The Background
As the green engine of economic growth in the 21st century, service outsourcing is leading a new round of further industrial transformation world widely, together with the wide application of new technologies, such as cloud computing and internet of the things and the deep integration between information technology and traditional industry.
There were 16,939 companies with 3.182 million employees specializing in outsourcing industry in China by 2011. In the same year, Chinese
outsourcing enterprises signed USD 32.39 billion service outsourcing contracts, with the annual increase of 63.6%, among which offshore service
contracts valued USD23.83 billion, with the annual increase of 65%, which was 23.2% of the world offshore service outsourcing market. All these
make China the second largest offshore outsourcing destination globally.
In 2011, the value of outsourcing contracts regarding ITO, BPO and KPO occupied 61.1%, 15.1% and 23.8% of the overall contracts separately. And
KPO had an increase of 18.9% compared with 2009. All these indicate that China’s outsourcing industry is transferring its focus from the lower value
added industries to the high end businesses such as biopharmaceutical R&D, technological R&D, industrial design, Inspection and testing and so on.
During the 11th five-year plan, China’s outsourcing industry had witnessed a rapid development, with its industrial scale expanding and fields
broadening. From Thousand, Hundred and Ten Project to the release of Reply, China had identified 21 key outsourcing demonstration cities, 84
outsourcing demonstration parks successively, which constituted the main carrier for the development of China’s outsourcing industry.
Developing the service trade and promoting the balance development of foreign trade was mentioned again by the 18th NCCPC work report
concerning accelerating the improvement of the socialist economic market system and the transformation of the mode of economic development.
Service outsourcing industry keeps its strategic place in China’s 12th five-year plan and will play a pivotal role during the transformation of the
economic development mode and realizing the great change from made in China to innovate in China. At the same time it can also improve the
competitiveness of producer service industry and support the development of manufacturing industry, finally promote the upgrading of China’s
industrial structure.

Suzhou, as the economic, foreign trade, industrial and commercial, logistical, cultural, art, educational and traffic center of Jiangsu province, has the largest population and is the most prosperous city in Jiangsu. It is also a famous scenic tourist city in China and was named China’s Top Ten most dynamic cities.
Suzhou is one of the cities that engage in the outsourcing industry at a very early time in China. From the 1990s, some small outsourcing companies had emerged here. During the past twenty years, there are over 1,600 enterprises specializing in the outsourcing industry and the number of employees has exceeded 160 thousand. By the end of 2011, the value of singed contract is more than USD3.5 billion.
During the 12th five-year plan period, Suzhou will focus on the development of 10 key outsourcing industries, which can be grouped into three categories. Firstly, accelerate the development of competitive industries with certain scale and competitiveness, e.g. software development, financial back-office, biopharmaceutical R&D, etc. Secondly, make great efforts to help local industries with huge potentials overcome various obstacles through the integration of technology resources (public technology platforms, key laboratories, research institutions etc.) as well as introducing more well-known international outsourcing companies specializing in Inspection and testing services and help them settle down in China. Thirdly, cultivate the emerging industries which will lead the development trend of outsourcing industry, in the future, for example cloud computing, internet of the things etc. Continuously promote the progress of practical and advanced business models such as multinational corporation shared services center.

Cooperation (Wuhan) International Forum
Wuhan, the political, economic and cultural center as well as capital of Hubei Province locates at the middle part
of China. It contains three parts----- Wuchang, Hankou and Hanyang, which is so called Wuhan three towns.
Two major rivers run through it. They are Yangtze River ---the third longest river in the world and Hanshui------
the largest tributary of Yangtze River. Wuhan has 13 districts and 3 national level development zones. It is

GDP of Wuhan ranked the fifth among the 15 sub-provincial cities in 2011, exceeding Qingdao to enter the first-
tier sub-provincial cities of China.
Wuhan fully takes its advantages in technology and human resource to develop its outsourcing industry with the
high end software outsourcing service as the major point. In 2006, it was awarded by Ministry of Commerce with
the Service Outsourcing Demonstration City. During the 12th five-year period, its strategic goal in outsourcing
industry is to be a major center for offshore outsourcing deliver center in China and strengthen its advantages in
technologies and industrial scale in the application software fields like Space information technology, information
security, engineering, enterprise informatization and embedded software, etc.
About Wuhan City
Wuhan Economic and Technological Development Zone -----Car Capital of China
The zone was built starting from May 1991, and had gained the permission of NDRC to set up the
National Auto and Auto Parts Export Base in August 2006 and built the National Ecological
Industrial Park under the supports from Ministry of Environmental Protection, Ministry of Science
and Technology and Ministry of Commerce in April 2011. So far the zone has had a planning area
of 202.7 square kilometers with the building area of 100 square kilometers.
Wuhan East Lake New Technological Development Zone------ Optics Valley of China
Optics Valley of China is located at the southeast part of the Wuhan and surrounded by the three
famous lakes and six mountains. It is made up of Guandong Optics Electronic Industry Park,
Guannan Biopharma Industry Park, Tangxun Lake University Science and Technology Park,
Optics Valley Software Park, Buddha Mountain Industry Park and Electromechanical Industry Park,

Jinan, the spring city, is an old city with over 2,600 year history of civilization. It is the
political, economic, cultural center of Shandong province and educational, science and
technological, and financial center as well. It locates at the across point between
China’s Bohai Economic Circle and Yellow River Economic Area, which gives it a
geographical advantage towards the northeast Asian economic circle.
As one of China’s Service Outsourcing Demonstration Cities awarded by Ministry of
Commerce, Jinan has well developed high-tech industry, IT industry, support platforms
for public software and hardware and China’s only CIIIC is located in Jinan. All these

outsourcing industry.
Jinan is also one of China’s most important industrial cities. At present, it has gradually
formed six pillar industries. They are electronic information, traffic equipment,
household appliances, machinery manufacturing, bio-engineering, textile and garment.

About Jinan City Jinan Innovation Valley
Jinan Innovation Valley is located at the southwest of Jinan, the capital of Shandong
province. With a total planning area of 70 square kilometers, it has Jinan Economic
Development Zone to its north and the main city of Changqing district to its west. It is
the major carrier for Jinan to develop the software industry.
The industrial core area is located at the southern part of the general planning area

Bestriding on both banks of the middle reaches of Yellow River, Luoyang is located in the western part of Henan province. It is a brilliant pearl in central China not only for its renowned thousand-year history and splendid cultural connotation, but also for its rich and colorful modern civilization and bright characteristics.
As the key industrial city, Luoyang has a strong industry foundation. Upon several decades’ development, five strategic pillar industries have been formed gradually, including equipment manufacturing industry, new materials industry, energy & electric power industry, and petrochemical industry. With prominent science and technology advantages, Luoyang is an important research and development base of high-tech. It is also a technology based city with strong science strength and intensive talent pool in the Midwest China. At present, Luoyang has 17 industrial clusters, which ranks first in the province. Among the 17 industrial clusters, there are 1 state-level development zone and 2 province-level industrial zones.
Luoyang seizes the opportunity of modern service industry transfer from Europe and America and coastal regions to inland area, endeavors to carry out the transformation from made in Luoyang to create in Luoyang and service in Luoyang, cultivating and developing information industry as the core of strategic new industry. It has established call center industrial park, information and telecommunication industrial park, cloud computing and internet data industrial park etc. By the end of 2011, the number of information enterprises in Luoyang has exceeded 350. The annual sales income has been over 3 billion Yuan, with an increase of 30%. In the 12th Five-Year Plan, the estimated investment amount of information industry will be over 40 billion Yuan, with sales income over 100 billion Yuan, which will make information industry, take up over 5% of GDP and become one of the major industries in Luoyang.

Luoyang National High-tech Industry
Development Zone
Luoyang National High-tech Industry Development Zone was established in 1992 under the approval of State Council and the total planning area is 5.6 square kilometers. At present, the number of various companies here altogether is 1200, with 61 large scale companies, 69 high-tech companies. There are also 124 municipal-level R&D centers among which 3 ones have reached the national level.
The zone has also been selected as China Top 50 Development Zone for Investment. So far, there are more than 100 foreign companies from 20 countries and nations involving in the construction of the zone. It has become a new economic growth point with an annual growth rate above 30% since its establishment.
Exploration Weihai Economic and Technological Development Zone
Weihai, a prefecture-level city of Shandong province, located in the eastern end of Shandong Peninsula, is one of the national top 40 investment- favor cities and top 50 cities ranked by the comprehensive economic strength. In 1984, it opened to the outside world together with the first batch of China’s coastal cities. In January 1999, it was selected as China’s Excellent Tourism City. And it became China’s first city that gained the United Nations Habitat Award on October 6, 2003. It was selected as national forest city on May 7, 2009.
The industries in the city can generally be divided into 35 categories that can be further divided into 146 industries which contain 272 specific industries. All these industries can produce over 3,000 kinds of industrial products. The industrial system is led by industries like new information, new material, new energy, new medicine and high-end equipments and followed by industries like machinery, chemicals, building materials, textiles and garment, food, etc, which contributes to its competiveness and regional characteristics.
Weihai has been the national and Shandong provincial informatization model city, national model city on digital city construction successively and won the award of the top 50 China city informatiztion and the most attractive city regarding the process of informatization in two consecutive years. In 2011, Weihai ranked the fourth among 17 prefecture-level cities in the test about the development level of informatization and industrialization, which was launched by Shandong Informatization and Industrialization Promotion Center.

Development Zone
Weihai Economic and Technological Development Zone is located at the east end
of Shandong Peninsula, surrounded by the sea on three sides and one side
connected with the inland. It is neighbored by Korea and Japan, just across the sea.
Weihai was approved to be the national development zone by the State Council in
October 1992.
Since its establishment, the zone has always insisted on taking economic
construction as the priority and fully implementing the opening-up strategy to
improve the investment environment and accelerate the construction of modern
industry, modern service industry and modern agricultural industry, and strive to
build a zone with strong economy, typical urban areas, good ecological environment
and harmonious community, finally make itself an important window for Weihai to
the outside world and one of the most economically dynamic area in Jiaodong
Peninsula.
