A good bank can make a real difference within a
community; providing stability, flexibility and financial support
that helps the whole become greater than the sum of its parts.
For the Westmoreland County Food Bank (WCFB), the returns on investment
extend far beyond the vital food we deliver or make available within a food
pantry. A well-nourished child learns better, lives better, and is given a fighting
chance. An individual or a family suffering hard times has one less thing to worry
about while they get back on their feet.
And for those who donate food, time, effort and support, WCFB dividends grow
exponentially as our community gets stronger, draws closer, and serves as a living
testament that we are all, indeed, our brother’s keeper.
Our efforts remain tireless and focused—and as proud members of nationally
renowned Feeding America and The United Way—the mission of the WCFB remains
in good and capable hands.

2010 Was a Banner Year for WCFBNot only did WCFB win a national award from Feeding America for Agency Capacity
Program of the Year, but we also won Non Profit of the Year from the WestmorelandChamber of Commerce, Organization of the Year from the Salvation Army, and
Community Partner of the Year from the Westmoreland County Community SupportProgram.
Food PantryDistribution ProgramThe core of our work is to acquire food to distribute to needy people throughout Westmoreland Countythrough a network of Partner Agencies comprised primarily of volunteer-run, faith-based organizations.
While a number of our Partner Agencies are soup kitchens, shelters and other on-site feeding programs, themajority are food pantries that make up part of the Food Pantry Distribution Program.
WCFB acquires food in several ways. First, we receive over $400,000 in State Food Purchase Program (SFPP) andEmergency Food and Shelter Program (EFSP) grant monies each year from the US and PennsylvaniaDepartments of Agriculture. With these grants, WCFB purchases truckloads of nutritious food at wholesaleprices.
Secondly, we receive commodities from the United States Department of Agriculture (USDA); USDA purchasessurplus product from farmers that is then donated to food banks. The SFPP, EFSP and the USDA commoditiesaccount for approximately 50% of the food we distribute.
The remaining 50% of our food is acquired through: local donations; Feeding America donations; local fooddrives; in-store pick-up programs. The donated food is brought to our warehouse where it is sorted, inspectedand repacked, if required, by volunteers for distribution to our food pantries.
Each month, WCFB delivers food to our pantries in refrigerated trucks. The pantries then distribute the food totheir income-eligible participants; in order to meet income eligibility requirements, family income must be at orbelow 150% of the Federal Poverty Guidelines.
Moreover, WCFB regularly monitors Partner Agencies to insure thatUSDA, Internal Revenue Service, Feeding America, and foodsafety/food handling regulations are met. In turn, WCFB ismonitored by the State Department of Agriculture and FeedingAmerica; WCFB is a certified affiliate of Feeding America, thecountry’s largest hunger relief charity.

Jeannette Outreach & Expansion Pilot ProjectEnding Hunger One Bite At A TimeThe pilot project came to an end in December of 2010 with many successes to report. The JeannetteExpansion Pilot Project was named as the winner of the Agency Capacity Program of the Year throughFeeding America. The project was recognized as an innovative capacity program designed to increaseservice to its member agencies, directly resulting in an increase of food to those in need. With theimplementation of the new marketing materials and pantry support and development practices in place,395 new households were enrolled in the monthly Food Pantry Distribution Program during the 2 yearperiod of focus in that area. This resulted in an additional 151,523 pounds of food being distributed throughthe four pantries in the pilot area. The WCFB will utilize the Jeannette Expansion Pilot Project model toexpand into other targeted areas within the county over time with specific timelines for expansion in eacharea.

Specialty Feeding ProgramsSummer Food Service Program
Over 51,000 children in the county receive free or reduced-price meals during theschool year, but many of these children do not get enough to eat when school is out. For
that reason, The Westmoreland County Food Bank continues to sponsor The Summer FoodService Program during the summer months. This program is a continuation of the National
School Lunch Program with funding provided through the United States Department ofAgriculture and administration through the Pennsylvania Department of Education.
For eight weeks each summer, free breakfasts and lunches are served to disadvantaged children18 years of age and under at various site locations throughout Westmoreland County.
In 2010, The Summer Food Service Program provided over 32, 000 meals to an average of 625 needychildren at 26 sites throughout Westmoreland County. If this program didn’t exist, many of thesechildren would not have received the proper nutrition needed to enjoy their summer.

Specialty Feeding ProgramsCSFP/Senior Food Box ProgramThe Commodity Supplemental Food Program Senior Food Box Program isfederally funded through the State Department of Agriculture and providessupplemental, monthly food boxes for seniors and WIC Program (Women Infants andChildren) graduates. The food items included in the boxes are canned fruits, vegetables and meats alongwith pasta, cereal, milk, juice and cheese.
In 2010, the CSFP Program was expanded and now serves more than 32,000 older Pennsylvanians in everycounty in the Commonwealth. Each month, over 1,500 income eligible seniors aged 60 and over and WICgraduates receive these nutritionally balanced supplemental food boxes through Westmoreland CountyFood Bank.
In 2010 over 500,000 pounds of nutritious food were distributed. WCFB actively participates in advocacyefforts to maintain the current caseload and make an effort to increase funding to provide these nutritionallybalanced food boxes to all eligible Westmoreland County residents.
The CSFP/Senior Food Box Program would not be successful without the help of the many volunteers whodedicated their time each month to pack the boxes which are generously sponsored by MenashaCorporation.

Specialty Feeding ProgramsWeekend Backpack Program
The Backpack Program which piloted at the Westmoreland County Food Bank in 2008
provides nutritious, healthy food to children at risk of hunger by providing them with
child friendly, easy to prepare food to take home on weekends and school vacations when
other resources are not available to them. This allows them to return to school well nourished
and ready to learn.
Westmoreland County Food Bank is proud to be one of only four food banks that offer the
program in Pennsylvania. We continue to provide backpacks to four sites throughout
Westmoreland County which include New Kensington, Vandergrift, Jeannette and Derry. Each week
approximately 175 children receive a backpack to take home with them accounting for 14,107
pounds of food in 2010 alone.

Specialty Feeding Programs Operation Fresh ExpressWeekly Operation Fresh Express (OFE) distributions are held at various locations around the county to
distribute primarily perishable food like dairy products and fresh produce. In 2010, OFE provided over
772,000 pounds of additional food to over 8,300 households with the help of 850 volunteers.

Hunger Action MonthEach year in September, Feeding America, our national affiliate commemorates
Hunger Action Month. This year’s theme was 30 Ways in 30 Days. A calendar ofactivities was developed and circulated throughout the County to help raise awareness
of the plight of the hungry and encourage people to get involved in some way. Sometook the Pledge by indicating how they would help fight hunger in their community. There
were also suggestions to contribute funds, donate food, tweet or post on Facebook theirsupport to volunteer, to buy a t-shirt and to be thankful that they have food on their table
today … there are 15,000 people in Westmoreland County who aren’t as lucky.
Hunger Action Month Food Drives were held at 5 Walmart Stores in September. With the help ofvolunteers from organizations and individuals 3224 pounds of donated food and $2662 was
collected.

Food DrivesSpring Into Action“Spring to Action” food drives were held at Walmarts across the county and sponsored by the followinggroups: Cornerstone Ministries, Adelphoi’s Margaret and Colony Homes, and Harrold Zion Lutheran Youth.This year we were able to raise $4,091 and collect 5225 pounds of food during these times.
Campus ChallengeAt the end of the school year, college campuses throughoutWestmoreland County participated in a competition to seewhich campus could collect the most donated food andavoid wasting it during their last week of dorm living.University of Pittsburgh at Greensburg won the challengeagain this year with more than one pound of donated foodper resident student. Seton Hill University and St. VincentCollege also participated. Overall, 937 pounds of food were collected.

Food DrivesScouting for Food Drive
On April 24, Scouts from Westmoreland Fayette Boy Scout Council did a “good turn”and collected donated food from their communities. This year, WCFB received 56,711
pounds of food. UPS drivers from the Laurel Mountain Region graciously volunteered theirtime to transport the food from the neighborhoods back to the warehouse.
Food DrivesStamp Out HungerWCFB received 48,376 pounds of donated food from generous neighbors throughoutthe region. Letter carriers, their families and friends, and community volunteers helpedgather food from mailboxes and transport it back to their local post offices. Their effortshelped stock our shelves for the summer months, when donations are down.
Tackle Hunger Students from 6 high schools had Tackle Hunger fooddrives at their high school football games in 2010.Derry Area and Greater Latrobe High Schools onceagain challenged each other to bring in the mostdonated food. Between them they collected 6034pounds of food and $375. Other high schools thatparticipated were Belle Vernon Area, Hempfield Area,Greensburg Central Catholic and Greensburg Salem.Overall, 7,109 pounds of food was collected and$2,544.
Fall FoodShareThe 11th Annual Fall FoodShare Food Drivewas sponsored by Giant Eagle, Girl Scouts ofWestern Pennsylvania Pittsburgh PostGazette, Comcast, Cintas and Peoples NaturalGas and several radio stations. throughoutour region during the fall. In all, nine storesparticipated in this drive bringing in 14,320pounds of donated food and approximately$10,000.

Gleaning and Hunger GardenIn 2010, Dick Shaver’s Hunger Garden near Madison brought in 22,804 pounds of
mixed produce with the help of community volunteers coordinated by Lyn Hunter.The Hunger Garden provides fresh produce to distribute to our clients throughout the
growing season.
We thank our Gleaning volunteers who picked apples and corn this past year at GreenawaltFarm and Sleepy Hollow Orchard. Others who donated produce this past year include:

WCFB Permanent Donated Food Drop-off SitesOur WCFB Permanent and “Care to Share” Donated Food Drop-off sites brought in approximately 9,400pounds of donated food in 2010. Visit the following sites during regular business hours to donated nonperishable food items: Belle Vernon Chiropractic, Enterprise Rent a Car stores in Greensburg, Latrobe, MountPleasant, Murrysville and North Huntingdon, Goodwill Stores in Greensburg, Mount Pleasant and NorthHuntingdon, Hempfield Twp. Athletic Center, Ligonier Giant Eagle, Mastrorocco’s in Derry, Latrobe Shop NSave in Rt. 30 Plaza, Latrobe Kmart and Latrobe Walmart, YMCA in Greensburg, Westmoreland CountyCommunity College-Science Center, and Westmoreland Fayette Boy Scout Office.

Special EventsSing for their Supper
The third “Sing for their Supper”event was held in September, 2010
in conjunction with Hunger Actionmonth in Irwin by the Irwin Business &
Professional Association. A good timewas had by all and a lot of food and funds
were donated to the Food Bank. Keeplooking at our website for more details about

5th Annual Turkey Cup ChallengeThis year, fifteen schools participated and helped to raise the record $34,154.42 to purchase turkeyvouchers to low income families for Thanksgiving. Yough Intermediate Middle School is the five-timeChamp once again this year. A special thank you to all of our participating schools, but an extra specialthanks to Mr. Thomas Paterline of Yough Intermediate Middle School for all of his work and dedicationin helping us to end hunger here at home. We wish him the best of luck for his upcoming retirement.
Day of CaringUnited Way of Westmoreland County
sponsored their annual Day ofCaring in September. Medrad and
University of Pittsburgh atGreensburg helped paint the
exterior of our buildings onour property with donated
paint from PPG.

Special EventsEmpty Bowl EventThe third annual Empty Bowl Event was
held at St. Bruno’s Parish Hall, Greensburg.
Karen Piper and her committee of
volunteers worked for over a year to put
together this wonderful event. Many craft
and ceramic shops worked closely with
Karen and her crew to have bowls made
by community members, and school
students, and thousands of bowls were
donated. Empty Bowls, 2010, raised over
$20,000 for the Westmoreland County
Food Bank.
Special EventsSteelers Training Camp Food DriveThe Westmoreland County Food Bank and the Pittsburgh Steelers teamed up once again this year for a food
drive at their practice game at Latrobe High School in August. The event was again successful and a lot of
fun. Thousands of people donated food and funds to help tackle hunger in their community. Giant Eagle
once again matched the total pounds donated. Thank you to the Pittsburgh Steelers, Giant Eagle, Latrobe
High School Athletic Department and all who donated and helped in any way.

The Goo Goo Dolls “Give A Little Bit”USA Harvest is a non-profit organization that calls itself a “food-raiser”. USA
Harvest was founded in Kentucky in 1989 and has since grown through the nation,
serving over 5,400 agencies!
The Goo Goo Dolls (best known for hits like “Iris”, “Slide” and “Home” to name a few)
partnered with USA Harvest on their fall 2010 tour. At every stop on this nationwide tour,
food was collected before the show and then donated to a local agency. On Saturday, October
23, that tour made a stop right here in Westmoreland County...St. Vincent College in Latrobe. A
total of 1,094 pounds of food was donated to WCFB through this food drive. Congratulations to
Owen Barton for bringing the most food and winning the meet and greet with the band!

Inaugural Volunteer Appreciation LuncheonEach and every volunteer is an
important part of our operations.
This year, WCFB held our first
Volunteer Appreciation Luncheon

NewsworthySenator Kim Ward Helps the Weekend
Backpack ProgramWhen Senator Kim Ward heard about the Weekend Backpack Program, she knew that she
needed to do more to help keep this program up and running. Not only did she bring
awareness of the program state wide, she organized a fundraising just for WCFB to help sustain
the current program.
In December, organizations, businesses and citizens of Westmoreland County were approached to
help support the Backpack program by donating funds and coming to a great event where local
restaurants, caterers and bakeries were featured as well as entertainment presented in the Food Bank
warehouse. Over $25,000 were raised to help keep the sites open in Jeannette, New Kensington,
Vandergrift and Derry.
Thank you to Senator Ward and her staff for helping bring the plight of hungry children to the forefront in
our community!

NewsworthyFeeding America Conference PresentationTexie Waddell and Louise Wilhelm recently presented information
about WCFB’s Outreach and Expansion Pilot Project at the October
Feeding America Conference in Chicago. This project received the
Feeding America’s 2010 Hunger’s Hope Award for Agency Capacity Program of the Year. WCFB was asked by
Feeding America to share their strategies for Outreach and Expansion including Agency Capacity Building.
According to Glenn Cavanaugh, WCFB’s Agency Relations Director, other food banks across the U.S. responded
positively to the program and had many questions.
Richard King Mellon Foundation Awards WCFB $600K GrantWCFB was awarded a $600,000 grant from the Richard King Mellon Foundation. The grant has enabled the Food
Bank to buy two refrigerated box trucks for food pickup and delivery, and to replace worn warehouse
equipment. It will be used to buy supplies for food pantry sites as well as equipment such as forklifts, freezers,
refrigerators, carts, food safety equipment and volunteer recruitment materials. In addition, grant monies will
fund two staff positions to provide support to food pantries, community outreach efforts and to support the
volunteer program.
We are extremely grateful to the Richard King Mellon Foundation for their generosity and confidence in us. This
generous grant will enable WCFB to improved upon and grow service for low-income families.

PartnerAgencies
Partner agencies are comprised of food pantries that
distribute monthly food boxes to eligible recipients at their
pantries, soup kitchens, and on-site feeding programs that
provide daily or weekly hot meals to recipients.
WCFB regularly monitors its partner agencies to ensure that food is
properly stored, distributed and/or served, and that all client eligibility
requirements are met.
In 2009, surveys were sent to partner agencies and recipients requesting
information to assist WCFB in its agency capacity expansion. Food safety
training was provided for all partner agencies and WCFB staff. In November,
free flu shots were provided by Excela Health, Inc. at 10 central
Westmoreland County food pantries.
In addition, WCFB received funds through the American Recovery and
Reinvestment Act (ARRA) to provide additional food for eligible
individuals who had been unemployed from October 1, 2008 and
forward. Gift cards were mailed to all eligible recipients in
December.
