Pearl River County continues to be a leader in the State Mississippi with innovative ideas and vision of service to our residents. The Emergency Management Department and the Department of Planning and Development have been able to secure almost 1.6 million dollars in Federal and State grants to improve Emergency Management and Planning and Development services for Pearl River County residents. As revealed by this report, much has been accomplished in 2004. The Department staff and I are committed to making a difference in Pearl River County for the citizens we serve. We look forward to working together with the Board of Supervisors in 2005 as we continue to provide a coordinated, comprehensive approach to planning for the future growth of the County.     STATUS OF CURRENT GRANT PROGRAMS: Emergency Management Performance Grant (EMPG) 2004 Emergency Management is awaiting notification of a fifth check from MEMA due to over and above expenditures at the local EMA’S and there being left over funding from the grant year 2004. MEMA does send out to the local EMA’S who do show expenditures over and above what is required by the 50/50 match in their quarterly reports a FIFTH CHECK. The amount at this time is still undetermined. Emergency Management Performance Grant (EMPG) 2005 Emergency Management is awaiting the approval from MEMA for this performance grant. These grants know have to go through Homeland Security channels then to MEMA as in the past the were sent directly to MEMA. So the process is slower this year on approvals and the funding being sent over to MEMA is slower for 2005. Homeland Security Fire Act Grant for 2004 Emergency Management is still awaiting notification for Amackertown VFD on their 2004 grant in which we have not received a rejection nor have we received an award as of this report.   • Homeland Security Trailer The Homeland Security Trailer was purchased in April 2004 with all the equipment in it by a Homeland Security Grant at no cost to the County. The trailer was purchased with it’s specialized and support equipment to help the County and it’s citizens should we ever experience a Terrorist event within our county or neighboring county which could effect us as well. The trailer has a communication system, which can allow us to talk to other agencies and/or jurisdictions across various bands of mobile equipment. The system is a ACU-1000 which has that capability to do such a task. The intent under the guidance of SAFECOM is to insure that the communications equipment being procured will lead to improved multi-disciplinary and/or multi-jurisdictional interoperable public safety communications. The purpose is to make sure that such equipment or systems are capable of interoperating with other public safety land mobile equipment systems. It also brings the county within the Presidents directive to have all agencies equipped with such a systems in which this can be done. We can also support and event for a period of up to 72 hours with the equipment in the homeland security trailer and with the Cities of Picayune, Poplarville and the Sheriff’s units. This allows the State and Federal response agencies time enough to get in and set up with their support units for the event. This trailer can be also used daily, and in all of our hazards events as well. Severe Weather, Fires, HazMat, man made, school threats or disasters, search and rescue and Law Enforcement support as well. Therefore, making the trailer useful, and ready to respond 7/24/365 for any events, and for all agencies or departments throughout the County to include the cities of Picayune and Poplarville. The trailer was put into full service in June 2004. Trailer Activity:

    PLANNING AND DEVELOPMENT GRANT ACTIVITIES

    STATUS OF CURRENT GRANT PROGRAMS: Vicksburg Corps of Engineers Planning Assistance to States (PAS) 2002 Agreement – ($542,000) This grant is an addendum to the 2001 PAS money. In January 2003, the County was flown under a contract with MD Atlantic Technologies for County-wide aerial photography and LiDAR (accurate County-wide elevations) data collection. The 100,200,and400-scale digital photography has been delivered to the County. The Corps of Engineers received additional PAS funding in 2004 to complete the final the LiDAR processing to complete a County-wide digital elevation model and contour map. The LiDAR data was also delivered. This grant was closed out with the Corps this year. FEMA Hazard Mitigation Grant Program - Alligator Branch (1051-007) – ($277,485) A conservation easement was purchased at Willow Bend Mobile Home Park, which encompasses the dammed section of Alligator Branch. The manager’s residence and the associated shops and storage buildings located on the dam were acquired in 2003. . A contract was let for the demolition and removal of the structures. The Road Department completed the removal of the entire dam returning the site to its previous natural grade greatly improving flow of Alligator Branch Shady Acres Mobile Home Park has been vacated. All 16 tenants and 5 mobile homes at Shady Acres were relocated, and the remaining 11 mobile homes, which were not fit for relocation, were purchased by the County in 2003. Bids were requested and a contract was awarded for demolition of mobile homes/structures and site cleanup at Shady Acres. The demolition and cleanup was completed and the grant was closed out with MEMA. FEMA Hazard Mitigation Grant Program - Alligator Branch (1433-002) – ($112,939) Additional funds were received from MEMA/FEMA to finalize purchase of the 5.44-acre Shady Acres Mobile Home Park and to partially pay for demolition and site cleanup. The purchase of the mobile home park was completed and a conservation easement was placed on the property for perpetual open space. The grant was also closed out with MEMA

  • FEMA Hazard Mitigation Grant Program - Hazard Mitigation Plan (1251-028) – ($40,000.) The Department of Planning and Development has been working with the County’s consultant and the Cities of Picayune and Poplarville to update the Pearl River County Hazard Mitigation Plan, in order to bring it into compliance with the Disaster Mitigation Act of 2000 (DMA 2000). By the end of 2004, a FEMA-approved plan will be a prerequisite for acquiring FEMA pre-disaster funding. Planning staff and the consultant have reviewed the existing Plan with MEMA and FEMA officials for DMA 2000 compliance. In addition, the Department has tracked consultant invoices, billed MEMA for grant reimbursements, prepared quarterly reports, and worked with the Board of Supervisors to reappoint the Hazard Mitigation Council. The Council has been working with Department staff and a consultant to update the County’s Hazard Mitigation Plan.

    U.S. Geological Survey Innovative Partnership Program – Under this grant, USGS stream gauge sites in the County were reviewed but no final decisions have been completed.

    Lower Pearl River County Foundation – Strategic Plan Implementation – Planning staff attended monthly Coordinating Committee meetings and quarterly planning meetings, and worked with the Physical Infrastructure Committee on the building code implementation study.

    Lower Pearl River Valley Foundation – Health Department – ($150,000.) The Foundation committed (13%) towards the cost of constructing a new Health Department building on Highway 11 in Carriere. The Department consolidated the County’s expenditures on the new building and invoiced the Foundation for their prorated portion. The Health Department Building was completed and dedicated in 2004 and the grant was closed out with the Foundation. Lower Pearl River Valley Foundation - Building Code Implementation Plan – ($17,000) The Foundation committed $7,500, along with contributions from the Pearl River County Board of Supervisors and the Cities of Picayune and Poplarville, for preparation of a comprehensive and coordinated step-by-step guide to implementing County-wide building and fire codes in which to safeguard lives and minimize damage to real property. A contract was awarded to Carrigee Consulting to work with the Department to implement the International Building Codes. Presentation of the guide will be presented to the Board of Supervisors and the two Cities in the first quarter of 2005. Vicksburg Corps of Engineers Hobolochitto Flood Study – ($100,000) In December 2003 the Board of Supervisors received notice from the U.S. Army Corps of Engineers, Vicksburg District, that the County had received approval of a drainage study for Westchester Subdivision and the Hobolochitto watershed North and East of the City of Picayune. The study will be performed by the Vicksburg Corps under the authority of Section 205 of the Flood Control Act of 1948, as amended. The study is 100% federally funded to a limit of the $100,000. The Corps will provide a report to the Board of Supervisors in the first quarter of 2005. If the study indicates a viable solution to relieve the flooding, Pearl River County would incur 35% of the total project construction cost.

  • FEMA Hazard Mitigation Grant Program - Flood Mitigation Planning (FMA-PL-04MS-2001002) – ($13,000) The Office of Planning and Development received this grant in from FEMA to develop software that will streamline the Floodplain Ordinance permitting process and contributed to program management for GIS implementation. A contract was issued to Digital Engineering and Imaging, Inc. The program management has been completed and the consultant has completed the software. BlueCap Software Solutions, Inc. worked with Department to develop permit software to incorporate current Floodplain Management Regulations and will also serve the County when the Board of Supervisors adopts the Building Regulatory program. The Department is waiting for the Data Processing Department to connect the computer systems in the Picayune and Poplarville offices in order for the department to initiate the software for the new permit process and complete the employee training. 2004 GRANT AWARDS: FEMA Map Modernization (EMA-2004-CA-5027) – ($600,000) FEMA’s Map Modernization Plan is to automate the NFIP flood map production process more effectively using GIS to help FEMA meet its goal of reducing the amount of time traditionally associated with the updating of flood maps. GIS allows for easier computer model setup, data processing tasks, and actual data output, moving toward the goal of enhancing flood hazard mapping and Flood Insurance Study products. Pearl River County’s Cooperative Technical Partnership status gives the County direct contact with FEMA for this initiative, rather than being limited to using MEMA as a conduit. Pearl River County is the only county in Mississippi to be working with FEMA on Map Modernization. The County has provided FEMA with detailed expenditures that the County has incurred for GIS development and this used as the non-Federal match for this grant program. The Department completed a FEMA-approved Mapping Activity Statement on July 13, 2004, which specified those activities necessary for the Map Modernization program. On June 28th the Department prepared a Request for Qualification (RFQ) for consulting engineering firms for the Map Modernization efforts. The Board advertised the RFQ and received three proposals. The selection committee reviewed the RFQs and On August 9th the Board of Supervisors approved the selection of Camp, Dresser, & McKee (CDM) / Dungan Engineering, PA as the most qualified firm. In August two Department employees attended a four-day course FEMA Map Modernization – Creation of Digital Flood Maps in Emmitsburg, MD. CDM & Dungan have worked with staff to conduct a scoping meeting to determine and prioritize the mapping needs of the County and two cities. The department reviewed the Final Scoping Report and will receive the final document in late January 2005.

  • FEMA Pre-Disaster Mitigation Grant - Acquisition of Repetitive Flood Loss Properties (FMA-DJ 04MS-2003-001) – ($198,956) The Office of Planning and Development received a joint City of Picayune and Board of Supervisors grant application for the acquisition of one residential repetitive flood loss property at 828 Idlewild Dr. Picayune. The property owners will provide most of the 25% non-Federal match with the City contributing the asbestos inspection and demolition of the residence. Acquisition of the property by the City of Picayune should be in the first quarter of 2005. Mississippi Department of Marine Resources/Coastal Resource Management Program Grant- ($20,000) Pearl River County, in Partnership with the Mississippi Department of Marine Resources/Coastal Resource Management Plan, has contracted with Greener Prospects of Narragansett, Rhode Island to develop a template for developers and community officials for combining conservation practices and development in South Mississippi. Randall Arendt, Principle of Greener Prospects, is an internationally renowned expert in conservation planning, skilled in incorporating conservation practices into local ordinances and in designing “green” developments, in order to preserve a community’s sense of place, rural character, and environmental resources. His approach to development is described as “twice green” because it succeeds both environmentally and economically. This grant has three initiatives: Review existing county Subdivision; Work with a subdivision developer on a conservation subdivision design and: develop a brochure on conservation subdivision development.

    Mr. Arendt has prepared a constructive critique of Pearl River County’s existing and draft subdivision regulations and made suggestions for developing a comprehensive County-wide development plan. This review focused on increasing the quality, quantity, and configuration of open space within new residential developments, and provided guidance towards a long-range goal of protecting interconnected networks of conservation lands throughout the County. These enhanced regulations will be made available to other interested communities as a guide for incorporating conservation practices into their ordinances.

    Mr. Arendt has worked with E.C. “Sonny” Stuart on a master plan for his 1200-acre Wildwood Subdivision development in the Carriere. Mr. Arendt’s approach incorporated an interconnected system of green/public space that includes trails and parks, and preserves sensitive environmental resources, while maintaining overall density.

    The final phase of this grant is the production of a multi-page color brochure summarizing the principles of green development and the inherent economic, social, and environmental benefits. The brochure will be written for developers and will be placed in the inside jacket of all copies of the Pearl River County’s subdivision regulations, as well as made available to the general public. A contract has been awarded to Swift Impressions to assist the planning staff in of the brochure. The CRMP will promote and distribute this brochure in other communities throughout Mississippi. Total Grants Awarded for 2004 $818,956.00

  • GRANT APPLICATIONS PENDING: Mobile Corps of Engineers 592 Grant Program for Rural Utility Consolidation – The Office of Planning and Development prepared a grant application for $804,000 to the Corps’ 592 Grant Program to design a master plan to facilitate the implementation of a County-wide utility district. The proposed design will define service areas for collection and treatment of wastewater, identify potable water treatment and distribution locations, and ensure adequate fire protection based on needs analyses. The Project Cooperative Agreement has been completed between the County and the Mobile Corps and was forwarded January 13,2005, to their Washington DC offices for final review. We anticipate that approval should be received within 60-90 days. Mobile Corps of Engineers 592 Grant Program for a Comprehensive Drainage and Stormwater Management Program - This grant application was an approximately $780,000 request, submitted to the Mobile Corps’ 592 Grant program in October 2003. The mission of the Pearl River County Comprehensive Drainage and Stormwater Management Plan will be to develop, implement, operate, and adequately and equitably fund the acquisition, construction, operation, maintenance, and regulation of stormwater drainage systems. The Pearl River County Stormwater Management Comprehensive Plan will integrate Stormwater Management, Floodplain Management, additional ongoing planning and permitting activities, and geo-spatial technologies being utilized by Pearl River County. In addition to the mandated Federal requirements of the EPA, the plan will provide guidance to developers, contractors, and the general public based upon the principals of effective countywide stormwater management. FEMA Pre-Disaster Mitigation Grant - Acquisition of Repetitive Flood Loss Properties – The Office of Planning and Development prepared a joint City of Picayune and Board of Supervisors grant applications to MEMA/FEMA for acquisition of residential repetitive flood loss properties. The property owners will provide the 25% non-Federal match. One application has been funded and this office continues to work with MEMA to qualify additional applications that have been submitted to acquire residential flood loss properties that did not qualify for the Pre-Disaster Mitigation grant program. EPA/ Mississippi Deparpment of Environmental Quality (MDEQ)-319 Funding The County’s abundant water resources are faced with two threats: fecal coliform bacteria, primarily from failing septic systems, and sediment from sivilcultural activities and land clearing for development; both of which, without proper planning, will continue to degrade water quality as the County grows. In this regard, this office has been working with the MDEQ on their Pearl River Basin Team to prioritize streams for water quality enhancement and protection programs, and to develop implementation strategies (Watershed Implementation Plans) for these priority watersheds. The Department, in partnership with The Nature Conservancy, anticipates submitting a proposal for 319 funding (EPA/MDEQ) in January 2005 for water quality improvement, protection, and education for the East and West Hobolichitto Creeks (Pearl River County) and the Lower Pearl River.

  • PLANNING AND DEVELOPMENT INITIATIVES

    GIS Implementation - Spatial Information Management Services (SIMS) Department – In 2004, the County’s GIS (Geographic Information System) initiative moved forward with the original implementation team who oversaw the development of the GIS Implementation Plan. Through a grant from the Pearl River Community College Workforce Development Center, the GIS Implementation Team was able to continue using Dungan Engineering consultant services at no cost to the County. The existing Team split into two focus groups – the Program Management Committee and the Technical Committee – which met at regularly scheduled intervals to continue development of the system and to create a mapping department, newly named the Spatial Information Management Services (SIMS) Department. The Program Management Committee’s primary responsibilities include determining budget requirements and funding sources, office space and staff requirements, and developing an implementation schedule. The Technical Committee has been responsible for developing a database design, data integration standards, a data maintenance plan, detailed job descriptions, and identifying current and anticipated hardware and software requirements. The Board of Supervisors established the SIMS Department in May 2004. Parcel Mapping – The Department of Planning and Development, along with Dungan Engineering, has helped to coordinate the digital parcel mapping initiative. When the SIMS Department was established the coordination of the Michael Baker, Jr., Inc. contract was turned over to the SIMS Department to complete QA/QC on the parcel digitizing, parcel data warping and parcel matching. Millard Lake Project – The Department of Planning and Development has been involved in coordinating the environmental permitting processes, including approval from the Vicksburg Corps of Engineers, the Environmental Protection Agency, the U.S. Fish and Wildlife Service, the Mississippi Department of Environmental Quality, and the Mississippi Department of Archives and History. A primary component of the Department’s responsibilities will be to develop a mitigation plan that maximizes protection of environmental resources in the County, while minimizing costs to the local taxpayers. The Department prepared a Request for Qualifications (RFQ) for consulting environmental firms for the lake project. The Board advertised the RFQ and received four proposals. The selection committee reviewed the RFQs, and in October the Board of Supervisors approved the selection of Barry A. Vittor & Associates, Inc. as the most qualified firm. The consultant is currently conducting wetland delineations. Technology Park – The Department of Planning and Development has played a limited role in this project, with involvement limited to wetland delineation and coordination with the Vicksburg Corps of Engineers.

  • Strategic Plan Coordinating Committee – The Department of Planning and Development has attended monthly meetings and worked closely with the Committee President/Physical Infrastructure Sub-committee Chair in regard to County-wide building code implementation. The Department’s Environmental Program Manager was 2004 Committee Vice Chair. Strategic Plan Environmental Leadership Initiative – Planning and Development staff have attended planning meetings to assist in developing the monthly educational forums sponsored by the Partners for Pearl River County’s Leadership Initiative. The Planning Department gave presentations at the March 11, 2004 the Environmental Leadership Seminar. A member of the department was a member of the Leadership Class of 2004-2005. Coastal Resource Management Plan (CRMP) – The CRMP, funded through a Coastal Impact Assistance Program (CIAP) grant, is a program housed in the Department of Marine Resources in Biloxi, whose mission is essentially to provide tools and resources to communities in the 6 coastal counties that help promote a healthy economy while protecting environmental resources. In 2004, Planning staff attended the CRMP bi-monthly meetings and the annual conference, and has been working with the CRMP staff to help lobby for the creation of a 6-County National Heritage Area designation and other potential CRMP programs. The Department was pleased that in the adoption of the 2005 Federal Budget the 6-County National Heritage Area was funded for ten (10) million dollars over a ten-year period. Association of Floodplain Managers of Mississippi (AFMM) – The Director of Planning and Development in October completed his second term as the President of State Association. The fall meeting was held in Choctaw, Mississippi. The fall conference dealt with assisting local officials in resolving floodplain management problems. Two additional Planning staff members attended the conference to obtain first-hand information and to network with FEMA, MEMA, and other local regulatory floodplain management officials. At the fall meeting, Mr. Holmes received a plaque for his service to AFMM as President of the Association for the 2002-2003 and 2003-2004 terms. Association of State Floodplain Managers (ASFPM) – In May 2004 Association of Floodplain Managers of Mississippi and the Louisiana Floodplain Managers Association co-hosted the 2004 Association of State Floodplain Managers national conference in Biloxi, Mississippi. This conference brought over 900 floodplain managers from around the United States and various foreign countries to the Mississippi Gulf Coast. The Planning Director, as President of the Mississippi Association, attended various joint meetings between the Mississippi and Louisiana Associations and the National Association to complete the planning for the 2004 conference. At the ASFPM National Conference, Mr. Holmes was honored with a plaque for his contributions to 28th ASFFM Conference. In August Mr. Holmes was elected to serve on the ASFPM Board of directors as a Regional Director for FEMA Regions 3 and 4. In October he attended a Strategic Planning meeting for the Association in Madison, Wisconsin.

  • Land Trust for the Mississippi Coastal Plain: The Department has worked with the Land Trust through the County’s Growing Greener Initiative. The Department’s Environmental Program Manager has been on the Land Trust’s Advisory Board, and was nominated to the Board of Directors in December. Mississippi National Heritage Area: The Planning Department coordinated the County’s lobbying efforts on behalf of the Heritage Area designation. The Department’s Environmental Program Manager has been asked to participate on the Heritage Board and the Proposal Selection Committee.

  • PERMIT ACTIVITY

    782 permits were issued for the period of January 1 – December 31, 2004. The permits were as follows: 346 Houses 24 Commercial Buildings 241 Mobile Homes 21 Addition/Remodeling 89 Utility Buildings 61 Power Poles The 782 permits generated $28,525.00 in revenue for the County. The unincorporated areas of Pearl River County added over $36 million dollars in residential construction during the year 2004 averaging $3 million per month. These figures indicate that the average price of a new home constructed in the unincorporated areas of Pearl River County is $104,344.00. The community list indicates the number of permits issued in each community for the period.     In 2004 the department reviewed 32 applications for subdivision review. These consisted of preliminary plats and final subdivision plats; resubdivision of existing lots in existing subdivisions; requests for new easements of access and subdivision of parcels on existing easements; and abandonment of roads. Subdivision Regulation Update – The Office of Planning and Development continued updating the County’s subdivision regulations in 2004. A public hearing was held on February 19, to take comments from the public. Planning staff provided Federal and State guidelines affecting subdivision regulations, in addition, minor subdivision review procedures were incorporated. The Board of Supervisors adopted one recommendation of the Subdivision Review Committee amending the Type I Subdivisions into Type IA and Type IB specifications such that infrastructure requirements would be different for parcels above and below ½ acre.
