 Justice Sach ar Committee Report Finding s: CPI(M)’s Charter for Advancement of Muslim Community PREAMBLE The 138 million (13.8 crore) Muslims in India are intrinsic to the multi-cultural, multi- lingual and mult i-reli gi ous mosaic that is India. Secular democracy , under the Constitution, provides equal opportunities and fundamental rights for all irrespective of race, religion or creed as citizens of the country. A democratic system is evaluated by how it treats its minorities – whether religious, ethnic or linguistic. For fostering national unity , for strength eni ng democr acy and secularism, it is essential that the Musli m minority , who constitute 13.4 per cent of the population, are provided equal opportunities to acce ss the bene fi ts of developmen t and the fundamental rights given in the Constitution. The Justice Rajinder Sachar Committee report has high light ed the deplorabl e socio- economic plight of the mass of the Muslim community. It has served to highlight the urgent need to adopt special measures for the upliftment in their social and economic conditions. It has also effectively rebutted the false and motivated propaganda about “minority appeasement ”. In the light of the Sacha r Commit tee repor t, the Centr al gov ern men t must fra me a concrete programme backed with adequate financial allocations to address the discri min ati on fac ed by minori ty communities, in par ticular the Mus lim minori ty community in the economic, social and educational sphere. It is essential to immediately ide nti fy Musli m are as and con duc t concrete sur vey s, so tha t the ass ist anc e can be concretized. This exercise must be done in a time-bound framework. 1. Development i) The government must formulate a sub-plan for the Muslim community on the lines of the tribal sub-pl an. The re has to be a specific budge tary alloca tion in all deve lopme nt sche mes for Musl ims proporti onate to their populat ion at the all-I ndia leve l. Unde r a spe cia l component pla n, all oca tio n may be mad e in the states propor tionat e to the percentage of Muslims in that state. ii) The impl ementa ti on of existing schemes for mi nority we lf are must be strictly monitored. Increased fi na ncial allocations to inst itutions such as Maul an a Azad Foundation, NMDFC, Wakf Council etc. should be ensured to strengthen and expand the schemes. iii) Eff ective ste ps for protection of Wakf pro per tie s and pro per ut ilization of the se properties for the welfare, educational and social development of the community. iv) In Muslim populated villages and municipal wards, it is found that often there are neither ICDS nor primary health centers. These must be ensured.  v) Special schemes to ensure housing for poorer sections of the community must be ensured. 2. Employment and Income generation i) Provide reservations for dalit Muslims.

It is essential to immediatel#identi# Muslim areas and conduct concrete sur&e#s so that the assistance can *econcretied. This e4ercise must *e done in a time-*ound rame+or.

1. 5e&elo%ment

i) The !o&ernment must ormulate a su*-%lan or the Muslim communit# on the lines othe tri*al su*-%lan. There has to *e a s%eciic *ud!etar# allocation in all de&elo%mentschemes or Muslims %ro%ortionate to their %o%ulation at the all-India le&el. 6nder as%ecial com%onent %lan allocation ma# *e made in the states %ro%ortionate to the%ercenta!e o Muslims in that state.

ii) The im%lementation o e4istin! schemes or minorit# +elare must *e strictl#monitored. Increased inancial allocations to institutions such as Maulana Aadoundation 7M5$ a $ouncil etc. should *e ensured to stren!then and e4%and theschemes.

iii) Eecti&e ste%s or %rotection o a %ro%erties and %ro%er utiliation o these%ro%erties or the +elare educational and social de&elo%ment o the communit#.

i&) In Muslim %o%ulated &illa!es and munici%al +ards it is ound that oten there areneither I$5" nor %rimar# health centers. These must *e ensured.

i&) Ade'uate num*er must *e em%anelled in all recruitment *oards o selectioncommittees.

 &) "ince lar!e num*ers o the Muslim communit# includin! Muslim +omen are en!a!edin traditional +or as artisans and sel-em%lo#ed it is essential to mae eas# credita&aila*le to them. "mooth lo+ o credit rom inancial institutions *ans and &ariouscor%orations or sel-em%lo#ment micro-enter%rises and small and medium scaleindustries must *e ensured. The 1; %er cent allocation or minorities rom %riorit# sector*an loans assured *# the Prime Minister must *e im%lemented.

 &i) It is ound that Muslim +omen ha&e not had ade'uate o%%ortunities in the sel-hel%!rou% sector. Attention must *e %aid to orm +omen<s sel-hel% !rou%s amon! Muslims+ith *an lina!es.

 &ii) Lar!e scale sill de&elo%ment %ro!rammes to u%!rade traditional sills must *eor!anied *# !o&ernment or the communit# +ith s%ecial %ro!rammes or Muslim+omen. "%ecial em%hasis must *e %laced on trades traditionall# undertaen *# minorit#!rou%s.

3. Education

i) "chools includin! residential schools im%artin! modern education or *oth !irls and*o#s must *e *uilt in all districts and *locs +ith sia*le Muslim %o%ulation. Muslim!irls< hostels must *e constructed to acilitate education amon! !irls.

ii) Incenti&es or +omen<s and !irl>s education must *e !i&en. Increase in the num*er ohostels includin! hostels or Muslim !irls.

iii) There must *e a su*stantial increase in increase in sti%ends and scholarshi%s onmeans cum merit *asis.

i&) Recruitment o 6rdu-s%eain! teachers and illin! u% o &acancies o 6rdu teachin!%osts in schools. 6rdu must *e a&aila*le as an o%tional su*0ect in all !o&ernment and!o&ernment-aided schools in areas +ith su*stantial 6rdu-s%eain! %o%ulation. ?ood'ualit# te4t*oos in 6rdu must *e %ro&ided.

 &) Eorts should *e made to introduce and encoura!e scientiic and 0o* orientededucation in Madarsas. In some states lie est Ben!al !eneral s#lla*us is also tau!ht inMadarsas and certiicates and de!rees a+arded *# Madarsas are reco!nied. Thisena*les eas# mi!ration rom Madarsas to !eneral education institutions. This model ma#
