    Why the LibertyScorecard was created:

    The Liberty Vote Scorecard has been

    compiled to inform the public as well asthe legislator of the impact their voteshave on the liberty of our citizens.

    Liberty Votes are chosen based onwhether they either promote or infringeupon those liberties inherent within ourBill of Rights.

    It is hoped that this Liberty Scorecard willremind our state legislators that freedomand liberty are seldom lost in one fellswoop; they are lost one bill oramendment at a time.

    Liberty Legislators

    Senators and Delegates scoring 80% orabove on their Liberty Scorecards will berecognized as Liberty Legislators for thatyear.

    How the Scores wereadded:

    The Speaker of the House and President of the Senatechoose the committee chairpersons in their respectivechambers. Therefore, the Speaker and President areultimately responsible when those chairpersons block theprogress of bills by not allowing them to come up for a

    vote.

    If a bill is identified as a Liberty Vote but is not given an upor down vote in committee, the Committee Chairperson willreceive a negative twenty (-20) Liberty Vote Points off theirfinal score. The Speaker of the House or the President ofthe Senate, depending on where the committee is located,will also receive a negative twenty (-20) Liberty Vote pointsoff their final score.

    Legislators are sent to Annapolis to vote, not to sit in their

    seats afraid to take a position. Any legislator present for aLiberty Vote who does not vote or has not received anexcused absence for the vote will receive a negative twenty(-20) points for not voting off their final score.

    Excused absences result in each remaining vote beingworth a larger percentage depending on the actual numberof votes taken. Examples, 4 votes= 25% each, 3 votes=33% each, 2 votes= 50% each, 1 vote= 100%. Anyunexcused vote remains negative twenty (-20) points off of

    their final score no matter what percent (%) the other votesare worth.

    Some Liberty Votes may be identified during session sothat the legislators will know in advance that their vote for

    Bills used for the Liberty Votes from the Senate

    1) SB 277: Vehicle Laws- Speed Monitoring Systems- Speed Cameras

    This bill allowed the placement of speed cameras in school and construction

    zones. The owner of the car, whether they were driving or not is fined for theviolation and license points are not assessed. The owner of the car is denied theability to confront their accuser. Speed cameras are more about revenue thanthey are about safety. Voting NO was a vote for liberty.

    2) SB 264: State Employees- Negotiations- The Fair Share Act

    Requires non-union members in state government positions to pay union dues.Voting NO was a vote for liberty.

    3) SB 266: Freedom of Association and Assembly Protection Act of 2009

    Prohibits the state police from spying on individuals or groups without probablecause. Voting YES was a vote for liberty.

    4) SB267: Family Law- Protective Orders- Surrender of Firearms

    (Committee Amendment 4, # 198971/2)

    This amendment would have allowed a person who received a protective orderto be considered to have a good and substantial cause to be given a permit to

    carry a handgun. Voting YES was a vote for liberty.

    5) HB100: Motor Vehicle Administration- Driver's Licenses for Illegal

    Immigrants (Floor Amendment 3639241/2)

    This amendment would have prohibited the state motor vehicle administrationfrom issuing a two tier driver's license system. A two tier drivers licensesystem provides one license for legal residents and another license for illegalresidents. Voting YES was a vote for liberty.
