2.1 Approval of Minutes, June 7, 2013 Action: Upon a motion by Dr. Katherine Johnson and a second by Dr. Dennis Gallon, the minutes of the June 7, 2013 meeting of Council of Presidents were approved without objection.

3.0 Report of the Chair, Mr. John Grosskopf

3.1 BOG Access and Educational Attainment Commission

Ms. Petra Kohlmann referred to the handout entitled Pearson (Attachment A.) She reported Pearson is introducing the Direct Access Model to the Florida College System to address primarily textbook affordability.

3.2 Minimizing Barriers to Enrollment and Residency Status Mr. John Grosskopf referred to the handout entitled Untitled (Attachment B.) He reported the letter has been sent out already.

3.3 Meeting Date Changes Mr. John Grosskopf referred to the handout entitled Association of Florida Colleges (Attachment C.) Chancellor Hanna stated he would not be able to attend the February and March meetings. Dr. Chuck Hall suggested the presidents have time on Thursday to meet with the Chancellor for those months. Action: Upon a motion by Dr. Ed Massey and a second by Dr. Dennis Gallon, the modification of the COP schedule was approved without objection.

3.4 The Florida College System Civics Literacy Initiative Dr. Tom Furlong stated the Civics Literacy Initiative will be held October 9-10, 2013.

3.5 Wattenbarger Award Dr. Dennis Gallon stated there are two nominations for the Wattenbarger Award, which will be given at the AFC Gala.

4.0 Report of the Chancellor, The Division of Florida Colleges Chancellor Hanna reported the final recommendations of the General Education Core Course Options have been sent to the Chief Academic Officers. The State Board of Education will be meeting September 17th. The Chancellor referred to the handout entitled The Florida College System (Attachment D.) He reported there is no money in the State Board budget for Phillip

Benjamin. The Chancellor also reported a priority list of PECO projects will be given to legislators. The Florida College System Guidelines and Procedures Manual is being updated and will be brought to the Council of Presidents for consideration.

5.0 Report of the Chancellor, Division of Career and Technical Education Chancellor Duckworth expressed the Division of Career and Technical Education’s interest in strengthening tech centers.

6.0 Committee and Task Force Reports 6.1 Articulation Coordinating Committee

Dr. Ed Massey reported the Committee has not met recently.

6.2 Distance Learning Work Group Dr. Jonathan Gueverra referred to the handout entitled Distance Learning Executive Overview (Attachment E.) He reported the Council will need to develop and adopt a strategic position on the role it wants to play in distance learning. Dr. Ed Massey suggested expanding the work group to include CIOs or the equivalent as it relates to e-learning. Action: Upon a motion by Dr. Ed Massey and a second by Dr. Jim Kerley, a special task force made of CIOs or the equivalent as it relates to e-learning was approved without objection.

6.3 Florida College System Risk Management Consortium Mr. Chauncey Fagler referred to the handout entitled Risk Management Council Meeting (Attachment F.) He reported there are three items for approval.

The first item up for approval is the renewal of the stop loss insurance. Action: Upon a motion by Dr. Chuck Mojock and a second by Dr. Ed Massey, the renewal of the stop loss insurance was approved without objection. Mr. Fagler reported the second item for approval is the 2014 employee benefit plans and rate changes. Action: Upon a motion by Mr. John Grosskopf and a second by Dr. Katherine Johnson, the 2014 employee benefit plans and rate changes were approved without objection.

Mr. Fagler reported the third item for approval is the 2014 fully insured plans. Action: Upon a motion by Dr. Chuck Mojock and a second by Dr. Ann McGee,

6.4 FCSAA Dr. Chuck Hall referred to the handout entitled FCSAA Report to the Council of Presidents (Attachment G.) He reviewed the FCSAA calendar. Mr. Jacob Winge reported the FCSSGA will hold their President’s Assembly from November 7-8 in Jacksonville.

6.5 Support Council Reports 6.5.1 CIA

No Report

6.5.2 COBA Ms. Gina Doeble reported COBA will be meeting at the end September at the College of Central Florida.

6.5.3 CSA Mr. Darby report institutions are continuing to work on implementation of SB 1720 on the Student Services advising piece. The next CSA meeting will be held in Tampa in Orlando and CSA is delighted to assist COP.

6.5.4 FCRD No Report

7.0 AFC Report 7.1 AFC Convention Mr. Michael Brawer reported the AFC Annual Convention will be held November 13-15 in Orlando. The Council of Presidents will meet on November 14th. He referred to the handout entitled The Academy for Leadership Development (Attachment H.) He reported the Chair Academy will be joining the AFC Convention from November 10-15. He encouraged participation.

7.2 Membership Report Mr. Brawer stated membership numbers are increasing.

7.3 Trustees Commission Chair Change Mr. Brawer introduced Ms. Tami Cullens as the new Trustees Commission Chair.

Motion of Support for Council of Presidents Legislative Policy by the Association of Florida Colleges  

 

The Association of Florida Colleges (AFC) encourages and supports the Council of Presidents in its efforts 

to secure Legislative and Executive Office of the Governor support for funding and other initiatives at 

Florida’s 28 state and community colleges that will enhance the State’s economic and workforce 

development. 

FLORIDA FIRST 

The AFC recognizes that in 2012 the Florida College System Council of Presidents adopted a three‐year 

plan entitled “Florida First”.  The AFC supports and recognizes that the Florida First plan will enhance the state’s efforts in economic development and workforce preparation to benefit further the goals and 

benchmarks promulgated and addressed programmatically by the Florida college system institutions, 

and that ultimately the students they serve will reap the biggest rewards.   

The AFC supports the Florida First plan to make Florida colleges: 

First in Success and Completion 

First in Preparation for Careers 

First in Access and Affordability 

First in Accountability 

The AFC supports the Council of Presidents in its request for the Year Two Legislative Funding Request of 

$150,000,000 to continue implementing the following Florida First goals: 

Student Achievement and Success    $40,000,000 

To maximize our ability to provide comprehensive student support services to facilitate student 

progression toward educational and career goals 

Performance Capacity and Compression   $20,000,000 

To continue to provide greater capacity for performance by reducing the funding disparity among 

colleges. 

Performance Capacity/Funding Model    $43,000,000 

To address expansion of system‐wide capacity to be distributed through the Funding Allocation 

Model. 

Performance Outcomes 

For outcomes‐based funding to reward performance on key indicators including cost per graduate, 

average wages of employed graduates, and percentage of graduates employed or continuing their 

education. 

Workforce Grants        $25,000,000

To provide needed funds for opening new instructional facilities. 

PHILIP BENJAMIN MATCHING FUNDS 

The AFC supports and encourages the Council of Presidents in its efforts to seek funds to address the 

Philip Benjamin Facilities Matching Fund program of $244,000,000 already committed. 

ACCESS FOR VETERANS 

The AFC supports and encourages the elimination of barriers for military veterans to obtain access to 

tuition rates at the lowest possible levels available to all Floridians 

DEVELOPMENTAL EDUCATION 

The AFC supports and encourages the Council of Presidents in its efforts to implement reforms to 

developmental education passed in the 2013 Legislature, and the use of Florida First funding aimed at 

improving capacity for student success. 

OTHER POLICY ISSUES 

The AFC supports and encourages the Council of Presidents in its efforts to promote student success in 

the Florida College System by addressing other policy issues such as: 

Online education/Competency ‐based credit 

Industry certifications 

Dual enrollment funding support 

Be it so moved on this day, the 27th of September 2013, by its Board of Directors, that the AFC supports 

and encourages the Council of Presidents for the funding request and initiatives aforementioned, and 

commits to working as needed and requested to obtain Legislative support and Executive Office of the 

Governor approval of them.

FCSAA Report to Council of Presidents Report October 11, 2013

Volleyball The FCSAA State/NJCAA District Tournament is being held November 8-10 at Florida State College at Jacksonville. The tournament will be webcast and the link will be on the FCSAA website. Region 8 (Florida) will be asking for a 3rd team for the National Tournament based on number of teams we have. Publications: The FCSPA will be holding their annual conference October 17-19 in Tampa, hosted by HCC Ybor Campus. FCSSGA: The Legislative Issues Conference will be held in Orlando November 7-8 in Jacksonville. Executive Committee: Attached are the proposed changes to the FCSAA Constitution and By-Laws for adding a new division. Also there is a request to increase baseball Letters of Intent from 18 to 24. Hall of Fame and Distinguished Service: The ceremony will be at the closing brunch of the AFC Annual convention on Friday, November 15. ARTICLE 19 - ADDITION OF NEW DIVISIONS NOTE: THIS ARTICLE WILL BE PLACED IN THE CONSTITUTION AS ARTICLE 19 AND ALL

SUBSEQUENT ARTICLES IN THE CONSTITUTION SHALL BE RENUMBERED (CURRENT ARTICLE 19 SHALL BECOME ARTICLE 20 AND SO ON)

The FCSAA is committed to serving the growing and changing student demographics in the state. To this end, the association shall actively identify and recruit new divisions for participation in all association activities. An individual or member college shall adhere to the following policy and guidelines to seek the addition of a new division.

A. A member college or an individual from any member college (Petitioner) may initiate the procedure for division sanctioning by the FCSAA. This shall be done by completing the official “FCSAA New Division Petition” available on the FCSAA website or through the FCSAA Executive Director.

B. The Petitioner shall gather data from all member colleges to insure that the proposed activity has

either substantial breadth or depth of student interest and participation. Breadth shall address the number of colleges which support the activity and depth shall address the number of students who participate in the activity at an individual member college. This shall be done by completing the official “FCSAA New Division College Data Form” available on the FCSAA website or through the FCSAA Executive Director The FCSAA Steering Committee will serve as the screening committee for Petitions and shall review the data provided by the petitioner to insure that either the breadth or depth of the new activity meet or exceed the involvement level of the active divisions within the FCSAA. If a majority of the Screening Committee votes that the new division meets such criteria, it will be presented as an item of new business for the FCSAA Executive Committee for final approval and will receive the designation of ASSOCIATE DIVISION.

C. The petitioner shall then contact at least 66% of member colleges which currently have or plan to

add the activity of the Associate Division. The petitioner shall then coordinate an election with advisors or leaders from those schools to determine an Associate Division Representative. The Associate Division Representative shall sit as a non-voting member on the FCSAA Executive Committee. The Associate Division Representative shall fulfill all responsibilities as outlined in Article 4 of the FCSAA Constitution.

D. The Associate Division Representative shall work with the FCSAA Executive Director to

establish a constitution and by-laws which adhere to the rules and regulations outlined in the FCSAA Constitution, By-Laws and Policies. The Associate Division Representative shall also work with the Executive Director to establish a three to five year strategic plan and budget for the Associate Division. This process shall commence after the first meeting of the Executive Committee and shall conclude with the next regularly scheduled spring meeting.

E. The Associate Division shall develop and plan, including a proposed budget, at least one annual

event which shall be attended by both advisors and students in the new activity. This event shall have a defined purpose which allows students the opportunity to: engage in competition (athletic, academic, or artistic) or collaborate (for academic, leadership, civic, or pragmatic goals). The Associate Division Representative shall collaborate with the Executive Director in developing the event. Once the Executive Director deems the event to meet the criteria identified above, it shall be presented to the next meeting of the Screening Committee. If a majority of the screening committee votes that the event meets such criteria, it will be presented as an item of new business for the FCSAA Executive Committee for final approval.

F. After an Associate Division has completed the responsibilities outlined above for a minimum of

two years, it shall become eligible for Division status in the FCSAA. The Associate Division Representative shall collaborate with the Executive Director to complete the Petition for Recognition of Division. The petition shall be presented to the Screening Committee. If a majority of the screening committee votes that the Associate Division has successfully developed

its mission to the students and the association, it will be presented as an item of new business for the FCSAA Executive Committee for final approval. Upon the approval and recognition by the Executive Committee, the new division will enjoy all the benefits and rights offered to the existing divisions within the association.

G. If the petition for full division status is denied, the Associate Division must wait one calendar year

before reapplying with the FCSAA. The Associate Division must follow all steps outlined in Article 19 and may not circumvent or omit any steps in the reapplication. Any data collected for the first petition may not be used for reapplication to the FCSAA.

i) FCSAA approved all but two revisions, which were discussed and recommended minor 

amendments, which will be voted on at the November Conference and brought back to the 

Executive Committee again for the final approval. 

       b)     Legislative Platform Submissions. 

i) We are continuing to receive legislative issues and bill submissions. 

ii) Will be voted on  via the President’s Assembly and general delegate body in November. 

iii) The Director of Legislative Staff will do a presentation and several study‐sessions about the 

issues for the convenience of conference attendees.  

2) Upcoming Events.  

a) FCSSGA Presidents Assembly Conference Call. 

i) Will take place in October. 

ii) Discussion on the platform. 

b) November State Conference.

Several institutions attended the Florida College System Civic Literacy Initiative at St. Petersburg State 

College October 9‐ 10, 2013.

Planning of the CSA/CIA joint meeting, October 23 – 25, 2013 at the Tampa InterContinental is in its final 

phase.  CSA tentative agenda may be viewed at www.fcscouncils.org  

  

Institutions are continuing their processes for implementation of the SB 1720 and preparing their plans 

for submission to the Chancellor by January 2014.   Friday, October 25 institutions will attend the 

Development Education Summit to be held at the conclusion of the CIA/CSA meeting.  

 

Florida is the host for the NCSD (National Council of Student Development) an affiliate of the American 

Association of Community Colleges (AACC) and is a repository of information on Student Affairs 

nationally.  Dr. Ken Ray is serving as the 2013‐2104 President and Dr. Tim Beard as the Secretary.  

The conference will be held October 20‐22, 2013, at the Westin Tampa Harbour Island. It is an 

opportunity for many of FCS professionals to attend a national meeting that will provided leadership 

training and development. Four of our distinguished FCS Presidents are conference participants,  

Dr. Ken Atwater, Dr. Bill Law, Dr. Katherine Johnson and Dr. Jim Henningsen as well as Ms. Kasongo 

Butler, Assistant Chancellor and Dr. Peter Barbatis, Vice‐President Student Services and Enrollment 

Management of PBSC.

What Have We Done For You Lately? Please join us in congratulating the grants and foundation offices of Florida’s 28 community colleges for their outstanding success in securing external funding for our students. We offer, for your enjoyment, this brief sampling of what has been recently done, and what is coming up, at a few of our colleges.

ELECTRICAL DISTRIBUTION PROGRAM Lake-Sumter State College $25,200 from Progress Energy to prepare up to 24 students for entry into the utility industry – electronic related as well as telecommunications. Training will include instruction in pole climbing, OSHA standards and CDL training. COLLEGE READINESS St. Johns River State College $10,000 curricular alignment activities between faculty and secondary education teachers in five core areas (mathematics, reading, writing/English, science, and career tech/workforce) in Clay, Putnam and St. Johns Counties. The taskforce uses face-to-face meetings and an online environment to coordinate the collaboration. HARD TO EMPLOY POPULATIONS Miami Dade College $451,000 from the Miami Community Redevelopment Authority, the Florida Department of Economic Opportunity and the American Association of Community Colleges’ Plus 50 grant program for the Hospitality Institute and the Displaced Homemaker program. CORE TO COLLEGE COLLABORATION Edison State College $6,000 from the Florida Department of Education for the Annual College Readiness Conference.

AGRICULTURE Edison State College $2,760 from the Florida Department of Agriculture and Consumer Services for Community Gardens. DISADVANTAGED STUDENT PROGRAMS Pasco-Hernando Community College $590,869 from the estate of Dr. Beatrice Braun for College Reach-Out Program, Center for Excellence and Hernando County Take Stock in Children. TRANSITION TO COLLEGE Gulf Coast State College $1,250,000 from U.S. Department of Education, TRIO Upward Bound Program to motivate disadvantaged secondary students to aspire to and enroll in postsecondary education. HEALTH CARE PROFESSIONALS Tallahassee Community College $125,000 from a private donation for scholarships supporting non-credit, work-force oriented programs for health care professions students. SCHOLARSHIPS State College of Florida Manatee-Sarasota $1,000,000 from Francis E. and Gaile A. to provide scholarship opportunities for students from Manatee County who are pursuing degrees in the field of education.

WELDING PROGRAM Northwest Florida State College $1,389,064 from the U.S. Department of Labor Trade Adjustment Assistance Community College and Career Grant to offer a new welding program leading to industry certification and direct entry into the workforce. Students earning this credential will also be prepared to enter the college’s new A.S. degree program in Engineering Technology. The program will also provide incumbent worker training. STEM DEGREES Miami Dade College $328,941 from the National Science Foundation for increasing the number of students receiving associate and baccalaureate degrees in science, technology, engineering and mathematics. ENDOWED SCHOLARSHIPS College of Central Florida $60,000 from Munroe Regional Medical Center (Ocala, FL), Progress/Duke Energy Foundation, Law Office of Keith Taylor and Rae Bailey to support new program development or scholarships. This Includes $12,500 to endow a ‘Finish Line’ scholarship for ET students in their final year.

SCHOLARSHIPS TO FINANCIALLY DISADVANTAGED Lake-Sumter State College $500,000 from the Estate of Anne Marie Molnar Martin to benefit students in the A.A., A.S. and B.A. degree programs. This will be the largest single estate gift to date. SCIENCE PROGRAM Northwest Florida State College $200,000 from a private donor created a “Science Development Fund” to support science department expenses not ordinarily covered by the college. Eligible expenditures include, but are not limited to, special equipment purchases, faculty development and training, and programs/events for area high school and college students that enhance science disciplines. DUAL ENROLLMENT SUPPORT College of Central Florida $100,000 to collect tools and create tutorials in a central place (website) to facilitate and support State College/School district collaborations to increase usage of dual enrollments.

OCEANOGRAPHY Northwest Florida State College $39,456 from the National Science Foundation to support 19 community college faculty members from around the country who teach oceanography to attend the American Society of Limnology and Oceanography annual conference. This meeting was the first step in identifying and building a national "Ocean2YC" network. CAMPUS SECURITY College of Central Florida $42,500 from the Florida Department of Education to install electronic, centrally controllable locks on exterior doors on main campus. Edison State College $45,000 from the Florida Department of Education for access control locks. Palm Beach State College $28,600 from the Florida Department of Education for security cameras at the Palm Beach Garden campus. COLLEGE READINESS Tallahassee Community College $1,939,166 from the Florida Department of Education to support 21st Century Community Learning Center programs that strengthen students’ college-readiness at 15 high-need schools in collaboration with three public school districts. MUSIC, DANCE, THEATRE, STUDIO ARTS AND MUSIC PRODUCTION Daytona State College $500,000 from Mike Curb for scholarships to students who enroll in the comprehensive and transferable academic program that leads to the Associate of Arts degree or Associate of Science degrees in Audio/Recording Technology. TEACHER PREPARATION Gulf Coast State College $500,000 from the Florida Department of Education for a partnership with the Panhandle Area Education Consortium to provide professional development and resources to K-12 biology teachers in 11 counties in northwest Florida.

STEAM Palm Beach State College $207,016 from a private foundation for an integrated collaborative effort to engage parents and their children in innovative Science, Technology, Engineering, Arts and Math (STEAM) learning in the classroom, at local museums and at home. The College will develop professional development training courses for early care and education practitioners as well as provide coaching support in the formation of Critical Friends Groups. INDIVIDUALS AGED 50 AND ABOVE State College of Florida Manatee-Sarasota $15,000 to assist adults age 50 and over in completing degrees or certificates in high-demand, social impact fields of healthcare and education. PROFESSIONAL DEVELOPMENT Edison State College $260,429 of a $7,251,341 award as a consortium partner with Indian River State College as the lead on the Florida Department of Education Resource Development & Delivery for Implementation of the Common Core Student Standards grant. Edison State College will provide the delivery of professional development toolkits in English Language Arts TOURISM Pensacola State College $324,250 from BP to present and promote four signature events to promote tourism and seafood.

SCHOLARSHIPS Daytona State College $65,000 from Gordon E. & Gladys Gresso Endowment to provide scholarships to students who enroll in 12 hours or more in a comprehensive and transferable academic program in the Arts or Science field that leads to the Associate of Arts. VISUAL, PERFORMANCE, FILM, AND LITERARY ARTS Miami Dade College $994,901 from the Knight Foundation, the City of Miami, the Miami Beach Visitor and Convention Authority and the Miami-Dade County Cultural Affairs Department for the Hialeah Cultural Center, the Center for Literature and Theater, the Tower Theater, MDC LIVE! and the Miami International Film Festival. Edison State College $10,000 from Southwest Florida Community Foundation 2013 Arts and Attractions Tourism Grant for marketing and visitor enhancement to Bob Rauschenberg and Rush Collection Galleries. COLLEGE READINESS Tallahassee Community College $887,699 from the U.S. Department of Labor to provide manufacturing education through the Florida TRADE partnership led by St. Petersburg College.

Events of Interest

Florida College System Foundation kicked off a scholarship tour to all 28 colleges in August. The colleges will receive student scholarship checks totaling $905,999. Special emphasis will be on first-generation students and students in the nursing/allied health fields, with scholarships totaling $575,000 and $330,000, respectively.

Northwest Florida State College kicked off the celebration of its 50th anniversary year on April 17. This event opened the anniversary year with entertainment, a display of college historical items and the dedication of a permanent Doolittle Raider Exhibit that honors the WWII heroes for which the college’s mascot is named. NWF State College was established in April 1963, opened its doors to students in August 1964 and has proudly used the Raiders name since the early 1960s. The College of Central Florida hosted the 25th Annual Early Childhood Conference April 20, at the Ocala Campus. More than 700 educators from Florida and Georgia attended the all-day event. The keynote presenter was Dr. Jean Feldman, nationally known educator and entertainer. The closing presenter was Alex Lopes, the 2013 Florida Department of Education Macy’s Teacher of the Year. State College of Manatee-Sarasota celebrated the 25th year of Evening Under the Stars at the Venice campus on April 13. This event, sponsored by the SCF Foundation as an annual special event fundraiser, included an outdoor pops concert attracting over 1,500 members of the community featuring a local symphony and showcasing SCF music students.

Pasco-Hernando Community College presented: • April 13 – Bash at the Ranch, PHCC Foundation 40th Anniversary Fundraising Event • April 18 – Student Activities Awards Banquet and Distinguished Alumni of the Year Ceremony • May 10 – PHCC Foundation Annual Fishing Tournament

Palm Beach State College successfully launched its STEAM Initiative with a luncheon in January by treating an audience of 667 community leaders, local philanthropists and business owners to an unscripted, in-the-round conversation with the Silicon Valley icon, Steve Wozniak, popularly known as “The Woz”. Wozniak helped to shape the personal computer industry with his design of Apple’s first line of products, the Apple I and II, and influenced the popular Macintosh line that followed. Palm Beach State College’s five-year STEAM initiative targets the STEM fields of science, technology, engineering, and mathematics, adding the arts into its scope. The STEAM goal is to support student enrollment in these fields by providing 1,000 new scholarship awards, creating 50 academic program enhancements and generating 100 new business partnerships with 50 new internship opportunities.

Eleven Florida College System (FCS) institutions were awarded $30.5 million in funding from the U.S. Department of Labor, Trade Adjustment Assistance Community College and Career Training grant program. Beginning October 2013, the FCS institutions will receive funding in the areas of supply chain management, information technology, orthotics and prosthetics career education, and economic, workforce development and education partnerships.

• Broward College is the leader of a consortium designed to provide workers with skills necessary for entry- and middle-level employment in supply chain management. The college will receive $12.9 million.

• College of Central Florida is the leader of a consortium designed to bring information technology skills to workers in rural areas. The college will receive $3.2 million.

• Eastern Florida State College will receive $1.5 million in the area of information technology. • Edison State College will receive $1.4 million in the area of information technology. • Florida State College at Jacksonville will receive $1.1 million in the area of supply chain management. • North Florida Community College will receive more than $800,000 in the area of information technology. • Palm Beach State College will receive $1.2 million in the area of information technology. The college will also receive

$1.1 million in the area of economic, workforce development and education partnerships. • Polk State College will receive $1.6 million in the area of economic, workforce development and education

partnerships. • South Florida State College will receive $1 million in the area of information technology. • St. Johns River State College will receive more than $900,000 in the area of information technology. • St. Petersburg College will receive $1.5 million in the area of supply chain management. The college will receive $2

million in the area of orthotics and prosthetics career education.

Colleges will use the funding to design training programs that students can complete in two years or less. The funding will be used to build capacity and infrastructure, leverage distance learning, develop training modules that respond to business and industry needs and expand career pathways tied to high-skill jobs.

Fall Gathering at Broward College Grant and Foundation staff members from 21 colleges and the Florida College System Foundation met at Broward College September 16-17 to discuss shared concerns and share best practices, while taking advantage of opportunities to network for future collaborations. Through a competitive process, Nancy Lillis, North Florida Community College, was awarded the travel scholarship to attend the gathering.
