Don’t Go It AloneLearn from the experience of a test security professionals group that banned together to confidentially exchange experiences on exam security. Presenters will share their formative documents and facilitate an opportunity for attendees to form their own discussion groups.

When a certification program is developed and maintained properly it serves the needs of its customers, considers the public interest, and creates exams that focus on validity, reliability, and defensibility. A panel of four NCCA Commissioners will speak to effective certification practices that lead to good certification programs. The NCCA Standards for Accreditation of Certification Programs will be used as a framework for building and maintaining certification programs that maintain necessary rigor and create value.

Soren kaplan is the author of the Wall Street Journal bestselling book, Leapfrogging. As the founder of InnovationPoint, he works with organizations that include Disney, kimberly-Clark, Colgate-Palmolive, Medtronic, Philips, PepsiCo, and numerous other global firms. Soren previously led the internal strategy and innovation group at Hewlett-Packard (HP) during the roaring 1990s in Silicon Valley and was a co-founder of iCohere, one of the first web collaboration platforms for online learning and communities of practice. He is an adjunct professor within the Imagineering Academy at NHTV Breda University of Applied Sciences in The Netherlands and sits on the advisory boards of several start-ups, including Glyder and Famtivity. Targeted Learning for Continuing Competency and Professional Development: Utilizing Exam Results to Drive Market Opportunities with Facilities, Institutions, and IndividualsGary SchmidtCumberland B

Credentialing exams are built upon the solid foundation of a job analysis and comprehensive psychometrics. As a result, there is an abundance of validated information contained within the results of these exams. The ability to extract, analyze, and use this information to produce a targeted learning plan is invaluable to the test-taker and to department heads interested in implementing a quantitative, relevant continuing competence program. Recognize how an analysis and report of exam results produces a customized learning plan that is useful for individual professional development or within the context of a departmental continued competency program. Market opportunities exist with facilities/institutions to implement a continuing competency program with summary and individual reports to aid in meeting regulatory requirements and establish annual staff education plans. Marketing a new certification program can be quite costly. However, the challenge today is how to cost-effectively market to targeted audiences. Hear how a certification board used various marketing tactics to increase the number of exam candidates and ultimately increase revenue. Learn how a new

The recruitment of highly capable leaders is paramount to a board’s success. Some organizations focus on demographics or stakeholder interests while ignoring essential leadership competencies. Two executives will describe the processes used by their boards to define and assess key competencies. Essential board competencies will be defined, and the tools used to assess competencies in nominees and sitting board members will be described in detail, including self-assessment, evaluation by references, 360 evaluations, and behavioral interviewing techniques.

Learn how the ACCP created a variety of certificate of completion programs in a variety of clinical disciplines for their physician members. These programs incorporate a variety of innovative educational offerings, including online learning modules; live, hands-on simulation courses; performance in practice portfolios; computerized knowledge assessments; and high-stakes, hands-on simulation examinations to earn these certificates. The presenters will differentiate components of the ACCP program that may be useful to other participants’ training and certificate programs.

It is beneficial to offer multiple delivery options (internet-based testing, remote proctoring, device-based testing, testing through your own network of partners, paper, etc.) to your candidate population rather than settle on a single method. Multiple delivery options provide greater candidate convenience and may promote growth in your candidate population (and increase revenue). Discuss what to consider when deciding how many test delivery options you should offer and how to manage the logistics.

Panelists will examine the discipline process from three perspectives: compliance with NCCA’s standards, discipline policy as a governance issue, and effective implementation of discipline programs. Ida Darragh will speak to the essential elements of a discipline program. Mina Larson and Mike klug will present a case study that challenged one organization to re-examine the operation and policy basis of its discipline program. Shaun Conway will describe his organization’s system to promote consistent decision-making.

This interactive session outlines the issues and solicits experiences from the audience on best practices.

Ethical and boundary issues that can affect the public’s health and safety are common to all industries. Regulators must be able to identify and provide assessment for individuals who are placing co-workers, customers, patients, and employees at risk. This session describes significant features of a computerized ethics/boundaries essay writing assessment, including randomized selection of four topic scenarios: grading rubric/scoring criteria; a security system for remote grading of responses; psychometric analysis; and ongoing grader training/calibration.

The divergence of views on privacy and data protection regulations leads to challenges for U.S. companies doing business in the international marketplace today, especially when considering the volume of personally identifiable information that is exchanged online, a medium that knows no borders. Individuals today are demanding accountability. Legislation is now becoming the norm. This session will shed light on current examples of international data privacy regulations across the globe and 2013 data privacy trends.

Decisions regarding the development of new programs or retirement of existing programs are among the most difficult judgments certification organizations make. Though sometimes emotionally charged, decisions must be objective and based on reliable data. A decision-making algorithm for the process of determining whether to develop a new program will be delineated in detail and the process of impartially deciding when to discontinue a program will be discussed. Mystery shopping is used by the service industries to measure quality compliance with regulation or to gather specific information about particular products or services. However, little is known about its use by certification organizations. This presentation outlines the key steps employed by the National Board for Certification in Occupational Therapy, Inc. (NBCOT®) to implement its mystery shopping program. Results from the program support accreditation standards related to security and protecting the integrity of the assessment instrument.

Examples illustrating challenges faced by scorers and guidelines to facilitate efficient scoring of constructed-response questions on certification examinations will be shared.

Paul Grace, MS, CAEPaul Grace is an innovative leader with more than twenty-five years of experience in the realm of personnel certification and accreditation. He is currently the President/Chief Executive

Officer of the National Board for Certification in Occupational Therapy, Inc. (NBCOT), a position he has held since 2001.

Mr. Grace has served as Chair of the National Commission for Certifying Agencies (NCCA) and three terms as President of the Institute for Credentialing Excellence (ICE). He is now serving as co-chair of the Main Committee for the NCCA Standards Revision initiative.

He was awarded his undergraduate and graduate degrees from West Virginia University.

Credentialing Industry Leadership Award

Denise D. Humphrey, MADenise D. Humphrey is the Deputy Director, Center for Development of Security Excellence (CDSE) Directorate, Defense Security Service (DSS). She serves as the senior security advisor

for the agency’s security education, training and professionalization programs, including oversight of the development of the Security Professional Education Development (SPeD) Program. She is currently the Chair of the Department of Defense Security Training Council (DSTC). She has played a key role in the development and implementation of the SPeD Certification Program, DoD’s initiative to professionalize the security workforce. Under her leadership, the Security Fundamentals Professional Certification (SFPC) became the first, federal government developed certification to become nationally accredited.

Ms. Humphrey graduated with honors from Western Maryland College with a Bachelor of Arts degree in Sociology with an emphasis in Criminal Justice. She holds a Masters of Arts degree in Security Management from the George Washington University.

ICE is pleased to announce the one year anniversary of its accreditation program for assessment-based certificate programs (ACAP). Accreditation for education and training programs provides a third-party validation that programs have met recognized national and international standards for development, implementation, and maintenance of education and training.

Organizations interested in accreditation are invited to check out our website at www.credentialingexcellence.org/accreditation to understand the difference between certificate and certification; to download a copy of the NCCA or ICE Standards and application forms; and for the latest information including an overview of the application process, FAQs, and fee information.

Certified Association Executive (CAE) CreditsEarn or maintain the Certified Association Executive (CAE) credential by applying qualifying education from ICE Exchange as credit toward your CAE.

At the ICE Exchange, you may earn a maximum of 19.75 credits on qualifying education: Credit is calculated on an hour-for-hour basis, rounding down to the nearest quarter hour and excluding session breaks, and networking events.
