    Message to the CommunityMemories were important to the Outer Banks Community Foundation’s board, staff and members last year as we all shared thoughts about the Foundation’s founder, David Stick, who passed away May 24, 2009. Stick established the fi rst planned gift to the Foundation — a Charitable Remainder Trust that provided quarterly income throughout his life and then a generous gift to the Foundation last year. His efforts were recognized several years ago when the David Stick Legacy Society was created to thank donors of planned gifts. His three sons, Michael, Greg and Tim, have continued his philanthropic efforts with an initial $5,000 gift to start the Flat Top Preservation Fund. The Fund will help preserve the Foundation’s offi ce in a donated fl at top house designed by Frank Stick, David’s father. The Foundation is grateful to the entire Stick family for its generosity.

    The Foundation helped donors support the community last year by giving grants and scholarships totaling more than $361,000. Assets managed by Trust Company of the South increased by a record 26.9 percent which means future grant-making dollars will increase. The board identifi ed critical needs on the Outer Banks and approved $30,000 in community outreach grants in December to local nonprofi ts to meet immediate needs. An additional $10,000 was provided to College of The Albemarle for scholarships to help students who took trade and technical courses to obtain or enhance employment.

    The Outer Banks Community Foundation thanks the many caring donors who continue to support this extraordinary community.

    Scholarship Awards Community organizations and individuals have established Designated Funds whose earnings provide scholarships for outstanding area high school graduates and college students to help them pursue higher education. The Foundation provides administrative services for 35 scholarship funds. Thirty- two funds awarded a total of $120,632 in the year 2009. Most awards are based on academic excellence, community service and fi nancial need. Some scholarships are renewable each year, for a four-year college period.     Champion AwardThe Outer Banks Community Foundation's Champion Award was presented to Brian McDonald, left, by Foundation Board President Charles Hardy. McDonald supported the Foundation's efforts to move the offi ce into a donated house in Southern Shores when he was a town council member. His company, Outer Banks Heating and Cooling, discounted work on the offi ce. He contributed a second heating and air conditioning unit and its installation in the building's separate meeting room using fees he received as a council member.

    The Outer Banks Community Foundation Mission

    The Outer Banks Community Foundation was organized in 1982 as a public charity to help meet local needs in Dare County and all of the Outer Banks communities from Corolla to Ocracoke Island. The Foundation accomplishes its mission by increasing charitable giving in the area, managing charitable funds for individuals and agencies, and by targeting grants toward the community’s most pressing needs and promising opportunities.

    Through its discretionary grants, the Foundation is the venture capitalist of the charitable community. The Foundation is the only funding source that can reach out to all of the community service organizations on the Outer Banks, in the arts, education, health and human services, and choose those projects which best meet today’s needs. The Foundation is a catalyst, helping the nonprofi t community evolve to take on new challenges and opportunities as they arise, and the Foundation’s permanent endowments are a resource for future generations to meet the challenges of their times.

    The Foundation is a collection of undesignated assets and charitable funds, created by different donors at different times for various purposes. Donors may create funds during their lifetimes or by bequest for general charitable purposes or for a particular purpose that they specify. The Foundation provides tailored services to help individuals and families pursue their charitable interests easily, effectively and with maximum tax benefi t.

    The Foundation is governed by a Board of Directors composed of leading local citizens who serve without compensation. The Board administers all of the funds of the Foundation and approves all grants.

    Through the Outer Banks Community Foundation, people who love and appreciate the Outer Banks are able to give something back to the community to help meet the pressing needs of today while at the same time building a source of support for the future.

    The Outer Banks Community Foundation gave extra holiday cheer in December to three local nonprofi ts and the people they serve with a total of $30,000 in special, one-time outreach grants to meet current critical needs in the community.

    Charles Hardy, president of the Board of Directors, explained that “the Foundation’s Board members are very aware and concerned about urgent needs in the community. Since a main purpose of a community foundation is to support the organizations that meet these needs, we felt this was the time to take action.”

    Requests to the Cape Hatteras United Methodist Men Emergency Assistance Program increased signifi cantly in 2009. This organization

    chose to use most of its grant on a special project that provided a ramp and a lift so that a teenager disabled in an accident could live with a relative instead of as a ward of the state.

    Interfaith Community Outreach helped 49 families with the grant funds, including payments for utility bills, rent, home repairs, vehicle repairs, child care, prescriptions, transportation, and burial expenses.

    Community Care Clinic of Dare provided individuals with medication vouchers in order to help uninsured patients receive essential medicines on an interim basis until long-term assistance could be obtained from pharmaceutical companies.

The painting is on display in the Foundation’s offi ce. Wood, a former trust offi cer for Centura Bank, lived on the Outer Banks for many years. He included in his painting many items that were special to Stick, such as books, sculpture, shells, photos and his pipe.

    Grant funds helped the Outer Banks Running Club pur-chase new timing equipment and train members to use it.

    Food for Thought, which provides weekend food for qualifi ed school children, used grant funds to purchase a cargo trailer to deliver food to Dare County schools effi ciently.

    The annual David Stick Legacy Society event in September brought together individuals who have designated planned gifts to the Foundation, members of the Board of Directors and other guests. They toured the Foundation’s new offi ce and then gathered under a tent in the back yard to enjoy refreshments from Kelly’s Catering.

    An audited fi nancial report is available at the Foundation offi ce after it is completed by Johnson, Burgess, Mizelle and Straub.

    David Stick Legacy SocietyThe David Stick Legacy Society has been established to honor those generous individuals who have included the Outer Banks Community Foundation in their estate plans through wills or trusts or who have named the Foundation as the benefi ciary of other planned gifts such as insurance policies, Individual Retirement Accounts or other retirement plans. The funds generated from these planned gifts, large and small, enable the Foundation to meet the local needs in Dare County and the Outer Banks. This thoughtful estate planning allows individuals to contribute to this community during and after their lifetime.

    The Outer Banks Community Foundation recognizes with gratitude the members of The David Stick Legacy Society.

    Cub Scouts and Boy Scouts countywide enjoy the new Pinewood Derby Track and computer racing program that was provided with grant funds from the Foundation.

    Grant-making policiesThe Foundation makes grants from earnings on undesignated funds to qualifi ed nonprofi t organizations, religious institutions and government agencies. Donor-established named funds award scholarships to individuals and grants to designated organizations and for specifi c purposes.

    The Foundation will consider grants that: • Involve a broad segment of our community • Provide an innovative approach to addressing area needs • Initiate projects or programs to infl uence benefi cial change • Attract additional funding from other sources

    The Foundation generally will not consider grants for: • Annual operating expenses • Programs or projects that should be supported by government or other charities

    Application forms are available from the Foundation offi ce and can be downloaded from the website at www.obcf.org.

    Deadlines: Completed applications must be received by the 10th day of February, May, August and November. The Grants Committee meets quarterly to consider applications and submits its recommendations to the Board of Directors to consider at its regular meetings in March, June, September and December. The Board of Directors approves all grants.

    The Foundation acknowledges the contributions of numerous donors. Donors provide in many ways: with their fi nancial gifts, by serving on the Board or Committees, with countless volunteer hours, and by contributing to and establishing Funds to accomplish their charitable objectives.

    Membership Levels are: Benefactor, a one-time $20,000 or greater contribution to the Foundation; Donor, a one-time contribution of at least $5,000; Anchor, pledge to contribute $2,500 over a fi ve-year period; Sustainer, annual contribution of $1,000; Sponsor, annual contribution of $500- $999; Business Patron, annual contribution of $200- $499; Individual Patron, annual contribution of $150 - $499; Individual, annual contribution of $75-$149.     The Foundation announced $10,000 in new scholarship funds available in 2009 and 2010 to help high school graduates and adults from Dare County and Ocracoke take trade or technical courses at the College of The Albemarle.

    Area nonprofi t representatives attended the 'Laws Governing North Carolina Nonprofi ts' workshop sponsored by the Foundation in February at the Ramada Plaza which donated meeting space and breakfast. Participants networked with colleagues at the session which was provided to them free by the Foundation as part of its mission to support organizations that help this community.
