INTRODUCTION
The Consular Section carries out the Embassys function to exend con-
sular services to the public. It handles the following services:
passports services (new and renewal, travel documents for
regular applicants who are not distressed or detained)
visas
notarial services and authentication
civil registry functions
dual citizenship
correction of civil registration

EXPANDING AND MODERNIZING PASSPORT SERVICES
Riyadh PE has initiated the use of its Facebook page to increase accessibility of consular adviso-
ries.
Riyadh PE undertook more outreach consular services activities and to more distant areas.

sourcing of certain ministerial
functions, encoding of appli-
cants biographical data and fa-
cility maintenance to allow Ri-
yadh PE to focus on core compe-tencies

Combined Pass-ports for Saudi
Arabia
In 2012, Riyadh PE processed 53913 passports while Jeddah
PCG processed 26209 passports or a total of 80,122.
For Riyadh PE, this represents an increase of 23% compared to 2011.

Extension of passportsThe mechanism allowing the extension of the validity of green MRRPs for a fee of SR80 (20USD) has
alleviated the emergency needs of Filipinos for a valid passport for their travel. In extending the valid-ity of their passport, the Consular Section requires applicants to simultaneously apply for a new e-
Passport.
Appointment system for passports
In August 2011, the Embassy introduced an appointment system for applicants, through SMS and email. In
November 2011, the Embassy stopped receiving SMS and email requests for appointments and switched to
an online system that allows the applicant to choose a date and time for encoding of his e-Passport.
The Consular Section allows walk-in applicants for lost passports, infants, and senior citizens.
CONSULAR OUTREACHA very important feature of consular serv-
ices is Embassy on Wheels or consular
outreach service, which is conducted pri-
marily to serve Filipino communities in ma-
jor cities or urban centers under its jurisdic-
tion, including Yemen.
The personal appearance requirement for
majority of the applicants for MRP and e-
passport issuances have made it para-
mount for the Embassy to continue with
greater resolve, and further expand, its
EOW program.
The added cost, physical risk, loss of in-
come entailed on the part of Filipinos by
their travel to the Embassy as well as thesocial conditions restricting their mobility,
most especially the women working in private households, have increased the demand for the regular con-
duct of the EOW, particularly in the Eastern Region.
Thus, the Embassy maintained its conduct of EOWs for 2012, covering the same cities, which have large con-
centrations of Filipinos.
In 2012, the Embassy increased its consular outreach from 19 in the previous year to 24. The number of mis-
sions exceeded the missions done annually for the period 2008 to 2010.
