Earthwork inspectors performing testing on Department roadway projects areEarthwork inspectors performing testing on Department roadway projects arerequired to be formally qualified. This qualification process involves passing theDepartment’s Earthwork Construction Inspector Level I (ECI 1) written and proficiencyexams.

In roadway construction it is imperative that the quality of the work performedbeneath the roadway, for its “foundation”, equals that of the roadway construction itself.After all, a structure is only as good as its foundation.y g

Adherence to roadway construction standards and specifications, combinedwith a strong Quality Assurance program, will ensure that the State of Florida receivesthe quality of workmanship it pays for.

This course was designed for those personnel who have very little or a basicunderstanding of earthwork inspection testing.

Depending upon whom you are employed by, you may at some time serve in either ofDepending upon whom you are employed by, you may at some time serve in either ofthese capacities, therefore, it is important for you to be knowledgeable of the functionsand duties of both the QC and the Verification Earthwork Inspectors.

QC Earthwork Inspector – this is a representative of the Contractor (Contractorpersonnel of firm retained by Contractor) who is performing the required QC samplingand testing, together with the recording of the results in the Contractor EarthworkRecords System.

Verification Earthwork Inspector – this a representative of the Department(Department personnel or firm retained by the Department) who is performing therequired Verification sampling and testing, together with the recording of the results inthe separate Verification Earthwork Records System.

The role of the earthwork inspector is critical to maintaining quality and it is importantp g q y pthat you know and understand your role in the construction process.

Every job has its “Tools of the Trade” and the earthwork inspector is no different, asyou will see.

You will learn the steps for properly performing Nuclear Density tests in accordancewith the Florida Method FM 1 T-238.

You will learn the steps for properly performing the Speedy Moisture test inaccordance with Florida Method FM 5-507.

Last, but just as importantly is the accurate recording of the test results. You will learnhow and where to record the test results.

The course manual is divided into eight main sections consisting of:g g

Section 1 – Welcome & Introduction - This section provides an understanding of whythis course is important and briefly touches on those things that you will learn.

Section 2 - The Moisture Density Relationship, FM 1 T-180 & AASHTO T-99 - Thissection contains information on the Moisture/Density Relationship Test (Proctor) and itsrelationship to the nuclear density test.

S ti 3 S li A t FM 1 T 002 Thi ti id th i f tiSection 3 - Sampling Aggregates, FM 1 T-002 - This section provides the informationnecessary for the proper field sampling of materials for laboratory testing.

Section 4 - Nuclear Density Test, FM 1 T-238 - This section covers the theory,operation, use and maintenance of the nuclear density gauge.

Section 5 - Speedy Moisture Test, FM 5-507 - This section covers the theory, use andperformance of the Speedy Moisture tester.

Section 6 - FDOT Earthwork Records System - This section is an overview of theFDOT Earthwork Record System, as well as, detailed information on the entering oftests results.

Appendix- includes Methods and Reference Standards
