WHEREAS, a continuing budget resolution is needed to provide direction on expenditures for Fiscalfear 2015;

4l NOW THEREFORE BE IT RESOLVED the Oneida Business Committee adopts the following42 directives for Fiscal Year 2015 which are more fully ouflined in this resolution:

t. Operational Expenses. Operational expenses are not to exceed one-twelfth (1112) of 75%ofthe.allocation in the FY2014 budget for October through January. Provided that, this restrictionshall exclude personnel and persorm.el related lines, which shall continue at 100% funding and be

2. Suspend All Wage Increases. No wage increases in any fonn are authonzedfor any employeeexcept as previously approved by the Oneida Business Committee, employees ending aprobationary employment during this period shall be autho fized.the off-probation increase.

3, Overtime Reduced.a. It is the expectation of the Oneida Business Committee that Direct Reports shall work

collaboratively to utilize employee knowledge, skills and abilities in an effective andefficient manager to avoid ovefiime

b. Direct Reports shall report ail overtime to the HRD Manager on a weekly basis.c. The HRD Manager shall review all overtime and assess whether or not such overtimewas warranted or whether work force schedules could be adjusted to avoid futureovertime. Work force schedules may be evaluated across programs and business units toidentify the best use of employees and resources.

d. A Direct Report may grant an exception where overtime is necessary to address health orsafety, or regulatory requirements.

e. Where exceptions ars granted, a Direct Repofi shall submit a report to the OneidaBusiness Comrnittee identi&ing, at a minimum, th" following information.1. Job position, duties, wage scale, and the health, safety issue addressed, or

re gul atory requirement nec essitatin g oveitime.2. What, if any, alternatives were identified and why they were not utilized?3. What was the cost of leaving the overtime and of not granting overtime?4, What is the health and safety issue or regulatory requirement justiling theauthortzati on o f overtime ?

4. Elimination of Trovet.a- All travel shall be eliminated except for government and legislative functions as approved

by the Oneida Business Committee.b. A1l programs shall identify grant related travel and apply for adjustments in the grant to

reallocate travel related funding to the provision of services. Where amendments can:rot, be made to the grant to reallocate travel related funding, the allocations of the gantfundingfor travel must be re-approved by the Oneida Business Committee to approve thetravel related activities in the grant.c. Continuing education requirements which are part of licensing or certification '

requirements paid for by the Tribe ate authofized,to be canied out in the order of priorityof on-line training and then local haining.

d. Where travel has been approved prior to the adoption of this resolution, and for which theemployee has already expended funds for the travel is authorized under resolution # BC-2-12-14-B it is considered approved for Fy2015.

Excqrtion to the activation of CIP may be made by the Oneida Business Committee to165 protect revenue generations, health or safety or regulatory requirements.166167 NOV/ TIIEREFORE BE IT FURTIIER RESOLVED that the Emergency Management Director,168 Ombudsman, and Self Govemance Coordinator, boards, committees and commissions, and any ottrer169 plogram not included in tle Direct Reports defined in ttris resolution, shall obtain approval ftom the170 Oneida Business Committee for actions within this resolution.t71172 NOW TIIEREFORE BE IT FURTHER RESOLYED that this conti:ruing resolution shall be in place1':3 unlil adoption ofthe budget for Fiscal Year 2015 by the General Tribal Council.174
