Welcome to the YRA’s 2012 Racing Season! As always, we’ve got racing opportunities for ev-eryone, whether you sail a multihull, a classic woody or a one design boat, sail on the ocean or under PHRF in the Bay.

For 2012, the YRA Racing Season offers four different racing options. There is the Party Cir-cuit, which includes our three marquee weekend regattas as well as the Summer Sailstice race. The YRA Series is a six-race, four-day series with one race each month starting in June and running through September. OYRA offers nine ocean races and includes a “Pac Cup Prep Se-ries” this year. The Wooden Boat Series has a full schedule of Bay racing for Bears, Birds, IODs, Folkboats and Knarrs. You can find out more information on the different racing series right here in this publication and on the YRA website, www.yra.org.

We encourage everyone to get a YRA membership and sign up to race. Your membership support and participation in the YRA helps us to do everything we do. And we do a lot! Besides

offering great racing, the YRA administers the local PHRF. More than 700 boats received cer-tificates in 2011 through the YRA, which makes us one of the most active sailing areas in the country. We also serve as the local liaison to the U.S. Coast Guard, handle the coordinating and processing of over 950 marine events, maintain racing buoys, and host the US Sailing Area G Appeals Committee, just to name a few of things that keep us busy. In all we do, the YRA acts as an advocate for sailing on the Bay.

As always, we want to thank the YRA mem-ber Yacht Clubs and their Race Committees who are sponsoring this year’s YRA races. We couldn’t do it without you and your support. We know each YRA skipper and crew thanks you as well.

Welcome to YRA Racing, the best racing value on the bay! Thank you for participating in the YRA! We offer a choice for racing both on the Bay and on the local ocean!

SERIES INFORMATION

The YRA Party Circuit

• Includes the 3 marquee YRA Weekend Regattas plus the 1 day Summer Sailstice Regatta. Weekend regattas are The Great Vallejo Race, the YRA 2nd Half Opener, and the YRA Season Closer. The three weekend regattas features 2 days of racing and a party at the host club Saturday night.

• Each race is a stand-alone regatta. • There are 6 Divisions available for each Regatta: PHRF, Sportboat, One-Design, Double/Singlehanded, Non-Spinnaker &

Multihull. Divisions may be split into multiple fleets to ensure competitive racing. The YRA Series

• In the Bay racing for boats with a current NCPHRF rating certificate (HDA) or for One-Design classes (ODCA). • The series consists of 6 races- YRA 1 (1 race) YRA 2 (2 races) YRA 3 (one race) YRA 4 (2 races). • HDA Divisions are determined by grouping similarly rated boats. • YRA Series Racers are invited to race in the Crewed Lightship 1 race for an additional $5.00. Additional OYRA equipment

requirements must be met. See http://www.yra.org/OYRA/ocean_safety.html. • One-Design starts are available for any fleet that signs up for the ODCA season, or, gets at least 5 boats to sign up for a

single race day. If you are not sure if your One-Design fleet is a current ODCA fleet, or would like to sign your fleet up for ODCA, please contact the YRA office at (415) 771-9500 or [email protected].

OYRA (Offshore Yacht Racing Association)

• In 2012, there are 9 ocean races ranging from 25 to 60+ nautical. • OYRA racers are invited to race in the Vallejo race for an additional $5.00 • Racers will divided into divisions determined by the OYRA board. Racers can also choose to race in the Short Handed

division: WBRA (Wooden Boat Racing Association

• The WBRA participates in the US Sailing Golden Anchor program which makes WBRA racers eligible for a discounted US Sailing Membership. US Sailing memberships through the WBRA Golden Anchor program must be purchased online here: http://www1.ussailing.org/membership/MPP/Default.aspx?ycid=112274N

• Bay racing for one of the following 5 fleets: o Bird Boats o Bear Boats o Folkboats o IODs o Knarrs

GENERAL INFORMATION

• YRA Sailing Instructions are available on the YRA website at www.yra.org. Sailing instructions are normally posted approximate ly 2 weeks prior to each race. If you do not have access to the internet and need to have your race instructions mailed to you, please contact the YRA office at (415) 771-9500 or [email protected]

• Entries for a series, or individual regatta, must be received by 5 pm the Monday before the race or a $35 late fee will be applied. No entries wi ll be accepted after 5 pm the Wednesday before a race.

• A YRA sailing membership and a membership in a YRA member yacht club is required to register a boat for any YRA series. A YRA membership is required to race in any individual YRA Race, but one time racers do not need to belong to a member club.

• The YRA Offers a discount on all race fees to US Sailing Members. YRA Racers are eligible for a discount on US Sailing Memberships through the Golden Anchor Program. US Sailing Memberships can be purchased online at http://www1.ussailing.org/membership/MPP/Default.aspx?ycid=101132Z.

• Sailors entering the OYRA Season, or any individual OYRA Race, must submit a signed OYRA Boat/Crew Information and Statement of Compliance Sheet before each ocean Race. See http://www.yra.org/OYRA/ocean_safety.html for more information. Please note that to race in an OYRA Race a 406 EPIRB or 406 PLB is required.

• Please fill out your entry form completely, sign, date and return it to the YRA office along with your payment. If you need additional assistance completing this form, please contact the YRA office.

The NCPHRF rating certificate is a contract between you, the NCPHRF Committee, and your competitors. You and your competitors expect this form to be accurate and that the reported characteristics will be maintained while racing. Failure to advise the NCPHRF Committee in writing of ANY modification to your boat which will alter its sailing performance may be grounds for protest and disqualification of the yacht. Your rating is valid through December 31 of the year issued. AMERICA’S CuP

The America’s Cup is the oldest trophy in sports, and come 2013 it will have a new venue — San Francisco Bay. While very much a work in progress, the 34th America’s Cup is already in full swing, with racing in the America’s Cup World Series already begun. Below are some key dates to keep in mind, plus a few of the frequently asked questions about the Cup. When is the America’s Cup?

The Louis Vuitton Cup — the series of races that determines which challenger gets the right to meet defender Oracle Racing in the America’s Cup match — will run from July 13 to September 1, 2013. The America’s Cup itself will run from from September 7 to September 22, 2013.

What is the AC World Series?

The America’s Cup World Series is a series of regattas sailed in one design AC 45 cata-marans, that leads up to the main event in August 2013. Events have already been held in Cascais, Portugal, Plymouth, England, and San Diego, California. In 2012, there will be five AC World Series Events. The first will be in Naples, Italy, on April 7-15. The second will be in Venice, Italy, May 12-20. The third will be in Newport, Rhode Island, from June 23 to July 1. The fourth and fifth will be on San Francisco Bay August 11-19 and August 27 to September 2 respectively. After that the series returns to Italy: in Venice April 13-21, 2013, and Naples May 11-19, 2013.

What kind of boats will the Cup be sailed in?

The 34th America’s Cup will be sailed in 72-ft catamarans called AC 72s.

What are the specs on the AC 72s and who is building them?

The AC 72s will be 72-ft long catamarans that are 45 feet wide, carrying wing masts that are 130 feet tall. The minimum weight is 6.5 tons. The hulls and beams are required to be built in the country of the challenging yacht club, but everything else can be built anywhere. On a reach, the boats could tickle 40 knots of boatspeed; upwind, their VMG will be in the 14- to 15-knot range.

When will the AC 72s be launched?

Originally, the first America’s Cup World Series event on San Francisco Bay in August of next year was to mark the debut of the AC 72s, but that has changed, and now the 72s and their 11-man crews won’t come into play until the Louis Vuitton Cup.

How many teams will there be?

Eight teams are currently signed up for the America’s Cup World Series, in addition to the defender Oracle Racing, although it is ex-pected that only four will make it to the point of building an AC 72.

MINIMUM EQUIPMENT LISTThe following equipment shall be required for all

yachts racing in YRA events.

1. USCG-approved life jackets for each member of the crew. If the ‘Y’ flag is displayed, USCG-approved life jackets shall be worn while racing.

2. One horseshoe life ring or 18-inch diameter USCG-approved ring buoy.

3. USCG-approved (or equivalent) fire extinguisher as required by USCG rules, readily accessible.

4. One manually-operated bilge pump.

5. One suitable anchor and cable.

6. Fog horn.

7. Marine compass.

8. Suitable charts for piloting.

Please be aware that boats must comply with the ISAF Offshore Special Regulations, including OYRA Prescriptions, for Category 2 Monohulls (the OYRA MEL) to participate in YRA Ocean Races. Sailors enter-

ing the OYRA Season, or any individual OYRA Race, must submit a Boat/Crew Information and Statement of Compliance Sheet by 5:00 p.m. the Thursday before each ocean race. You can download the Boat/Crew In-formation and Statement of Compliance Sheet from the YRA website at www.yra.org/OYRA/ocean_safety.html.

Contestants are reminded that conditions on San Francisco Bay are quite unpredictable, and winds in excess of 30 knots are not uncommon. The US Sailing rules state: “It shall be the sole responsibility of each yacht to decide whether or not to start or continue the race.”

We would further remind all sailors that, as pro-vided in US Sailing rules: “Every yacht shall render all possible assistance to any vessel or person in peril, when in a position to do so.” We will trust that all contestants will do everything in their power to make our sport of yacht racing as safe as it has been in the past. Note that 406 EPIRBs are required equipment

on OYRA races and many other ocean races!

RULESLatitude 38’s Basic Racing Guidelines

It’s not written in any rule book, but, since sailboat racing is a recreational sport, we think the number one rule should be to have fun. Beyond that, some basic guidelines help pre-vent collisions and ensure that racing is both fun and fair. Below is an outline of the ten basic rules which cover most racing situations. For completeness and total accuracy, refer to Rac-ing Rules of Sailing 2009-2012, published by US Sailing. See www.ussailing.org/rules for details.

1. If boats are on the same tack, and overlapped, the windward boat must keep clear of the boat to leeward.

2. Port tack keep clear of starboard tack.

3. If boats are on the same tack, a boat clear astern must keep clear of a boat clear ahead.

4. When tacking or jibing, keep clear of boats on a tack.5. Avoid collisions. If you have the right of way and hit

the other boat, causing serious damage, you both will be penalized.

6. Don’t obstruct. Don’t make it hard for the ‘keep clear’ boat to do so. (No hunting allowed.)

7. Sail the course prescribed. You have to round the marks in the directions specified in the sailing instruc-tions and can’t touch a mark.

8. Proper Course (same tack, within two hull lengths). If the leeward boat came from astern, leeward boat shall not sail above its own proper course during the overlap. (Remember that windward boat still has to keep clear, even if windward is forced above what it believes is windward’s proper course.)

9. Give room at marks and obstructions to yachts overlapped on the inside, except: a. When the overlap did not exist before the lead boat reaches the three-boatlength zone. b. To ‘bargers’ at the start except to avoid collision (then protest).

10. Acknowledge your fouls and protest those who don’t.

2012 YRA PARTY CIRCUIT

Three great regattas and a bonus race!

Welcome to the sixth year of the YRA PC Series! New this year we’ve added the Summer Sailstice race to the line-up, giving you three great weekend regattas plus an additional race day in June! The PC Series consists of the three marquee YRA events – the Great Vallejo Race, sponsored by Vallejo Yacht Club, the 2nd Half Opener, sponsored by Encinal Yacht Club, and the Season Closer, sponsored by Corinthian Yacht Club. Each weekend regatta features a long distance race on Saturday, a party at the hosting club Saturday night, and a shorter race on Sunday.

The Summer Sailstice Regatta, run by South Beach Yacht Club, is a one-day race only, part of the global holiday of Summer Sailstice. The after-party for the Summer Sailstice race is hosted by Encinal Yacht Club and is actually the Summer Sailstice San Francisco Festival, guided by an organizing committee of sailing organizations and businesses. It’s Northern California’s largest on-the-water celebration for everyone who loves harnessing wind, water, sun and sails to power their fun. You can get more information on the Summer Sailstice holiday and the San Francisco Festival at Encinal Yacht Club online at www.summersailstice.com/sf.

There will be six divisions for each regatta: PHRF, Sportboat, One-Design, Multihull, Short-Handed and Non-Spinnaker. We’ll then divide up each division into as many fleets as needed to create good racing.

You get the three regattas plus the Summer Sailstice race for the same $150 fee. We still think the PC Series is the best racing value on the Bay. You can also sign up for the YRA Series (HDA and ODCA) and add the PC Series for a grand total of only $180 – that gives you 11 race days for about $16 a race. We’re pretty sure that’s hard to beat!

RULES1. These races will be governed by the Racing Rules of Sailing, 2009-2012 (RRS), the Prescriptions of US Sailing, 1.1. this Notice of Race, and any Rules modified by the Sailing Instructions for OYRA races.

Between the hours of sunset and sunrise, as recorded in any standard tide and current book for San 1.1.1. Francisco Bay, the Steering and Sailing Rules from IRPCAS (International Rules for Prevention of Col-lisions at Sea, effective 1977) and UIR (the Unified Inland Rules, effective 1981) shall replace Part 2 of the RRS. Preamble to RRS Part 2 still applies. Competitors are advised that non-competing boats are not governed by RRS and that IRPCAS or UIR govern meetings with non-competing boats. The 2011-2012 ISAF Offshore Special Regulations Governing Offshore Racing for Monohulls and Multi-1.1.2. hulls, prescriptions for Category 2 Racing, as modified by the “OYRA Minimum Equipment List,” shall apply.406 EPIRBs are required to compete in all OYRA Races.1.1.3. RRS 40 is deleted and replaced with, “All competitors shall wear life jackets or adequate personal buoy-1.1.4. ancy while on deck.” Note that Flag Y will not be displayed.RRS 41(d) is modified to include the use of cell phones to obtain NOAA weather and buoy information.1.1.5. ELIGIBILITY 2. All monohulls with a valid NCPHRF Certificate and multihulls with a valid BAMA Certificate, which are equipped 2.1. for offshore sailing, including having a 406 EPIRB, are invited to compete in the OYRA Series of races to be held on the ocean waters surrounding San Francisco Bay.

Monohull boats must have an enclosed cabin, a minimum overall length of 20 feet, and a displacement 1.1.10. of 2,000 lbs. empty. Multihull boats shall have weather-tight enclosed accommodations for the crew and shall have the ability to float in an inverted position indefinitely. All boats must meet the Minimum Equipment Requirements and all standards set forth by the OYRA. 1.1.11. Minimum Equipment Requirements can be found on the YRA website.

2012 RACING SEASON

NOTICE OF RACEOrganizing Authority: The YRA of San Francisco Bay

RULES1.0 1.1 Races will be governed by the rules as defined in The Racing Rules of Sailing for 2009-

2012. The Sailing Instructions replace the YRA Standing Sailing Instructions.1.2 RRS 40 is changed as follows: All competitors are required to wear life jacket or other ad-

equate personal flotation device while racing.

2.0 ELIGIBILITY AND ENTRY2.1 Members in good standing of the following classes are invited to participate: BEAR, BIRD,

FOLKBOAT, IOD, and KNARR.2.2 Eligible boats may request that entry forms be sent from the YRA office. They are also

available on the YRA website, and in the Latitude 38 2012 Northern California Sailing Cal-endar and YRA Master Schedule.

2.3 In order to avoid a late fee, entry forms and fee must be received at the YRA office by 5:00 p.m., Monday, April 23, 2012, to enter the full season; and thereafter by 5:00 p.m. the Monday preceding any race, to enter the remainder of the season.

2.4 If an entry form and fee is received after 5:00 p.m. on the Monday preceding the full sea-son, or after 5:00 p.m. on the Monday preceding any race for the purpose of entering the remainder of the season, such entry form and fee must be received by 5:00 p.m. the fol-lowing Wednesday and include an additional late fee of $35.

2.5 The normal WBRA entry fee is $195, which includes a required YRA membership. WBRA Members are also eligible for a discounted US Sailing Membership through the Member Partner Program. Member Partner US Sailing Memberships must be purchased online. A link to the customized WBRA US Sailing Membership page can be found on the YRA web-site and in the confirmation email you will receive from the YRA after completing your entry into the WBRA. An entrant who has previously paid YRA membership dues for the current year is eligible for a $45 adjustment.

3.0 MANAGEMENT3.1 Each race shall be under the management of a race committee of the sponsoring yacht

club. 3.2 Sponsoring Yacht Clubs, Class Officers, and WBRA Officers are listed in Appendix A.

5.0 MINIMUM EQUIPMENT LIST5.1 Boats must comply with the United States Coast Guard’s requirements for recreational

vessels, and minimum additional equipment as follows: (1) USCG-approved life jackets for each member of the crew; (2) one horseshoe life ring or USCG-approved ring buoy; (3) a USCG-approved (or equivalent) fire extinguisher, readily accessible; (4) a manually- operated bilge pump; (5) suitable anchor and cable; (6) fog horn; (7) marine compass; and (8) suitable charts for piloting.

6.0 SCORING6.1 The Low Point Scoring System RRS A4.1 will be used to score finishing boats. 6.2 RRS A9 will apply. RRS A4.2 is deleted. 6.3 For the purposes of qualifying the fleet for the season, a race that is abandoned shall be

listed as a valid race for any boat that came to the starting area.

7.0 SAILING INSTRUCTIONS7.1 Sailing Instructions, notices to competitors, and changes to the Sailing Instructions will be

posted on the YRA website, www.yra.org, to be downloaded by the entrant.7.2 Entrants may request that Sailing Instructions, notices to competitors, and changes to the

Sailing Instructions be sent by U.S. Mail. This request may accompany their entry or there-after, but must be in writing and include name, boat name, sail number, and address.

8.0 COMMUNICATIONS8.1 RRS 25 is changed to allow for on-the-water radio communication between the Race

Committee and racing boats on the VHF channel specified for that day in the WBRA Sail-ing Instructions. In addition to the normally displayed signal for boats OCS, the RC may hail OCS boats by loud hailer or VHF radio. Additionally, for the second race, the RC may advise the fleet starting order by loud hailer and/or VHF radio.

9.0 DISCLAIMER OF LIABILITY9.1 Sailing is an activity that has an inherent risk of damage and injury. Competitors in a YRA

event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participa-tion in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.

The SYC offers excellent racing off the scenic Marin Headlands adjacent to the iconic Golden Gate Bridge. The warm club atmosphere provides a great location for after race bragging or complaining. The bar and galley are open after all the races.

• Twin Island Series: Three races around Alcatraz and Angel Island on April 28, July 21 and October 13. (You choose your direction around the islands…)

• Sunset Series: Ten Spring and Summer races on alternate Tuesday nights to set aside work pressures for mid-week competition. The Spring Series starts May 1 and the Summer Series starts July 24.

• Rear Commodore’s Race: A 20 mile race/cruise to Vallejo Yacht Club on June 30. This is usually a great downwind race with an excellent party and dinner afterward.

• Women Skippers Regatta: Three races on April 14 for women as skipper. “No man may touch the wheel!”

• Midwinters Series: Five races on the first Sunday of the month from November through March. (2nd Sunday in January in 2012.)

These current charts show direction and speed of the tidal current for each hour of current at the San Francisco Bay entrance. The charts depict the flow of tidal currents under normal weather conditions. Strong winds and freshets, however, bring about non-tidal currents which may modify considerably the speeds and directions shown in the charts.

USE OF CHARTS

The chart to be used for any spe-cific time is determined by obtaining the difference between the desired time and the time of the nearest Maximum Flood or Maximum Ebb for the Golden Gate. The chart with the title that agrees most nearly with this difference is the one to be used.

The numbers before or after the arrows indicate the 'tropic speed' of the current in knots. To determine the actual speed of the current for a particular day and hour, this tropic speed is multiplied by the factor given in the table to the right, 'Factors for Correcting Speeds'. To find the correct 'predicted speed' as listed in the table, see 'Weekend Currents' on pages 90 (January-June) and 96 (July-December).

Of all the safety equipment on your boat, your VHF radio is probably the most effective and essential. Because VHF uses common frequencies, it’s important to remember a few rules of marine radio etiquette:

• Radio checks, which should be per-formed at least every time you leave your slip, should always be conducted on channel 9, never on channel 16.

• Before hailing another station on chan-nel 16, listen for at least one minute before keying your mic, so as not to “step” on radio traffic that’s already underway.

• Speak slowly and pause for at least a minute between hailing attempts.

• Always start on the “low” power setting.

• Don’t use the radio if you have non-emergency traffic that can be accomplished with a mobile phone.
