcel special trains, which mainly included agricultural produce, medicines, fish, milk etc. The revenue generated through this transportation, has been approx. Rs 52.08 crore. During this period, 107 milk special trains were run by Western Rly, with a load of more than 81,500 tonnes and 100% utilization of the wagons. Similarly, 461 Covid- 19 special parcel trains with a load of above 49 thousand tonnes were also run to transport various essential commodities. In addition to this, 53 indented rakes carrying more than 23 thousand tonnes were also run with almost 100% utilization. During the lockdown period from 22nd March till 21st October, 2020, total 18,887 rakes of goods trains have been used by WR to supply essential commodities amounting to 40.25 million tonnes. 36,828 freight trains have been interchanged with other zonal railways, in which 18,383 trains were handed over and 18,445 trains taken over at different interchange points. Revenue generated through goods in this period is about Rs 5121 crore. The total loss of revenue over Western Railway on account of Corona Virus, has been approx. Rs 3023 crore, which includes about Rs 468 crore for suburban section and approx. Rs 2555 crore for non- suburban. Inspite of this, resulting to cancellation of tickets since 1st March, 2020 to 21st Oct, 2020, Western Railway has ensured to return refund amount of more than Rs.456 crore. It's worth mentioning that in this refund amount, Mumbai division alone, has ensured refund of Rs 222 crore. Till now, 71 lakh passengers have cancelled their tickets over entire Western Railway & have received their refund amount accordingly. (13-9) Rajasthan government writes to speaker, special session for farm bills likely from November 2 Jaipur, To introduce bills to counter the three farm laws framed by the Centre, the Rajasthan government has written to the assembly speaker asking him to call for a special session from November 2. The state government does not have to approach the governor for permission to convene a session since the last one in August was adjourned, not prorogued. The fifth session of the 15th assembly had started on August 14 and adjourned sine die on August 24. Parliamentary affairs minister Shanti Dhariwal said, “We have written to the speaker and the session is likely to begin from November 2.” On the issue of asking for the governor’s approval, he said the last session was adjourned and not prorogued, hence the speaker could resume the session. Bihar MLC elections: Voting percentage jumped by 4%, says ECI Patna, The Election Commission of India (ECI) on Thursday recorded a 4% increase from 2014 in the voting percentage to elect members of the Bihar legislative council (MLCs), which were conducted across four teacher and graduate constituencies each on Thursday. Polling took place at 976 places across 30 districts in the state to elect the MLCs. The total number of voters for graduate and teacher constituencies in Bihar was 4.06 lakh and 40,631, respectively. 42-year-old Uttarakhand man run over by train, dies Haldwani, A man (42) was killed after being hit by a speeding train at Haldwani in Uttarakhand’s Nainital district on Friday morning, Railway Protection Force (RPF) officials said. Randeep Kumar, a RPF inspector posted at Kathgodam railway station, said a local resident from Haldwani informed that a body was lying on a railway track near pole number 84, which is located close to a gate of an Indian Army’s installation. The RPF team reached the spot and sent the body for post-mortem examination, said Kumar. “The deceased has been identified as Jagdish Chauhan, a resident of Bhotia Parav neighbourhood in Haldwani, as per the Aadhaar card found in his wallet,” he said. Kumar said the accident victim was hit by an oncoming Jan Shatabdi Express from Dehradun around 5 am on Friday. “It seems that the deceased was trying to cross the railway track, when the accident occurred,” he added. Several accidents have been reported from Nainital district in the recent past. In March, a woman (67) was killed after a train crushed her at Lalkua . In March, another elderly man was run over by a train at Motinagar on the Lalkua- Haldwani railway track. In January, another person was run over by a train at the same location. In last December, a local resident was also killed by a speeding train at Motinagar.

Rajasthan government writes to speaker, specialsession for farm bills likely from November 2

Jaipur, To introduce bills tocounter the three farm lawsframed by the Centre, theRajasthan government haswritten to the assemblyspeaker asking him to call fora special session fromNovember 2. The stategovernment does not have to

approach the governor forpermission to convene asession since the last one inAugust was adjourned, notprorogued. The fifth session ofthe 15th assembly had startedon August 14 and adjournedsine die on August 24.Parliamentary affairs minister

Patna, The ElectionCommission of India (ECI) onThursday recorded a 4%increase from 2014 in the votingpercentage to elect membersof the Bihar legislative council(MLCs), which were conductedacross four teacher andgraduate constituencies each onThursday. Polling took place at976 places across 30 districtsin the state to elect the MLCs.The total number of voters forgraduate and teacherconstituencies in Bihar was 4.06lakh and 40,631, respectively.

42-year-old Uttarakhand manrun over by train, dies

Haldwani, A man (42)was killed after being hit bya speeding train at Haldwaniin Uttarakhand’s Nainitaldistrict on Friday morning,Railway Protection Force(RPF) officials said. RandeepKumar, a RPF inspectorposted at Kathgodam railwaystation, said a local residentfrom Haldwani informed thata body was lying on a railwaytrack near pole number 84,which is located close to agate of an Indian Army’sinstallation. The RPF teamreached the spot and sentthe body for post-mortemexamination, said Kumar.

“The deceased has beenident i f ied as JagdishChauhan, a resident of BhotiaParav neighbourhood inHaldwani, as per theAadhaar card found in hiswallet,” he said.

Kumar said the accidentvict im was hit by anoncoming Jan ShatabdiExpress from Dehradunaround 5 am on Friday. “Itseems that the deceasedwas trying to cross therailway track, when theaccident occurred,” headded. Several accidentshave been reported fromNainital district in the recentpast.

In March, a woman (67)was ki l led after a traincrushed her at Lalkua . InMarch, another elderly manwas run over by a train atMotinagar on the Lalkua-Haldwani railway track. InJanuary, another person wasrun over by a train at thesame locat ion. In lastDecember, a local residentwas also killed by a speedingtrain at Motinagar.

Gujarat has carried out 52,923tests in the last 24 hours

Ahmedabad : GujaratCOVID-19 f igures onThursday touched 1,64,121as the state recorded 1136new cases. The cases havedipped below the 1,300level after more than amonth and below 1,200after several months. Thestate has recorded over1,300 cases for 26 days nowwhile it has recorded over1,400 cases for nine days sofar. The state has carriedout 52,923 tests in the last24 hours. 1,201 patients

were cured of COVID-19 inthe state in the last 24 hourstaking the recovery rate to89.15%. The state has in allrecorded 14,143 act ivecases of which 72 are onventilator support. So far1,46,308 patients haverecovered from the diseasein the state. The state alsosaw 7 fatalities due to thedisease. Of these, threewere in Ahmedabad andtwo in Rajkot. One each wasrecorded in Chhota Udepurand Surat. Of the totaldeaths in Surat andAhmedabad, two were inAMC and one in SMC limits.With th is , the GujaratCOVID-19 fatalities stand at3,670. The addition of three

fatalities reported in thepast 24 hours has taken thedeath toll due to COVID-19in Ahmedabad to 1,885.The death toll has increasedto 833 in Surat, whereas itremains 206 for Vadodaraand 88 for Gandhinagar.

Surat city saw 167 newcases being recorded while64 were reported from thedistr ic t . S imi lar ly, theAhmedabad Corporationarea had 163 new caseswhi le i t was 16 in thedistr ic t . Vadodara andGandhinagar corporationsrespectively recorded 40and 18 cases. Interestingly,the city limits of Gandhinagarhad fewer cases than thedistrict. The state has so farcrossed over 1,200 casesper day 11 times. Gujarathas recorded over 1,100cases 27 times, over 1,000cases 20 times, over 900cases nine times and over800 cases for fourconsecutive days. It hasrecorded more than 700cases in a day five times sofar. The state has carried out52,923 tests in the last 24hours. 1,201 patients werecured of COVID-19 in thestate in the last 24 hourstaking the recovery rate to89.15%.

Ahmedabad: TheIncome Tax Departmenthas conducted a search &seizure action based oncredible intelligence atAhmedabad in the case ofa group engaged in thebusinesses of real estate,construction and landtrading. The search wasconducted at 27 premises,which included offices andresidences of someassociates also. During thesearch, unexplained cash ofaround Rs 69 lakh andjewellery of around Rs 82lakh have been seized tillnow. Besides, 18 banklockers have been foundand placed under restraint.A large number ofincriminating documentsand digital data in mobilephones, pen-drives andcomputers have also beenfound and seized. Thegroup had around 96companies at a fewcommon addresses, whichwere being used for routingmoney and for landholding.Most of the companies arefound to have no realbusiness and very fewreturns of income havebeen filed. Many have notfiled returns with ROC. Somedirectors of these concerns,other than main familymembers, have accepted tobe dummy directors withmere signing roles.Innovative methods of taxevasion by increasing the

cost of properties throughintra-group transactions, onwhich tax is not paid, havebeen noticed. Substantialevidence of transactionsoutside the regular books ofaccounts, unaccountedcash expenses, and cashadvances received andinterest paid in cash havebeen found. Evidence of on-money transactions andcorresponding unaccountedinvestments of about Rs100 crore in real estateprojects-flats, shops andland deals have been found.A large number ofdocuments relating toproperties, held in thenames of severalcooperative societies, havebeen found from a secretlocation. The real owners ofthese land holdings arebeing investigated andapplicabil ity of theProhibit ion of BenamiProperty Transactions Act,1988 is also beingexamined. Registered andnotarized sale-purchaseagreements of agriculturallands with substantial cashcomponent have also beenfound. At one of thepremises, evidencepertaining to unaccountedproperty transactions up toRs 150 crores have beenfound. Furtherinvestigations are inprogress.
