This special use permit in the Scott s Additionneighborhood at 3412 West Moore Street authorized 94new dwelling units.

Approval of a special use permit at 315 Cowardin Avenueauthorized a new Dollar Tree in the Manchesterneighborhood.
The approval of a special use permit on North 25th Streetin Church Hill authorized a mixed-use development at theold East End Theater.
Zoning Cases Reviewed and Completed in 2013g p
In 2013, the Planning Commission made recommendations on 55 agenda items related tozoning and their duties under City Charter Sections 17.10 through 17.14. These reviewsand recommendation included the following significant projects of note:
• Recommended approval of special use permits for (reviewed 43 agenda items in2013, an increase of 10 from 2012):
• Several proposed residential developments in the industrial Scott’s Additionneighborhood for a total of 330 new dwelling units
• The rehabilitation of the East End Theater at 418 North 25th Street for a mixed-usedevelopment with 22 dwelling unitsT h t l ith t 244 t t 700 E t M i St t d th• Two hotels with up to 244 guestrooms at 700 East Main Street and a guesthousewith 16 guest rooms for Bon Secours Hospital (St. Mary’s) at 1100 Libbie Avenue
• Recommended zoning text amendments for (reviewed 4 agenda items in 2013, thesame number as in 2012):
• Authorizing the keeping of chickens in residential zoning districts• Expanding the form-based requirements and active ground floor requirements in
several of the City’s Business zoning districts• Authorizing breweries/distilleries in the M-1 Light Industrial district
• Recommended conditional rezonings for (reviewed 4 agenda items in 2013, adecrease of 3 from 2012):decrease of 3 from 2012):
• Mixed-use development in Shockoe Bottom on East Grace, North 19th and North20th Streets
• Single-family development on Duryea Drive
• Recommended a community unit plan amendment for (reviewed 3 agenda itemsin 2013 an increase of 1 from 2012):in 2013, an increase of 1 from 2012):
• Multifamily development with up to 282 units at 9201 Stony Point Parkway

Development – Reviewed and Under Construction in 2013 – Before & Afterp
The Commission approved the closure of South 8th Streetto enable the development of the Gateway Plaza officebuilding.
The approval of a special use permit in the Oregon Hillneighborhood on South Cherry and Albemarle Streetsauthorized the renovation of the Victory Rug building for22 dwelling units and required a new single-family homeon Albemarle Street.

The approval of a special use permit on Libbie Avenueauthorized a new 16 room guest home for the BonSecours Hospital (St. Mary’s).
Zoning Cases – Constructed in 2013 – Before & Afterg
The Scott's Addition neighborhood saw constructioncompleted on 17 dwelling units at 3122 West Clay Street,having been approved by the Commission in 2012.
Also in the Scott’s Addition neighborhood, 2906 WestClay Street opened for occupancy with 38 dwelling unitsapproved by the Commission in 2010.

Reviewed and approved by the Commission fourseparate times, the Collegiate student housing project onChamberlayne Avenue also opened for occupancy thisyear with 270 units.
Zoning Cases – Constructed in 2013 – Before & Afterg
The Bunnyhop Bike Shop opened at 349 South LaurelStreet in Oregon Hill, having been approved by theCommission in 2012.
Approved by the Commission in 2012 for 130 dwellingunits, Canal Walk Lofts' construction is nearly completeon the 1800 block of East Cary Street.

The Commission conditionally rezoned 200 North 20th
Street in 2012 and residents are moving into the newdwelling units at 202 Flats.
Zoning Cases – Constructed in 2013 – Before & Afterg
The 1300 block of Parkwood Avenue will have 3additional duplexes that were approved by theCommission in 2012 and 2013.
Construction was completed in Jackson Ward on the 54dwelling units at 1 West Jackson Street in 2013 after theCommission rezoned this area in 2007.

The 2013 approval of a special use permit in ShockoeBottom authorized the renovation of 1815 and 1817 EastFranklin Street for 13 dwelling units.
Location, Character and Extent Review in 2013,
Highlighting the Commission’s approval of public projects in 2013, the Commission approved Location, Character, and Extent Items for (reviewed 46 agenda items in 2013, an increase of 6 from 2012):
• The Washington Redskins training facility at 2701 West Leigh Street• Phase II of the Cannon Creek Greenway• Sections 2 and 3 of the Virginia Capital Trail• Roundabout at East Brookland Park Boulevard & 2nd Avenue• Streetscape improvements for East Broad Street and Forest Hill Avenue
The Department of Public Works completed constructionon phase 2 of the Cannon Creek Greenway, which wasapproved by the Commission in 2013.

The Commission approved the building and site plans forthe training camp of the Washington Redskins, wherethey trained over the summer.
Location, Character and Extent Review in 2013 – Before & After,
Improvements to Great Shiplock Park and the VirginiaCapital Trail occurred in 2013 after having been approvedby the Commission.
The Commission reviewed plans for the new JusticeCenter several times in 2012 and 2013 and constructionis nearly complete.

The 2nd Street connector (Brown's Island Way) opened totraffic in 2013 after having been approved by theCommission.
Subdivisions Reviewed and Completed in 2013p
In 2013, the Planning Commission tentatively approved 5 subdivisions for a total of 53 new lotscreated, which is an increase in 45 lots from 2012.
The largest subdivision approved in 2013 was for Matthews at Chestnut Hill, which consisted of 34lots for single-family attached development at 1606 Matthews Street.
The construction of the Highland Grove development at Dove and 1st Streets was substantiallycompleted in 2013, having been approved by the Commission in 2011.
The Matthews at Chestnut Hill subdivision was approvedby the Commission in 2013 to allow for the renovation ofby the Commission in 2013 to allow for the renovation ofthe historic Matthews House and the construction of 34new single-family homes.
