A handful of teachers

will soon be reassigned to

other schools, and three

more might be hired.

After analyzing stu-

dent enrollment at the

20th day of school, Union

County Public Schools is

shuffling teachers from

overstaffed to under-

staffed schools.

As of Tuesday, there

were 39,068 students in

UCPS, 1,261 fewer than

anticipated.

David Clarke, assis-

tant superintendent for

human resources, called

the projections “soft

numbers”; they were the

schools’ best estimates of

how many students they

would have. Projections

are often made several

months before school

starts and before kinder-

garten registration.

It’s normal for projec-

tions to be off, Superin-

tendent Ed Davis said,

and in the past, UCPS

has been able to hire

more people for under-

staffed schools and keep

personnel at overstaffed

schools if that overage

was slight.“We don’t have that

flexibility now,” Davis

said.Final allotted positions

depend on actual enroll-

ment, taken the 20th day

of school. North Caroli-

na allotted 1,849 teachers

for UCPS this year, later

asking the school system

to revert a chunk of fund-

ing back to the state.

Most of those cuts

came from 92 teaching

positions that were va-

cated by retiring teach-

ers, or had not yet been

filled, Clarke said.

No full-contract teach-

ers lost their jobs, and

other positions were held

open in case the system

was again asked to give

positions back.

UCPS now has about

1,730 teachers.

Davis said there is a

possibility that the state

will ask UCPS to cut more

positions, but doesn’t

expect that to mean lay-

offs.The extra positions left

unfilled provide a “cush-

ion” to avoid that, he said.

The state will determine

whether to cut additional

positions by the 40th day

of school.Right now, the concern

is balancing out the stu-

dent-teacher ratio.

“If a school is un-

derallotted, where are

their greatest needs for

teachers?” Clarke said.

the first Taste of Union

event multi-tasked in a

noble way Saturday.

Proceeds totaling

$14,563 from the event,

which showcased more

than 20 county restau-

rants, went toward Opera-

tion Reach Out, a 25-year-

old non-profit in Monroe

that provides grocery and

fuel assistance, clothing,

counseling and other pro-

grams to low-income resi-

dents.Residents could buy

tickets for the event in

advance for $20 and for

$25 at the door. In return,

they experienced an eve-

ning of free and diverse

food, music form local

musicians and a chance

to enter a raffle for a 42-

inch television and a $500

grocery gift card. There

was also a silent auction.

Modene Howie, an Op-

eration Reach Out board

member and its co-found-

er, got the idea for Taste

of Union from a Mineral

Springs fundraiser known

as The World’s Largest

Buffet, which asked resi-

dents to supply food dish-

es. Proceeds went toward

local improvement proj-

ects such as landscaping.

“Modene finally got

her big fundraiser,” said

Kathy Ipapo, the organi-

zation’s board president.

“What I’m excited about is

that all these people have

never heard of Operation

Reach Out before.”

Powwow abandons Indian Trail

Tribes move to Concord, citing steep fees

After more than a quar-

ter century, the Indian

Trail Powwow will not re-

turn to Indian Trail.

“It broke some hearts

to know that we weren’t

going to be there,” said

Metrolina Native Ameri-

can Association board

member and powwow or-

ganizer Zeddie Emrich.

For 26 years, the pow-

wow was held at Indian

Trail Elementary, but the

rate to rent county and

public school sites in-

creased this year. Emrich

said rent went from $350

for the whole weekend in

2009 to $280 for the first

four hours and an ad-

ditional hourly fee after

that in 2009.

“We wish we were still

back there,” Emrich said,

but the price was prohibi-

tive. “We were partial to

Indian Trail.”

Town Mayor John

Quinn said he and the

Town Council are trying

to get the powwow back.

“It makes sense that

the Indian Trail Pow-

wow should be in Indian

Trail,” he said. “It’s going

to be missed.”

was working on a parks

project that could provide

Stallings will not fol-

low in Marvin’s footsteps

to adopt a golf cart ordi-

nance allowing residents

to drive carts on public

roads. The Town Council

voted unanimously Mon-

day to deny such an ordi-

nance.“I think it’s going to

burden our Police Depart-

ment,” Councilwoman

Renee Hartis said before

the vote. Other council

members shared her con-

cerns.Shannamara and Em-

erald Lake are among the

subdivisions that asked

for an ordinance, although

some residents did not

want one as restrictive as

the town proposed. Both

neighborhoods have golf

courses, and several resi-

dents want to drive golf

carts from their homes

to the neighborhood

clubhouse or pool, Town

Manager Brian Matthews

said.Marvin recently adopt-

ed its own golf cart ordi-

nance, effective Thursday.

Prior to the meeting,

Matthews said Stallings’

proposed ordinance mir-

rored Marvin’s “almost

word for word.”

“It was very similar to

what we needed,” he said,

Two adults and a

4-year-old boy died in a

house fire before dawn

Saturday morning.

Robert Griffin lives in

a building behind the

property and knew the

victims. One was Edna

Starnes, a woman Grif-

fin calls his step-mother,

although she was not ac-

tually related to him.

It is Union County

Sheriff ’s Office policy

not to release victims’

names until family is

notified. The Sheriff ’s

Office did not release the

names by deadline Sat-

urday, but Griffin offered

the names of those who

ey from the state’s capital

outlay fund, which comes

from two sources. The

Public School Building

Capital Fund receives 14

percent of the money col-

lected by the N.C. Educa-

tion Lottery, and about

7.25 percent of corporate

income tax, although the

General Assembly divert-

ed the income tax contri-

bution until 2011.

Union Academy head-

master Raymond Reinsant

said a share of that money

could help provide a cen-

tral location for all its stu-

dents.Union Academy’s goal

is to move students from

its lower campus on Old

Charlotte Highway to its

upper campus on North

Martin Luther King Jr.

Boulevard. With no capi-

tal funding, though, there

is no money for another

building, Reinsant said.

Union County and the

Union County Board of

Education are named as

defendants in the lawsuit.

Some Union Academy

parents are listed as plain-

tiffs.Six other North Caro-

lina charter schools are

parties in the lawsuit, list-

ing their own counties and

school boards as defen-

dants. The suit was filed in

Mecklenburg County.

Union County officials

are seeking a perma-

nent injunction to shut

down Plaza de Toros Rio

Grande.Thomas “Pinky” Marsh

has repeatedly and admit-

tedly bucked county offi-

cials and held rodeos and

saddle clubs at his farm on

Landsford Road in Marsh-

ville.After a May 7, 2007,

county Board of Adjust-

ments meeting, Marsh

was granted a special-use

permit to conduct “special

events/rodeo type activi-

ties” according to a court

file. Restrictions included

that, “‘Limited number

of rodeos to four per year;

each event limited to one

day’ and ‘conform to (N.C.

Department of Transpor-

tation) regulations and

specific recommenda-

tions, including two road

accesses to the Special

Event rodeo area.’”

In September 2007,

county land use adminis-

trator Lee Jensen ruled

that Marsh had violated

the special use permit

and issued a citation for

two violations on Oct. 12,

2007. On Oct. 25, 2007, the

Board of Adjustment re-

voked Marsh’s special use

permit.

Hunter found a human

femur Saturday morn-

ing, a discovery that

had investigators comb-

ing the Williams family

farm.Sally Williams’ neph-

ew was setting up a

hunting stand on the

90-acre farm between

Monroe and Wingate

near the Sheriff ’s Office

when he found the bone

near a creek bed. Depu-

ties combed the area for

much of the morning,

but found no other hu-

man remains.

The bone was taken

to a medical examiner’s

office in Mecklenburg

County. Union Medical

Examiner Carolyn Gor-

don said she could con-

firm only that it was a

human femur, but could

not say if it belonged to

a male or female, and

only that it was an adult

bone.“I come to no conclu-

sions,” she said, and said

her office will conduct a

full examination.

Sally Williams said

the discovery was unset-

tling.“You’re just kind of

like, ‘Ew,’” she said.

Williams added that

it appeared to her that

a hip replacement had

been done on the bone,

meaning an examiner

could possibly determine

who the bone belonged

to, but Gordon could not

confirm that before test

results are returned.

Hunter finds femur

on farm near the jail

Tracy Thomas bought

a home in 2007, started a

new job in 2008 and lost

it a few months later.

Christmas looked slim

for her now 8-year-old

son.The sudden loss of in-

come coupled with a new

house payment “kind of

immobilizes you,” she said. It wasn’t

long before the single mom enrolled at

South Piedmont Community College,

where some friends mentioned the

Christmas Bureau of Union County.

Run by the Union County Depart-

ment of Social Services, the Christmas

Bureau counts on donors and spon-

sor families to provide gifts for Union

County residents, from children to the

elderly. The bureau is accepting dona-

tions, hoping to assist more than 2,000

families this season.

“I thought, ‘I can’t do this,’” Thomas

said. “I’ve never had to reach out to the

community for help.” Although she

was hesitant, Thomas signed up and

was connected to a sponsor couple from

Wingate University. The couple didn’t

have much money, either, she said, but

wanted to help someone else for Christ-

mas.“We all need each other,” she said,

tears coming to her eyes. Her son got

coloring books and new shoes; she re-

ceived mixing bowls and “the neatest

pocketbook.”

DSS also heads a commodity distribu-

tion program. Just over 1,300 families

took advantage of the program in May;

that increased to almost 1,700 families

in September.

Based on those numbers, Haney ex-

pects the need at Christmas to be higher

than last year. People begin applying

several area hospitals un-

less they receiving treat-

Stephen Wallenhaupt,

executive vice president

of Novant Health, said

the policy should protect

both children and adults,

including patients, staff

members and visitors.

“We know this change

poses an inconvenience

to families with patients

in area facilities, but it is

important to make this

change effective now to

limit the spread and im-

pact of flu,” Wallenhaupt

said in a press release.

“Many patients, particu-

larly newborns, pregnant

women and patients with

suppressed immune sys-

tems, are particularly vul-

County panel rejects voting districts

Committee will recommend adding two county commissioners to board

A county governance

committee rejected a dis-

trict-only representation

format.The committee agreed

to recommend that the

Union County Board of

Commissioners be in-

creased to seven mem-

bers, from its current

five, but has not made a

final recommendation on

how those seven should

be elected. The committee

eliminated the possibil-

ity of having no at large

members, however.

The governance com-

mittee is made up of rep-

resentatives from each of

Union’s 14 towns.

Marshville Mayor

Frank Deese voted in fa-

vor of having seven dis-

tricts.

“I feel like we need to

have district representa-

tion so that everyone can

be equally represented,”

he said. “Our House of

Representatives is on

districts, our state elec-

tions house and senate

are on districts. If it’s

good enough for the fed-

eral government and

good enough for the state

government why is it not

good enough for us?”

Deese did not say he saw

the committee’s desire for

at large candidates purely

as an east vs. west issue

in the county, though said

it plays a small part. The

two towns east of Mon-

roe have a combined 3,191

registered voters, while

11 towns west of Monroe

have 59,423 combined.

Commissioner Tracy

Kuehler serves as a non-

voting chairwoman of

the governance commit-

tee and said a decision

on how many districts

to draw will be looked at

during the next meeting.

Factors they will consider

include allowing one dis-

trict to vote in a majority.

four districts and three

allow them in the barn

this weekend – not when

there are quilts to dis-

play.Fox Farms in Waxhaw

will host its seventh an-

nual Barnful of Quilts on

Saturday. Money raised

through admissions do-

nations will go to mis-

sions and outreach at

Waxhaw Presbyterian

Church.“It’s a celebration of

quilting and fiber arts,”

Fox said. “The whole

barn is just given over to

the quilts.”The event raised $7,000

last year.Barnful of Quilts will

feature several quilters,

including Fletcher Mc-

Neil of Lenoir. McNeil

began quilting at the age

of 65. Now 84, she will

have several of her own

quilts on display.

The event also includes

a bake sale, yarn vendors,

embroiderers’ guild, lace

makers’ guild, silent auc-

tion and raffle. A quilt

historian will be on hand

to date antique quilts

and discuss the history

behind their patterns.

Some quilts are for show,

and some are for sale.

While many of the

contributing quilters are

from Charlotte and oth-

ers from Lancaster, S.C.,

several are from Union

County.Karen McWhorter is

part of UCo Quilters,

a group of five Union

County women who meet

weekly in McWhorter’s

“bonus room” above the

garage. Two are from

Waxhaw and three are

from Monroe.

McWhorter, retired

from Bell South, began

quilting in 1983 while she

was pregnant with her

son.

“I became a nester. I

had to have a project,”

Dr. Neal Goldberger is board certified in both Pain Medicine and Anesthesiology. After serving as a Lt. Colonel and anesthesiologist in the Army, he completed pain fellowships at University of Cincinnati and Vanderbilt University in Nashville and trained future physicians at Vanderbilt and University of Connecticut. Dr. Goldberger has practiced pain medicine for over 21 years.

“Pain is very personal,” says Goldberger. “We begin with a workup to find out specifically what’s generating the problem. It could be nerves, muscles, joints, or a combination of sources.

Because sources of pain frequently involve other specialty areas, patients at The Center for Pain Relief benefit from its close affiliation with four orthopedists, four rheumatologists and a hand surgeon through the integrated practice of Carolina Bone & Joint. “For example, if someone comes in with back pain that radiates down the leg, but also has trouble with their hip, there may be an orthopedic issue involved. If they have total aching throughout the body, they may have an underlying rheumatologic disorder. I’m able to promptly cross-refer within the practice, and integrate their care with one of our other specialists,” says Goldberger.

Patients visiting other physicians within the practice also benefit from Dr. Goldberger’s expertise. “We refer to each other as needed, and sort out how much is joint pain versus spine pain. Our patients receive very specialized, individualized care.”

AMA DoctorFinder includes more than 814,000 AMA member and non-member doctors of medicine (MD) and doctors of osteopathy or osteopathic medicine (DO). AMA DoctorFinder does not include other licensed health care professionals such as dentists, optometrists, chiro-practors, nurses, or allied health personnel.Physician listings are based on data maintained in the AMA Physician Masterfile, the nation’s most comprehen-sive and unbiased physician database. Q. I searched for my physician by name and didn’t find him/her. Maybe I am doing something wrong when I enter the information. Do you have any sug-gestions on how to use the Search function effec-tively?Physicians are listed in AMA DoctorFinder by the proper spelling of their full name. Nicknames or shortened first names are not included. Use the last name and the state in which the physician resides to search by name. If your search produced too many results, try again, adding his or her first name. Use the “*” (the asterisk symbol, which acts as a “wildcard”) when adding the first initial of the first name: L* Smith. It will search on all “Smiths” that begin with “L”. You may also want to perform a “sounds-like” search, by checking the box provided on the search page, if you are unsure of the exact spelling of a name or city.

Q. How do I search for a physician by name or medi-cal specialty if I am not sure in which state he/she practices?AMA DoctorFinder requires that users know the state in which a physician is located when conducting a the search.The following Web sites may help you find a person and determine in what state they are located before search-ing on AMA DoctorFinder: Switchboard (http://www.switchboard.com), Yahoo People Search (http://www.ya-hoo.com/search/people) and ClassMates Online (http://www.classmates.com). Consult a local telephone directory or call directory assistance to verify or obtain your physician’s office location

Q. I am looking for a physician in training (a resi-dent) but can’t find him/her. Are residents not in-cluded in the AMA DoctorFinder database?AMA DoctorFinder lists only licensed physicians with full and unrestricted licenses. Many residents are not licensed until after completing at least one full year of residency training. He/she will be listed in AMA DoctorFinder after receiving licensure in one or more of the U.S. licensing jurisdictions.

Q. My doctor recently moved and AMA DoctorFinder does not provide his new office location. How does the AMA DoctorFinder information get updated?Your physician may send updates to the American Medical Association by using the Online Data Collection Center.

Q. Can I search for a deceased physician?AMA DoctorFinder does not maintain information on deceased physicians. You may want to contact the U.S. Census Bureau, as well as your state and local medical societies.

Q. Did my physician pay a fee to be listed in AMA DoctorFinder?AMA DoctorFinder includes all U.S.-licensed physicians, and there is no fee to be listed in this service.

Q. What is a self-designated practice specialty?A self-designated practice specialty does not imply certi-fication by the American Board of Medical Specialties or indicate special training or competence. A self-designat-ed specialty does not warranty special skill to practice in that specialty.

Q. I need to find a specialist. What can I do if I think my physician may have committed an ethical violation?Potential ethical violations should be reported to the state medical society or licensing board of the state in which the physician is practicing.
