Message from Chief Bales I am pleased and proud to submit to you a summary of Fire Department ac-tivities for the year 2006. 2006 proved to be another exciting and reward-ing year for the Golden Fire Department. The fire department found itself presented with unique opportunities to make a difference beyond our day-to-day activities within our own City. The information contained in this report gives us a chance to look back at the previous year while also giving us information that allows us to plan for the future. The report provides a few good examples of how the men and women of the Golden Fire Department take pride in all aspects of the services they provide, no matter where or to whom they respond. Whether fire-fighting, responding to medical emergencies, per-forming technical rescues or just doing what they can to be good neighbors, our members are glad to be able to provide service to the Citizens of Golden, surrounding jurisdictions, and, when neces-sary, beyond our regional boundaries. My thanks go out to the Mayor, City Council, City Manager, and all the members of the Golden Fire Department for their continued efforts and support to make our Department an out-standing organization. Fire Administration Fire Administration is comprised of Fire Chief John Bales and Administrative Technician Debbie Testroet. Administration is charged with the effi-cient management of the information, personnel and oversees the four primary divisions within the department. They are: Fire and Life Safety, Train-ing and Safety, Technical Services and Emergency Operations. One major accomplishment for 2006 was the Stra-tegic Planning Process. This process is a commit-tee formed representing both career and volunteer aspects of the department. The work of this group has established a vision as to what the role of the volunteer firefighter and the mission of the volunteer program for many years to come. Another significant accomplishment was the pre-liminary planning for a new Fire Station #1. De-sign and the beginning of construction will begin in 2007 with occupancy of the new station taking place in 2008. This new facility will be home to the Administrative Offices, provide living quarters for up to eight firefighters and house six major apparatus. Emergency Medical Services remain as a key pri-ority for the Golden Fire Department. In Novem-ber of 2006, the contract for ambulance service was extended for two years with American Medi-cal Response. In addition, AMR has relocated an Advanced Life Support Ambulance to the north side of town and the second unit has remained housed at Fire Station #4 on the south side of the City. This provides two fully staffed paramedic ambulances with 24 hour coverage for the City. In 2006 the Golden Fire Department received a grant from the Department of Homeland Security under the FY 2006 Staffing for Adequate Fire and Emergency Response (SAFER) in the amount of $193,922.00. This grant provides for a four year period covering the personnel costs and fringe benefits for a full-time position of Volunteer Coor-dinator and Recruiter and provides funding for a recruitment marketing program. This program will enhance the number of volunteer firefighters for the Golden Fire Department for many years to come.

• Distribution and completion of emergency
notification forms for all career and volun-teer staff in the event of a serious in-jury/accident.
• Reprogramming of all department radios
including the emergency activation key • Implementation of the IRS 457 Length of
Service Awards Program for Volunteer Firefighters
• Revision of job descriptions for all career
and volunteer positions in the department

Fire and Life Safety Division
The Fire and Life Safety Division is under the command of Division Chief Jerry Stricker. The Fire and Life Safety Division has multiple responsibilities within the Fire De-partment. The main focus is pre-vention of fires, and to provide for the safety of our citizens in the built environment. This is accomplished through a combination of public education, inspections and code enforcement programs. A major accomplishment for the Fire and Life Safety Division for 2006 was the adoption by City Council of the 2006 International Fire Code.
In 2006 the division was expanded by upgrading a part-time specialist position to full-time Fire and Life Safety Technician. This position will oversee all public education as well as assist in conducting fire safety inspections for both commer-cial and industrial properties. There were nine public events in-cluding Fire Department Public Safety Day, 2-Home Depot Safety Day Events, Coors Safety Fair, CSM Wellness Fiar, Golden Police Dept. National Night out, Food Drive @ Shelton Elementary, Fa-
therhood Fun Fair @ Jeffco Fair-grounds, Credit Union of the Rock-ies for a total of 900 public con-tacts. There were 730 children visited during Fire Prevention Week School Visits. Five members of the Public Educa-tion Team were able to attend the Colorado Emergency Services Safety and Prevention Conference held in Breckenridge, CO.

Training and Safety Division
The mission of the Training Division is to prepare Firefighters from probation through retirement to serve
as safe, effective team members that save lives and protect property
• Completion of the 9th Annual Recruit Academy graduating 24 area firefighters • Hosted the National Swiftwater Rescue Series in June • Training of all personnel in the National Incident Management System • Training of all personnel in the National Response Plan • Completion of Ice Rescue Certification for 12 firefighters • Training of all personnel in Off Road Driving • Company level training of live fire at the Arvada Drill Grounds • Training of all personnel in the use of Thermal Imaging Cameras • Flammable liquids training at the Suncor refinery • Cross training with Colorado State Patrol and Jeffco Open Space in swift water training • Completion of the National Stand Down for Firefighter Safety

Training and Safety Division
2006 Academy Graduates
A significant accomplishment for the Training and Safety Division during 2006 was that Division Chief Milan completed the fourth year of an extensive management program through the National Fire Academy earning the Executive Fire Officer designation on December 1, 2006.
Media Services
Captain Tom Young and Media Services Assistant Anna Trzeciak, under the direction of the Train-ing Chief, create innovative audio visual, electronic and paper material for each division within the Golden Fire Department. Material such as a monthly national award-winning newsletter, the annual report, and a variety of brochures are a just few examples of printed documents created by Media Services. Also, the City of Golden Government Access Television Channel 8 is managed by Media Services. Audio visual support is given to other departments within the City by Media Services. Anna also assists the Fire and Life Safety Division and Fire Administration with clerical duties as necessary.

Emergency Operations Division The Operations Division is divided into two districts and a special operations unit consisting of the depart-ment’s Technical Rescue Team and the Wildland Firefighting Team. The Department operates from four fire stations strategically located throughout the City of Golden. The primary mission of the Operations Division is to respond to fire, medical and hazardous materials emer-gencies within the City of Golden as well as contracted areas and mutual aid requests. The Operations Division is comprised of 48 volunteer firefighters and officers.

A significant accomplishment for 2006 was the enhancement of safety equipment for firefighters as follows:
• All turnout gear is no more than 1 year old • The issuing of a combination jumpsuit and leather
boots for technical rescue and wildland firefighting for all personnel

Technical Services Division Technical Services is responsible for the maintenance and proper repairs of all fire apparatus and fire stations. In 2006 a major emphasis was placed on the safety of our firefighters and the equipment they utilize. Below are a few of the significant accomplishments in this technical service and repairs area.
• Installation of portable radios and chargers for all riding positions on all front line apparatus
• The addition and installation of port-able Survivor Lights for all riding po-sitions on all front line apparatus
• Upgrades and installation of higher capacity vehicle battery charging sys-tems enhancing the life of vehicle bat-teries and providing a more efficient means of system charging
• Installation of additional turnout gear storage at Fire Station #4
Other Accomplishments in 2006 • Engineered and designed a set of pump test gauges for annual pump testing • Completed all pump tests for all pumping apparatus • All aerial and ground ladders successfully tested to U.L. standards • Replaced tires for Water Rescue Unit • Replaced rear tires on Pumper 11 • Rewired primary loom for starting system on Squrt 4 • Replaced all ceiling tiles in Station #4 crew quarters

Professional development and participation of the senior command staff in professional organizations remains a high priority for the Department. During 2006 Chief Bales and Division Chief Stricker have been called upon by the State of Colorado testifying on various legislative bills for the enhancement of the Fire Service and fire and life safety issues within Colorado.

2006 Association Involvement
2006 Retirees On Sept. 28 2006 Golden City Council recognized Captain Rex Engstrom (20 years) and Firefighter/Engineer Matt Finley (29 years) on their retirement with the Golden Fire Department. Both have been reinstated as active, retired members.

Awards and Honors The Golden Fire Department held its annual awards banquet on January 27, 2006 at the Fossil Trace Golf Club. Various awards and honors were presented to staff and members of the fire department for outstanding per-formance and contributions to the department’s mission during 2006.

Awards and Honors
The Golden Fire Department continues to be a responsive, cutting edge organization which integrates the vision of its citizens, employees, members and elected officials. Our department is dedicated to the preservation of life, property and the safety and welfare of both the public and its membership. We will continue to maintain partnerships with the business, corporate and residential communities with the goal of reducing loss from fire and other devastating events. The Department is committed to providing a well-trained workforce of both full-time and volunteer members, “state of the art” technology, and other resources to protect our community. We pledge to never lose sight that our number one resource is our personnel. The personnel of the Golden Fire Department will continue to work diligently everyday to maintain its status as one of the premier fire-rescue organizations delivering the levels of service to meet our customer’s needs.
