The New Mexico Mortgage Finance Authority (MFA) was created in 1975 by the New Mexico State Legislature to provide quality affordable housing opportunities to New Mexico residents. MFA is one of more than 50 such agencies that serve each state within the United States, as well as Puerto Rico and the U.S. Virgin Islands. MFA is governed by a seven-member board. A Legislative Oversight Committee approves its rules and regulations and discusses proposed housing-related legislative initiatives. MFA receives no state funding for its operating budget.

MFA utilizes housing bonds, tax credits and other federal and state resources to fund more than 30 housing programs. Programs include mortgage and down payment assistance for fi rst-time home buyers, construction and rehabilitation of affordable for sale and rental homes, homelessness prevention and emergency shelter, weatherization services, rental assistance and housing for people with special needs. Programs are administered through partnerships with public and private funders, developers, real estate agents, mortgage lenders, non-profi t housing service providers and local and tribal governments.

Since its inception, MFA has provided $5.5 billion in affordable housing grants and loans. In 2012, MFA funded more than $223 million in low-interest rate fi nancing and grants including $110 million in mortgages and down payment assistance to approximately 911 fi rst-time homebuyers throughout New Mexico.

Building TrustBelow-market rate loans to Native American families or individuals from federally recognized tribes who have a home site lease on trust land to buy, build or make repairs on existing homes. First-time homebuyer requirements are waived.

Helping Hand$8,000 for down payment and closing cost assistance to low-income families in which one family member has a disability. Helping Hand is a 0 percent loan due on sale, transfer or refi nance of the home. Guidelines may vary by location.

HEROThe HERO program is a fi rst mortgage loan that includes a 3.0 percent down payment assistance grant. The grant does not need to be repaid. HERO is available to low- to moderate-income households in which at least one member is a public safety worker, healthcare worker, educational worker or an active or reserve member of the armed forces. The HERO program is a 30-year, fi xed-rate, FHA-insured mortgage loan.

Mortgage BoosterA fi xed-rate second mortgage that is designed to provide down payment and closing cost assistance, Mortgage Booster is used in conjunction with either a Mortgage$aver or Mortgage$aver Zero fi rst mortgage. Mortgage Booster features a 30-year term and a maximum loan amount of $8,000. Mortgage Booster has a 6 percent interest rate.

Mortgage$averThirty-year fi xed below-market rate mortgage loan priced with 1 percent discount and 1 percent origination fee for low to moderate-income fi rst-time homebuyers.

Mortgage$aver PlusThirty-year fi xed rate mortgage program that includes a 3.5 percent grant to offset down payment and closing costs for low- to moderate-income fi rst-time homebuyers. Mortgage$aver Plus carries a slightly higher interest rate than Mortgage$aver and Mortgage$aver Zero loan products and features a 0 percent origination and 0 percent discount fee.

Mortgage$aver ZeroThirty-year fi xed-rate mortgage loan priced with 0 percent discount and 0 percent origination fee for low- to moderate-income fi rst-time homebuyers.

Partners ProgramFirst mortgages for families earning less than 60 percent of the area median income. Mortgages are procured through non-profi t housing providers.

Payment$averA second mortgage loan that provides 8 percent of the sales price of the home (up to $8,000) for down payment, closing costs, principal reduction and/or interest rate buy-down for lower income families in eligible areas of the state. Payment$aver is a 0 percent loan due on sale, transfer or refi nance of the home.

Smart ChoiceIn areas where the local public housing authority offers the Section 8 Housing Choice Voucher Homeownership program, program participants may be eligible for a Smart Choice down payment and closing cost assistance loan of $15,000. Smart Choice features a 0 percent interest rate and is due on the sale, transfer or refi nance of the home.

Streamline 203(k)A 30-year, fi xed rate FHA fi rst mortgage that includes up to $35,000 for home improvements or energy effi ciency upgrades. Down payment assistance programs may be used in conjunction with this loan.

Risk Sharing Loans HUD 542(c) and USDA 538 Construction and permanent loan programs aimed at the production and preservation of affordable, low-income rental housing units. Both programs require set-asides for a specifi c number of units to be rented to lower income tenants. These loans are often combined with Federal Low Income Housing Tax Credits and/or HOME Rental loans. Risk Sharing loans can also provide credit enhancement for tax-exempt bond fi nancing.

ACCESS LoanStreamlined Risk Sharing construction and permanent loans up to $2 million for small-scale affordable rental housing projects.

“Build It! ” Loan Guaranty ProgramUp to a 50 percent guaranty of interim loans used to acquire, build or rehabilitate affordable rental and for-sale housing. Build It! is available to nonprofi t organizations, for-profi t corporations, units of local government, housing authorities and tribal entities.

HOME/Rental LoanGap fi nancing loans for the development of affordable rental or special needs housing through either new construction or acquisition and rehabilitation of existing properties.

HOME/Single Family LoansGap fi nancing loans for the construction and sale of affordable single family residences.

Land Title Trust Fund (LTTF)Loans or grants to provide housing for low-income persons whose household income does not exceed 80 percent of area median income. MFA awards funds quarterly on a competitive basis to eligible applicants that include non-profi t organizations, governmental housing agencies, housing authorities, governmental entities, governmental instrumentalities, tribal governments, and tribal housing agencies.

Low Income Housing Tax Credit (LIHTC)A federal tax-based program that encourages private investment for the construction or rehabilitation of affordable rental housing. Each year, MFA awards funds on a competitive basis, as outlined in the Qualifi ed Allocation Plan.

Tax-Exempt BondsMFA is a qualifi ed issuer of tax-exempt bond fi nancing and 501(c)3 bond fi nancing for multi-family developments throughout the state. Risk Share fi nancing can be utilized for credit enhancement. Federally mandated tenant income restrictions apply.

New Mexico Affordable Housing Tax Credit ProgramProvides state tax credits to individuals, businesses and local governments that provide donations of land, buildings, materials, cash or services to affordable housing projects approved by MFA or cash donations made to the MFA Charitable Trust. The credit is equal to 50 percent of the value of the donation. Project sponsors can apply for an eligible affordable housing project designation and for a reservation of credits as outlined in the Notice of Funding Availability.

New Mexico Housing Trust FundProvides fi nancing for affordable housing initiatives targeted primarily to low- and moderate-income households. MFA awards funds on a competitive basis as outlined in the Notice of Funding Availability. Eligible applicants include non-profi t and for-profi t housing developers and providers, units of local government, housing authorities and tribal entities.

Primero Investment Fund Provides loans to meet the fi nancial needs of affordable housing development initiatives that cannot be accommodated with other sources. For-profi t and non-profi t sponsors, public or government agencies including tribal entities are all eligible to apply. Permanent supportive housing pre-development and development grants are available for projects that set aside units for permanent supportive housing.

COMMUNITY DEVELOPMENT PROGRAMS

Community Housing Development Organization (CHDO) Operating Fund ProgramOperating funds designed to increase production capacity in non-profi t organizations that develop affordable housing.

Continuum of Care (CoC)A partnership between MFA and the New Mexico Coalition to End Homelessness, this program funds agencies that provide assistance for people experiencing homelessness. Services include prevention, street outreach, emergency shelter, transitional housing and permanent supportive housing.

HOME House by House Reservation Rehabilitation (REHAB)Assistance for low-income homeowners to make necessary home repairs. MFA selects local housing authorities, community non-profi t organizations and local governments to administer the program in communities throughout the state, excluding Albuquerque and Las Cruces.

New Mexico Energy$martAssistance for qualifi ed households to improve their homes’ energy effi ciency and reduce utility expenses by as much as $500 per year. Homes receive an average of $4,500 in energy effi ciency upgrades through the program, which may include insulation, caulking, new windows and/or new heating systems.

Emergency Homeless Assistance Program (EHAP)Funding for emergency shelters and housing providers to provide emergency shelter, housing and emergency services for needy individuals and families.

Rental Assistance Program (RAP)A short- and medium-term rental assistance program for low-income families and individuals who are experiencing homelessness or who are at risk of becoming homeless. Assistance can include payments for security deposits and utility bills.

Housing Opportunities for People with AIDS (HOPWA)Provides supportive housing and case management services to individuals who have been diagnosed with HIV to prevent homelessness in the HIV/AIDS community.

Linkages ProgramA permanent supportive housing voucher program for persons with behavioral health disorders who have experienced long-term homelessness. Services are provided through community partnerships between local or regional public housing authorities and licensed behavioral health providers.

TARGETED INITIATIVESPerformance Based Annual Contributions Contract (ACC) Monitoring and contractual compliance of owners and management agents participating in Project-Based Housing Assistance Payment contracts under Section 8 of the United States Housing Act of 1937. MFA oversees approximately 89 properties or 5,318 units throughout the state.

Green InitiativesInitiatives that encourage energy and water effi ciency in MFA programs and promote healthy and cost effective affordable housing design and construction.

New Mexico Affordable Housing Charitable TrustCharitable trust administered by MFA. Donors to the trust are eligible for New Mexico tax credits worth 50 cents of every dollar donated. Donations are leveraged several times over and used to fund affordable housing construction. Tax credits may be carried forward for fi ve years and may be sold or otherwise transferred one time.

First-time homebuyers can face signifi cant hurdles like saving enough for a down payment, dealing with poor credit ratings or deciding what home to buy. MFA offers a variety of homeownership programs that can help with all of these issues.

MFA’s homeownership programs are administered by a statewide network of mortgage lenders. These MFA-approved lenders have received in-depth training that allows them to help fi rst-time homebuyers get the assistance they need. MFA Housing Services Directory : 14

MFA partners with not-for-profi t organizations throughout the state to provide a variety of housing services including emergency shelter, utility, rent or mortgage assistance and home repair. Many of these organizations also provide non-housing support services such as substance abuse counseling, job training and other family support programs.

MFA also partners with agencies that provide housing for specialized populations, such as the elderly or individuals who are developmentally or physically disabled. Some agencies also provide transitional housing for individuals fl eeing domestic violence or homelessness.

Apartment homes and rental properties are called “affordable” when residents are required to meet certain income criteria in order to live at the property and when rental rates are set at or below the average rate for similar properties in the area. Income criteria and rental rate guidelines are updated every year by the federal government for each county in New Mexico. The current amounts are available on MFA’s website at www.housingnm.org/affordable-housing-county.

The properties listed below are owned and managed by a variety of entities that include housing authorities, non-profi t organizations, for-profi t companies and private owners. MFA does not own or manage any affordable rental properties in New Mexico.

PLEASE NOTE: In addition to income requirements, each property will have additional criteria that must be met by potential residents. Information about the number of persons in the household, credit history, rental history and a background check will be required. Additional qualifying information may be required for specifi c properties.

Apartment homes and rental properties are called “subsidized” when the property owner receives government assistance to help pay a portion of the rent charged. This assistance allows the owner to reduce the amount of rent charged. Rental rates for subsidized rentals will not exceed 30 percent of the household’s income after any qualifying adjustment to reduce total income.

New Mexico’s subsidized properties include rental homes for families, the elderly and individuals with a mental or physical disability. The listing below indicates the type of subsidized rentals each property offers:

Each property will have information available that explains how each of the above categories are defi ned.

Properties are owned and managed by a variety of entities that include housing authorities, non-profi t organizations, for-profi t companies and private owners. MFA does not own or manage any properties in New Mexico.

PLEASE NOTE: Owners may close a property’s waiting list if there are a great number of applicants – something that is not unusual for subsidized properties.

In addition to income requirements, each property will have additional criteria that must be met by potential residents. Information about the number of persons in the household, credit history, rental history and a background check will be required. Additional qualifying information may be required for specifi c properties.

A security deposit – not to exceed an amount equal to monthly rent – will be required at the time a rental agreement is signed. Application and/or screening fees are prohibited.

MFA Housing Services Directory : 49

Local housing authorities exist to create and maintain affordable housing in communities throughout New Mexico. These authorities also manage affordable rental housing and rental vouchers in their communities. Three regional housing authorities work to provide affordable housing in underserved areas of the state that do not have adequate local or municipal housing authorities. Regional authorities also manage affordable rental housing and rental vouchers and create new affordable housing programs in areas.

State agencies like the Governor’s Commission on Disability and the Department of Health help special needs individuals and families fi nd safe, affordable housing in New Mexico. Federal agencies like USDA Rural Development provide funding for affordable housing throughout the state.

Habitat for Humanity in New Mexico has 16 affi liate organizations that work with volunteers in communities throughout the state to provide simple, decent homes for low-income families earning less than 50 percent of the Area Median Income. Over the last 25 years, thousands of volunteers from New Mexico and around the country have contributed more than 2 million volunteer hours to make homeownership a reality for more than 600 families in our state.

MFA has partnered with Habitat since 1992. MFA has provided funding for 487 of the 600 homes Habitat has built in New Mexico for a total of almost $20 million. More than $16 million of that funding provided zero-interest mortgages and down payment assistance to Habitat families.
