    ORIGIN OF DEPARTMENT

    Under the Ministry of Tribal Welfare, a separate engineering Wing has been established

    and functioning with effect from 1-3-198, e!clusi"ely for tribal Welfare #epartment to

    attend to the wor$ in tribal areas% With the creation of separate &ngineering Wing, theerstwhile Tribal &ngineering 'ectors functioning under (iri)an *o-operati"e *orporation

    and integrated Tribal #e"elopment +gencies, ha"e been reorganied and merged with

    Tribal welfare &ngineering Wing by transferring all posts carried by these sectors as perthe +nne!ure appended to the (%%Ms%.o%/9, dt% 19-3-8%

    0or speedy and effecti"e e!ecution of wor$s in Tribal +reas in the 'tate% (o"ernment

    ha"e sanctioned the following posts "ide (%%Ms%.o%8, dt% 2/-/-8/%

    1% 1 ost of *hief &ngineer with supporting office staff

    2% 2 osts of 'uperintending &ngineers with supporting office staff

    3% 4 osts of &!ecuti"e &ngineers with supporting office 'taff%/% 14 osts #y%&!e%&ngineers with supporting office staff

    % / osts +sst% &!ecuti"e &ngineers5+ssistant &ngineers

    'ubse6uently with added programmes, the department has been strengthened by certain

    additional staff from time to time as follows%

    The Tribal Welfare &ngineering #epartment has been functioning with the

    following total staff under "arious catewgories%

    pertaining to office staff% :e also assists the *hief&ngineer on all technical and administrati"e

    matters%

    3% 'uperintending &ngineer% :e is incharge of administrati"e *ircle of the

    #epartment, answerable to the *hief &ngineer in

    +dministrati"e and Technical controls of wor$s and

    incharge of the offices of the department with in hiscircle%

    /% &!ecuti"e &ngineer% ;s incharge of the &!ecuti"e Unit #i"ision< of thedepartment and answerable to the 'uperintending

    &ngineer for e!ecution and management of all

    wor$s with in his di"ision%

    % #eputy &!ecuti"e &ngineer% ;s incharge of &ngineering 'ub-di"ision, answerable

    to the &!ecuti"e &ngineer of the #i"ision for

    management and e!ecution of wor$s within the sub- di"ision%

    4% +sst%&!e%&ngineer 5 ;s incharge of the wor$s assigned for in"estigation+ssistant &ngineer preparation, e!ecution and recording measurements

    in M%>oo$s, preparationof wor$s5firm bills etc%, for

    1% owers B-

    *hief &ngineer is the +dministrati"e and Technical head of the Tribal Welfare

    &ngineering #epartment and professional ad"isor to (o"ernment in all

    matters relating to the Tribal Welfare &ngineering #epartment% :e co-ordinates with the commissioner, tribal Welfare at 'tate le"el in planning

    e!ecution and monitoring of &ngineering wor$s%%

    The *hief &ngineer prepares annual budgetary plan of wor$s andestablishment under his control, obtains (o"ernment appro"al and incur

    e!penditure accordingly%

    :e shall e!ercise control o"er functioning of subordinate offices and monitorsthe progress of de"elopmental wor$s in Tribal areas in the 'tate%

    :e shall re"iew and monitor the progress of wor$s and underta$es field

    inspection of wor$s and conducts periodical re"iew meetings with his sub-

    ordinates and apprise the (o"ernment%

    The *hief &ngineer submit proposals to the (o"ernment with regards to the

    transfers and postings of 'uperintending &ngineers and &!ecuti"e &ngineers%

    The *hief &ngineer will conduct annual inspection of circle offices under his

    control%

    The +dministrati"e unit of Tribal Welfare &ngineering #epartment at the

    regional le"el is the *ircle and each *ircle is headed by the 'uperintending

    &ngineer% There are two full-fledged *ircles in TW in addition to one postof 'uperintending &ngineer &!-fficio< The 'uperintending &ngineer reports

    to the *hief &ngineer on all +dministrati"e and Technical matters%

    :e e!ercised control o"er sub-ordinate offices in regard to e!ecution and

    monitoring of de"elopmental wor$s in Tribal areas under his )urisdiction%

    ;t is the duty of the '%&% to inspect the important wor$s in his circle, to satisfy

    himself that the system of management in e!ecution of wor$s is efficient,

    economical and that the regulations on 6uality and 6uantity of wor$s, st4c$

    and accounts are strictly obser"ed%

    :e should re"iew and monitor the progress of wor$s by underta$ing field

    inspections of important wor$s, conducting periodical re"iew meetings withhis sub-ordinates and appraising the superiors%

    :e should maintain all necessary records and registers prescribed and conductannual inspection of di"ision offices%

    :e should $eep a confidential record of performance of the contractorse!ecuting the wor$s in the di"ision and ta$es suitable steps while entrusting

    the wor$s%

    :e is responsible for scrutiniing the estimates recei"ed from sub-ordinateoffices and accord technical sanction to the estimates with in his powers and

    submit to the higher office for obtaining technical sanction to the estimates

    beyond his powers%

    3. Ee%ti*e E!"i!eer

    :e is answerable to the 'uperintending &ngineer for the e!ecution andmanagement of all wor$s within his di"ision% :e reports to the

    'yuperintending &ngineer5ro)ect fficer of ;T#+5#istrict *ollector as the

    case may be on administrati"e matters and also for financial sanction of thewor$s% :e is responsible for implementation of wor$s programme and

    maintenance of accounts according to the standing instructions of the

    department% The &!ecuti"e &ngineer will submit his accounts regularly to the

    audit office under the rules in force and will e!ercise full and efficient controlo"er his #i"isional +ccounts fficer%

    :e e!ercises control o"er sub-ordinate offices and responsible for e!ecutionand monitoring of de"elopmental wor$s in Tribal area under his )urisdiction%

    :e is responsible to underta$e proper measures to e!ecute infrastructuralde"elopment wor$s in Tribal sub-plan T'< area of ;T#+ @ .on ;t#+ in his

    di"ision%

    :e is prohibited from allowing any sub-ordinate officer to start5ground anywor$ without obtaining proper administrati"e and technical sanction from the

    competent authority%

    ;t is the duty of the &!ecuti"e &ngineer to see that the accounts of a wor$ are

    closed and a completion report is prepared @ appro"ed by the competent

    authority immediately after the completion of the wor$%

    :e is the primary disbursing office of the di"ision and is thus responsible not

    only for the financial regularities and the transactions but also for the proper

    maintenance of accounts as per rules%

    The &!ecuti"e &ngineer is responsible for the correctness of the original

    records of cash and stores, receipts and e!penditure and submission ofcomplete "ouchers in proper way to the audit agencies concerned :e should

    prepare monthly accounts regularly and maintain as per rules and produce to

    the audit party whene"er they "isit the di"ision for audit%

    :e should see that the accounts of the di"ision do not fall into arrears and he

    should maintain all the prescribed registers on the accounts side% ;f anycomplication arises, on the ad"ice of the #+ W< he should see$ the

    assistance and ad"ice of the +(50inancial +d"isor% :e has a right to see$ the

    ad"ise of respecti"e authorities in all matters connected with the di"isional

    accounts and in the application of financial5accounts rules%

    :e is primarily responsible for reporting to higher authority without delay,

    supported if necessary by a wor$ slip, the probability of any e!cess o"er the

    estimates, all important liabilities not brought on the accounts and promptre"ision of the estimates where e"er necessary%

    :e is responsible to see that machinery, sur"eying, mathematical and

    scientific instruments of the di"ision are properly maintained and should

    report their condition to the 'uperintending &ngineer periodically%

    :e is responsible for all the stores re6uired in his di"ision and he should

    conduct annual physical "erification of store as on 31stMarch, e"ery year%

    The &!ecuti"e &ngineer is responsible for the &ngineering features of the

    design of the wor$s and the rates adopted in the respecti"e estimates proposed

    and appro"ed by him%

    :e is fully responsible for obser"ing standards of financial proprietor and for

    the ad)ustment of ad"ances gi"en to his subordinates5others%

    The &!ecuti"e &ngineer should inspect all wor$ spots or sites before technical

    sanction is accorded for the detailed estimates%

    The &!ecuti"e &ngineer primarily responsible for watching the progress of

    e!penditure of all the wor$s against appropriation and is re6uired to ta$e

    necessary steps for obtaining grants by way of re-appropriation orsurrendering probable sa"ings%

    :e should maintain all rele"ant records and registers prescribed to the di"ision

    :e should $eep a confidential record containing the performance of the

    contractors e!ecuting the wor$s in the di"ision and he refers the record to the

    authorities concerned before awarding wor$s to them for e!ecution%

    :e is responsible for scrutiniing the estimates recei"ed from subordinate

    offices and accord technical sanction to the estimates under his powers orsubmits to the higher office for obtaining technical sanction to the estimates

    beyond his powers as per codal pro"isions%

    :e should conduct annual inspection of sub-di"ision offices regularly and

    should chec$ measure /8 wor$s and super chec$ /8 wor$s in a financial year

    ;t shall be the responsibility of &!ecuti"e &ngineer to continuously assess there6uirement of wor$ charged staff and see that the e!penditure does not

    e!ceed the annual accrual of petty super"ision charges pro"ided in the

    estimate%

    4. De&%t+ Ee%ti*e E!"i!eer

    :e e!ercises control o"er sub-di"isional staff, materials and e!ecution of all

    wor$s in his )urisdiction%

    :e ta$es care of the (o"ernment properties under his control and see thatsuitable and remedial actions are ta$en for proper up-$eeping of them

    regularly and also arrange for proper protection, in case of natural calamities

    etc%,

    :e is responsible for spending grants in time properly%

    :e super"ises the e!ecution of wor$s ta$en up by the department fore!ecution through "oluntary agencies5contractors5Mahila Mandals5Cillage

    #e"elopment *ommitties C#*7s< etc%, in accordance with the sanctioned

    estimates, +greements concluded in case of wor$s e!ecuted throughagencies< as per +#'', +ndhra radesh ublic Wor$s #epartment code, and

    other instructions of the superiors under his )urisdiction @ by his subordinates

    and timely chec$ measure the wor$s recorded by the +&&5+& wor$ing underhim%

    :e will scrutinie the estimates recei"ed from sub-ordinates and accord

    technical sanction to the estimates under his powers and submit to the higheroffice the estimates beyond his powers for obtaining technical sanction% :e

    will scrutinie the wor$ bills for the wor$s complained or partly completed

    and arrange payment or submit to the higher office for arranging payment% :ewill arrange the payment of salaries to all the staff wor$ing under him on the

    1stof succeeding month%

    :e should close all the maintenance estimates before 31stof March e"ery year

    and special repairs estimates before closure of "alidity period%

    :e should appraise the progress in e!ecution of wor$s to the superiors

    periodically through progress reports and in the meetings held by them andalso report to the superiors the problems faced in e!ecution of wor$s, if any,

    for ta$ing remedial measures or actions according to the codal rules and

    instructions of superiors%

    :e should dispose references at the earliest and should tour bris$ly and

    purposefully and also inspect the wor$s fre6uently%

    :e is responsible for timely ad)ustment of ad"ances ta$en for the efficient

    functioning of all the machinery under his control% :e is responsible for

    up$eep of wor$s5+ccounts records and for producing at the time of audit andfor preparing and submitting replies to the audit paras%

    :e will maintain the prescribed registers in the sub-di"ision both in technical

    and accounts wing and send the prescribed returns to the superiors%

    :e should $eep himself abreast of the latest de"elopment in his field, dulyreading the )ournals, periodicals, etc%, :e will discharge all official functions

    entrusted to him by the superior officers% :e should conduct half-yearly

    physical "erification of stores and conduct annual inspection of sectionoffices under him%

    When posted as + or T+ to *hief &ngineer or 'uperintending &ngineer, in

    the office he will loo$ after the wor$ of section allotted to him and he isresponsible to the *& or '& respecti"ely in carrying out his duties such as

    ad"ice and correspondence on technical matters, scrutiny of estimates and

    putting up for technical appro"al5sanction for onward submission to higheroffice in case of '&s offices< for obtaining the same, scrutiny of bills,

    preparation of designs preparation of notes @ reports for the meetings,

    preparation of progress reports, loo$ing after the maintenance of "ehicles,loo$ing after the maintenance and operation of computers etc%,

    + sub-di"ision is di"ided into sections at field le"el and each section is

    headed by an +ssistant &!ecuti"e &ngineer5+ssistant &ngineer and he is the

    first le"el functionary and e!ecuti"e sub-ordinate head to the sub-di"ision i%e%#eputy &!ecuti"e &ngineer% :e is responsible for management of wor$

    charged establishment, materials at stores5site and e!ecution of

    de"elopmental wor$s in Tribal areas% :is role is pi"otal to the department heis the officer at the cutting edge le"el%

    :e will super"ise the e!ecution of wor$s entrusted to department or

    agencies5contractors5Mahila Mandal5Cillage #e"elopment *ommitteesC#*7s< etc% by superiors in accordance with the sanctioned estimates%

    +greements concluded in case of wor$s e!ecuted through agencies< as per

    +#'' +ndhra radesh ublic Wor$s #epartment code +W#*< underthe )urisdiction and timely record measurements in the M%>oo$s of the wor$s

    e!ecuted and submit to higher office for chec$measurement%

    :e is the custodian of the (o"ernment properties under his )urisdiction and

    ta$e suitable remedial actions for their proper up$eep regularly and ma$e

    arrangements for protecting them incase of natural calamities%

    :e will prepare the estimate after sanction of wor$s ans submit to higher

    office for obtaining technical sanction% :e will prepare the wor$ bills for the

    wor$s completed or e!ecuted up to an acceptable le"el and submit to higher

    office for arranging payment% :e will maintain the muster rolls of wor$charged establishment and submit the same to higher office on 1 stof e"ery

    month for arranging payment%

    :e should appraise the progress in e!ecution of wor$s to the superiors

    periodically through progress reports and in the meetings held by them% :eshould appraise or report o them the problems faced, de"iations obser"ed in

    e!ecution of wor$s, remedial measures to be underta$en according to the

    codal rules @ instructions of superiors and ta$e up the same as per

    instructions of the superiors%

    :e will maintain the prescribed registers in the section relating to wor$s,

    accounts, stores, materials, at site machinery and T@ etc%,

    :e should $eep himself abreast of the latest de"elopment in engineering field

    by reading )ournals and periodicals% :e will discharge any other officialsfunctions entrusted to him by the superior officers%

    When posted in the office posts, he will loo$ after the section allotted to him

    and report to #&& in carrying out his duties, such as correspondence ontechnical matters, scrutiny of estimates @ putting up for technical

    appro"al5sanction for on ward submitting them to higher office in case of

    #&&s,&es and '&s ffices< for obtaining the same, scrutiny of bills,preparation of designs, preparation of notes @ reports for the meetings,

    preparation of progress reports, loo$ing after the maintenance of machinery

    and T@ loo$ing after the maintenance and operation of computers etc%

    The post of the #eputy *hief &ngineer is of the ran$ of 'uperintending&ngineer, which is created in the office of the *hief &ngineer to assist the

    *hief &ngineer in discharging his official functions% :e will be in o"er all

    control of office administration and is responsible for correctness of alltransactions ta$en place in all wings of *hief &ngineers office and is

    responsible for maintenance of all re6uired registers in all the wings% :e

    should watch the release, ad)ustment and utiliation of grants and re"iew the

    progress reports and ad"ises the *hief &ngineer on the steps re6uired to beta$en from time to time% :e is responsible for obtaining Utilisation

    *ertificates and clearing the audit paras and conduct of timely annual

    inspections% :e can call for and submit any factual information and is

    responsible for obtaining and timely disposal of estimates and tender% :e isresponsible for maintaining office discipline and for chec$ing of personal

    registers ?s< of all the office staff and maintain good wor$ing en"ironment%:e will represent the *hief &ngineer in all meetings when *hief &ngineer is

    not in head 6uarters%

    They wor$ under he direct control of #eputy *hief &ngineer and report him

    in the matters relating to the sections entrusted to them%

    They wor$ under the control of 'uperintending &ngineer and report to him

    in the matters relating to the 'ection entrusted to them%

    Di*i-io!a/ Ao%!t- Oier 2or- a!' other ra!he

    #i"ision office mainly consists of three sections 1< +ccounts 'ection 2oo$s%

    /% reparation of annual >udget for all staff in the di"ision and all wor$sprogramme in his )urisdiction to be submitted to %% ;T'+, and

    'uperintending &ngineer%

    /1% 'ubmission of Utilisation certificates for the grants recei"ed%/2% 'ubmission of +nnual +dministrati"e ?eport of the di"ision%

    /3% ayment of pay and allowances to staff wor$ing in his di"ision%

    //% 'anction of annual increments to the staff in his office and up to #eputy&!ecuti"e &ngineer le"el%

    /% :e is responsible for all payments including wor$ bills%

    /4% :e is technical ad"isor to the ro)ect fficer, ;T#+, concerned%

    /% To prepare plan of action to be included in fi"e year plan and annual plans inrespect of all types of wor$s being e!ecuted by the di"ision%%

    /8% The &!ecuti"e &ngineer is prohibited from commencing any wor$ or

    incurring e!penditure of any public funds without the sanction by the

    competent authority or from ma$ing any de"iations from sanctioned designsin the course of e!ecution, e!cept in case of emergency%

    /9% 'ending proposals to the competent authority and obtaining e!tension of timeon the agreements of wor$s whichare not completed within the prescribed

    time%

    % The following course of action is to be followed in case of surplus materials tobe reco"ered from the contractors or any outstanding reco"eries tobe effected

    for fraud%

    4. 0or all ma)or wor$s costing beyond ?s%1,,5- he should personally chec$

    the mar$ out%

    b) De- F%!tio!-

    1% :e will manage the e!ecution of wor$s efficiently in the sub-di"ision%

    2% :e will e!ercise administrati"e control o"er the staff in the sub-

    di"ision

    3% :e will scrutinie the final wor$ bill recei"ed from +&&s5+es for thewor$s completed and submit to higher office for arranging final

    payment along with the completion reports% 0or the wor$s completedup to an acceptable stage, he has to scrutinie part bills recei"ed from

    the +&&s5+es and submit to higher office for arranging part payment%

    /% reparation of time schedule co"ering all acti"ities of the wor$, for itse!ecution within the time stipulated in the agreement for completion of

    wor$ and enforcing item%

    % :e has to monitor the progress of wor$s and issue notices to

    contractors with reference to the clauses and conditions of theagreement and clause 4 of +#'', if the contractor fails to start the

    wor$ with in the stipulated time or fails to maintain the stipulated rate

    of progress and report to &!ecuti"e &ngineer% :e should promptlyreply to the notices from the contractors%

    4% :e is responsible for correctness and proper maintenance of ?oad

    Metal ?ate boo$s @ Duarry charts%% :e is responsible for e!tracting the wor$ from the Wor$-charged

    establishment%

    8% :e will get the maintenance estimates prepared by +&&5+& for all the

    departmental assets under his )urisdiction and submit to the higheroffice &&< e"ery year for necessary appro"als and sanctions%

    9% :e will appraise the progress in e!ecution of wor$s to the && and '&

    periodically through progress reports, in the meetings con"ened, andduring field "isits% :e has to bring out field problems, if any in the

    e!ecution of wor$s during the field "isits of && and '&%

    1% 'ubmission of information re6uired by *hief &ngineer, 'uperintending&ngineer, &!ecuti"e &ngineer and ro)ect fficer from time to time%

    11% :e is responsible for the proper maintenance of accounts li$e material

    at site account, 0 account, etc%, and for submission of basic periodical

    returns relating to the accounts, progress of wor$s, etc%,12% :e is responsible to bring to the notice of the &%&% about the materials

    that are not in use for the last 4 months%

    13% :e will arrange the supply of materials that are supplied bythedepartment to the contractors%

    1/% :e is responsible for reporting the unutilied5surplus material if any in

    the sub-di"ision to his &!ecuti"e &ngineer% :e is responsible forutiliing the material recei"ed by him with in 3 months in his sub-

    di"ision% :e is responsible for assessing the re6uirements of materials

    well in ad"ance and submitting to &!ecuti"e &ngineer%

    1% :e will furnish the re6uired records to the +udit authorities as andwhen they are re6uested by the +udit party during audit inspection of

    'ub-di"ision5#i"ision%

    14% :e will maintain registers indicated in subse6uent chapter-11

    1% :e should discharge any Maintenance of #A?7s and monthly returnsof Tools and lants under his control

    18% other official duty entrusted by his superior officers19% 'ubmission of proposals to the &!ecuti"e &ngineer for e!tension of

    time to the agreements of wor$s which are not completed with in the

    prescribed time%2% To recommend reco"eries for the departmental materials, hire charges

    them, pro"ided that in the absence of a dri"er for any car and in an

    emergency, the officer-in-charge may nominate a member of the staff todri"e the "ehicle% The member so nominated should posses a "alid dri"ing

    license%ro"ided that where the :ead of a #epartment accords permission in

    terms of rule 1 b< of abo"e (%% an officer pro"ided with a

    (o"ernment "ehicle may dri"e the "ehicle either by himself or utiliethe ser"ices of an +ttender-cum-dri"er possessing "alid dri"ing license

    3 %Motor "ehicle dri"es shall on no account dri"e the "ehicle at a speed

    of more than Kms per hour or at the notified mileage, whiche"er is less%;n the city and municipal limits and built-up areas and in hea"y traffic,

    they should in"ariably dri"e safely with low speeds% The "ehicle should

    ne"er be o"er-loaded%/% The life of a motor "ehicle depends on the regular and systematic

    attention being gi"en to it% The dri"er should see that the "ehicle allotted

    to him is properly cleaned daily% :e should also e!amine daily the waterle"el in the radiator, oil le"el in the cran$ case, tyre pressures chec$ up

    petrol and distilled water le"els in the battery% The dri"er concerned will

    be primarily responsible for any damage that may be caused to a "ehicle

    and its cost will be reco"ered from him unless he is able to gi"esatisfactory e!planation for it%

    % Tyres should be got retreated before they go bald and re6uire

    replacement%4 %?eport the repairs needed immediately as soon as he notices it%

    %#uring the "ehicle repairs, the dri"er is responsible for all

    replacements and repairs, +ll unser"iceable articles should be ta$en bac$by him after the repairs are o"er% :e should hand o"er the unser"iceable

    articles in the office stores% :e should ac$nowledge the receipt of bills in

    to$en of certificate that the repairs are carried out satisfactorily%
