  • Motivation and objectivesreduction in number of heavy truckson roads in the harbour areain zones which are not allowed for truck parkingreduction ofdisturbances in traffic flowtruck waiting queuestime losses for trucksenvironmental impactsa more regular traffic flow to the places of destination (e.g. container terminals)possibilities to guide/control the approaching traffic

  • Basic idea Pre-Gate-Parking (PGP)Generalbuffering of heavy trucks on Pre-Gate-Parking areas in the case of capacity overload in the road network/terminals, problems in traffic flow and too early arrivalsfocus on container transports (high grade of containerization)Pre-Gate-Parking areaPGP outside the port (response time for gates and possibility for guiding and operating)at PGP advance check-in at self-service terminalscheck-in for rides to different terminals only once at the PGPuse of PGP-areas to comply with break and rest periodsTerminal gateBenefits for PGP-User e.g.PGP lane for preferred handling of PGP users (fast lane)PGP lane also for other advance check-in drivers

  • Operating strategies Implementation scenarios Strategie comparison *Sascha WestermannAI.CIII. Various possibilities Comparatively low investment cost Later implementation of B/C requires intelligent preliminary planning High benefit in the case of disturbance Combines advantages of A and C Various possibilities of use Advantages are given as it is used by all drivers consistently/homogenously; standardized system Cost-intensive initial implementation BII.Recommendation

  • Operating strategy B: Recommended use in the case of problems in traffic flow / other disturbances*Sascha WestermannAspects related to conception and function Intended purpose, data required, interaction of functional units and their connectionsTechnical and physical elements Equipment technology, communication systems, technical network structure and interfacesAspects related to organizations and institutions Co-operation of participating institutions and organizations, tasks and expertiseFurther constructional arrangements Areas for Secure Parking, connection to alternative transportation systems, High benefit in case of disturbance Combines advantages of A and C

***This slide is just to show the diversity of the basic conditions for heavy traffic in the Port of Hamburg.**We are also thinking about the possibility of interchanging the container/goods at the carpark from the truck to a train or other alternative/innovative transport systems. In this case all trucks would end at the PGP.**For example: Use for a break.**Trucks get the advice to use the PGP becuase of disturbances. The sign shows the predicted journey time to the several container terminals.

**This is the compulsive service, so everyone has to use the PGP before entering the port area.*After having a look at the benefits of the different strategies, the variant comparison showed us that the variant B is the recommendable one.*For planning the Strategy B, we need to have a look at:*Radius around Hamburg of approx. 50 km which means an one hour drive.*Shows how the search might look like. The right picture shows the trucks per hour at the different motorways to Hamburg.**Like a conventional Parking area except of the advance check-in and some new options like secure parking etc.!*The first point will be done in the next few weeks/month the Innovative disturbance management will be in form of full digital traffic signs to inform the drivers.*
