The mission of the Center for Independent Living of Central Pennsylvania is to eliminate and prevent barriers that people with disabilities experience by providing ongoing advocacy and offering innovative programs and services.

The Center for Independent Living of Central Pennsylvania envisions a society where persons with disabilities are empowered to fully exercise their rights and fully participate in all walks of life that will enable them to Live Well.

The Center for Independent Living of Central Pennsylvania (CILCP) is committed to providing services, making referrals and taking employment actions without regard to age, ancestry, color, disability, national origin, race, religious creed, sex, veteran status or any other characteristic protected by applicable federal, state or local laws or ordinances.

Message from the Board President

The untimely death of Mike Auer—our well-respected controller—upset the entire Center Staff and Board. The Pennsylvania Association of Non-profit Organizations (PANO) had asked Mike to share his financial policies and procedures to use as an example for other non-profits that were working toward accreditation of Standards for Excellence. PANO is very particular about the quality of information they share. Meeting their standards is no small feat.

While we are nowhere near the budget we had before the Governor closed all non-profits that were providing payroll services, we have really bounced back from the depression his actions caused us. We are making positive financial gains. Currently we are poised to make additional gains in discretionary funds that will enable us to increase the services we provide to our nearly 1,000 consumers.

It was a tough year for the Center. We were affected both morally and mentally. The reduced staff put a severe strain on the remaining staff. Stress was at an all time high. Soon, we hope to be able to begin building our staff to its former strength. We will continue to pull together, and we will pull through this dark period.

One of the year’s highlights was our organizing and sponsoring a statewide Living Well With A Disability Conference and Expo. This three-day event featured over 80 exhibitors with the latest and test proven hardware and software for people with disabilities. Nearly 900 people attended this independence-promoting event.

On another positive note, we recently learned that our Center is one of only 200 non-profits in the nation to achieve Standards for Excellence accreditation.

Greetings,

It was the beginning of the New Year in January when the CILCP had its first all staff meeting. This is the time when I usually announce The Theme of the Year. I shared with my staff the exciting theme.

The Theme is “New Beginnings”. I then shared why I selected it. I explained to my eager staff what this theme meant to me. I shared that throughout all of the previous year’s difficulties and struggles that the agency had experienced that I had felt like a heavy weight was bearing down on me and I wanted to just give up. I shared with my staff that they too might of felt that way. We had gone through a lot in 2013, budget cuts, layoff of co-workers, loss of programs and the devastating death of a co-worker who we will miss dearly.

I then offered them new hope through a quote that had refreshed and renewed my energy and caused me to select the 2014 Theme. It is a quote by Louis L’Amour, “There will come a time when you believe everything is finished. That will be the beginning”.

The CILCP is forgetting about the past and moving full speed ahead towards, “New Beginnings”. We will re-examine ways to begin serving our consumers better by offering innovative programs and services, by truly connecting with our consumers and stakeholders in meaningful new collaborations.

We ask that all of our consumers, agencies, businesses and friends join us as we move ahead towards our, “New Beginnings”!

Living Well With A Disability™

Living Well With A Disability™ is an initiative established by people with disabilities, for people with disabilities to achieve goals, meet challenges, fulfill dreams and, ultimately, to live well! We understand that each person’s description of Living Well With A Disability is different. Whether a goal is to cook a big meal for the family, hike the Appalachian trail, participate in a wheelchair race, start an internet radio show, drive an accessible van, scuba dive all over the world, or fly a plane, Living Well With A Disability will work to find the resources to meet the need!

In 2013 the Living Well Program provided information and referral to 1017 callers. Information and/or referrals included: housing, home modifications, nursing home transitioning, attendant care, accessibility, transportation and assistive technology. 206 consumers received one-on-one services in advocacy, peer mentoring, attendant care, housing/home modifications, and assistive technology and 12 individuals transitioned from nursing homes.

Health & Wellness Services

In 2013 the Fitness Center provided one-on-one training to 42 consumers and started a SilverSneakers Fitness Program in February. SilverSneakers was a great success growing from 5 to 25 participants the first year. The Fitness Center continues to offer healthy lifestyle opportunities by providing an encouraging environment that promotes independence, integration, and inclusion through physical fitness and socialization.

The Housing Program continued the pilot program for a Home Modification Construction Officer, a grant administered by the PA Housing Finance Agency (PHFA). 88 modifications were completed through this grant with an additional 92 referrals. Funds were also received from the Stabler Foundation and Dauphin County Case Management Unit (CMU) with specific criteria to provide home modifications. In 2013, 28 jobs were completed, 38 new jobs were started and 18 new referrals were received for home modifications.

Independent Monitoring for Quality Program (IM4Q) is an “independent” program contracted to work with 6 counties in central PA. The program is independent of all providers and programs providing services or supports to individuals with intellectual disabilities.

A team of two independent monitors meets with the individual, their family members, staff and whoever else the individual chooses to be present. They work through a 75 point survey that is focused on quality of life issues related to the services and supports they are or might be receiving. With the individual’s permission the information is shared with the state, county, supports coordinator, provider, etc. to assist in helping to improve the quality of life of an individual with an intellectual disability. In 2013, we conducted 334 surveys!

Nursing Home Transition (NHT) Services are provided to eligible persons under 60 years of age living in nursing homes to coordinate their move into the community. NHT Services were provided to Adams, Bedford, Blair, Cambria, Cumberland, Delaware, Franklin, Fulton, Huntingdon, Juniata, Mifflin, and York Counties. During 2013, eleven people moved from nursing homes back to the community through this program.

CILCP continued providing Specialized Services and Durable Medical Equipment statewide to eligible participants who live in a nursing home. Services include training, assistance with moving, community integration, peer counseling and referrals for assessments for Durable Medical Equipment. In 2013, 438 consumers received Specialized Services and 2100 consumers received Durable Medical Equipment Services.

Living Well With A Disability Conference & Expo

In August 2013, CILCP presented the first-ever Living Well With A Disability Conference & Expo, a four-day event that brought together the disability community from the mid-Atlantic region. The only event of this kind in the region, it offered 6 main sessions, a selection of 35 concurrent sessions and a 2-day Expo with more than 80 exhibitors plus events and activities.

The purpose of the Conference and Expo was to provide information, resources, education and encouragement to live well with a disability. While there have been 8 preceding statewide independent living conferences in Pennsylvania, the Living Well With A Disability Conference and Expo set the bar much higher. The event asked people to think beyond their basic needs and to identify their dreams and aspirations. It challenged attendees to not just exist within their current environment, but to live their very best life.

Key accomplishments for the event included:• Nationally known celebrity speakers with disabilities including

comedian Josh Blue, MasterChef season 3 winner Christine Ha, and Push Girls star Tiphany Adams

• Main sessions on Employment and Technology.

Living Well With A Disability Conference & Expo

• First ever Expo introducing attendees to national providers of equipment and services such as Permobil, Rifton, Colours Wheelchair, CaptionCall, SleepSafe Beds and many, many more.

• Film series at the Conference, presented by filmmaker Narcel Reedus and screening 6 films as well as a session for attendees on creating their own film stories.

• Concurrent session speakers from the region and across the country giving attendees access to a wide range of education.

The event succeeded in broadening people’s thinking and opened the doors to new opportunities and resources that people may not have envisioned.

By the numbers, the event featured 6 main sessions, 35 concurrent sessions, a 2-day expo with 85 exhibitors, 800 adult and 80 children attendees at the expo, and 270 attendees at the conference.

Dedicated to the Memory of Mike Auer

2013 saw many unhappy changes for the CILCP, the closing of the outreach office in Perry County, the downsizing of staff, and the uncertainty of funding. But the most devastating blow to CILCP came in August with the unexpected death of our Controller, Mike Auer.

Mike was employed at the CILCP for eight years and served as Controller for seven years. He was deeply engaged in the independent living movement and advocated for the rights of people with disabilities. Prior to working with CILCP, Mike had been the executive director at Life & Independence for Today (LIFT), executive director of PA Council on Independent Living (PCIL), and an active member and participant of ADAPT, a national grassroots organization. According to Mike’s wife, Pam, he really cared for the staff and consumers he worked with over the years. When things got tough that was a challenge he gladly accepted. Mike loved hiking, hunting, fishing, and gardening. His quiet strength is missed by all who knew him and worked with him.

CILCP staff continued to offer Disability Awareness training to business throughout 2013. As an added bonus to the trainings offered to

businesses CILCP had two staff trained as part of the ADA Leadership Network. The Mid-Atlantic ADA Leadership Network (ADA-LN) is a group of qualified trainers conducting ADA training throughout the Mid-Atlantic Region using the Northeast ADA Center at Cornell University’s Modularized ADA Curriculum.
