Growth in 2009 Access Carroll experienced another record year of growth in most meas-ures of activity for the organization. The numbers of uninsured members of our community shows no sign of decreasing, and despite recent health reform efforts, we see no indication that situation will improve in the fore-seeable future. In other words, the demand for services from Access Carroll is going nowhere but up.

Serving in 2009 Serving others has always been the focus of staff and volunteers at Access Carroll, but 2009 has proven to be another year of exceeding expectations far beyond any planned goals and budgets. Growing at an average of 70 new clients each month has challenged everyone to maintain services while continuing to grow and meet the needs of our community. More than ever, our staff and volunteers are appreciated and recognized for their compassion and perseverance to serve others. Giving good health means giving people the chance to have better lives.

During 2009, Access Carroll has served as a health home for thousands of residents, acquired over a half a million dollars of medications for chronic disease patients, arranged for hundreds of specialty care services, helped enroll hundreds of patients into public assistance programs, and served as a training site for dozens of health care and social work professionals. These services would not have been possible without the dedication and sacrifice of our amazing health care team. Although our work can be quite daunting, knowing we have impacted the health and lives of thousands of people is a life-long reward. Thank you to everyone who continues to carry out the vision and mission of Access Carroll into our community. We look forward to another stellar year of service as we plan to expand services and move into a larger facility to help more people have access to health care. With great appreciation,

Access Carroll Patient Visits by Calendar Year

Since 2005, Access Carroll has experienced tremendous growth in the numbers of those seeking health services each year. For

the first time in their lives, many are facing unemployment and

uninsuredness. They are turning to Access Carroll for help.

Access Carroll provides free health care to:

* Carroll County Residents * Uninsured * Income at or below 200% of the Federal Poverty Level

Louise lost her job and her health took a turn for the worse. She found Access Carroll and was soon diagnosed with diabetes. Access Carroll has been her health home, provid-ing her with primary care, specialty care, diagnostics, medications, and educa-tion to keep her diabetes under control.

Special Events The first ever, Ride for Health Bike Tour in partnership with the Maryland Wine Festival ®, was held in September. Par-ticipants included teams from Carroll Hospital and McDaniel College.

Many staff and volunteers of Access Carroll participated in the 5-mile Crop Walk held in Union Bridge in April. Proceeds benefit foreign and domestic community projects, including Access Carroll.

The Fifth Annual Chili Cookoff was once again a huge success with 23 cookers. Over 1,000 people came out to sample chili’s ranging from unique to spicy hot!

The Access Carroll fundraising committee is busy all year, but especially in the fall months when the Bike Tour and Chili Cook Off take place. These events help support general operational expenses including rent and utilities.

Medication Coordinators, Paulette Biscotti and Kris Ingalsbe, are both certified pharmacy technicians who ensure eligible patients are enrolled into pharmacy assistance programs (PAPs). Serving as patient advocates, they acquired over a half a million dollars in free medications for chronic disease patients from PAP applications in 2009.

Over 75% of all Access Carroll patients are diagnosed with a chronic disease and require long-term medications. Many patients depend on Access Carroll to keep them out of preventable emer-gency situations by assisting with acute and bridged chronic medications with on-site stock and vouchers to local pharmacies. As a health home, patients are pro-vided regular follow up visits and education to maintain optimal health. During 2009, generous donors and grantors enabled Access Carroll the ability to provide 1,734 on-site medications valued at $130,050 and provide vouchers to local pharmacies at a reduced cost, totaling over $30,000. We appreciate our medication fund donors!

Unfortunately, many of the patients coming to Access Carroll have ignored their chronic disease symptoms and finally seek health care that is beyond basic preventative and primary care services. The Access Coordinator, who serves as a unique and highly trained medical case manager, arranges for specialty care and consultative services at no and low cost within the community. Grant funding and donations enable Access Carroll to leverage and coordinate services within the community to make specialty care

accessible. In 2009, the Access Coordinator arranged 761 specialty care and high end diagnostic services with an estimated value of $280,200. The organization spent a little over $19,000 with an average cost per visit of $25.00. During 2009, 84 specialty providers partnered with Access Carroll to provide specialty care including ophthalmology, dentistry, oral surgery, cardiology, dermatology, pulmonology, urology, gastroenterol-ogy, general surgery, podiatry, nephrology, psychiatry, gynecology, cancer, and wound care. The

support from our community physicians is greatly appreciated!

In addition to medical care, many patients seek help and advocacy in completing public assistance applications. The Access Coordinator works closely with other community agencies and organizations to ensure clients have public assistance applications completed with appropriate supporting documentation.

The Access Carroll Board of Directors is a team of com-munity volunteers that looks ahead for the future of access to health care in our community. Since opening in January 2005, the demand for expanded services has continually grown, creating serious space constraints in our current facility. Understanding our need to expand health care services, the Carroll County Commissioners have offered a larger operating space in downtown West-minster. Access Carroll plans to renovate the space that will provide more general operating space, medical exam rooms, and a dental suite.
