We are excited to have you join our community and hope that the information shared in this SCOOP booklet can ease your transition. London is one of the world’s most exciting cities. There are plenty of opportunities to experience the culture, history and art that make it famous; however, establishing a “support network” for daily living can at times be frustrating and time-consuming. Over the years, ASL families have contributed the information of service providers and resources contained in this book to help “short-cut`’ your transition to life in London. No matter your neighborhood, you will find a wide variety of suggestions that have been submitted by members of our community. CONTACT INFORMATION Notify the ASL Admissions Office at 020 7449 1221 with updates of your address, telephone numbers, and e-mail address. CHECK THE ASL WEBSITE Login to www.asl.org and read Take Note weekly. This is crucial to knowing what is going on at ASL in general and specifically for each grade level. HEALTH CARE Register with the National Health Service (NHS) even if you plan on solely using private health care. Do this at your local NHS medical practice (p. 7). IDENTIFY YOUR NEAREST HOSPITAL AND EMERGENCY ROOM (A&E or Casualty) Not every hospital has an Emergency Room (p. 10). LEARN THE UK DRIVING RULES AND GET YOUR DRIVING LICENSE Buy and learn The Official Highway Code. Getting a UK driving license is a lengthy process, and you must have it before you are here 12 months (p. 28). UTILITY BILLS Make sure that your partner has at least one utility bill in his/her name, as you will frequently need a current utility bill as proof of residence. TV LICENSE Purchase your TV license. One license per household is required no matter how many TVs you own. Heavy fines are imposed if you don't have one and regular neighborhood monitoring occurs (p. 22). OYSTER CARD Get yourself and your family an Oyster card for the best fares on London Transport. Children aged 11 and up need a card as well. (p. 26) MAPS A must for finding your way in this city! “A-Zed” maps are excellent and come in various sizes—from pocket size to large atlases. London Underground maps and a bus route map are also key to navigating London (p. 30).

HEALTHCARE IN THE UK

There are two health care systems in the UK - the National Health Service (NHS) and private practice. You should register with your local NHS practice even if you do not intend to use it. You may choose one or the other system, or you may decide to use a combination of the two systems, for instance use an NHS general practitioner (GP) who can refer you to a private specialist if necessary. Be aware that you and your children’s first point of contact for care will be your GP, who will refer you to a specialist (for example a pediatrician, dermatologist, or whichever specialty is called for) if required. You cannot simply book an appointment with a specialist unless initially referred by your private or NHS GP. Whatever your choice of healthcare, be a critical and assertive consumer. Ask about hours, appointment policy, emergency care, night and weekend coverage, home visits, etc. Remember -- medicine is not an exact science. Be aware that a lot of very competent medical care is done a bit differently here. NATIONAL HEALTH SERVICE The NHS provides healthcare to anyone normally resident in the UK with most services free. To use the NHS, you and all members of your family must register with your local practice (or “surgery”). Use www.nhs.uk to find the surgeries within your catchment area and to ensure that they are accepting new patients. You can download registration forms from the NHS website, or stop by the surgery to get them. Generally you will have to provide a passport along with proof of address in the form of a utility bill. You will get an NHS number, and will be registered with one of the doctors in the surgery, but will be able to see any of the surgery’s doctors. At some NHS GP offices you may only have the option of being seen during a clinic time that is at set times on specific days. This means that you will not have a fixed appointment time but will have to wait your turn to be seen. Be sure to ask when deciding upon which surgery to register with. Once registered, a health check with the nurse may be required to activate your coverage, or you may simply need to provide the practice with your children’s immunization records. If you move from one borough to another, this procedure may have to be replicated even though your NHS number has not changed.

The NHS will provide visitors to the UK emergency treatment (at a GP surgery, accident & emergency department, or walk-in centre) free of charge. However, if the patient needs to be admitted to hospital as an in-patient or seen at an outpatient clinic, he or she will be subject to NHS charges.

The wait for non-emergency surgery may be long for NHS patients. Additionally, a GP (whether NHS or private) does not take care of his/her patient during hospitalization. Once hospitalized, the patient (except maternity patients) becomes the responsibility of a hospital consultant physician.

PRIVATE HEALTHCARE Private practice operates much as it does in the US, with the added benefit of much shorter waiting times for appointments and longer consultation times once you do see your GP or specialist. Also, many private GP’s in this country will make house calls for an additional fee. You can pay fees out of pocket or use private healthcare insurance to cover costs of private care. If you do go private, you have more choices than if you go solely with the NHS. You can choose your specialist (depending upon his or her association with your health plan), and when and where you will be treated. Also, the range of treatments covered may be broader than those on the NHS. If you need to see a specialist, you must first see your GP; most health insurance companies (and most procedures) require a GP referral. Your GP recommends a specialist consultant (or you can request a specific consultant) and writes a private patient referral letter. Make sure you check with the insurance company that you are covered for the necessary treatment, and then request an authorization reference. Some UK healthcare plans will not pay for a visit to a private GP (they expect you to utilize the NHS for GP visits) but will cover referred appointments with private specialists on a case-by-case basis once the insurance company has given approval. With non-UK private insurance, you must pay the medical provider yourself and then submit your bills to your insurer on your own for reimbursement. Be aware that many doctors in the UK do not customarily provide a receipt which includes a diagnosis, as required by US insurance companies. Discuss this before the visit is completed, as it can be difficult to get this after-the-fact. Also, be sure that dates are written so that US insurers can understand them. For example, 12/05/09 means May 12, 2009 in the UK, and December 5, 2009 in the US, which can cause confusion and denied claims. HEALTH RESOURCES European Health Insurance Card (www.ehic.org.uk) If you are a UK resident, you are entitled to medical treatment that becomes necessary, at reduced cost or sometimes free, when temporarily visiting a European Union (EU) country, Iceland, Liechtenstein, Norway or Switzerland. Only treatment provided under the state scheme is covered. However, to obtain treatment you will need to take a European Health Insurance Card (EHIC) with you. You need an NHS number to apply, and can apply online, or call 0845 605 0707. The card is free of charge. Private Urgent Care Centres There is a private urgent care facility now in London, which charges a fixed fee for initial consultation services and accepts patients (over 18s only) on a walk-in basis. In contrast to NHS Minor Injury Units and NHS Walk-in Centres (see below), where nurses generally provide care, patients are seen by a doctor at this private centre. Often 24-hour petrol station shops will sell basic over-the-counter medicines. It is worth checking out your local one in advance. Many local chemists are open on Sundays and bank holidays. However if you notice that your local chemist is not, call your local health authority to see which chemists will be open, as there is a rotation schedule of chemists open on these days. Your local paper may print the schedule when space permits.

DENTAL CARE The NHS provides free dental care for those less than 18 years old, those aged 18 in full-time education, or for women who are pregnant or have had a baby in the 12 months before treatment starts. BANKING AND THE POST OFFICE

BANKING Banks with many branches throughout the UK include Barclays, HSBC, Lloyds TSB and Nat West. Opening an account usually requires an application along with a passport and a household bill (in your name) with a current address. You may be able to open the account online. Often an employer can help set up new bank accounts if necessary. Banking services include deposit (savings) accounts, current (checking) accounts, debit cards (Maestro), credit cards, and paying bills (utilities, council tax). Checks do not need to be endorsed, and may only be deposited to your account, not cashed. Banking hours vary by the bank and the day of the week; some, though not all, are open on Saturdays. You may be able to complete much of your banking business online. THE POST OFFICE www.postoffice.co.uk Most post offices are open Monday - Friday from 9:00am to 5:30pm and on Saturday from 9:00am to 12:30pm. A few neighborhood newsagents have post office counters, but their hours may vary. You can mail a letter within the UK using either first or second class postage. First class costs 41 pence (the stamps are marked “1st” rather than with a monetary amount) and attempts delivery the next day. Installation of your television service, phone service, and internet connection can be a frustrating, lengthy (sometimes weeks. . .dare I say months) process. Take heart, and think of the time not spent at your computer, on your phone, or watching television as a gift to you and your family! When you do need to go online, you can use the computers at the ASL libraries. In addition, many local libraries, cafes and shops provide wi-fi service or have computers for public use. Consumers have the option to choose one service provider for phone, digital tv, and internet, as a wide variety of packages are available that can greatly reduce the overall cost for these services. TELEVISION Your household must be covered by a valid TV License if you watch or record television programs as they're being shown on tv. It makes no difference what equipment you use - whether it’s a laptop, PC, mobile phone, digital box, DVD recorder or a tv set - you still need a license. You can purchase a license at www.tvlicensing.co.uk, or call 0845 601 5526. The license must be renewed annually, and one license covers all televisions in use at the registered address. By 2012, the UK will go completely digital, and analogue signals will be terminated. Today, you can watch digital pay tv via cable, satellite, IPTV (television over the telephone lines), or through a digital set-top box that receives free-to-air TV signals. Pay TV services are available through the services indicated above. You can receive Freeview, the free-to-air service, by purchasing a digibox at an electronics retailer. DVDs and Videos Note that US DVDs cannot be played on a standard UK DVD player, as US DVD’s are Region 1 and UK/European DVDs are Region 2 format. Likewise, US

videotapes are NTSC format and UK/European videotapes are PAL format. You need a multi-region DVD player or VCR to play both types. As in the US, there are online DVD rental services (streaming online or by post), including Blockbuster, Lovefilm and Tesco. ASL also has a fair number of DVDs and videos in the Mellon Library, or check your local library. TELEPHONE Most landlines are installed and maintained by British Telecom (BT). It is possible to use a provider other than BT for the actual service, even though BT provides the phone line. Telephone bills typically are sent quarterly. To encourage electronic billing, the service provider will often charge for a physical bill. In order to see an itemization of calls, you may need to use the online bill function. Mobile Phones (Cell phones) Mobile phone contracts can be purchased on a “pay-as-you-go” or monthly basis. You need to have proof of address and a bank statement to qualify for a monthly plan. Some companies (Orange, O2) have a better signal within the ASL building than others (Vodafone). You can purchase your phone at many high street stores (Carphone Warehouse, Phones 4u, Orange, Vodafone, etc). Phone numbers beginning with 071, 072, 073, 074, 075, 077, 078, or 079 are mobile phone numbers. Each phone has a unique serial number, known as the International Mobile Equipment Identification (IMEI). This can be found on the original packaging or by dialing *#06#, or look under the battery. Record and keep your IMEI and SIM card number (written on the SIM card). If your mobile is stolen, call your service provider and quote these numbers. Your provider will isolate your phone so that it can’t be used to make calls. Phone cards BT Phone cards can be purchased at newsagents. Many pay phones (call boxes) do not take cash and can only be used with one of these cards. Toll-free Numbers (Freephone) The UK prefixes for freephone numbers are 0500, 0800, and 0808. Note: All British mobile networks charge for calls to freephone numbers, with certain limited exemptions. International Calls Dial 00 + country code + phone #. The country code for the US is “1”.

INTERNET There are three ways to access internet – over your landline (broadband/ADSL), over your cable TV system (only possible with Virgin Media), or over the mobile phone network (mobile broadband). Landline broadband is common (via ADSL or cable). When you sign up for the service you get a broadband router with a wireless access point built in. Be certain to turn on encryption and security settings when setting up the wireless router, or more than a few of your neighbors may use your wireless broadband, which will impact your service speeds. It is possible to get a wireless connection direct from your laptop or computer to the mobile network. To do this, purchase a "dongle" from one of the mobile providers. Mobile providers have been revising the terms of dongle contracts in order to limit throughput to avoid their networks becoming swamped with data traffic. As a result, this option is costly, and typically not a substitute for a fixed line connection. Also, the mobile connection will not enjoy the same speeds as a fixed line connection. If you need a short-term fix while you wait for your home broadband connection, consider BT Openzone, which is a wi-fi network that has hot spots throughout London. You can buy the connection on a daily or hourly basis with no contract. Vodafone also has a “top up” plan available. COMPUTING AND A/V EQUIPMENT Power and Safety • Power in the UK is 220-240v, 50 Hertz vs. 110-120v, 60 Hertz in North America.

Transformers can step-down the voltage from 220v to 110v but they have no effect on cycles per second (Hertz).

• It is not recommended to use a transformer (voltage converter) on electronic equipment. The voltage may be nominally correct, but the line will be very “dirty” and the Hertz will be wrong; you may damage your equipment. Read the label!

• Do NOT use a North American surge protector, as it will trip when plugged in to 240v. If a surge protector is desired, you must use one labeled 220-240v, 50 cycles.

Desktop Computers • Most new computers are auto-sensing and will run on either voltage, but older

models may have a 220/110 switch, or accept only one voltage. You will fry your computer if you plug it in to 220v when it is set to accept 110!

• If marked 110-120v, 50/60 cycle, you could power through a transformer, but not recommended (see above).

• Mixed voltage systems where the monitor is 110v through a transformer and the CPU is switchable to 220 will work, but can be disastrous if someone moves a plug. Having a N. American plug strip is useful if you are going to use a transformer on several devices.

• For printers: although 110 volt printers can be run through a step-down 240 to 110 transformer, they tend to break down after prolonged use.

Laptops • Generally powered through a power supply labeled 110-240v, 50/60 cycles.

Adapt the power cord to the UK outlet. Modems • US modems are compatible with the British telephone system, except for the

shape of the socket. Purchase a US to UK phone connector from any computer/telephone store (PC World, Currys, Comet) or department store (Selfridges, John Lewis). For phones or modems with external power supplies, or fax machines, read the label.

Monitors • Read the label. If the unit is not labeled for 50/60 cycles, do not use them in the

UK. Newer model monitors accept 110-240v, 50/60 cycles and no transformer is required. Adapt the power cord to the UK outlet.

Speakers • Read the label. If they are AC powered, they must accept 50/60 cycles.

Otherwise, do not use them in the UK as they will be damaged. GETTING AROUND LONDON

WALKING & CYCLING Walking is a rewarding way to get to know London. Bring a good map with you. Take care crossing the streets, and don’t jaywalk! Although drivers are obligated to stop when you enter a zebra crossing, be careful and make eye contact first before stepping off the sidewalk. Bicycle maps are available at local bicycle shops, or see the London Cycling Campaign website at www.lcc.org.uk. A new self service cycle hire scheme called Barclays Cycle Hire launched in July 2010 – you must register on the Transport for London website first, where you can also find more information including docking stations and fees. Different tube lines have different policies regarding transporting your bike; please check first. PUBLIC TRANSPORT The Underground/The Tube The Underground is an excellent method of travelling in London. See the Transport for London website at www.tfl.co.uk, or call 020 7222 1234. Bookmark this website and check before you travel. It contains up-to-date information on the status of the Underground, including delays and closures. On many weekends lines are closed for engineering works. Tube maps, bus maps and overground train routes are also online, as well as information regarding the Oyster card scheme and the congestion zone. The website’s “Journey Planner” will also find the best route, combining bus, train, and tube travel. Although single journey tube tickets can be purchased at a machine or from a ticket booth, your best bet is to purchase an Oyster card. Oyster Cards Although individual bus and Tube tickets are available for purchase, almost all London residents use an Oyster card as it ensures travelling on the lowest fare possible on bus, Tube, trams, DLR, London Overground and some National Rail services in London. Oyster cards for adults can be obtained at the ticket window of any station. Children aged 11 to 18 must carry a Zip card for free or discounted travel; get applications at the Post Office. Oyster cards can be used on a pay-as-you-go basis and can be “topped up” at the station or online. Monthly and yearly travel passes can also be purchased and put on the Oyster card. Keep spare Oyster cards at your house for visiting guests.

Bus Although sometimes slow, travelling by bus is a great way to get to know London. Bus stops have notices indicating the bus route and time schedules. Roadside ticket machines are located at most bus stops served by buses that do not sell tickets on board. Exact change is not required if you buy your ticket on the bus, but often preferred. “Transfer” tickets are not available. Many bus stops outside of the center are “Request Stops”, where you must hail the bus in order for it to stop for you. This is indicated on the bus stop sign. Some good sources for bus maps include:

TAXIS AND MINICABS Though black cabs are more expensive than other methods of transportation, they are convenient. They are available for hire when the yellow light on the roof is on, and can be hailed in the street or at taxi ranks. You can order a taxi by telephone, though when booking in advance there may be a fee. Taxi fares are metered, and during certain times of the day or under certain conditions (e.g. with baggage or multiple passengers) the fare will be increased, with the additional charge shown on the meter. The standard tip is to round up to the nearest pound, or perhaps to give a small additional amount.

DRIVING IN LONDON If you plan to drive in London, you must obtain a UK driving license within one year of your arrival. Some foreign licenses can be exchanged for a UK license (e.g. Commonwealth licenses); otherwise you must take both a written theory test and the practical exam. Getting a license can be a lengthy process and many do not pass on their first try, so begin the process shortly after you arrive in London. It is not mandatory to take driving lessons in order to take the test but it is advisable, as the rules of the road, technique and other conventions are very different. Driving schools can also take care of forms and scheduling tests. The Highway Code, which you must learn for the theory test, can be found at bookstores and newsagents. Tip: when driving in any country the driver’s side is always closest to the center line on a road. Purchasing a Car Be aware that cars are subject to an annual road tax (tax disc, a type of vehicle registration). In addition, in many areas there is an annual resident's parking permit required to park on the street, and for cars over three years old there is an annual MOT inspection (see www.ukmot.com). Third party insurance is required. If purchasing a used car, the Automobile Association (AA) and Royal Automobile Club (RAC) will inspect it for a fee, whether or not you are a member. Congestion Charge If you drive into the Congestion Zone in London between 7:00am and 6:00pm, Monday – Friday, you must pay a fee. You will see a large “C” on the road indicating the congestion zone boundaries. These boundaries are camera monitored. You can pay before the day of travel or on the day of travel up to midnight for a £8 fee, or up to midnight on the day after travel for £10. There are a variety of ways to pay, including online at www.cclondon.com or by phone at 0845 900 1234. If you fail to pay there is a significant penalty charge. PARKING Be vigilant when parking in London! Parking enforcement operates very well in this city . . .parking in the wrong place can cost you dearly. Read parking signs very carefully as they are different all over the city, and be sure to look for suspension notices not just next to your parking space but nearby as well. Resident Parking Permit You will need to purchase a residential parking permit for your car in order to park in designated “Resident Permit Parking” areas in your borough. Rates vary for different areas, and depend on the emissions of your car. Check your local borough website for the closest office and required documentation. If your car is leased rather than owned, you will need a copy of the leasing agreement.

In Camden you can purchase visitor permits, which allow guests to park in residents bays.

Pay by Phone Parking London boroughs are instituting pay by phone parking. Instead of using parking meters or pay and display, you must pre-register on the borough website and use your mobile phone to pay, although there are other methods of paying available. Pay and Display Pay at machine on the street and display the ticket on your window or dashboard in easy view of the parking warden. Many pay and display machines are being converted to coinless machines that only accept credit or debit cards. Meter Parking Paying at the wrong meter is a frequent mistake for newcomers to London. COOKING AND BAKING If you do not have a food scale, you may want to purchase one – most recipes outside of North America use measurement by weight, not volume. Generally, you will find recipes use metric weights. However, you will run across the Imperial UK system of measurement as well. In both the UK and the US a basic measure is the cup, which is half a pint. There are 16 fluid ounces to the pint in the US, and 20 in the UK, which means a US cup is 8 ounces and UK cup is 10 ounces! Check www.onlineconversion.com for easy conversions. TEMPERATURE No doubt you have noticed that temperatures are reported in Celsius (or Centigrade) in Europe. Here are two magic numbers as far as temperatures go: 16°C = 61°F; 28°C = 82°F (just swap the two digits). Unfortunately, it is not always that easy . . . Quick Method to Estimate Celsius from Fahrenheit Double the °C number and add 30 to get °F Exact Method to Convert Temperature Celsius to Fahrenheit Multiply by 9, divide by 5 and add 32 Fahrenheit to Celsius Subtract 32, multiply by 5 and divide by 9 Body Temperature/Fever Normal body temperature is 37°C, or 98.6°F. Doctors in the UK use Celsius when discussing temperatures (although they are familiar with Fahrenheit as well) so it is useful to know both. Many thermometers only show the temperature in Celsius.
