Central Nassau bids afond farewell to our
CEO, Barbara Bartell. . .
Barbara Dakin Bartell Steiner, Chief Executive Officer of Central Nassau Guidance andCounseling Services (CNGCS), one of Long Island’s pioneer advocates and leaders in thebehavioral health field, passed away on February 15, 2013. She was 77.
Barbara was 37 when she began her illustrious 40 year career as a receptionist at EastPlains Mental Health Services (former name of CNGCS) the day the clinic opened itsdoors. She held several positions while she rose through the ranks to become CEO. Shemoved into program services as a paraprofessional, then as the Coordinator of theApplication Unit and then as the Coordinator of Volunteers. While working full time andraising a family, Barbara earned her Bachelor of Art and Master of Social Work degrees at
Adelphi University and became a certified socialworker. She then became the Director of theCommunity Program, the Agency’s outpatientchemical dependency program.
In 1991, she was named Acting Executive Direc-tor and in 1992 was named Executive Director bythe agency’s Board of Directors. In 2002, Barbarawas named Chief Executive Officer. Affection-ately known as the “house that Barbara built,”Barbara transformed Central Nassau from a smalloutpatient clinic to a multi-service behavioralhealth organization offering a robust and diversearray of treatment services and supportiveprograms with more than 200 employees and a$13.5 million annual budget.
Barbara was an entrepreneurial leader willing totake risks, aggressively develop programs and advocate for the needs of others. Shestrongly believed in the resiliency of the human spirit and each person’s ability to recoverfrom mental illness and/ or chemical dependency.
Barbara’s positive attitude, infectious laugh, leadership, dedication and passion for thefield she so loved will be surely missed. Central Nassau will continue the legacy ofservice by providing those suffering from behavioral health issues with a beacon of hopeon their journey to recovery – one life at a time.

MissionStatement
The mission of Central Nassau Guidance & Counseling Services, Inc.is to provide clinical treatment, rehabilitation,housing opportunities, social and support services,counseling and guidance to individuals, families and the community affected by mental illness, developmental disabilities,psychological difficulties, addiction and/or dependency problems.
2013was the year in which Central Nassau celebratedits fortieth (40th) anniversary. Aside from this achieve-ment the year will remembered for other indelible events.
This past year, Central Nassau’s Management, ProgramDirectors and Agency Staff were called upon to respondto a major event and provide aid and assistance forothers even as they were facing personal challenges oftheir own.
Hurricane Sandy affected many of the Agency’s staff and their families but thesepersonal challenges did not prevent Central Nassau’s Management, Program Directorsand Agency Staff from selflessly expeditiously and valuably responding to the needs ofCentral Nassau’s clients and other people of our community.
After the storm the Management, Program Directors and Agency Staff immediatelyresponded to the needs of the clients and residents of the various programs byrendering needed care to the Agency’s clients as well as to other storm victims in thesurrounding communities.
During this trying time, the Agency was asked by government officials to provide aidand assistance to victims of Hurricane Sandy through participation in the federalprogram “Project Hope”. I received a call from our Executive Director Barbara Bartellwho in seeking approval for the Agency to be part of “Project Hope” simply said “Thisis important”. The speed with which Central Nassau mobilized personnel and assetswas nothing short of remarkable. The care and compassion which the Agency hasprovided is truly admirable
The events of Hurricane Sandy were eerily similar to the events of September 11, 2011.On that day Central Nassau was scheduled to hold its annual golf outing at ColonialSprings. As everything was being set up the tragic events occurred. Everyone stayedtogether that day and toward early afternoon Barbara Bartell announced the Agencyhad been mobilized. As with Hurricane Sandy, September 11, 2001 created a need andCentral Nassau was able to be there for others.
It is events such as these that highlight the valuable, necessary and essential serviceswhich Central Nassau provides on a daily basis.
Each time I witnessed Barbara Bartell, in the face of these horrific events, remain calm ,focused and determined and directed the Agency in aiding and assisting those in need.
Because of Barbara, Central Nassau today is an Agency which is able to fulfill itsmission expeditiously, competently and with care and concern.
Thank you Barbara for everything; we will not forget what you have taught us and thevalues you have instilled.

Assertive Community Treatment (ACT)The Assertive Community Treatment team (ACT Team) provides a full range of clinical treatment,psychosocial rehabilitation and community support services designed to promote recovery byimproving psychiatric symptoms, preventing relapse, teaching coping skills, providing directassistance and support to individuals who are severely mentally ill and the most difficult toengage. All services are provided in the community.
2012 Milestones and Achievements:
• Served 83 individuals and provided 4,802 units of service• Six individuals graduated the ACT Team and were transferredto a less intensive level of care
• Achieved a 50% reduction in avoidable emergency room visits
Counseling CenterThe Counseling Center is a mental healthoutpatient treatment program providing a widerange of services including individual, familyand group psychotherapy as well as medicationmanagement. The program serves children andadults who have an appropriate mental healthdiagnosis, co-occurring disorders and a range ofimpairments that negatively impact on theiroverall functioning and quality of life.
2012 Milestones and Achievements:
• Successful integration of the OMH599 regulations into the daily practiceand procedure
• A decrease in our cancellation ratefrom 29% to 18%
• A decrease in applicants on our waitlist from 147 to 24
• 12% increase in our productivityfrom 2011 to 2012
• A successful OMH recertificationaudit with a 36 month licensure

Community ProgramThe Community Program, a NYS OASAS licensed 822 clinic, offers outpatient addiction recoverytreatment to adults, adolescents, and their significant others whose lives have been affected byalcohol, drugs and co-occurring disorders. Utilizing strength-based, individualized care, we offer afull range of treatment services specifically targeted to the prioritized assessed needs andbehaviors of substance abusers and significant others.
2012 Milestones and Achievements:
• 731 clients were served; and 8,478 units of service wereprovided to residents of Nassau County
• Exceeded NYS’ standards for successfully engaging and keepingclients in treatment
• Exceeded NYS’ standards for successful programcompletion rates
Health Home Care ManagementHealth Home Care Management provides care coordination to high risk individuals in the com-munity with multiple chronic medical conditions, severe mental illness and/or drug addiction. Weassist individuals in navigating the complexities of the healthcare system to stabilize their condi-tions and reduce the length and frequency of hospitalizations and reliance on emergency roomtreatment; to connect them to outpatient treatment providers to manage their illnesses; and to linkthem with supportive services to improve and stabilize their level of functioning in the community.
2012 Milestones and Achievements:
• 287 clients were served, a 153% increase in capacityfrom the year prior
• 98% of the clients were actively engaged and involvedin developing goals with their care coordinators
• 72% of the clients have received assistance with securing entitlementsand benefits to help stabilize individuals in the community
Our Programs
Personalized Recovery Oriented Services (PROS)PROS is a comprehensive, recovery-oriented program for individuals with severe mental illnesswhose functioning has been limited secondary to the symptoms associated with their diagnosis.The primary goal of the program is to assist people with mental illnesses to achieve goals theyfeel are relevant and necessary to their recovery. CNGCS operates two licensed PROS programs-Roads to Recovery located in Hicksville and Pathways to Recovery located on the grounds ofPilgrim Psychiatric Center in Brentwood.
2012 Milestones and Achievements:
• 252 Nassau County residents were provided 67,109 services.• At Roads to Recovery, 15% of the participants obtained competitive employmentfor some period of time while in treatment
• At Pathways to Recovery, three participants were able to return to school
PROJECT HOPEUnder the umbrella of FEMA and the New York State Office of Mental Health, Central NassauGuidance and Counseling Services assembled their Project Hope team in response to HurricaneSandy. The goal of Project Hope is to meet the emotional needs of the community and ensure allindividuals impacted by the storm are aware of and receive the services necessary to return topre-storm conditions.
2012 Milestones and Achievements:
• Three teams comprised of a total of 24 staff members were interviewedand hired to service the Hicksville, Wantagh, Bethpage, Valley Streamand Bellmore communities
• Our first service to the community was on December 12, 2012 • The teams will provide one-to-one and group counseling in community centers,houses of worship, firehouses, schools and homes
Residential ServicesCentral Nassau’s Residential Services program provides both transitional rehabilitative andpermanent housing settings with flexible supports to single adults, families and children through-out Nassau and Suffolk County. We operate 5 congregate treatment programs offering 24-hourstaff supervision as well as an apartment treatment program, which provides daily staff visits.
2012 Milestones and Achievements:
• Served a total of 366 people this year in our array of services,including 35 families and 64 children

• Based on the resident survey, 93% said they were satisfied or very satisfied withthe help they get from housing staff, 93% reported that they were making progresstowards achieving their goals and 95% were satisfied or very satisfied with thephysical condition of their housing
• Kept the psychiatric hospitalization rate to 2% and the medical hospitalization ratewell below 1% in our array of housing programs
• Over 60% of the people who left our congregate programs during 2012 were able tosuccessfully move to housing with less supports and 75% of those who left ourApartment Treatment Program moved to more independent settings
Starry Night CaféThe Starry Night Café is a consumer operated affirmative business that specializes in providing anurturing environment and numerous opportunities for people to use their talents, social skills, andcreativity. The Starry Night Café caters to the creative talents of persons with disabilities byproviding structured and supervised activities and a safe and stimulating environment whereindividuals can socialize and express themselves through poetry readings, musical, and vocalperformances.
2012 Milestones andAchievements:
• Served over 5,800 patrons• Open five days per week,with the bulk of activity onthe weekends. The Caféclosed for a period afterHurricane Sandy
• The Café had its firstFriends and Family Nightin September in an effortto raise awareness for andsupport the Cafe

Volunteer Services, Fundraising and Development Activities

Central Nassau Guidance and Counseling Services continues to
cultivate new opportunities to expand its efforts in the areas of
fundraising and development. During the 2012 program year,
CNGCS was actively engaged in a number of activities in an effort
to secure funding to support specific program initiatives, as well as
our general operations. The organization is extremely grateful to
the following state agencies, foundations and corporations for their
ongoing support and generosity: N.Y.S. Office of Mental Health,
Nassau County Office of Mental Health, Chemical Dependency
and Developmental Disabilities Services, N.Y.S. Office of
Alcoholism and Substance Abuse Services, N.Y.S. Office of People
with Developmental Disabilities, Suffolk County Community
Mental Hygiene Services, U.S. Department of Housing and Urban
Development (HUD), United Way of Long Island, Hicksville
Chamber of Commerce, and the Long Island Association.
Central Nassau’s 13th Annual Golf Outing was held on July 16,
2012, at the Town of Oyster Bay Golf Course in Woodbury. This
year’s event was our most successful Golf Outing to date, raising
over $48,000. Once again, a barbeque lunch preceded the 18 hole s
of golf, followed by a dinner reception, featuring fabulous raffle
prizes. For the third year in a row, the team from Empire StateBank was the recipient of the Richard J. O’Brien MemorialTrophy as the first place winner. Among the many generous
corporate supporters that contributed to the success of this outing
were Utility Wonder Products: Cook Hall & Hyde; M&T Bank;Knockout Pest Control, Inc.; Great Eastern Management, Inc.;Wilbur Kranz; and James O’ Brien, Esq.
Assemblyman Michael Montesano served as the honorary
starter for Central Nassau’s 20th Annual 5K Runday Event that
was held on Saturday, May 26, 2012 and attracted over 380 runners.
Town Clerk Steven Labriola was also in attendance, cheering on
runners as they crossed the finish line. The tremendous support
received from many volunteers, board members and corporate
sponsors such as: Alcott HR; M&T Bank; LMJ Contracting. Inc.and others, helped to raise over $13,600 and contributed
significantly to both the run itself and the overall atmosphere of
this very special day.
Central Nassau is currently running our “Leave A Legacy”campaign, which began in late 2012. It is our hope to raise funds
while beautifying our grounds with a brick garden. With the
passing of our beloved CEO, Barbara Bartell, LCSW, in early 2013,
it was decided to make this a memorial garden to honor her legacy.

The organization’s Pretty New Thrift Shop in Farmingdalecontinued to provide a stream of revenue to support program
operations. CNGCS is deeply appreciative of the talents and
efforts of the dedicated volunteers who continue to oversee the
provision of the community thrift shop that turns gently used
clothing, furniture and other household items into meaningful
support for the organization and the people served.
Instrumental to the organization’s mission is Central Nassau’s
dedicated and active Board of Directors. Special thanks to JimO’Brien and Carl Grossbard for their proactive roles in
coordinating the Golf Outing and 5K Runday, respectively. In 2012
two board members resigned and we thank them for their
dedication and service to the Agency. These fundraising initiatives
and the many volunteers that make them successful help Central
Nassau continue to provide the vital services to individuals and
families. Sincere gratitude is extended to them for continuing to be
a valuable part of our Central Nassau family.
