WELCOMEDear Region XIII Educator:

I would like to take this opportunity to welcome you to the new school year and to thank you for all you do for the students of Texas. I recently came across an article written by Marilyn Rhames, a teacher who said the most powerful phrase she had ever heard in her professional career was “it happened to them.” She heard the words from a quiet teacher who chose to interrupt a teachers’ lounge discussion of war stories from the classroom. The quiet teacher reminded his colleagues that the stories they were sharing as entertainment were actually experiences that “happened” to students. And that in many cases the students would remember those stories with tears in their eyes.

That short statement caused me to reflect. Everything we do as educators, policy makers and politicians “happens to them”—our students. And yet, how little time do we actually devote to considering that students have little or no control over much of “what happens to them” at school. Some of what happens is amazing. It opens doors to a bright future, it inspires, it teaches, it helps our children grow into successful and responsible adults. Some of it, however, is not so positive. For those of you in the classroom, there is no distinction and essentially every moment of every day is about the kids. For the rest of us, it is almost too easy to become distracted with all the other “stuff.” We need to spend more time considering that even indirectly, so much of what we do also “happens to them”. As we enter the new school year, I hope each of us considers a slightly different consequence of our actions, the consequence of what “happens to them.”

Region XIII’s intent through professional development, products, and services is to provide educators with an array of opportunities to assist you and your school districts in meeting these challenges while helping to provide a successful education for every student. You are invited to take advantage of these resources to assist in addressing all of your students’ needs.

At Region XIII we consider it a privilege to work with you and your school community. I wish each of you a successful and fulfilling school year.

REGION XIIIABOUT REGION XII I

Education Service Center (ESC) Region XIII is one of 20 service centers that serve Texas’ educational needs. We are a nonregulatory agency; our relationship with school districts is collaborative and supportive. Our purpose is to aid teachers and administrators in their roles as educators of our children. We serve as a liaison between the Texas Education Agency (TEA) and the local school districts and the schools they serve by disseminating information, conducting training, and providing consultation for both federal and state programs. Our staff is composed of knowledgeable educators dedicated to excellence in education.

REGION XII I SUPERINTENDENT OF THE YEARPFLUGERVILLE ISD SUPERINTENDENT OF SCHOOLS CHARLES DUPRE

Pflugerville ISD Superintendent of Schools Charles Dupre was recognized for achievement and excellence in public school administration when he was named Region XIII Superintendent of the Year. Dupre is one of 20 superintendents from across the state that will compete for the top prize from the Texas Association of School Boards (TASB).

“I am truly honored, because this award recognizes the outstanding work done by PISD staff members each day,” Dupre said. “Our district is comprised of innovative teachers, tremendous campus leaders and remarkable employees at every level, all of whom are focused on preparing our students for their future.”

Candidates are chosen for their strong leadership skills, dedication to improving the quality of education in their school districts, commitment to public support and involvement in education, and ability to build good employee relations among teachers and staff members. Superintendents are nominated for the award by their board of trustees.

“We are so proud of this well-deserved recognition of Mr. Dupre’s tremendous leadership, both in our district and in important education issues across the state,” PISD Board of Trustees President Elva Gladney said. “Our district continues to thrive under his guidance.”

Dupre has more than 16 years experience in the field of education, including the last six as superintendent in Pflugerville ISD. Since joining PISD in 2006, Dupre led the district to improved student achievement and helped PISD earn a Recognized rating in 2010. He plays a key role in advocating for equity in school funding, serving as the president of the Texas Taxpayer & Student Fairness Coalition.

STATE OF TEXAS ELEMENTARY AND SECONDARY TEACHERS OF THE YEARERIKA PIERSON AND STEPHANIE STOEBE

The Texas Education Agency named two Round Rock ISD teachers as state finalists for 2012 Elementary and Secondary Teachers of the Year, which annually recognizes and rewards teachers who have demonstrated outstanding leadership and excellence in teaching. Erika Pierson of Live Oak Elementary and Stephanie Stoebe of Round Rock High School were two of six teachers chosen from across the state.

Pierson and Stoebe were selected from a field of 40 regional Teachers of the Year from each of the state’s 20 education service center areas. Both will now compete against two other educators in the Elementary and Secondary category for the honor of being named Texas Elementary and Secondary Teacher of the Year—the highest honor that the state of Texas can bestow upon a teacher.

Pierson, who teaches first grade, writes that she used to think she just had one year to impact the life of a child, but has since determined that she has a continuous stake in that child.

“A child can have a wonderful year with a wonderful teacher, but that is not enough,” Pierson wrote. “The memories of that experience will fade, the facts learned and field trips taken will be forgotten. But the truth is, most often, a child needs a stack of these experiences, a crowd of people who know their name, who hug them, discipline them, listen and love them, and guide them on that journey to adulthood. A child needs all of us.”

Stoebe, a reading specialist, said she worked for the regional probation department in Texas and her job was to help defenders earn their high school diploma or GED, but she knew she could make a real difference if she were a teacher and could reach them when they were young.

“My most significant contributions to education will be that I gave hope to children when they had none,” Stoebe wrote. “I gave direction to students who were lost, both emotionally and academically. I taught kids to read: first the words, then the sentences, and then finally, they understood that education is the great equalizer in society today.”

The Texas Teacher of the Year program is a joint project of the Texas Education Agency and the Texas Association of School Administrators.

Access to General CurriculumAccess to General Curriculum provides professional development and services that facilitate students with disabilities in gaining access to curriculum and instruction based on the Texas Essential Knowledge and Skills (TEKS) in the least restrictive environment. This team provides professional development services in teaching diverse learners to help educators effectively determine appropriate educational services for all students. The team also provides professional development and services to parent liaisons in the Local Education Agencies (LEAs).

ADVANCED ACADEMIC PROGRAMS AND SPECIAL PROJECTS

Advanced Academic Programs and Special Projects (Statewide)The Advanced Academic Programs and Special Projects Team manages a number of state and federal grants from the TEA with a common goal of college and career readiness for all students. The team collaborates with established research partnerships to assist the state with developing effective professional development and supporting materials to inform instruction for gifted/talented learners (G/T), English Language Learners (ELLs), and math learners.

HIGHLIGHTED SERVICES:Grant activities support the network of twenty ESCs through Training of Trainer sessions as they deliver statewide professional development to Texas teachers. Follow-up support is provided through online experiences that complement the face-to-face content and that offer online mentoring and coaching.

BUS DRIVER TRAINING

Bus Driver TrainingRegion XIII provides school bus driver training for our districts to meet state requirements for certification. Individuals seeking School Bus Driver Certification are required to attend a 20-hour certification course covering content prescribed by the Texas Department of Public Safety and pass the state exam of the course material. Experienced school bus drivers are required to attend an eight-hour refresher course every three years and pass a state exam of the material. Campus SnapshotThe System Support Team conducts Campus Snapshots for Region XIII campuses. The Campus Snapshot is a data-driven process, that provides school districts and campuses with a comprehensive, objective analysis of the current state of their schools and their capacity to meet the needs of the students they serve.

Through a comprehensive analysis of campus performance data, paired with an on-site team visit, the campus is provided with an objective view of the current state of the campus against the Nine Principles of High Performing Schools, which serves as the foundation for the Campus Snapshot.

CertificationRegion XIII provides certification for paraprofessionals, teachers, principals, and superintendents that follows the requirements of the certifying entities. The curriculum is rigorous and relevant, based on established industry standards, and paired with what professional development experts know to be best practices in adult teaching and learning. The Region XIII Department of Educator Quality has developed a balance of content delivery methods based on district as well as participant needs. Specialty certification areas are also available in professional, national, federal, and local level certification programs.

Child Nutrition ProgramsRegion XIII Child Nutrition Programs offer training and technical assistance to local school districts, charter schools, Residential Child Care Institutions (RCCIs), and private schools in support of the United States Department of Agriculture (USDA) Food and Nutrition Programs (School Breakfast, School Lunch, After-school Care Programs, Summer Feeding, Seamless Summer Program), Wellness Policy Development and Implementation, Hazard Analysis Critical Control Points (HACCP), Planning and Implementation, USDA Foods, and HealthierUS School Challenge Application Review as directed by the rewriting of the rules under the Healthy, Hunger-Free Kids Act of 2010.

Services include linkage between the Texas Department of Agriculture with local school districts, to provide technical assistance and training for professional development for all facets of the Child Nutrition Programs, including the annual Child Nutrition Program Summer Conference.

DISTANCE LEARNING CONNECTION

Distance Learning Connection Region XIII provides a virtual classroom solution, mobile device connections, and room video conference solutions for staff and students. Training is available for both the mechanics of these solutions as well as effectively teaching with them. Connections are provided for students to access museums, experts, and other schools around the world through virtual field trips and collaborative projects. Faculty connections are made for collaboration and professional development. Recordings are available through VideoCenter immediately after each video conference. All webinar recordings are also available.

District SnapshotThe District Snapshot provides districts with a robust profile of their current capacity and will to support immediate and sustainable student success by all students on all campuses. The District Snapshot moves the discussion of school improvement from the individual campus to the district level, examining the alignment of all district processes toward a single vision of students’ success through integrated and supportive policy and practice.

Using multiple data perspectives, the District Snapshot serves as a viable tool for examining all levels of district operations for a comprehensive analysis and understanding of the current district role in supporting student achievement.

For the 2012-2013 school year, the District Snapshot will be solely implemented with specifically targeted and selected districts addressing chronically low-performing campuses.

Dyslexia and 504The Dyslexia and 504 Team provides professional development, technical assistance, and services to districts, charter schools, parents, and others in the identification, early intervention, and instruction of students with dyslexia. The team works to increase district capacity to implement the procedures set forth in the Dyslexia Handbook and Section 504 of the American with Disabilities Act. Section 504 services encompass district support for providing 504 protections and services to students with other impairments that limit a major life activity.

Elementary GeneralistA new position to Region XII, the Elementary Generalist specialist focuses on supporting the elementary teacher responsible for multiple areas including curriculum, assessment, core content, health and technology standards, the integration of instructional technology, social and behavioral expectations, and identifying and capitalizing on the Points of Intersection across areas. Professional development opportunities focus on a wide variety of high-impact and practice ideas enabling student learning and skill building to progress throughout the course of an entire day, week, and academic year. The Elementary Generalist specialist is also available to design and deliver professional learning in school districts, facilitate on-site discussions and planning, and assist with a variety of topics via phone conversations or email support.

EXECUTIVE SERVICES

Executive ServicesThe Executive Services Department is led by our Executive Director, Terry Smith. The department provides services, including the Commissioner’s Cabinet for Regional Services (CCRS), in which a cabinet of executive directors from all of the regional service centers meets to discuss issues related to service center initiatives and operations; the Governmental Relations of CCRS, which tracks funding and legislation that has a direct impact on Education Service Centers (ESCs) and districts; a Regional Advisory Committee (RAC) that meets to discuss a variety of topics pertinent to school operations and student learning; and the Region XIII Board of Directors, whose primary responsibilities include adoption of the budget, approving interlocal agreements with other entities, and employing an executive director.

Field ServicesRegion XIII provides technical assistance to superintendents and facilitates communication among districts, the Texas Education Agency, and Region XIII.

FIRST TIME CAMPUS ADMIN. INDUCTION ACADEMY

First Time Campus Administrator Induction AcademyThe First Time Campus Administrator Induction Academy satisfies the state requirement for school districts of supporting and mentoring new administrators (Texas Administrative Code §241.25). The year-long cohort format will assist first time campus administrators in avoiding the pitfalls of the new job. District superintendent or human resources enrolls new administrators in this year-long program.

Texas Administrative Code §241.25:a. A principal or assistant principal employed for the first time as a campus

administrator (including the first time in the state) shall participate in an induction period of at least one year.

b. The induction period should be a structured, systemic process for assisting the new principal or assistant principal in further developing skills in guiding the everyday operation of a school, adjusting to the particular culture of a school district, and developing a personal awareness of self in the campus administrator role. Mentoring support must be an integral component of the induction period.

Gifted and TalentedThe Advanced Academics Gifted and Talented team provides professional development and technical assistance to improve services for gifted/talented students and those served in advanced academics programs and to increase district capacity to implement the Texas State Plan for the Education of Gifted/Talented (G/T) Students.

HIGHLIGHTED SERVICE(S): • Differentiation for All Learners: Accepting the Challenge - This one-day

institute is designed to assist both gifted/talented educators and educators of special education students in the task of differentiating for the success of all students in their mixed-ability classrooms.

HOMELESS EDUCATION PROGRAM

Homeless Education ProgramThe Region XIII Homeless Education Program (HEP) provides a wide variety of educational, informational, and networking opportunities for district, charter, and agency personnel. Homeless liaisons, counselors, registrars, and other school staff are invited to participate in HEP services, including: trainings and workshops (on-site, center-based, or online), electronic newsletters and other online resources, an annual institute, and specialized technical assistance. The program also provides leadership in resource development, emergency school supplies and clothing, and family involvement opportunities.

Instructional CoachingThe Region XIII Instructional Coaching Department works with campus and district administrators to customize a coaching program to fit the needs of the school. Teachers of all experience levels benefit from instructional coaching. This is a cost-effective way to make a vast impact on teacher quality and student achievement. Region XIII has an expert team of instructional coaches that work one-on-one in teachers’ classrooms to assist with implementing proven instructional strategies and improve student learning.

For campuses and districts that currently employ their own instructional coaches, Region XIII provides training and ongoing support to those coaches/facilitators/specialists through an annual Instructional Coaching Institute, our Instructional Coaching Network, and customized training and programs.

Instructional Leadership Development and Professional Development Appraisal SystemAdministrators who will be appraising teachers for the first time using the state’s Professional Development Appraisal System (PDAS) must participate in both Instructional Leadership Development (ILD) and PDAS; the ILD is a prerequisite to PDAS. ILD helps administrators learn to identify and encourage quality classroom instruction. PDAS trains administrators in administering the state’s PDAS system for appraising teachers.

HIGHLIGHTED SERVICE(S): • ILD is now offered online as well as in face-to-face sessions. ILD and PDAS

must both be taken for administrators to be certified as teacher appraisers.

Internet Based Texas Computer Cooperative Software (iTCCS)iTCCS is a comprehensive, state-of-the-art hosted solution with applications for business, human resources, student services, and PEIMS (Public Education Information Management System). iTCCS is a web-based solution that is compatible with Internet Explorer, Mac Safari and iPAD Safari. iTCCS is designed solely for Texas school districts. The iTCCS information system includes:• Business: accounts receivable, accrued payables, asset management,

campus level budget entry, budget, budget change request, cafeteria, finance, requisition, warehouse, and work order

• Human resources: employee access, payroll, personnel, and position management

LEADERSHIP FOR CONFLICT PREVENTION

Leadership for Conflict PreventionFacilitation, Negotiation, and MediationParents and schools strive to work collaboratively. At times, particularly when planning services for students with disabilities, disagreements and misunderstandings occur. Resolving or preventing these disagreements early, at a local level, is preferred to more formal legal proceedings. The Leadership for Conflict Prevention series explores the concepts, skills, and techniques that improve meeting management, promote effective communication, and increase the likelihood of quality decisions and outcomes. Each training within the series offers skill practice and tools to use in your very next phone call or meeting.

The Leadership for Conflict Preventions series is supported by a grant from the Texas Education Agency. The goal of the series is to train all school personnel and parents in methods that increase collaboration. The trainings teach participants ways to prevent disagreements from becoming full-blown conflict, as well as ways to manage existing conflict in a productive way.

Media ServicesThe leading video-on-demand service for schools, Discovery Education materials integrate into any curriculum with 5,000 full-length videos segmented into 50,000 content-specific clips, 23,000 images, and 1,000 editable video clips. The program provides comprehensive K-12 curriculum coverage in six core subject areas, including teacher resources and a quiz bank for each area.

Migrant EducationThe Migrant Education Program assists school districts in meeting the requirement to identify and recruit all eligible migrant students and in meeting other applicable program compliance requirements. Staff development sessions focus on efforts to help migrant students succeed in school and successfully transition to postsecondary education or employment. On an annual basis, districts may consider joining the Migrant Shared Service Arrangement in order to address the needs of migrant students in a coordinated and efficient manner.

Paraprofessional Certification TrainingThe Paraprofessional Certification Training is a three-day course that consists of orientation to the role of paraprofessionals. The course includes training on the stages of learning and scientifically-based strategies for paraprofessionals to assist in reading, writing, and math instruction. Participants will be administered a locally-developed assessment to demonstrate their knowledge of and ability to assist in instructing reading, writing, and mathematics. This assessment meets requirements for ensuring that all paraprofessionals are highly qualified.

PEIMSThe Region XIII Public Education Information Management System (PEIMS) Team provides explanations of the overall collection and submission requirements for PEIMS, Person Identification Database (PID), PID Enrollment Tracking (PET), and student records data using the Texas Student Record Exchange System (TREx) and Edit+ systems. All training is based on the TEA Data Standards, TREx Data Standards, Financial Accounting Resource Guide, and Student Attendance Accounting Handbook. Interpretations and resolution of Edit+ data editing fatal errors, special warnings, warnings, and PID errors are available.

Preschool Program for Children with Disabilities (PPCD)ESC Region XIII services for Preschool Programs for Children with Disabilities (PPCD) are dedicated to promoting best practices in early childhood settings for three- to five-year-old children.

Services provided include trainings on specific topics in early childhood special education, district on-site consultation visits and training, support for districts regarding best practice updates and compliance with state and federal regulations, support for teacher-to-teacher networking, a newly expanded library of resources, and visits to model sites.

RESPONSE TO INTERVENTION (RTI)

Response to Intervention (RtI) The Response to Intervention (RtI) framework is a proactive, multi-tiered system that addresses both the early identification of students who may be at risk, and the provision of interventions for academic and/or behavioral supports. Utilizing RtI, schools build campus-based leadership teams that work together to develop processes for implementing the following components of the framework:• universal screening of students• ensuring high-quality core instruction• implementing a tiered model of intervention (wherein the type and

intensity of interventions are dependent on student responsiveness)• frequent, systematic monitoring of student progress• utilizing data to make educational decisions

HIGHLIGHTED SERVICE(S): The RtI Systems Check is a new service from Region XIII that includes both an assessment and a report of findings regarding campus-based implementation of the RtI framework. The report is based on core components of RtI, including leadership and professional development, and provides individualized feedback concerning campus strengths and next steps for implementation success.

School Readiness IntegrationThe School Readiness Integration Team assists school districts in forming partnerships with community-based child care providers and Head Start programs to deliver Pre-K services to children and families. High-quality Pre-K prepares children for the transition to kindergarten and helps children become lifelong learners.

HIGHLIGHTED SERVICE(S): The School Readiness Integration Team provides the following:• technical assistance and guidance when applying for Pre-K grants;• training and support for the Kindergarten Readiness System;• outreach to community-based child care providers and Head Start

Ready, Set, K!Ready, Set, K! is an online tool that can improve the quality of early childhood programs. The tool empowers teachers to identify gaps in Tier I instruction, group children for Tier II intervention, and complete report cards aligned to the Texas Pre-K Guidelines. Report cards can be printed in English and Spanish. Administrators can use the tool to compare data across students, teachers, and campuses.

Strategic Instruction Model (SIM)The Strategic Instruction Model (SIM®) is a nationally recognized RtI model for secondary schools. Streaming VideoDiscovery Education Streaming Basic is the leading streaming video service for schools. The materials integrate into any curriculum with 5,000 full-length videos segmented into 50,000 content-specific clips, 23,000 images, and 1,000 editable video clips. The program provides comprehensive K-12 curriculum coverage in six core subject areas. Also included are teacher resources and a quiz bank for each area.

A subscription provides classroom teachers with a valuable link to a Teacher Portal that contains lesson designs and helps for each video series.

Student EvaluationThe primary purpose of Student Evaluation is to provide to local education agencies professional development and technical assistance focused on ensuring that all students suspected of having a disability are provided a thorough and timely individual evaluation. This also applies to current students with disabilities who require a re-evaluation. TCDSS

Texas Center for District and School Support (TCDSS)The TCDSS team serves as a coordinating point for statewide school improvement initiatives of the Texas Education Agency. A Texas Initiative located at the Region XIII Education Service Center, the TCDSS coordinates and leverages statewide technical assistance services to support schools and districts in meeting required performance standards under both state and federal accountability systems. Additionally, the TCDSS leads and manages a number of grants and special projects for the Texas Education Agency focused on building statewide capacity for school improvement to ensure all students graduate career- and college ready.

The team conducts needs assessments through on-site visits and assists school/district personnel in developing and implementing an effective Campus/District Improvement Plan. They facilitate the Professional Service Provider (PSP) Network, which includes coordinated opportunities with Campus Intervention Team (CIT) members. TCDSS is also responsible for the statewide annual Advancing Improvement in Education (AIE) conference, the Texas Title I Priority Schools (TTIPS) grant, the School Improvement Program (SIP), and Supplemental Educational Services (SES). Technical assistance and support is offered to schools, districts, PSPs, and SES providers.

Texas Education Telecommunications Network (TETN)Since its inception in 1996, the Texas Education Telecommunications Network (TETN) has provided video, voice, and data services among the 20 Education Service Centers (ESCs) and the Texas Education Agency. These members formed the TETN cooperative to accomplish three main goals: • save out-of-pocket expenses by reducing travel required to attend meetings

in Austin;• enhance productivity to service center staff, district personnel,

administrators, teachers, and students; and,• create “added value” to network users.

Services across the TETN broadband network include interactive audio/video communication between two or more ESCs, internet access services, transport for disaster recovery purposes, and backhaul transport between ESCs and their schools located in different telecommunication areas.

Region XIII is the fiscal agent of the network and is responsible for the consortium budget and the TETN office. TETN services are available only to consortium members.

Texas Enterprise Information System (TxEIS)Texas Enterprise Information System (TxEIS) is a hosted web-based solution that incorporates software standards to make it compatible with Internet Explorer, Mozilla Firefox, and Mac Safari browsers, as well as Linux and Windows operating systems. TxEIS applications are as follows:

Student Services: Attendance, discipline, TxGradeBook, TxConnect, TxMyZone, grade reporting, registration, scheduling, security administration, special education, health, and test scores

Business Services: Human resources (payroll, leave, and personnel records) and financial accounting (finance, budget, requisition, asset management, and accounts receivable)

PEIMS: Public Education Information Management System

Application and Data Hosting Services: Districts will have the option of having ESC Region XIII host the applications as well as the data maintained through these applications.

We provide technical assistance and training for updates, troubleshoot software problems, communicate user enhancement requests to programmers, maintain posted hours of support, and provide emergency numbers.

Texas Secondary School Redesign and Restructuring Program (TSSRRP)The Texas Secondary School Redesign and Restructuring Program is a statewide initiative that supports schools that receive funding under a Texas Education Agency competitive grant that focuses on Chapter 39 Academically Unacceptable (AU) secondary schools making improved student achievement in the Texas State Accountability System. The external service provider, selected by the grantee campus, will work with the entire secondary school campus to assist all stakeholders with the improvement of student achievement.

The TSSRRP Team provides case management and oversight to grantee campuses for project implementation through a comprehensive needs assessment process and creation of an evaluation framework to ensure that the determined professional development is focused on the campus redesign and restructuring goals set forward in the grant.

Texas Turnaround Leadership Academy (TTLA)The Texas Turnaround Leadership Academy (TTLA) is a groundbreaking model designed to build district- and campus-level capacity for the turnaround of low performing schools. The TTLA model merges the promising practices of business and education to promote rapid and sustainable systemic change.This innovation focuses on both the district level and campus level alignment of leadership. TTLA TRACK I OPTIONThis two-year track is provided in partnership with a local Institute of Higher Education and includes theories of organizational behavior and communications, business management strategies, and the re-culturing and renewal of troubled organizations.

TTLA TRACK I I OPTIONThis one-year track includes training based on the practical application of the foundational impact areas critical to turnaround. These promising practices were identified based on field work with 4 districts and 22 campuses impacting 22,164 students.

The options of Track I and Track II provide technical assistance and training for district-level leaders, campus principals, and their respective campus support teams. The training options focus on skills to lead systemic change, data analysis, decision-making, setting goals, and creating action plans.

Title 1 Cooperative ServicesRegion XIII provides technical assistance and professional development opportunities to participating schools with Title I schoolwide and targeted assisted campuses. Areas of technical assistance include needs assessments, planning, budgeting, program decision, evaluation of effectiveness, and compliance. Additionally, professional development opportunities are available for Title I funded paraprofessionals, including participation in parental involvement workshops.

Troops to Teachers Texas Troops to Teachers (TTT) is a federally-funded program designed to relieve teacher shortages in public schools by assisting retiring and separating military personnel in becoming teachers in their next careers. At the state level, the Texas Troops to Teachers Office provides information and guidance to participants on all aspects of teacher certification. The Texas TTT Program serves the entire state from its office at Region XIII, providing the needed information on registration with the national TTT program and potential TTT financial benefits.

T-STEM

T-STEMThe Texas Science, Technology, Engineering, and Mathematics (T-STEM) Initiative has the goal of improving student achievement in math and science for all demographic groups, with specific support for historically-underrepresented populations in pursuing STEM degrees and careers. Transformation 2013 T-STEM Center provides schools with instructional coaching, professional development, and customized technical assistance for STEM programs. TxBESS Teacher Mentoring Program Texas Beginning Educator Support System (TxBESS) is research-based, comprehensive professional development for quality mentoring of first year teachers and beyond.

HIGHLIGHTED SERVICE(S): TxBESS is provided by Region XIII to teachers, lead mentors, and district administrators. A Trainer of Trainers is also provided after the initial four-day training to help districts set up a teacher mentoring program and to train their mentor teachers.

INTERNAL SERVICESRegion XIII offers a variety of services that internally support programs, services, and products provided to our districts.

BUSINESS OFFICEThe Business Office provides internal services to Region XIII staff in the areas of payroll, accounts receivable/payable, and other general business offices needs.

CHARTER SCHOOL RECORDS [email protected] XIII serves as registrar of students records for closed charter schools in Texas.

FACILITIES [email protected] facilities department is responsible for planning, maintaining, and providing a safe environment for Region XIII staff and visitors. The facility manager oversees all aspects having to do with the Region XIII facility, including emergency plans, fire alarm information, cubicle etiquette, and meeting rooms.

HUMAN RESOURCES [email protected] Human Resources department provides support to employees of Region XIII. The department maintains the development of the employment application, employs and processes new staff, administers benefits and compensation, compiles mandatory Human Resources records, monitors rules and regulations in compliance with the law, and conducts exit interviews.

COMMUNICATION AND PRODUCTION [email protected] Communication and Production Team provides strategy, public relations, and marketing and advertising support for Region XIII. The Product team manages the development and distribution of educational products for use in instruction and management.

PRINT AND MAIL SERVICES Region XIII provides print and mail services to all Region XIII staff.

PROFESSIONAL DEVELOPMENT CENTER (PDC) [email protected] XIII is committed to providing high-quality professional learning. This team coordinates professional development activities for Region XIII staff and external clients upon request. Services include: team-building, planning, leading meetings, and small group facilitation.

PROFESSIONAL DEVELOPMENT SUPPORT [email protected] PDC support team at Region XIII is committed to making access to workshops and events as easy as possible for internal and external clients. This team also ensures a quality training environment through audiovisual help desk support.

Campus Turnaround Network Support Meetings The primary focus will be on the Campus Improvement Plan developed by the campus leadership team, Campus Improvement Team (CIT), and/or Professional Service Providers (PSPs) that determined their professional development needs for the 2012-13 school year. DefinitionsAccommodationsAccommodations do not reduce learning expectations. They provide a student access to grade-level instruction and assessment.

Modifications Modifications, however, refer to practices that do change, lower, or reduce learning expectations. Although providing modifications may have the unintended consequence of reducing a student’s opportunity to learn critical content, modifications may allow students to participate more meaningfully and productively in school learning experiences.

Present Levels of Academic Achievement and Functional Performance (PLAAFP) The PLAAFP guides the ARD committee in developing the student’s IEP because it defines where a student currently is, both academically and functionally.

TAKSThis assessment is administered statewide on a specific date and measures a student’s mastery of the grade-level TEKS.

TAKS (Accommodated) This assessment is for students receiving special education services who meet the eligibility criteria for specific accommodations. It is administered statewide on a specific date and measures a student’s mastery of the grade level TEKS. TAKS (Accommodated) contains the same items as TAKS but does not include embedded field-test items. It also contains format changes such as larger font and fewer test items per page.

Alternate Assessments (page 14 of ARD Committee Decision Making Process for the Texas Assessment Program 2010-2011 Manual)

TAKS-MThis is an alternate assessment based on modified academic achievement standards and is designed for students who meet participation requirements for TAKS-M and for whom TAKS is not appropriate. It covers the same grade-level TEKS as TAKS, but the format and test design have been changed. These changes include larger font, fewer test items and answer choices, simplified sentence structure and vocabulary, deletion of extraneous information, and reduced complexity of graphics. Also, TAKS-M mathematics and science tests have no griddable items. On TAKS-M reading/ELA tests, there are no thematically linked selections or associated crossover questions, open-ended reading responses, or visual representations.

TAKS–AltThis is an alternate assessment based on alternate academic achievement standards and is designed for students with significant cognitive disabilities who are unable to participate in other statewide assessments, even with substantial accommodations and/or modifications. It involves teachers observing students as they complete assessment tasks that link to the grade-level TEKS. After observing students, teachers evaluate student performance based on the TAKS–Alt rubric and submit results through an online instrument.

Step 1: Review the student’s present level of academic achievement and functional performance (PLAAFP).

� Address present levels of academic achievement and functional performance (PLAAFP) � Discuss student’s strengths � Use baseline data to describe current need � Discuss student’s use of accommodations, modifications, and/or supports

Information that can be used to create the PLAAFP statements includes the following:

� Formal evaluation data � Classroom Data � Review of current accommodations and modifications —what works, what doesn’t work � Information from parents � Information from related services � Review of current assistive technology � Progress reports

Step 2: Review the student’s instructional plan, including accommodations, modifications, or supports that the student needs and uses in order to access the grade-level TEKS.

� Review goals and objectives and benchmarks to ensure alignment with PLAAFP’s � Review current accommodations, modifications, and/or supports

Using current data the ARD Committee should ask the following:

� Does the student receive instruction in the grade-level TEKS with or without accommodations?

� Does the student receive instruction in the grade-level TEKS through modifications (with or without accommodations)?

� Does the student receives instruction in the grade-level TEKS through prerequisite skills?

Step 3: Determine the appropriate assessment for the student: TAKS, TAKS (Accommodated), TAKS-M, or TAKS-Alt.
